Foreword


The Agricultural Profile of Agusan del Norte is the thirteenth in the
series of provincial profiles being published by the Bureau of Agricultural
Statistics (BAS).

This Profile is a compilation of agriculture-related information
about Agusan del Norte. It is meant to serve as a comprehensive
reference material for our clients. It also aims to foster information-based
decision-making whether this is about conceptualization/implementation
or monitoring of projects and other similar undertakings for the province.

In this particular report, the main source of information was the
Barangay Screening Survey (BSS) which the BAS conducted in 1999.
The staff of the BAS Agusan del Norte Provincial Operations Center
(POC) has updated some of the BSS 1999 data. To supplement the
internally-sourced statistics, our staff gathered additional and related data
from other local and national agencies. We, therefore, wish to
acknowledge the support provided by those concerned personnel and
entities.

To enable us to continuously improve the delivery of the Bureaus
statistical products and services, we invite our data users and readers to

Agricultural Cooperatives

About 127 cooperatives have been organized in Agusan del Norte for
various purposes. Most or 66 cooperatives were multi-purpose cooperatives, while
41 were farming cooperatives, 8 for fishery and 7 were irrigators cooperative.


Means of Transportation

Public utility vehicles such as jeepneys, buses and tricycles and single
motorcycles locally called as habal-habal are the regular means of transportation
in the different municipalities/barangays in the province. The round-trip fare per
person ranges from Php20.00 to Php160.00. Pump boats are used to reach the
island barangays/municipalities

Explanatory Notes

The Agusan del Norte Provincial Operations Center (POC) of
the Bureau of Agricultural Statistics (BAS) obtained the information in
Chapters 1 to 3 of this report from the provincial offices of the
Provincial Planning and Development Office (PPDO), Bureau of Soils
and Water Management (BSWM), Department of Environment and
Natural Resources (DENR), Philippine Atmospheric Geophysical and
Astronomical Services Administration (PAG-ASA) and the National
Statistics Office (NSO). These sources are acknowledged at the
bottom of each statistical table. Chapters 1 to 3 describe Agusan del
Nortes historical and social background and its physical and
demographic characteristics.

The data presented in Chapters 4 to 8 were based on the
results of the Barangay Screening Survey (BSS) which was
conducted by the BAS in 1999. The BSS is a statistical inquiry that
aims to collect and compile statistics on the basic structure of
agriculture and other ancillary information on all agricultural
barangays. It should be noted that selected statistics have been
updated. In this case, data until 2006 have been presented. Aside
from the BSS, other sources of data in these chapters are the National
Statistics Office (NSO), Municipal Agriculture Office (MAO), National
Food Authority (NFA) and Cooperative Development Authority (CDA).










Chapter 7

FARM FACILITIES AND INFRASTRUCTURE


Irrigation System

There are 8,719.25 hectares of farms in 124 barangays in Agusan del
Norte which are serviced by different irrigation systems. The National Irrigation
Administration (NIA) serves a total of 5,006 hectares for 43 barangays, communal
irrigation systems for 33 barangays, pump systems for 36 barangays and other
systems cater 12 barangays.


Milling Facilities

There are two types of rice mills found in the province, the rubber-roll and
the cono. Records in the National Food Authority (NFA) show that there are 92
rubber-rolls with an average milling rate of 50 sacks per hour and 26 cono with an
average milling rate of 50 sacks per hour. On the other hand, there are 34 corn
mills with an average milling rate capacity of 50 sacks of 50 kilograms each.


Other Farm Facilities

Agusan del Norte has 84 solar dryers and 1 mechanical dryer. There are
73 warehouses registered at NFA. Around 96 threshers and 20 corn shellers are
being used in the farms.

Chapter I

BACKGROUND INFORMATION


Location

Agusan del Norte is located in Southern Philippines, North of Mindanao
and one of the four provinces of CARAGA Region. It is surrounded by Surigao del
Norte in the north; Surigao del Sur in the east; Agusan del Sur in the south and
Misamis Oriental in the west.


Historical Background

The aborigines or natives of Agusan were the Mamanwas. But, per
historical records, not one of them named the place. The first wave of Malay
settlers from Borneo to Celebes named the place Agasan meaning, where water
flows. This was due to the presence of a mighty river that traversed in the middle
of the area. It later became known as Agusan.

