Experts say that a sharp increase in number of seats in technical courses during last few years and reducing inclination of students towards courses like MCA and engineering branches like IT has led to a situation where colleges, especially those that opened during last few years, are forced to consider closure. Also, the worldwide economic slowdown, which has also affected India and reduced employment opportunities in specific sectors, is being looked upon as one of the contributors to the overall hit on technical education all across the country, including Madhya Pradesh. During the last three years, the number of engineering seats in the state increased by about 27,000 while number of MBA seats increased by over 7,000. This year, about 26,500 engineering seats and 2,700 MBA seats remained vacant. Though the number of MCA seats actually reduced by about 1,000, the number of vacancies remained over 50%. Experts however also feel that situation is actually not as bad in MP compared to other states in the country . Overall, about 138 technical colleges, including engineering, MCA and MBA colleges, have applied for closure in different states. Between 2010 and 2012, at least 275 more colleges applied for closure, sources say . Piyush Trivedi, vice-chancellor of Rajiv Gandhi Proudyogiki Vishwavidyalaya (RGPV) - the technical university of the state - concedes that some technical courses and engineering branches are facing problems in the state, but adds that it is a countrywide phenomenon. He mainly blames the scenario on the rapid increase in number of seats in technical courses during last decade, especially last five years. Trivedi says that certain colleges - like MCA institutes - might have applied for closure of the course, but might have opted for integrated fiveyear BCA-MCA, which is more popular among students. Also, some colleges might have merged MCA, MBA courses with engineering colleges as additional departments. "However, we have to find a way to stop the indiscriminate increase in number of seats in the technical colleges. The need is to focus on quality rather than quantity . Because if the number of seats in established/old colleges goes on increasing, the new colleges would continue to have problems," the vice-chancellor said. This year too seats in technical courses, especially in engineering and MBA are set to rise at least 10%, he added. Another expert is of the view that the cost of establishment of colleges has increased heavily during last few years and if these colleges do not get enough number of students, then they fail to realize the revenue invested and even fail to pay bank loans. Property of a technical college in Ujjain was attached by a bank recently due to failure to pay loans. This forces some colleges to seek closure. Spokesman of the Association of Technical Professional Institutes (ATPI) of MP says that the technical education sector is facing tough internal competition and impact of worldwide economic slowdown has aggravated the situation. The inclination of students has also reduced in some specific courses, bringing some colleges to the verge of closure. The regional officer of All India Council of Technical Education (AICTE), Ashok Kumar Patel could not be contacted for comments.

National Green Tribunal bench inaugurated in Bhopal


Stressing that development at any cost should not be acceptable, Union minister of state for forest and environment Jayanti Natarajan said environmental interests should also be kept in mind, adding that development could be environment-friendly too. She was speaking at the inaugural function of National Green Tribunal (NGT) here on Sunday "Setting up a branch of NGT at Bhopal is a significant initiative. Our commitment is to take environmental justice to common people. Clean and pollutionfree environment is every citizens' right. The country needs development, but judicious use of natural resources is also necessary," she said. Natarajan emphasised that India would emerge as a major economic power, but it would ensure environmentfriendly permanent development. "Any common person can move the tribunal for justice. Here, decisions will be taken keeping long-term effects on environment in view," she said. In his address, chief minister Shivraj Singh Chouhan said a balance should be struck between development and environment. "A practical strategy will have to be adopted to ensure that the environment remains intact and development works also do not suffer," he said. Chouhan said Madhya Pradesh has 33% forest cover. "We are committed to maintain this. Balance between development and environment is necessary since we have to construct irrigation projects and generate power for development. We will have to move towards this direction by adopting a positive frame of mind," he said. He also suggested that workshop of national and international environmentalists should be held in MP. MP high court's administrative judge Justice KK Lahoti in his speech said the bench of NGT would benefit people of MP, Rajasthan and Chhattisgarh. "Environment-related cases pending in the high court will now be transferred to this bench," he added.

High Court sets aside Saklechas election


INDORE The Indore bench of Madhya Pradesh Court set aside independent MLA Paras Saklecha's election from Ratlam assembly constituency on the grounds of leading a baseless and misleading campaign against his rival, former minister Himmat Kothari of the BJP, during the 2008 assembly elections. The court found Saklecha guilty under Section 123 of Representation of People Act, 1951. The court also imposed a fine of Rs 20,000 on Saklecha. The order was passed by Justice Mool Chand Garg on Friday. Former BJP MLA Himmat Singh Kothari had filed a writ petition in Madhya Pradesh High Court on January 19, 2009 challenging the December 2008 results. Kothari was defeated by Saklecha by 31,054 votes. The high court, on the basis of evidences and CDs produced in the court during the trials, set aside Saklecha's election. The court also sent copies of the decision to the Speaker and the Election Commission. "The Election Commission can now debar Saklecha from contesting any elections for next six years," said Veer Kumar Jain, Kothari's counsel. In his petition, Kothari claimed that all allegations levelled by Saklecha at the time of election campaign were baseless. Saklecha had alleged that Kothari, when he was state home minister, was involved in a gun purchase scam of Rs 64 crores, police sticks purchase scam of Rs 16 crores and in 'peacock food' and water scam of Rs 8 crores. He had also alleged that Kothari had accumulated undeclared properties worth Rs 300 crores in Mumbai and Hyderabad, Jain said. "The court found that whatever allegations were levelled by the sitting MLA during the election campaign was baseless and affected the election results," said Jain. Six witnesses and election commission CD were produced on behalf of Kothari, while four witnesses were produced from Saklecha side, he added. Kothari had contested the polls for eight successive terms from 1977 to 2008 and had represented the seat on six occasions. Himmat Kothari said the decision will prove to be a bench mark for other leaders. Many a leaders are involved in mudslinging game at the time of election campaign and levelled baseless allegations on other candidates without any solid evidence. This is big victory and relief for me ahead of forthcoming Assembly elections, Kothari added. Saklecha said I accept whatever Madhya Pradesh high court decision is. Now, I will go through the judgment and file a petition in the Supreme Court, he said.

Ten departments to have financial advisor system


BHOPAL As many as ten government departments would have financial advisors. This was decided at the state cabinet meeting. As per the government spokesperson, the cabinet decided to introduce financial advisor system at the government level in 10 departments. For this system, 10 posts of additional secretary level financial advisors will be created in Mantralaya. These posts will be filled up by availing services of officers of the rank of Madhya Pradesh finance service officers or additional secretary rank of officers of All-India Services on deputation. The departments include Urban Administration & Development, School Education, Rural Development, Public Health & Family Welfare, Women & Child Development, Forest, Home, Water Resources, Public Works and Energy departments.

