INTRODUCTION
WHAT IS AN ICD?
Inland Container Depots, otherwise known as ICDs, are dry ports equipped for handling and temporary storage of containerized cargo as well as empties. This means that hinterland customers can receive port services more conveniently closer to their premises. A common user facility with public authority status equipped with fixed installations and offering services for handling and temporary storage of import/export laden and empty containers carried under customs control and with Customs and other agencies competent to clear goods for home use, warehousing, temporary admissions, re-export, temporary storage for onward transit and outright export. Their primary purpose is to allow the benefits of containerization to be realized on the inland transport leg of international cargo movements.

Why ICD in Bangalore? And its History


The need for Inland Containers arose when it had become difficult for importers to clear their goods which arrive by sea for which the importer was required to go to the port of receipt of the goods for clearing the same. Inland Container Depot Bangalore is a dry port wherein facility to clear goods of imports received in containers by sea to Chennai & Cochin is facilitated. These containers arrive by Rail or Road and are custom bonded by the Custodians. Bangalore incidentally is India's first dry port. Started in 1981 was working from Bangalore Cantonment Railway Station. Later in 1993 it was shifted to Whitefield, Bangalore 560 066. The ICD started functioning at Whitefield, Bangalore with effect from 01-04-1993. Recently the Government has allowed consolidation of LCC Cargo in respect of shipping lines. This will help small importers / exporters who deal with cargo which is small in volume.

FACILITIESGovernment has specified the Customs area in respect of ICD, Whitefield, Bangalore. The ICD extends over an area of 54 hectares of which 27720 Sq Mtrs. is fully protected and allotted for stacking of International Containers. This ICD is capable of handling 50,000 TEUs (Twenty feet Equivalent Units) per annum. There are two container stacking yard one the international yard and another the domestic yard which has a handling capacity of 1000 containers. The containers come in by rail from Chennai and Cochin and there are three rail lines capable of reception and dispatch of these containers. This ICD also has sophisticated handling equipment like Top lift trucks, Terminals, Tractors and fork lifts for complete smooth operations of the stuffing and de-stuffing of Cargo. There is a 2x2 lane gate/inspection complex for the Customs to examine the goods and ensure smooth clearance of the goods. There is a pitless weigh bridge with a capacity of 60 Tonnes.

BONDED WAREHOUSESThere are 6 Bonded warehouses with an area of about 14,000 Sq.Mtrs., for warehousing export and import cargo. There is one warehouse specially for storing of Export Coffee Beans which is one of the main items of export. Of late, even bonded trucking has started from Chennai, whereby goods that come by flight up to Chennai are brought by Road to Bangalore and then bonded at ICD, Bangalore. Goods From 73 containers in 1981, ICD, Bangalore are presently handling approximately about 21000 loaded containers per annum and 12500 empty containers per annum. The Customs Revenue through this formation has also shown a steep increase over the years starting from a meagre Rs.12.5 lakhs in 1981 to Rs.613.95 Crores (in 2009 - 2010).

CONTAINER CORPORATION ON INDIA- CONCOR

HISTORYThe Company was incorporated in March under the Companies Act, 1956, was constituted as an autonomous Public Sector Undertaking under the Ministry of Railways with the objective of serving as catalyst for promoting containerisation and to give a boost to India's International trade and commerce by organising multi-modal logistics support. The Main Object of the Company is to promote containerisation and to give a boost to Indian International trade and commence by organising multi-model to logistic support. The Company carries on the business of providing Containerised Transport by organising multi-modal logistics support. It operates Inland Container Deports (ICDs) which provide single window facility in co-ordination with Railways, Customs, Sea Ports, Shipping Lines, Road hauliers, Banks, etc. to deal with transport logistics of imports and exports. The Company also organises rail/road transport for domestic containers and provides consultancy in the field of multimodal transport. The Company extended operations in the field of domestic traffic also. The potential for growth in both export-import movement and domestic movement is immense and CONCOR's strategy is aimed at capturing a sizeable portion of this market. With a view to improving quality of service, CONCOR has already entered into agreement with Railways for schedule running of export-import trains on guaranteed transit times. The Company is market oriented in its approach, offering multimodal packages to customers and taking steps to ensure speedy and safe delivery of cargo.

COMPUTERIZATION OF ICD
On August 2nd, 2004 Exports in ICD were brought under EDI System. Processing of Duty free Shipping Bills and DEEC / DFRC / DEPB / EPCG Scheme Shipping Bills were taken up immediately. The connectivity with the Bank was established shortly and processing of the Duty Bills were

taken up. On 16th September 2004 processing of the Drawback Shipping Bills was introduced. The Message Exchange Server was installed at ICD on 26th January 2005 and the ICEGATE filing of shipping bills commenced on the same day. On 21st February 2005 the Bills of entry computerization of the Scheme Bills were commenced. The IGM transmission from the Gateway Ports has been made online since September 2005. The filing of X-Bond Bills of entry at ICD has commenced from 1st December 2005. Further, the EDI operations at ICD have been shifted from ICES version 1.0 to ICES version 1.5 with effect from June 2010.

WAREHOUSE SECTIONFour Public bonded warehouses viz, warehouse No.3, 4, 6 and 7 are functioning under the jurisdiction of ICD, Bangalore. One Superintendent is incharge of these warehouses. Bonding operation in these warehouses have been speedily increasing. Since CONCOR, CFS yard and the warehouses are situated in the same vicinity, the importers feel it convenient to bond the imported goods in these warehouses for subsequent clearances. Warehouse No.4 has got the stacking arrangement for bonded goods on racks, which is more suitable for electronic goods and other special items. A portion of warehouse No.3 has got Air Conditioned facility and is being used for items which are required to be stored at low temperature.
