Dear Atarsaikhan,
We have analyzed new STCA issues. You are having defined by adaptation a minimal
vertical separation for RVSM to 900 feet.
Case 1 (CPA253-AFL5576):
Mode-C for flight CPA253 is 32100 feet all time, while flight AFL5576 altitude is
oscillating around its cleared level 33100 feet. At time 10:54:50 AFL5576 descend
momentarily to 33025 feet.
Because on SDD's working on Imperial Units altitude of 33025 should be shown as
FL330, we designed STCA algorithms to round altitudes within STCA functionality in
order to match with altitudes shown on SDDs.
From the STCA point of view vertical separation between CPA253 and AFL5576 at time
of Violation was 900 feet, and system should trigger alert for that value according to your
adaptation.
In your case, SDDs are the subsystem in charge to convert from Imperial to Metric units,
so Altitudes on decametres were displayed as:

CPA253 = 32100 feet = 9784 meters = 978 dm


AFL5576 = 33025 feet = 10066 meters = 1007 dm

but as I said for STCA altitudes at time of issue were:

CPA253 = 32100 feet = FL321


AFL5576 = 33025 feet = FL330

Cases 2 (NWS2402-DLH726) and 3 (NGB8862-DLH726):


Both are quite similar to Case 1. Mode-C for DLH726 was 37025 feet (according to my
explanation above, this is equivalent to FL370), and Mode-C for NWS2402 was 36100
feet (FL361). Again, vertical separation for STCA purposes was 900 feet.

Indra's Recommendation:
We strongly recommend to rethink minimal vertical separation on your system, since
according to ICAO a plane can be diverted from its cleared level up to 300 feet (or its
equivalent to meters) without any action from ATC, so we recommend you to set to:

Minimal vertical separation for RVSM and for GND to 290FL layers: 7
Minimal vertical separation for other layers: 17

ICAO definition for allowable tolerance for Mode-C readouts:


"When an aircraft's Mode C displayed level differs from the cleared flight level by 300 ft.
or 90 mt. (the allowable tolerance for Mode C readout) or more, the controller shall
inform the pilot accordingly and the pilot shall be requested to check the pressure setting
and
confirm
the
aircraft's
level".