Master plans likely for areas near state tiger reserves


With the state government notifying the master plan for Madhai and other villages close to the Satpura tiger reservethe first of its kind notification to regulate construction around a tiger reservethe state government seems to be keen to bring in similar regulations at Pench, Kanha and Bandhavgarh tiger reserves too. Unbridled construction is a far more acute problem at Pench, Kanha and Bandhavgarh reserves since they are some of the most popular wildlife tourist destinations in the state. Commissioner, Town and Country Planning, Gulshan Bamra said, "We will be expecting a proposal from the forest department for preparing a master plan for other tiger reserves too. The department of Town and Country Planning would also be looking into it proactively ." There is a lot of demand to notify a plan for areas around other tiger reserves as well, he added. Lodges and resorts have come up in a haphazard way all around entry points to tiger reserves popular with tourists. The construction of resorts and lodges in a haphazard way is preventing dispersal of wildlife from tiger reserves. This is responsible for turning reserves into islands of habitat with no genetic exchange with habitats outside. At the Kanha tiger reserve, information sourced under the Right to Information Act suggests that out of the 53 lodges and hotels registered with the park management, 23 have been constructed within 1 kilometre of the boundary of the reserve. Besides these, 19 lodges are located under 4 kilometres of the boundary of the core area of the reserve and 6 lodges are located under 5 kilometres from the reserve. There are 9 hotels and lodges that are under construction. The forest department and the department of housing and environment have to work closely to ensure that regulation necessary for preventing haphazard construction is brought in. "The Housing and Environment Department has to notify eco-sensitive zones in national parks ranging from 100 metres to 2 kms from the boundary," said Gulshan Bamra. Broadly, the Madhai master plan allows construction of hotels in Reni Pani and Sarangpur village and proscribes construction in any other village around Madhai. It also disallows con-

struction of hotels if the land holding is less than 20 acres. Large investments have been made by influential people including politicians, bureaucrats and industrialists in and around Madhai- an entry point to the Satpura tiger reserve. The state government decided to prepare a master plan for Madhai after the destination

emerged as a new venue for investment by hotels and lodges as the park is coming up as a popular tourist destination. Likewise, investments have been made around Kanha, Bandhavgarh and Pench in the hope that the land would fetch good returns if sold to commercial entities wanting to set up lodges and jungle resorts.

CM launches Atal Jyoti scheme at Dhar

ith no improvement in the law and order situation in the State and the image of the police taking a beating, particularly after the illegal confinement of a minor girl in Bulandshahr, Uttar Pradesh Chief Minister Akhilesh Yadav has removed the Director General of Police, Ambrish Chandra Sharma. Mr. Sharmas transfer order was issued late on Friday night, ending a daylong speculation about the fate of the officer. Mr. Sharma has been replaced by the DG of the Provincial Armed Constabulary (PAC), Dev Raj Nagar. An IPS officer of the 1976 batch, Mr. Nagar before his appointment as the new State police chief, had also held the charge of Chairman of the Police Recruitment Board. The outgoing DGP has swapped places with the new incumbent and will now be the DG, PAC. No official explanation has been given for the sudden ouster of Mr. Sharma, who had been appointed the DG Police in March 2012 following the formation of the Samajwadi Party government. Mr. Sharma is understood to have paid the price for the poor law and order and crime situation in the State. In addition to the 28 incidents of communal violence in the last one year of the Akhilesh Yadav government, the killing of Deputy Superintendent of Police Zia-ul-Haque in Balipur village of Pratapgarh district on March 2 who had been abandoned by his colleagues had cast the police in a poor light. More importantly, the image of the police had suffered a severe beating in the recent past with the illegal confinement of a 10-year old girl in a police lockup in Bulandshahr and the Supreme Court rap causing embarrassment to the government. Incidentally, the government, which has been served a notice by the apex court in the case, has to submit its reply on Monday .

DHAR Chief Minister Shivraj Singh Chauhan has launched Atal Jyoti Abhiyan at Raigarh in Dhar district under which villages of the region would be getting 24-hour power supply . In doing so, Dhar became the ninth district of the state to be covered under the scheme. Speaking on the occasion, Chauhan said that when he took the reins of the state, it was getting 2400 MW of power. "Today, it is getting 10,400 MW. All the rural households in the state will start getting 24-hour power supply from May-end," he said and added that a minimum 10-hour electricity will be provided for agriculture works. In a bid to woo the farmers, Chauhan said that they need not go to deposit electricity bill every month. "Instead, they will have to deposit their bills

Fissures over Jha, Bharti visible at felicitation meet

n a simple but much awaited programme, BJP members nominated in team Rajnath at the national level were felicitated at Deen Dayal Parisar (state BJP office) recently. The state capital was covered with banners and hoardings in support of their political leaders. Some hoardings gave more prominence to former BJP chief Prabhat Jha while others showcased Uma Bharti in a better light- indicating factionalism in the party. Even during the function the divide was quite evident. Deen Dayal Parisar was full of party workers and the road leading to BJP office was completely jam-packed with four wheelers. The programme that was scheduled to start at three in the evening started an hour late. Former chief minister Uma Bharti's supporters were present in large numbers and they made their presence felt through loud sloganeering especially during Bharti's address. State BJP chief Narendra Singh Tomar chose to speak about Chouhan first and then Uma Bharti. He said he is a disciplined worker of the party and is carrying out his duties honestly. Faggan Singh Kulaste in his address said the state had developed at a rapid pace during Shivraj Singh Chouhan's tenure and the BJP would form the government in the state for the third time thanks to the CM's welfare schemes. Thavarchand Gehlot in his address said people did not know about parliamentary board till Gujarat chief minister Narendra Modi's name cropped up for inclusion in the board. "I have been a member of the parliamentary board four times. Till now, people didn't understand the importance of the board," said Gehlot. A seemingly confident Prabhat Jha addressed party

Jha emphatically insisted that Shivraj Singh Chouhan is the flag-bearer of the party in Madhya Pradesh. In the same breath he added that the CM has visible clout even at the national level. "He (Narendra Singh Tomar) was sent to the Centre by Shivraj only for two-and-half year period and then was called back," said Jha. When the audience responded with laughter, Jha said, "Why are you all laughing, Shivraj ji ko samajhna kathin hai (it is difficult to understand Shivraj)." It needs to be mentioned that earlier Narendra Singh Tomar was replaced by Prabhat Jha as state BJP president and Tomar was made national vice-president. Now, the roles have been reversed with Jha being sent to the Centre as the national vice-president

Appreciating Chouhan's talent, Jha said while the party had demanded representation of two members at the national level, Chouhan managed to get four members nominated. Jha said everything he wanted to but in his own inimitable style. Welcoming industries minister Kailash Vijayvargiya, Jha said he is a man of all seasons. "Sometimes, he is seen singing bhajans, he also sings sweet songs and sometimes you watch him giving stinging remarks in media," said Jha and brought smile on almost everyone's face including Vijayvargiya. "Holding various posts and being assigned various responsibilities is part of your duty. The party has sent me to several places. You can send me anywhere but I won't leave MP," he said. He told the gathering that just one day before, Narendra Modi in a meeting said one should not remain over-confident, this applied to MP as well.

