SIKKIM UNIVERSITY, a Central University located in peaceful and beautiful natural surroundings of Sikkim in Eastern Himalayan region, invites applications from dynamic and forward looking Indian citizens having requisite qualification as per UGC norms for the following Non-Teaching positions.

1) REGISTRAR: ( Pay Band Rs. 37400-67000 with GP of Rs 10000) [1 Post Unreserved] This is a statutory position. As the first Registrar the incumbent will have the residual period of 25 months of tenure from the date of joining. ESSENTIAL QUALIFICATIONS: i. Masters degree from a UGC-recognized University with at least 55% of marks or its equivalent grade of B in the UGC seven (7) point scale.

ii. At least 15 years of experience as Assistant Professor in the AGP of Rs. 7000/- or above, or with 8 years of service in the AGP of Rs 8000/- and above including as Associate Professor along with experience in educational administration. OR Comparable experience in research establishments and other institution of higher education. OR 15 years of administrative experience of which eight years as Deputy Registrar or an equivalent post.

Age limit: 57 years

DESIRABLE QUALIFICATIONS: i. Experience in University administration and familiarity with the working of university bodies and institutions.

ii. Thorough knowledge of service matters or accounts/ budget or conduct of examinations. iii. MBA/ PG Diploma in Management or LL.B or CA/ICWA OR MCA or M.Phil/ PhD qualification. iv. The incumbent should possess good communication, managerial and leadership skills. v. The incumbent should be able to effectively participate in discussions with senior functionaries and Academicians. vi. The incumbent should have adequate knowledge of computers and modern communications.

2) CONTROLLER OF EXAMINATIONS ( Pay Band Rs. 37400-67000 with GP of Rs 10000) [1 Post Unreserved] This is a statutory position having tenure of five years from the date of joining.

ESSENTIAL QUALIFICATIONS: 1) Masters degree from a UGC recognised University with at least 55% of marks or its equivalent grade of `B in the UGC Seven (7) point scale. 2) At least 15 years of experience as Assistant Professor in the AGP of Rs 7000/ or above, or with 8 years of service in the AGP of Rs 8000/ and above, including as Associate Professor along with experience in educational administration. OR Comparable experience in research establishment and/or other institutions of higher education OR 15 years of administrative experience of which 8 years shall be as Deputy Registrar or equivalent post.

AGE LIMIT: 57 Years

3) FINANCE OFFICER: (Pay Band Rs 37400-67000 with GP of Rs 10000) [1 Post Unreserved] This is a statutory position having tenure of five years from the date of joining. Preferred mode of appointment is on deputation on Foreign Service basis. Persons having requisite qualifications etc. may also be considered for appointment on re-employment basis.

ESSENTIAL QUALIFICATIONS: i. Masters degree from a UGC-recognised University with at least 55% of marks or its equivalent grade of B in the UGC Seven (7) point scale.

ii. At least 15 years of experience as Assistant Professor in the AGP of Rs 7000/- or above, or with 8 years of service in the AGP of Rs. 8000/- and above including as Associate Professor along with experience in educational administration. OR Officers of University level institutions having a Master Degree from UGC -recognised university with at least 55% of the marks, having put in minimum fifteen years of administrative service, of which at least eight years shall be at the level of Deputy Registrar (Finance/Accounts) or Deputy Finance Officer in the Grade Pay of Rs. 7600 and above. OR Persons belonging to organized Central Accounts/ Audit Service holding an analogous post or having served in immediate lower post for at least three years. OR Members of Institute of Chartered Accountants/Cost & Works Accountants or MBA (Finance) from a reputed management institute having put in at least eight years of service in a senior position not below the rank of Deputy Registrar in higher education institutions of India.

DESIRABLE QUALIFICATION: Adequate computer skill and exposure to software-based accounting system in mandatory.

4) INTERNAL AUDIT OFFICER [ 1 Post Unreserved (On Deputation Basis)] Pay Band of 15600-39100+ GP of Rs 7600 Initial tenure of the post is three years from the date of joining, to be filled up on deputation on Foreign Service basis. Persons having requisite qualifications etc. may also be considered for appointment on re-employment basis. Essential Qualifications: Persons belonging to organized Central Accounts/ Audit Services holding an analogous post or having served in immediate lower post for at least three years. OR Members of Institutes of Chartered Accountants/ Cost & Works Accountants or MBA (Finance) from a reputed management institute having put in at least five years of service in a position not below the rank of Assistant Registrar in higher education institutions of India.