Mamanwas, being peaceful people, were easily driven to the hinterlands
by the Malay settlers. As years passed, these people remained in the interior
jungles because of the constant disturbances and raids of the Moro pirates. The
moros being seafarers settled themselves along coastal areas permanently
leaving the forests to the Manobos.

According to historians, the First Mass was held in Agusan del Norte as
evidenced in a monument with Spanish inscription in Brgy. Calocan, Magallanes.

In 1911, Agusan then Butuan, was a part of Surigao province, formerly
known as CARAGA District. Following passage of Act 1693, a nonChristian
province was created separating Butuan (or Agusan) from Surigao with Diwata
Mountain Ranges as the boundary lines.

On June 17, 1967, R.A. 4979 authored by then Congressman Jose C.
Aquino was passed dividing Agusan into two provinces, namely Agusan del Norte
and Agusan del Sur. From then on, Agusan del Norte joined the ranks of fast
developing provinces in the country.

Chapter 6

AGRICULTURAL WAGE RATES


Crops

Prevailing wage rates for hiring farm laborers in palay farms range from
P100 (planting, weeding, clearing and repairing of dike) to P250 (plowing, man-
animal) per day with meals.

Activities in corn farms include plowing to planting. Wage rates for plowing
which utilizes man and animal labor have been reported at P100 to P150 per day
without meal and P120 to P250 with meal.

For other crop farms like banana and abaca, harvesting is paid at an
average wage rate of P100.


Fishery

Prevailing wage rates in fishponds, fish cages and hatcheries vary. Wage
rates are determined based on these aspects (1) size and number of farm/s, (2)
length of service and (3) volume of production.

For fishponds, the laborers are paid per day, ranging from P100 to P110
with meal and P120 to P150 without meal. Caretakers are paid on a monthly basis,
from P1,800 to P2,500 without meal. The caretakers for both fish cages and
hatcheries are paid per harvest with a 10 percent of the total production and
monthly rate of P2,100, respectively.

Dialect

As a gateway to Mindanao, people from different provinces of Luzon and
Visayas settled in Agusan del Norte. They were the Tagalogs, Ilocanos,
Pampangueos, Bicolanos, Warays, Cebuanos, Boholanos, Ilongos including the
Mindanaowons i.e. the Muslims, Tausugs, Maranaos. The common dialect in the
province is Visayan or Cebuano.

Chapter 2

PHYSICAL CHARACTERISTICS


Topography

Agusan del Norte is made up of flat, semi-rolling and rolling lands. It is
strategically surrounded by Diwata Mountain ranges. The fine known mountains
are Mt. Cabatuan with an elevation of 3,011 ft. above sea level in the municipality
of Kitcharao; Mt. Mabaho, 5,979.44 ft. above sea level in Tubay; Mt. Hilong-Hilong,
the highest mountain, with a height of 6,599.36 ft. above sea level in Cabadbaran;
Mt. Mayapay rising 2,355 ft. above sea level between the municipalities of
Buenavista and Butuan City and Mt. Piglagahan which rises 2,656 ft. above sea
level in Carmen.

Two lakes, several rivers, abundant creeks, considerable number of
waterfalls, hot springs and Butuan Bay occupy a big share of the total area of the
province. Among the rivers, Agusan River is the longest and widest starting from
Davao passing through Agusan del Sur and filling into Butuan Bay (Butuan City).

Agusan del Norte has a total land area of 288,438 hectares. The alienable
and disposable land constitutes amost 46 percent while agricultural land is 41
percent. Forest land has an area of 156,490 hectares or 54 percent of the total
land area.


Weather and Climate

There is no definite dry season or wet season in the province. Rainfall is
experienced throughout the year.

Flooding occurs during the months of November to February. Lowland
palay, vegetables and other crops are affected by this, depending on the frequency
or continuity of the flood. Areas hazardous to tsunami are the coastal barangays
within Butuan Bay.

For the period 2003-2005, the highest number of rainy days with a
corresponding amount of rainfall of 3009.64 millimeters occurred in 2003. In 2004,
167 rainy days were recorded. From January to December 2005, there were 193
rainy days registering 2,144.87 mm of rainfall.

Rainfall

For the period 2003-2005, the highest number of rainy days with a
corresponding amount of rainfall of 3009.64 millimeters occurred in 2003. In 2004,
167 rainy days were recorded. From January to December 2005, there were 193
rainy days registering 2,144.87 mm of rainfall.