CM gives cautious statement on PM candidate

hen Gujarat chief minister Narendra Modi is emerging as BJP's new poster boy for the ensuing 2014 Lok Sabha elections pushing aside LK Advani and Rajnath Singh, chief minister Shivraj Singh Chouhan feels the talk on the party's Prime Ministerial candidate should be held only on the party's official forum. Chouhan, who usually avoids making any comment on the issue and speaks of his being focused on MP's development, said in an interview to a TV news channel that he believes that the party's parliamentary board would decide as to who would be the PM candidate. In the interview, however, Chouhan went one step further as he said if every person gave his or her statement on the issue, it would weaken the party's image and gradually such talks would become a joke. He said if anybody is interested in giving any statement on the issue, he should go to the forum - the parliamentary board. A senior party leader said, "Chouhan has given a very mature statement. He rightly said that if every leader from the party expresses his view in public, it would expose the party's groupism and this would in turn weaken the party." However, he was quick to add that Chouhan did not parry the question as he often did in the past. This can be seen in the context of Modi-Chouhan talks going on in the party for quite some time after the BJP's national executive meet on the issue of the PM candidate. He said Chouhan knows very well that it is not easy for Modi to become the Prime Minister even if NDA wins the 2014 Lok Sabha elections. There would be too many permutations and combinations before deciding as to who would be the PM. Another party leader said BJP is facing crisis at the moment. Unlike Atal Bihari Vajpayee and LK Advani, there is no leader in the party who could be acceptable to all the alliance partners of the NDA. Age factor and RSS's disillusionment went against Advani. Janata Dal (U) has already expressed its reservation against 'PM candidate Modi'. In such circumstances, he said, Sushma Swaraj, Arun Jaitley, Rajnath Singh and even Jaswant Singh and Yashwant Sinha would like the party and the alliance to push forward their respective names for the coveted post. But if Advani camp or any other camp from within the BJP or the NDA is opposed to these names, search for a consensus candidate might start. Hence, Chouhan is wise enough not to keep on trumpeting his 'I would remain focused on MP's development' tune now. State BJP spokesperson Deepak Vijayvargiya said the BJP has a system in place whereby the party's parliamentary board decides the Lok Sabha candidates' names and also the PM candidate. As Chouhan is a committed leader of the party, he has rightly said that such things should be discussed on the party forum only. Meanwhile, Chouhan and Uma Bharti have made peace with assembly elections in mind. Uma Bharti who had once dubbed chief minister Shivraj Singh Chouhan as 'bachcha chor' (child thief ) for taking over the reins of government from her, bowed before Chouhan's leadership in the state during a felicitation function at the state BJP office. "If Shivraj Singh Chouhan is to get about 150 seats in the 2013 assembly elections, we will ensure that he gets more seats. These seats would be a gift to him," she said. "I will never compromise on the issue of Hindutva, nationalism and corruption," she added. On his part, Chouhan hugged her when she was on dais and called her his 'chhoti behen' (younger sister). In his speech, Chouhan said, "The national leadership of the party always gives due importance to Madhya Pradesh and nomination of the leaders in the national body is ample proof." On November 28, 2005 the firebrand 'chhoti behen' had revolted against the central BJP leadership's decision to nominate Chouhan as the leader of the BJP legislature party to replace the then chief minister Babulal Gaur. Meanwhile, it seems Uma Bharti won't play an active role in Madhya Pradesh politics. Addressing the gathering, Uma said when she asked national president Rajnath Singh about her future role after being nominated as national vice-president, she was told, 'Agar Ganga bachegi toh desh bachega' (Country would survive only if Ganga is saved). Uma's remarks make it clear that the national leadership wants her to play a greater role in Uttar Pradesh - the Ganges state. Uma said she may have come back to the party office after seven years but it does not mean that she had left the party's ideals behind. "I always remained loyal towards the party's ideal and principles. Many political parties asked me to join them but I never abandoned the party's ideology," said Uma. Uma added that she didn't vacate the CM's post due to allegations like corruption but did it for the honour of the national flag. She said she never compromised on issues of Hindutva, nationalism and corruption and would never do so in the future as well. It is only because I stuck to my values that I was rewarded by the party, she maintained She said all party workers should work hard to bring BJP to power in the state for the third time. Madhya Pradesh is far ahead of Gujarat. Some states like Gujarat and Rajasthan, which are coastal states, have an added advantage of additional benefits from Centre for building of infrastructure- a status that Madhya Pradesh does not enjoy. Giving glimpses of the former fiery sadhvi, she said Congress was massacred in 2003 assembly elections, its funeral was conducted in 2008 assembly elections and in 2013 the final rites would be performed. Shivraj would win 150 seats on his own but our efforts should be to gift him extra seats, she added.

ccording to the latest numbers from the Internet & Mobile Association of India, India has 137 million Internet users, 68 million Facebook accounts and 18 million Twitter IDs. A recent study on how social media platforms like Facebook can influence elections in India makes the somewhat audacious claim that Facebook users in India today have the capacity to determine the results in upto 160 Lok Sabha constituencies and thereby decisively impact the outcome of the 2014 elections. And that Facebook users may be the new votebank that Indian politicians need to worry about The study, conducted by IRIS Knowledge Foundation and the Internet and Mobile Association of India, suggests that social media usage in India is now sufficiently widespread to have the power to influence the outcome of the next elections to the Lok Sabha and, consequently, government formation. More than any other social media platform, it claims, Facebook has emerged as the gorilla in the social media space. The study, therefore, holds serious implications all of it positive for Indian democracy for the way it empowers citizens, and politicians would be better served by having a well-thought-out social media strategy, it adds. The social network's importance as a political tool hinges on two key points. First, the Indian middle class which felt incapable of affecting election results has turned to the Internet as an alternative battleground. Facebook and Twitter are its new podiums and news TV studios its new Parliament. Facebook, Twitter and YouTube can be a political medium. It is in the political party's interests that they leverage this technology . Using social media cleverly is a philosophy that Arvind Gupta, a 42-year-old PhD from Illinois who ran an analytics firm until becoming head of the BJP's it cell in 2010, concurs with. The study is, as it itself admits, overly simplistic: the 2014 elections may see a greater embrace of social media platforms, but the battle wont be won there.

Is Inflation Good or Bad or Ugly?

