A Majestic Accomplishment of SNATTA An untold tale, and an Exact Implicit Truth

In the year, 2006, a group of DRTTA friends led by a simple and an outspoken DRTTA, felt the need of to lodge a legal fight against the robbed vacancies of JTOs through the internal examination, the LDCE, by the vested interests and the intentions of those young DRTTAs evolved into a form of an association, the mighty little SNATTA. It was just the aspiration to help themselves and the entire DRTTA tribe across the country to seek their legitimate share of the vacancies that arose after the year 2000, i.e. after the BSNL was formed. The young DRTTAs that started the battle of rights, did not have any political interest and did not have any clue about the impact that they were going to create. They just took the first step to fight against the injustice meted out against their tribe in the form of distribution of their rights on the vacancies that were created on after the year 2000 after the BSNL was formed and the new recruitment rules were framed. It is then the reason for the birth of SNATTA became essential and thus our dear tribe, The SNATTA was formed. It was just to fight against the injustice meted out against the DRTTAs and the great grand robbery of our vacancies through the LDCE. The unit of those DRTTAs approached different unions and finally settled down with BSNLEU as the said union leaders promised them to fulfil their aspirations and that is why the pure and innocent group of DRTTAs had to chose the union BSNLEU to get their grievances resolved. Though the formation of SNATTA was purely based on acquiring back our lost vacancies in the form of OJTOs, the DRTTAs had to look upon other areas of injustice that was meted out to the tribe and hence the association became more and more active into accepting new developments that went by and had to embrace the power corridors of the unions in the said period just to ensure that the tribe received the full support of the ruling union, ie. The BSNLEU. Till then the leaders of SNATTA were never political and did not mean to be political but loved to remain as a quality circle whose main intent was to help the DRTTA tribe. Understanding the need of being political and the power of the political entities, the SNATTA had to alter its direction and be a part of the political movements of the major unions that represented the non-executives. Thus our active participation into political aspects of the BSNL began and the result is evident as all the major unions of BSNL today seek our support and accept us as a very important group of non-exeucitves capable of helping BSNL to make a much needed U Turn. The importance of the DRTTAs is understood and felt by one and all of the BSNL management and the entire work force of BSNL today, thanks to the emerging new technologies. In the mean time, the SNATTA went on to take the legal route to seek justice through the long corridors of law and emerged successful to stop the diversion of internal vacancies and that helped us to gain more than 9000 plus vacancies for the DRTTA tribe. We got this through our continuous struggle through the courts of law. Again, in the year 2008, disrespecting the verdict of the courts of law, BSNL management went on diverting the vacancies to the OJTOs which forced SNATTA to file the COCP, the Contempt Of Court Proceedings and the Courts of Law have with held the honour of DRTTAs by directing BSNL CO to stop further divesions and directed the BSNL CO to conduct the LDCE. The result is evident in front of all the DRTTAs as the BSNL management have announced the LDCE after a gap of 12 years ie. On 2nd June 2013. The story is not yet over. Some of the unions are still helping the OJTOs to file cases against the exam and even went to the extent of brain washing of few new DRTTAs to approach the courts of law to stay the examination process. (Many facts related to the court cases and developments have been abstracted to present the much simpler form of the struggles undertaken by the SNATTA as it is nearly impossible to produce all the struggles undertaken by the DRTTA brothers in the past few years.) We now have a hope of being a JTO through LDCE, our genuine rout to take the promotion, in the form of LDCE on 2nd June 2013 and this has been a major achievement of SNATTA though there are many other areas where we continue to struggle. There will be a large number of vacancies left over even after every eligible DRTTA would become a JTO. Hence, it is evident that many post 2007 DRTTAs will be largely benefited by the struggle of SNATTA in the courts of law. This has been a major achievement of SNATTA.

A Road Map Ahead:Immediately after the conduction of the first ever LDCE in BSNL on 2nd June 2013, the matter of reducing the eligibility condition to 4 years will be taken up. The same will benefit all the post 2007 DRTTAs as they will be immediately eligible to take up the next LDCE. and help them all to become JTOs in time and the process will continue after that with out any legal hurdles. Until and unless the LDCE is conducted for the first time, the matter to bring down the eligibility condition to 4 years is not possible. Hence it is very important for us to get the first ever LDCE be conducted on 2nd June 2013. Apart from the above, the SNATTA took up legal battle against the injustice that occurred to the post 2007 DRTTAs in the name of Wage Erosion. The struggle continues and SNATTA will surely emerge victorious and get the legitimate and genuine rights of the post 2007 DRTTAs. It is a matter of time before SNATTA will have this matter settled. However, parallel efforts will be put in to pressurise the management to resolve the pay erosion. The supporting non-executive union, NFTE has signed an agreement with SNATTA to this effect. The SNATTA will also be able to use the most powerful body of non-executives, the NCM to elevate this issue. In consideration of the competition from the peers in the telecom arena, BSNL has to uplift its outlook and be a dominant player in the telecom market. One of the most important factor is to motivate its work force through the possible ways and means. One such motivating factor is the change in designation. The change of the designation plays an important role into motivating the employees. This will be taken up by CHQ immediately after the verification and all efforts will be made to achieve Junion Engineer (Telecom) for the TTAs. The issue of Rule 8 transfers is another important issue and SNATTA will give this matter due importance and represent the issue at national level after the verification. To achieve our demands, and to represent ourselves at national level we have formed an alliance with NFTE and an agreement to this effect was reached. Our association with NFTE will help us be a part of NCM, the highest non-executive body, and ensure that the management addresses our all issues. In this backdrop, it is important for every DRTTA to help the SNATTA and its alliance partner NFTE, to ensure maximum percentage of votes. As the participation is proportionate in the NCM, it is very important for all of us to ensure that our alliance partner gains more votes. Hence each vote is very important. The CHQ of SNATTA takes this opportunity to make an appeal to all the DRTTAs across the country to extend their full support to vote for NFTE in the verification coming up on 16th April 2013 and help SNATTA to be a part of the NCM, the highest form of constitutional body in BSNL to represent nonexecutive work force and resolve our all important issues and also help BSNL to take the much awaited U Turn as our future is dependent on the health of BSNL organisation.