Soil Type

There are 15 types of soil found in the province. They are classified as
loam, clay, clay loam, hydro-soil, rubble land, mountain soil and silt loam.
Buenavista and Butuan City top with eight types while the rest of the municipalities
with three to six soil types. Both Buenavista and Butuan City are tagged as the
major sources of different major crop commodities of the province.

The mountain soils occupy the largest portion with an area of 90,514.00
hectares (forest areas) followed by Malalag silt loam with 33,309.00 hectares
which is most suitable for banana, root crops, abaca, coconut, corn and upland
rice cultivation.

Generally, any type of soil can be planted with different crops only
depending on what crop is suitable, how wide it can occupy and how long it can
stand either wetland or dry land; mountain or rubble land.

MARKETING INFORMATION


Cropping Calendar

The cropping calendar of the top ten major agricultural commodities grown
in Agusan del Norte showed that palay and corn are planted and harvested on
specific months of the year. Planting is during the months of January, June, July,
November and December. Harvesting months take place in April to June and
October to December. Harvesting is all-year round for coconut, banana, abaca,
mango, camote, cassava, coffee and pineapple.


Trading Calendar

Peak months of trading for most crops are June, October and December.
Lean month is in May.

Marketing Participants

Palay/rice retailers are the major marketing participants. They comprise
almost 59 percent of the total number of traders. Banana retailers place second
(17 percent) while corn traders place third with 11 percent of the total number of
traders.

Peak Market Days

Sunday is the peak market day in seven (7) municipalities of the province.

DEMOGRAPHIC CHARACTERISTICS


Household Population

Based on the 2000 Census of Population, Agusan del Nortes population
totaled 564,403 which was distributed in the provinces two congressional districts.
The First District where Butuan City is located, shared 53 percent while the
Second District had 47 percent.

Of the total land area of 2,884 square kilometers of the province, 65
percent belonged to the Second District. The remaining 35 percent is occupied by
Butuan City and Las Nieves. Population density was recorded at 196 persons per
sq. km. The total number of households residing in the province was about 95,246.


Population by Sex

The total population of 564,403 was composed of 51 percent (289,637
males) and 49 percent (274,966 females).


Household Enterprise

The 1999 Barangay Screening Survey (BSS) recorded a total of 94,376
households. Of these, 50 percent were engaged in farming, 45 percent, in non-
farming and 5 percent were into fishing.

Most of the farming (17,721) and non-farming (14,353) households were
recorded in Butuan City. The municipality of Jabonga accounted for the highest
number (1,135) of households engaged in fishing.

UTILIZATION OF AGRICULTURAL AREA


Land Use

The province recorded a total of 128,420 hectares of agricultural land in
1999. These were devoted to temporary crops (19.42 percent) and permanent
crops (38.46 percent). The rest were classified as follows: lying idle (0.33
percent), permanent meadow/pasture (1.02 percent), still covered with forest
growth (39.41 percent) and all other lands (1.36 percent).


Palay

In 1999, the total physical area devoted to palay production was 16,610.50
hectares. By ecosystem, 58 percent of the farms were irrigated, 41 percent,
rainfed and 1 percent, upland.


Corn

Physical area for corn production was 5,222 hectares. By crop type, white
corn constituted 90 percent while yellow corn covered 10 percent.


Other Crops

Among the temporary crops, camote registered the biggest physical area
of 1,892.60 hectares or 32 percent of the total crop area. Cassava accounted 22
percent. The remaining 20 percent were accounted for ampalaya, eggplant, gabi,
okra, squash, patola and tomato.

On the other hand, coconut registered the largest area at 19,831.55
hectares among the permanent crops grown in the city. And this was followed by
banana with 7,817.30 hectares.

Livestock and Poultry

In 2006, there were 22 commercial livestock farmers reported in the
province. Hog accounted for the largest number at 3,830 head; followed by cattle
at 354 and goat at 158. On the other hand, there were 17 poultry commercial
farms in the province. Poultry recorded 282,000 broilers, 70,000 layers and 900
ducks.


Fishery

There were 1,288 aqua farm operators in 2002-2005. They were
composed of fishpond operators (86.49 percent), fish cage operators (10.17
percent) and seaweeds farm operators (2.41 percent). Hatchery operators
constituted less than one percent.