We think how good it will be if prices decrease or remains same day after day . Literally our country will be heaven. But is it right? Think again. Now there is one country in this real world where prices have either decreased or remained same in last two decades. You will think if we get the chance to settle in that country one should catch first flight and escape from hell hole called India. How happy people of that country will be! Think again. People of that country are fed up with deflation (decrease of prices). That country is Japan. They are fed up because there is no development (it is called stagnation). Few days ago, the governor of Bank of Japan (equivalent of our Reserve Bank of India) declared that he is going to increase the money supply to end deflation and ensure inflation to push up the development. Japanese consider last two decades as lost decades. Now take my case. Before twenty five years, when rate of real estate flat was only Rs. 250 per sqft in Dombivali (out of Mumbai) I could not afford it. I had to be satisfied with 300 sqft area rental flat in a not so good constructed building (you are well aware of quality of Dombivli buildings). But before 12 years when rate was Rs.

2000 per sqft I bought a 800 sqft two Bed room Hall Kitchen flat in Mulund Mumbai. The moral of story is that inflation makes development fast. It induces good investment in businesses, industry etc., which increase job opportunities. In such economy our income increases at faster pace than inflation. Inflation insists you for making investments and habit of making investments insists you for making more and more efforts for earning and this in ultimate keeps you vigilant and active. So next time your wife tells the vegetables are nowadays so costly please smile!

Reason for the Kashmir conflict


It was 1947 when India seized most of the Kashmir. It was the time when British Colonial rule broke up. In 1949 UNSCs commission for India and Pakistan decided that Kashmir themselves should determine their future regarding the rule and power. There was an authorization of UN referendum being done of Kashmiris so that they could decide their status but till date there has been no result of such plebiscite. Indian rule over Kashmir has been there since1947. India in present has 600,000 military & paramilitary troops in India occupied Kashmir. The same has also resulted into grave breaches and violations of Geneva conventions and Human rights. India has often discussed this matter with international community that Kashmiri people have exercised their right of self determination very effectively and have chosen to be part of India. The residents of Jammu and Kashmir from India side even participated in election in1957 and the elected government made it clear that Kashmir is not part of Pakistan. They ratified Jammu and Kashmir accession to India that meant that there was no question of plebiscite in Jammu and Kashmir. There was this plebiscite which was going to be held in Jammu and Kashmir but the Pakistanis were of the view that if it was held then the part of territories that they invaded wont be part of such plebiscite. Furthermore, Pakistan defied the agreement that was proposed by the UN and refused to vacate the troops. Unfortunately the powerful countries of the world did nothing to ensure that Pakistan will honor the UN resolution for Jammu and Kashmir and the plebiscite could not be held by India and now it has become impossible to have such plebiscite, the reason being, Pakistan now has illegally occupied larger part of Kashmir and people therein do not enjoy any democratic right. They cannot elect a government and in case they do so and take any step which is against Pakistan then they will be killed. It is on Pakistan to give them right to participate in such referendum. Jammu and Kashmir is an integral part of India and no India government can permit some people of Jammu and Kashmir to break away from India. Few scholars argue that people who wish to break away from the country are called traitors who are usually hanged till death but herein India is flexible enough and is a country of tolerance. All these political disturbances have led to troubles for Kashmir today. In addition to this few section of leaders wish to break away from India to form a separate independent country, few wish to join Pakistan and few believe Jammu and Kashmir to be a part of India. All these were considered to be illegal demands for which Indian government arrested few political leaders who later were released. Some of them then became terrorists who started killing the people there, the main target being the women. Terrorists killed the soldiers and soldiers then fought back and subsequently Kashmir has now become a battle field where no one is safe. Peace disrupted to a larger extent when Pakistanis sent Holy warriors of Islam into Kashmir. Islamic fundamentalists are making life of women miserable. For instance girls cannot walk freely in a western outfit in Kashmir now due to fear of being killed on grounds of Islam religion. Mughal emperor Jehangir once quoted that if there is a paradise on face of this earth then it is in Kashmir. The beauty of Kashmir is legendary . Kashmir is really a paradise on earth but today it has become a place of brutality, bloodshed & a place that wants to be invaded by India & Pakistan. In todays scenario, Kashmir is surrounded by dark clouds of violence, political diplomacy, humiliation, terrorism and mutilation of women. Rape has become a common phenomenon committed by militant groups, army people, com-

manders and terrorists. The Kashmiri militant groups commit rape in order to send message to security forces. A study was conducted by Medecius Sans Frontiers in mid 2005 which reveal that, The women in Kashmir are the worst sufferers of sexual violence in the world. 11.6% of respondents said that they were being abused sexually . This figure is very high than that of Chechnya, Sierra Leone & Srilanka. Women in Kashmir get exposed to attacks from members of armed group, soldiers of their own country, military people, terrorist gangs and thus molestations, rape, detention of women, custodial rapes and deaths lead to many psychiatric disorders in them. They go through post traumatic stress Disorder and Major Depressive Disorder. Indian laws and its jurisdiction is full fledged to provide justice to victims. There are draconian laws like POTA and TADA implemented in India to protect the victims of terrorists. India has in Jammu and Kashmir public safety Act 1978 and The Association of parents of Disappeared persons. Indian Judiciary is considered to be as one of the democratic institutions of esteem and pride. The framing of PIL is one of the stepping stone to success by Supreme Court. There are number of fast track courts to solve the matters and provide justice to the people. The role of Non Governmental organizations to bring out and recognize victims and providing them justice is appreciable. Indian executive, legislative and judiciary also have to often go through criticism. Jurists are of a view that decays and backlogs are often seen and observed in providing justice to women. There has been no relief provided to half widows by government. Such half- widows need to wait for expiry of 7 years from the date of bereavement of their husband and even if 7 years are passed they just get Rs.1000/- or so. Many of them do not even get such compensation and remain deprived. The official figures reported are less than the actual missing ones. For the past so many years home state department has failed to provide in specific data for the same. There are so many cases of rape and molestation in Kashmir that go unreported. The first information report made by women is neglected by police in Kashmir. The police department often gets involved in abusing women when women come to seek justice from them. In the village Kunan Poshpora situated in Kashmir, the soldiers of 4th Rajputana Rifles raped about 30 women, during a search operation, the men were taken for interrogation. The women who were raped ranged from 13 to 80 years. Another incident where troops raped a mentally ill women in Srinagar. Medical reports confirmed rape and locals lodged FIR but no action was being taken. These are just a few amongst many incidents that happen in Kashmir even today. Findings state that the military troops there are often immune from prosecution and are subjected to their own court martial proceedings. Such proceedings are biased leading to biased decision which is always in favor of such heinous perpetrators and they are then safe. They are not punished for the crimes they commit. Unfortunately, there has been failure observed in all democratic institutions and redressal mechanisms. In 1993 there were about 7000 Habeas corpus petitions that remained unchecked in Kashmir. Even National Human Rights Commission and State Human Right Commission and Indian Judiciary in country like India are engaged in playing politics of powers when their main aim should be to provide justice to victims. Due to ever present Indian forces and troops are deployed in every city town there is very little money going into tourism industry in Kashmir. There has been interference of Indian government leading to body searches, searches in buildings, tourist centres, banks and all public places. Women often feel insecure in such conditions. India and Pakistan's madness to occupy Kashmir

is leading to oppression war, abuse and destruction. Alvin Powell notes, Those that do not die of their wounds tell stories of horrific atrocities, of gang rapes, of beatings, of stabbings, of violations with gun barrels and pieces of wood; of husbands, fathers and son being beaten, forced to watch, or lying dead nearby they tell of kidnappings and sexual slavery. All perpetrated on women and girls no matter their age. There is an urgent need to establish an International Tribunal as that of Nuremberg Tribunal because the military courts as well as domestic courts have failed to deliver justice to people. Such tribunals should focus on punishing the wrongdoers. They can be established during the continuance of conflict. It is very important to bring in prosecution against the one who are the political group leaders and the one on higher authority involved in creating armed conflict in Kashmir. The Rome statute of ICC provides justice on both national and international level for protection of women.