OR Officers of university level institutions, having put in minimum ten years of administrative service, of which at least five years should be at the level of Assistant Registrar (Finance/Accounts) or Assistant Finance Officer in the Grade Pay of Rs 5400 and above. Desirable: i. Possessing experience of handling Administrative, Financial Budget/Accounts matters in a responsible capacity.

ii. Adequate computer skill and exposure to software-based accounting system is mandatory. Age: 55 years

5) EXECUTIVE ENGINEER [ 1 Post- Unreserved] [ Pay Band of Rs. 15600-39100 + GP of Rs. 6600] Essential Qualifications: i. B.E./B.Tech (Four years course) In Civil Engineering from a UGC/AICTE- recognized University/ Institution.

ii. At least five years professional experience as S.D.O CPWD or state PWD or Autonomous undertaking. Age limit: 45 years

6) ASSISTANT REGISTRAR- [ 1 Post - Unreserved] [ Pay Band of Rs. 15600-39100 + GP of Rs. 5400] Essential Qualification: Master degree from UGC-recognised University with at least 55% marks or its equivalent grade (5% relaxation in marks for SC/ST category). Desirable: i. At least two years experience in supervisory or equivalent cadre in a government department/ University/Educational or Research Institution/ Teaching and/ or Research experience along with proven administrative capabilities.

ii. MBA/PG Diploma in Management or LL.B or CA/ICWA or MCA or M.Phil/ Ph.D qualification. iii. The incumbent should possess good communication and analytical skills and aptitude for drafting/ noting in English. Should be able to coordinate/ liaise with other divisions/ departments and participate in discussions with senior functionaries and academicians. iv. She/he is expected to handle independently one or more functions related to Educational Administration, Examinations, General administration, Purchase, Establishment, Accounts & Finance, Project management/ HRD/Legal, Public Relations, Media.

v. Candidate should have working knowledge of computer and electronic communications. Age limit: 7) 35 years.

SECTION OFFICER [2 Posts Unreserved) [Pay Band Rs 9300-34800 + GP of Rs 4600]

Essential Qualifications: i. Three-years (graduate) degree in any discipline from a UGC-recognized University.

ii. At least three years experience in handling Educational Administration/General Administration/ Purchase/Accounts & Finance in a University/ Research Institution/ Government department/ bodies/ PSU or reputed commercial establishment. Desirable Qualification: i. Preference will be given to holding professional qualifications like LLB or PG diploma in Business Administration or MCA/PGDCA or CA (Inter)/ ICWA (Inter).

ii. The incumbent should possess an aptitude for drafting/noting in English, adequate exposure in handling one or more functions related to general administration/ house-keeping/ purchase/ service matters/ office management/ establishment/ accounts and finance/HR/Legal in a computerized environment. Candidate should have working knowledge of computers and electronic communications.

ASSISTANT 2 Posts [1 Post Unreserved & 1 Post OBC] [Pay Band of Rs. 9300-34800+ GP of Rs 4200]

Essential Qualifications: i. Three years degree course in any discipline from UGC-recognized University with working knowledge of computers.

Desirable Qualifications: i. One year experience in Educational Administration, General Administration and Finance, Purchase etc. in govt. department/ bodies/ Corporation or Reputed Educational Institution.

ii. Degree/ diploma in Computer Application/ Computer Science and knowledge of operation of latest packages relating to Pay roll, Accounts & MIS.

iii. He/ she should possess an aptitude for drafting/noting in English and office procedure in a computerized environment and is expected to provide support services in one or more functions related to Educational Administration/ Examinations/ General Administration/ Housekeeping/ Establishment/ Human Resource/ Legal/ Purchase/Accounts & Finance/ Project Management/ Public Relations. Age limit: 30 years

9) HINDI TYPIST : (1 Post Unreserved) [Pay Band of Rs. 5200-20200+ GP of Rs 1900] Essential Qualifications: i. Higher Secondary (10 + 2) degree from a recognized School/ board.

ii. Typing speed in Hindi: 25 words per minute. Desirable Qualifications: i. The incumbent should be proficient in reading, writing and speaking Hindi and English Proficient in computer handling and well versed in Hindi typing softwares. 25 years

NURSING ATTENDANT (1 Post Unreserved) [PB 1 in the scale of pay of Rs. 520020200 Grade Pay 1800] Essential Qualification: i. Passed Sr. secondary School [10+2] Examination with Biology as science subject or equivalent from a recognized institution.

ii. At least One year experience in nursing work at a reputed hospital. Age limit: 28 years

GENERAL NOTE: 1) Relaxation in age for reserved categories and people already in Govt. services is as per Rules of Govt. of India 2) The University reserves the right to: (a) Draw reserve panel(s) against the possible vacancies in the future. (c) Relax any of the desirable qualifications/experience at its discretion; and (d) Not-to fill up any or all the advertised posts on regular basis.

The application should be accompanied with a processing fee of Rs. 300/- (Rs. 150/- for SC/ST/DA candidates) by Demand Draft, drawn in favour of the Sikkim University, by any authorized/nationalized bank and payable at their Gangtok Branch only. The envelope should be superscribed with the post applied for. 6) The emoluments, allowances, facilities & other benefits of the selected officers/officials will be in accordance with the instructions issued by Central Government/UGC from time to time.
