Advance Sheet for Lesson 3 Human Resources Planning 1. SCOPE This class is a 8-hour lesson on human resource (HR) support planning and execution. The objective of this lesson is to introduce you to the scope and complexity of HR planning and execution in a full spectrum environment. You will analyze a mission, determine HR support requirements, capabilities and mitigate support shortfall risks. There are three levels of learning. The first is your individual preparation before class as outlined in the lesson advance sheet. Second is your participation in seminar type discussions where students will be expected to maximize the sharing of experiences, information and ideas. The final activity will be your involvement in analysis using a number of analytical tools such as the Military Decision Making Process (MDMP) or the Logistics Essential Elements of Information (LOGEEI). You will be expected to conduct the analysis at the Brigade Combat Team (BCT), division (UEx) and Joint Task Force (JTF) or UEy level and communicate the HR support requirements, capabilities and shortfalls. This lesson emphasizes three Field Grade Leader Skills that will help you improve Communication, Critical Reasoning, and Systems Understanding. During the practical application portion of this lesson, you will be challenged to demonstrate specific leader behaviors which are: Display openness to work through controversy in a positive way to overcome resistance and build support through effective listening. Use a systems perspective to understand that an organization is part of a system and has effects on other organizations. View problems from several perspectives in order to understand situations, find causes, arrive at justifiable conclusions, make good judgments and learn from experience.

This lesson depends on the knowledge you developed in previously assigned homework, readings, and practical exercises found in the following Core courses:

Your assessment in this lesson includes participation in classroom discussion, group presentations and completion of a group presentation practical exercise. Finally, you will have the opportunity to continue developing their HR Battle Book which you started in Lessons 1 and 2.

2. LEARNING OBJECTIVES TLO 1.0 Action: Evaluate the US Army HR environment to include its support concepts, principles, doctrine, systems and organizational structures. Condition: Using readings, classroom discussions, presentations, and doctrinal publications (FM 1-0 (Draft), FM 4-0, FM 12-6 and JP 1-0). Standard: Evaluation will include 1. An appreciation of the complexity of the Army HR planning and execution. 2. An analysis of Army HR support requirements, capabilities and shortfalls. 3. An application of the LOG EEI and the tactical problem solving process (MDMP) at operational and tactical levels. 4. A recognition of the risks associated with limited, delayed or mismanaged Army HR capabilities. Learning Level(s): Cognitive: Analysis. Affective: Valuing. ELO 3.1 Action: An analysis of Army HR support at the operational and tactical levels to include the coordination, command and control, and the support requirements versus capabilities. Condition: Using readings, classroom discussions, presentations, and doctrinal publications (FM 1-0 (Draft), FM 4-0, FDU 05-02, FM 12-6 and JP 1-0) and an explanation of the GAAT scenario. Standard: Analysis will include 1. An appreciation for the complexity of the Army HR planning and execution. 2. An analysis of Army HR support capabilities versus requirements and mitigation of risk where shortfalls exist. 3. An application of LOG EEI, MDMP or other tools at the operational and tactical level. Is there a crosswalk to the medical estimate and why do you think there are differences (if there are any) between these documents? Where does the G1 or S1 fit within the battle command team and is an HR representative on that team important? What issues do you think you will face as the brigade S1 or the division G1 when you are part of the planning process? How do you think you will mitigate the those issues? In your opinion how relevant is the Personnel Estimate? (3) Third Requirement: Participate in the research, development and group presentation pertaining to HR transformation. (4) Fourth Requirement: On an individual basis, continue collecting and organizing information that can assist you in your professional HR career as well as in your next assignment. This HR battle book will not be assessed as part of your grade for this course. b. ASSESSMENT PLAN During this lesson, your performance is evaluated through the following:

Group participation 30% of grade. Group presentation 40% of grade. Discussion participation30% of grade.

You will be graded in accordance with the standards defined in CGSC Bulletin #3, dated 13 May 2002. Your instructor will assess your demonstrated professional abilities to communicate orally and contribute to group work. As a rule, the quality of your work will carry more weight than the volume or frequency of response.