The reason India abstained itself from ratifying to the Rome Statute
India did not sign the Rome statute. There were voices raised at Rome when India proposed that nuclear weapon and its use should be crime in International Criminal Court. India gave this point through a procedural no action resolution. It was highly objected in International Criminal Court by the international community . Since 1998 India is a silent observer. India since then is subjected to criticism. In International Arena it is often a point of discussion that Indian soldiers need to be taken to International Criminal Court. The role of International Criminal Court is very important for redressal of grievances then be it Sudan, Sierra Leone, Africa, Liberia, Congo and Northern, Uganda, the writer asserts that India, AJK, Jammu and Kashmir and Pakistan should not be exception to the same. International Criminal Court is one of the glorious courts formed up by the consent of world community that go beyond the national governments of state and bring to trial and punishment of individuals who are responsible for commission of genocide, war crimes and crimes against humanity . Few scholars think that it is better if India has not ratified to the statute. They argue that International Criminal Court is subordinate to UNSC and its permanent members, this may result into biased decision and too much of political interference in the internal affairs of the state. India had to go through the grievance of human right violations as a pressure point or tool against Indian security and crime force engaged in Jammu and Kashmir, North East and Earlier Punjab. Indian civilian and military commander may have to face trial by an over zealous or a politically motivated International Criminal Court prosecutor for the crimes committed in the course of performance of their duty. India for being targeted politically in International Criminal Court, if it ratifies the statute is on higher scale. The insurgents have tried their hard to bring over pressure on Indian army with allegations of human rights abuses in Jammu and Kashmir, Earlier Punjab and North East, in case India ratifies to International Criminal Court then such insurgents may take advantage of International Criminal Court statues to lobby the International Criminal Court prosecutor this launching investigation against Indian leaders and commanders. International Criminal Court runs on the principle of complementarity that connotes that International Criminal Court cannot take up the case till Indian national jurisdiction fails to provide justice through its own national laws and is unable to carry its investigation. Indian government though has understood the concept of complementarity by registering 304 cases

against the security forces in Kashmir. 230 cases out of them have been even moved to different courts in the state. More is yet to be achieved though. Indias fear to be a part of Rome statute is justified but at the same time justice needs to be delivered to each and every victim. International Criminal Court though has a provision in chapter VII where in non-members of International Criminal Court can be brought into jurisdiction if the crimes committed are very heinous as it happened in case of Sudan. The chances for India in this matter are very remote. The cases from NGOS or other reliable sources regarding crime committed by Indian nationals in Jammu and Kashmir can be taken in cognizance by International Criminal Court prosecutor, if the prosecutor finds justified grounds for investigations. International Criminal Court prosecution shall then notify India and India will then start its national proceedings against accused within a month to ensure that ICC defers its own action. There shall be periodic reports submitted to International Criminal Court by India. As long as Indian legal system is string to deliver justice to women or any victims, there cannot be interference of International Criminal Court. I am of a view that justice has to be delivered to victims no matter then India fears of. A state of dilemma comes that what if the International Criminal Court prosecution is biased and deliver a decision without justifiable grounds? How much justice is justified? One fails to understand the fact that should India ratify to International Criminal Court statute or not. One thing for sure is that India cannot sail in 2 boats. Women though in all these political diplomacy suffer a lot. In Kashmir the life is at a grave risk. Civil population is constantly migrating to other places. The ones who have no other option live up there. The four walls of their house are no longer safe. They can be attacked from anyone and anywhere. The conflict in Kashmir has affected women socially, physically, economically and psychologically. The ICRC said that women are worst sufferers of armed conflict. The impact is Displacement security, sexual violence, missing persons, lack of access to Medicare and detention. Women live up under constant anxiety about the security of their family members. In media it is projected constantly that Kashmir condition has improved but on time factual situation it has become worse. India is not a part of ICC and lacks a proper fully fledged tribunal, but India should have a truth commission to deliver proper and appropriate justice to victims especially women and children. The civil society has got exhausted because of the brutality and bloodshed down in the valley . The 2100 corpse of women were found in Baramulla, Hanwara and Kupwara districts of Jammu and Kashmir. This reveals the ferocity of the perpetrators. It was after the discovery of the unmarked graves chief minister Omar Abdullah gave his opinion for the establishment a truth commission. India is a democratic country and it is the duty of the country to punish the perpetrators and help out the families of such lost ones. Truth commissions of South Africa had unique and innovative features. It is often called as a victim centred approach and has in it the reconciliation rehabilitation and compensation. Truth commissions help in creation of annals which can then be used against the perpetrators in course of the trial. Truth commissions are such non judicial bodies that try to establish that what happened during a conflict and help out the victims, mainly the women in the countries going through the process of transition. Women in Kashmir go through many difficulties and problems. In accordance with the reasoning put forward the dissertation aimed at curbing down the violence against women through efficient running of various Transitional justice mechanisms.

Filmotsav-2013', a film festival organized by Madhya Pradesh IAS Officers' Association, was inaugurated at IGRMS on Thursday evening. The event would formally be held from April 12 to 18 at Ravindra Bhavan. The inaugural day saw the screening of Hindi film Mirch Masala. The opening day was attended by film stars Kareena Kapoor, Ajay Devgn, Arjun Rampal while the chief guest of the evening was filmmaker Prakash Jha. President of the association Aruna Sharma presided over the function in the presence of secretary of the association Nikunj Shrivastava. The week-long event will be screening films belonging to all genres and languages including women empowerment. On the occasion, Aruna Sharma said, "The state administration has been one of the most responsible ones. IAS officers need some kind of entertainment and relaxation after putting in so much of hard work. Also, we never forget to generate education and knowledge through these festivals." Additional

chief secretary Anthony JC Deesa said, "It is worth appreciating of the fact that this is the sixteenth such festival and has grown from a three-day affair to a week now." Meanwhile, The IAS officers' wives association (IASOWA) on Wednesday held a function in which certificates were distributed to children who were part of the computer pathshala set up by the association in November 2006. The aim of the pathshala was to bring talented, deprived of opportunities, in the mainstream of society and provide them with computer education. Our sources further revealed that the filmmaker-writer met this boy a few years ago at a social gathering. The 'Zindagi Na Milegi Dobara' direc-

tor was touched and at the same time saddened by this. However, it was a memory she carried with her. So when the opportunity to direct 'Bombay Talkies' came up to her, this was the only story she thought of presenting. Said a source close to Zoya, "It was an incident which touched Zoya's heart. Bill 2012 Provisions & Advantages

n the recently passed Companies Bill 2012, a new concept of a One Person Company (OPC) has been introduced, which is considered as a revolutionary step taken by the government to encourage the unorganized proprietary and proprietorship business to enter into an organized corporate world. The concept of OPC is widely accepted in developed countries and our neighbor country -china. The Concept of OPC and Small companies have been introduced which shall be subjected to a lesser stringent regulatory framework. A Minimum of two members are required to form a private company and minimum seven members are required for a public company under the prevalent law. This was looked as a barrier in forming a private limited company by businessmen who do not want any participation of others in their business. To remove this difficulty, they normally opted to allot a minimum share to someone in the family or friends, and also appointed them as a director which created a lot of problems and disputes in the future and ultimately the business activities of such companies got totally disturbed in many cases. But with the introduction of OPC it will be possible to form a company with only one member. OPC provides benefits of both forms of business- Proprietorship and Company . With OPC business can run in the same way as proprietorship, of course by complying with the law, and keeping liability of the member limited by shares or by guarantee, as the case may be. At the same time it has casted responsibility on the society and market players to recognize OPC as a company and not any other form of proprietorship business as, not much public interest is involved in OPC, and many relaxations have been granted in compliances and procedural aspects. It will enable them to attain natural growth. Some of the provisions favorable to OPC are discussed below. Can be formed by a single subscriber: OPC shall be a private limited company in all respect except, OPC can be formed by a single subscriber to the MOA. Perpetual succession/Nomination facility: To comply with basic requirement of perpetual succession and the golden rule a member may come and a member may go, but the company goes on forever provision has been made in the law to appoint nominee of original subscriber. Company has to file with the ROC, a consent of any one other person (nominee) who shall become a member of the company in the case of death or incapacity of original subscriber of the company. Such nominee can withdraw consent by following a procedure which shall be prescribed in rules. At the same time subscriber can also change the nominee by giving a prescribed notice. Upon

changing the nominee, member shall give intimation to the company and the company in return shall inform the registrar within the time prescribed by the law made in this behalf. Minimum share capital: Minimum share capital shall be the same as in case of a private limited company-Rupees One Lakh. Limited Liability: The Bill provides that OPC may be formed with the limited liability by shares and/or guarantee. Three types of OPC 1. Company limited by shares 2. Company limited by guarantee 3. Unlimited company Only one director is required: As per clause 149(1)(a) a minimum of one director is required in an OPC. However there is a bar on appointment of more than one director. Until director(s) appointed individual being a member shall be deemed director of the company-clause 152(1). Exemption from holding Meetings: By virtue of clause 96(1) OPC are exempted from holding AGM. Procedural aspect of general meetings and voting at general meeting are not applicable to OPC. Clause 122(3) and 122(4) of the Bill has created deeming fiction for holding of general meeting and Board meeting respectively. In respect of business required to be transacted only at General Meeting through special or ordinary resolution, member shall communicate the resolution to the company, enter it into the minutes book, signed and dated. Meeting shall be deemed to have been held on the date so entered. Financial statements: By virtue of clause 2(68) OPCs have been relaxed from preparing Cash Flow Statement and they have to prepare profit and loss account, balance sheet and explanatory notes only . Moreover as per clause 134, Financial Statement shall be signed by only one director and submitted to the auditor for his report thereon. No requirement for minimum Board meeting: Provisions related to minimum board meetings to be conducted during the year by a company and minimum quorum at board meeting shall not apply to OPC having only one director. In case OPC has more than one director, it shall conduct at least one Board meeting in each half year and the time gap between the two meetings should be a minimum of 90 days. Related party transactions: When OPC enters into a contract which is not entered into, in the ordinary course of business with its member who is also a director of OPC, it should ensure that the contract is in writing. If such a contract is not made in writing, OPC should ensure that the terms of the contract are contained in the memorandum or are recorded in the minutes book. The written consent of such a person nominated needs to be filled with the Registrar at the time of incorporation of the OPC along with its memorandum and articles of association of the OPC. Change in the name of the person nominated in the Memorandum shall not be deemed to be an alteration of the MOA: Any such change in the name of the nominee in the Memorandum of Association of the OPC shall not be deemed to be an alteration of the memorandum. Name of the OPC must include the last word as a Private Limited: Clause 4(1) provides that the memorandum of a company shall state the name of the company with the last words Private Limited in the case of a private limited company, except a company registered under section 8 of the Act. Liability of the subscriber in case of OPC: The liability of the members of the one person company may be limited or unlimited, and the MOA of the OPC shall state, (i) in the case of a company limited by shares, that liability of its members is limited to the amount unpaid, if any, on the shares held by them; and (ii) in the case of a company limited by guarantee, the amount up to which each member undertakes to contribute (A) to the assets of the company in the event of its being wound-up while he is a member or within one year after he ceases to be a member, for payment of the debts and liabilities of the company or of such debts and liabilities as may have

been contracted before he ceases to be a member, as the case may be; and (B) to the costs, charges and expenses of winding-up and for adjustment of the rights of the contributories amongst themselves; OPC needs to have a minimum share capital of Rs. 1 Lakh: In the case of the OPC having a share capital, the MOA of the OPC shall state the amount of the share capital with which the company is to be registered and the division thereof into shares of a fixed amount and the number of shares which the subscriber to the memorandum agrees to subscribe, which shall not be less than one share and the number of shares subscribed to the memorandum intends to take, indicated opposite to his name. Name of the OPC: Clause 4(2) provides that the name of the OPC shall not (a) be identical with or have any resemblance close to the name of an existing company registered under this Act or any previous company law; or (b) be such that its use by the company (i) will constitute an offence under any law for the time being in force; or (ii) is undesirable in the opinion of the Central Government. A company shall not be registered with a name which contains (a) any word or expression which is likely to give the impression that the company is in any way connected with, or having the patronage of, the Central Government, any State Government, or any local authority, corporation or body constituted by the Central Government or any State Government under any law for the time being in force; or (b) such word or expression, as may be prescribed, unless the previous approval of the Central Government has been obtained for the use of any such word or expression. Application for reservation of name of OPC: A person may make an application, in such a form and manner accompanied by the fees, to the Registrar for the reservation of a name set out in the application, for the name of the proposed company or the name to which the company proposes to change. Reservation of name by the RoC: Upon receipt of an application, the RoC may, on the basis of information and documents furnished along with the application, reserve the name for a period of sixty days from the date of the application. MOA of OPC: The memorandum of OPC shall be in respective forms specified in Tables A, B, C, D and E in Schedule I as may be applicable to such company. Therefore the new OPC shall provide very easy option for proprietary business concerns to convert into company shall enjoy the status of limited liability with perceptual succession. WikiLeaks founder Julian Assange launches Google rival


ikiLeaks founder Julian Assange has unveiled a new search engine, which is a portal to an archive of 1.7 million US diplomatic cables. The search engine named PLUS D (The Public Library of United States Diplomacy), includes 2,50,000 leaked State Department cables that were made public during Cablegate, the time in US history where memos of Henry Kissinger's time as US Secretary of State were made public. Over 251,000 of those cables relate to events or communications between 2003-2010, News.com.au reports. According to the report, Assange confirmed that the US state department documents listed on PLUS D are already declassified and much of the information has already been available in the US National Archives and Record Agency . Assange said that the range of publicly-available documents range in the number of two million and were therefore not efficient to search through, the report said. The Australian activist said Plus D would make it easier for journalists to conduct investigations, by using a search algorithm that "rivalled Google."

An Inactive Account Manager can be used to direct Google to pass on data from online venues such as Google Drive, Gmail, YouTube, or social network Google+ to particular people, or be deleted after being dormant for too long. In a message at an account settings page, Google gives people the option of sharing their data with a trusted friend or family member, or having their account deleted. Google lets people specify how long to wait before taking action, and the California-based internet giant will send account holders email or text message reminders before timeout periods are ended. In setting up the Google Inactive Account Manager, users will be able to select a length of time the account must be inactive before the alert goes out. Then, up to ten trusted individuals will receive a customised information on

how to proceed or handle the account. Finally, Google gives users the option to effectively burn their account, wiping all materials from all Google properties including public Youtube videos, Google+ profiles and Google Voice extensions. Users can choose 3, 6, 9, or 12 months as the timeout period and Google will send a notification to the secondary email address one month before the period is set to expire. If that time passes, any trusted contacts will receive a personal email explaining that said individual had left them the data, including instructions on how to download it. 42pc K'taka ministers have crime record, 75pc crorepatis

bout 42 per cent ministers in Karnataka selfdeclared criminal cases pending against them in their affidavits filed during the last held assembly elections in 2008. According to the Association for Democratic Reforms and Karnataka Election Watch, two out of the 24 ministers analysed have declared serious criminal charges like murder, attempt to murder, kidnapping, theft etc. against them. The ministers who declared serious criminal charges against them are: 1) Balachandra Laxmanrao Jarkhiholi (of BJP from Arabhavi) declared one case against him, including charges related to murder, attempt to murder, kidnapping, theft 2) C T Ravi (of BJP from Chikmagalur) has declared five criminal cases, including charges of promoting enmity between different groups on the grounds of religion, race, residence, language Here's more trivia. About 75 per cent (18 out of 24) cabinet ministers are crorepatis. Overall, 61 per cent (131 out of the 215) MLAs in the 2008 Karnataka assembly were crorepatis. Anand Singh of BJP from Vijayanagara constituency has the highest assets (Rs. 88.66 crore) among the Karnataka cabinet ministers followed by V Somanna of the BJP who was elected as MLC in 2010 with assets worth Rs.10.99 crore. Coming behind them is Asnotikar Anand Vasant of the BJP from Karwar with assets worth Rs 10.39 crore. The average asset of the ministers in the 2008 Karnataka assembly was Rs 6.96 crore. BHOPAL State cabinet has recently declared Malkhamb as the state sport. It's the first time in the state when any state government has declared any sport as the state sport. The cabinet at its meeting held at Vallabh Bhavan and chaired by Chief Minister Shivraj Singh Chauhan felt that Malkhamb is the most ancient sport of India, which is recognized by the Union government. As per the proposal put before the cabinet, Malkhamb technique is traditional and many sports techniques have been derived from it. Malkhamb players are capable to excel in any game. This is only sport which ensures exercise of every part of body in minimum time. It said Malkhamb players can specially excel in wrestling, gymnastics, pole vault and other sports. As per the state government spokesperson, decision to declare Malkhamb as the state sport has been taken in view of all these factors. n April 11 , skippers Virat Kohli and Gautam Gambhir were involved in an ugly spat during Royal Challengers match against the Knight Riders. But this morning the mention of Slap Gate in a Times of India article ticked of former India paceman S Sreesanth and he vented his anger on twitter. Kohli and Gambhir were involved in an on-field altercation after the latter was dismissed in the 10th over of the innings. As Gambhir and other players walked towards cover region to celebrate the dismissal, Kohli instead of trudging back to the pavilion walked towards short extra cover and apparently made a remark. Suddenly, Gambhir was seen walking angrily towards his junior India teammate. However it was another Delhi lad Rajat Bhatia, who got in between them and tried to calm Gambhir down. Both skippers admitted to the Level One offence of using language or a gesture that is obscene, offensive or insulting during the match. World Cup gold. But speak to her again and shell tell you it wasnt all that bad. There are things that come easily to me and being calm is one of them. I take a few deep breaths and I can control my heartbeat. For others, that is a practised skill. For me, it just comes naturally . Its much tougher than Rahi makes it sound. Simply put, if a shooter breathes during his shot, his/her movement may move the gun and throw off the shot. So, breathing techniques are an important, yet often overlooked, part of a shooters skill. The fact that it comes easily to her is perhaps an indication of why in shooting circles, she is known as a natural. There are other reasons too. When she first started off as a pistol shooter in native Kolhapur, they didnt have a 25 metre range they still dont have one and her coach Ajit Patil was actually a rifle coach. She then started training under Sheila Kanungo before deciding to go on her own for a year and half. It was during this time of selftraining that she qualified for the Olympics by winning a bronze during the World Cup at Fort Benning, USA in May 2011. When you work on your own, there are things you understand that no amount of coaching can teach you. Of course, coaching helps, but its important for a shooter to understand her strengths and being out on your own helps you mature as a person. You learn to deal with your own problems. You have to figure it all by yourself. But even if you are a natural, sometimes you need something to push you into a corner. For Rahi, who took up shooting at 17, that was coach Anatoli Puddubny, who was initially brought in by NGO Lakshya to help Rahi but then became the Indian coach too. Before the preparation for the World Cup began, I would train for 6-7 hours a day. But this time, we decided to do something different. Instead of training ourselves into the ground, we took it easy and trained for just two hours a day . It was quality over quantity that was the approach we took. She combined it with a slight change of grip and it worked wonders for her. Puddubny, who is obviously pretty fond of her, dropped in from Pune to gift a collage he had made and made a quick exit. This was Rahis moment and he didnt want to get in the way . Not that Rahi would mind. In fact, given how at ease she seemed, it would be surprising to ever see her lose her cool. But she does do that especially when she misses her favourite TV serial Bade Acche Lagte Hain. In South Korea, by the time the serial would air in India, it would be 1:30 at night but Rahi couldnt sleep until she got an update on what had happened. Thats the only thing. Its my little indulgence. Everything else is about shooting. Well, as long as it helps her win gold medals, who are we to complain

The first series was tied, the second was tied, the third and fourth I won and then she came back. Thats when the crowd came to life. They were loud and I just told myself that 95 percent of the crowd is with her but I will keep hitting the targets until they will be silenced, said Sarnobat. ujarat Chief Minister Modi has started changing laws that go against him. In last state assembly session he introduced three bills to change the prevailing legal provisions that were inconvenient to him, says a report published in Rediff. They say that an autocrat changes the law if it does not suit his political goals. Gujarat Chief Minister Narendra Modi has started doing the same by changing laws that go against him. In last state assembly session he introduced three bills to change the prevailing legal provisions. They are: The Common Universities Act, Gujarat, The Irrigation Act and the Gujarat Lokayukt Act. All these three acts had provisions that were detrimental to his absolute rule. Let us start with the Lokayukt Act. The Modi government did not appoint a Lokayukt for nine years .Finally the governor, after due consultation with the chief justice, the chief minister and the leader of opposition appointed Justice R A Mehta as Lokayukt. Mehta is known for his anti-corruption attitudes. Modi went to the high court against the governor's decision. He lost there. He then went to the Supreme Court and lost. Everybody thought that Mehta will now be able to take charge. But Mehta was not given such an indication by the state government. The office premise of Lokayukt is closed for last nine years. Modi filed a curative petition in the Supreme Court and before hearings could take place, he carried out necessary amendments in the Lokayukt Act and deleted the provision indicating the Governor's role in the appointment of the Lokayukt. Now a committee will recommend the Lokayukt and the chief minister will ratify and appoint the Lokayukt. The upper age limit is 72 and justice Mehta is 76. No chance for Justice Mehta to investigate charges of corruption in the state. Another such amendment is in the Irrigation Act. Gujarat has provisions for irrigation through water users' Associations. In the Narmada projects there should be 3,300 water users associations. They have been formed on paper. None is functional. Same is the case of peoples' participation in other projects. You do not find real participation. In the year of partial drought, there were chances of big scale opposition by farmers. To meet with this situation, Modi brought an amendment to the Irrigation Act and changed the provision of people's participation to water contractors. Now water is state property and the government will appoint water contractors to manage resources. Now nobody can dig a well without a license from the government. One who draws water from any water resource without permission will be fined or jailed. Irrigation studies clearly indicate that irrigation efficiency remains at 30 percent where government manages water resources, where as it rises up to 65 percent if people manage their water resources. After all true democracy lies in peoples' participation. Modi has done away with that. The third case is that of higher education. Higher education is always a powerful democratising lobby in Gujarat. Remember the Nav-nirmaan agitation in 1974. The Chimanbhai Patel ministry had to go because of this agitation. This time also the discontent in higher education is simmering. At two universities, Modi could not appoint a vicechancellor of his choice. At one place, the VC appointed by him had to resign because of court charges of corruption. The earlier vice-chancellor of Gujarat University , a Modi devotee had also to face court cases. That matter is still pending. The newly appointed VC, again a Modi devotee, had to face charges of corruption and alcoholism. Opposition to the authorities of Universities is increasing. There have been several strikes. The last senate meeting of Gujarat University was acrimonious, where the VC could not attend. The meeting ended with clearing many agenda items. Now every university in Gujarat has its own act and provisions with its own autonomy . Modi brought a common Universities Act and brought every state university under a single act. He did away with elections in University authority bodies and introduced a provision of appointment by the Government. Now the role of education department of the government is predominant. Universities will take orders from the state department. The education commissioner will be the de facto vice chancellor. How Narendra Modi rules by changing the laws?

California Attorney General Kamala Harris accepted President Barack Obamas apology for calling her "by far the best-looking attorney general," the San Francisco Chronicle reports. "The Attorney General and the President have been friends for many years," Harris spokesman Gil Duran said in a Friday statement. "They had a great conversation yesterday and she strongly supports him." Obama caused a stir on Thursday when he remarked on Harris appearance during a Democratic National Committee fundraising lunch in Atherton, Calif. "Shes brilliant and shes dedicated, shes tough," Obama said of the California attorney general. "She also happens to be, by far, the best-looking attorney general ... Its true! Cmon." According to White House press secretary Jay Carney, Obama called Harris Thursday evening to apologize for his comments. "He fully recognizes the challenges women continue to face in the workplace and that they should not be judged based on appearance," Carney said Friday . "They are old friends. He certainly regretted that [his comments] caused a distraction." Harris, a longtime supporter of the president, campaigned for Obama in both 2008 and 2012. In September, she spoke at the Democratic National Convention in Charlotte, offering effusive praise for the president.

New Delhi: The government is planning to open all-women post offices in rural areas where working women are available. "We want to open such post offices in other parts of the country as well. The Department (of Posts) decides where women are available and doing jobs. If you go in to rural areas, you would not be able to find a (big) number. We will start with urban centres and then slowly move to other areas," Telecom and IT Minister Kapil Sibal told PTI. All-women post offices are the first of their kind in the world as they are completely operated and managed by women employees. Till date, two All Women POs (post offices) have been inaugurated by Mr Sibal in Delhi at Shastri Bhawan and Delhi University . Secretary (Posts) P Gopinath inaugurated one such branch in Town Hall area of Mumbai and another one in Hyderabad. The Minister said such initiatives are part of government's objective to create opportunities for women in the country . At present, Department of Posts has a plan to set up at least three to four AllWomen post offices in all the metros and a minimum of one such PO in Tier-II cities. "These post offices will be opened up within next six months," Gopinath said. By setting up All Women POs, the DoP expects there will an increase in footfall of women customers at post offices and it will be able to promote thrift, especially among working women. There are 1,54,822 post offices in the country . Of these, 1,39,086 are in rural areas and 15,736 are in urban regions.

New York: Indian billionaire industrialist Mukesh Ambani has got paid USD 240,000 (about Rs. 1.3 crore) as director compensation for 2012 by global banking giant Bank of America - a position he would relinquish next month. Mr Ambani, who heads India's leading business conglomerate Reliance Industries group, was paid a higher compensation of USD 276,816 by the bank in the previous year, 2011. Mr Ambani joined Bank of America's board as an independent director in March 2011, but would step down from this position at the company's next Annual Meeting of shareholders on May 8.
