Name: Authorize the City Administrator to execute an agreement with Walker Parking Consultants to
update the 2000 Walker study.
Description: In 1999, the City of Carmel-by-the-Sea parking 2000 committee, and Schlumberger North
America commissioned Walker Parking Consultants to study the feasibility of installing multi-space
meters in downtown Carmel.
January 21, 2000, Walker consultants prepared a multi-space meter parking study for the City of Carmel
by-the-Sea, examining the feasibility of introducing fee-based parking to the downtown parking district.
Since the 2000 Walker Study, paid parking stations were installed at the Sunset Center north lot and bus
zone. Fee base parking, however, was not installed in the downtown area.
The City Council has adopted key goals and initiatives for 2013 which include updating parking
management plans and studies to consider parking polices in 2013 and potential modifications in 2014.
The purpose of this agreement is to update the existing Walker 2000 study and develop a set of
comparative data and facts the City Council can use to develop parking management goals. The Walker
information in conjunction with the comparative data and community data gathered will enable the City
to update the City's parking management plan and use of technology, and develop overall parking
recommendations for a more efficient program that is more effective in serving visitors, residents, and
business owners.
Overall Cost: The Walker Study parking proposal is estimated to cost about $27,100.00, which is
recommended for funding for fiscal year 2013-14 within the 2013-2018 Capital Improvement Program.
The current year budget for professional studies has available funds for this contract work and as a result,
staff recommends utilizing Fiscal year 2012/ 13 funds to proceed with the work . .
Staff Recommendation: Staff recommends that Council authorize the execution of the agreement.
Important Considerations: Pursuant to the California Environmental Quality Act (CEQA), an updated
parking study will be required to assess the environmental impacts associated with the project.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
CARMEL-BY-THE-SEA does hereby:
Authorize the City Administrator to execute an agreement with Walker Parking Consultants to
update the previous 2000 Walker study.

Walker Parking Consultants (Walker} appreciates the opportunity to provide continued parking
solutions for the City of Carmel-by-the-Sea. Based on our conversations over the past several
years, we understand that the City seeks to move forward with an update to the parking study
Walker prepared in 2000.
As the largest and most comprehensive parking consulting firm in the nation, Walker Parking
Consultants ("Walker") is uniquely positioned to provide the City of Carmel-by-the-Sea with
expertise in all areas of the project scope, including the analysis and quantification of parking
issues in your downtown area and an examination of management and technical solutions and
outreach to the public in this area.
The following proposal is based on our current understanding of the project and covers our scope
of services, professional fee and project schedule.
PROJECT UNDERSTANDING
In 1999 the City of Carmel-By-The-Sea's Parking 2000 Committee, and Schlumberger North
America commissioned Walker Parking Consultants to study the feasibility of installing multi-space
meters in downtown Carmel.
At the time of the study, all on-street parking in the downtown area was free and most spaces
were limited to 90 minute parking during business hours. Most of the on-street spaces were at or
near capacity between the hours of 11 :00 a.m. and 5:00 p.m. This problem was partially the
result of employees parking in the on-street spaces before businesses opened and moving their
cars every 90 minutes (or whenever an enforcement officer was seen marking tires).

The parking study, submitted in January of 2000, recommended the implementation of a paid
parking program enforced through the use of multispace meters in the downtown area. The
purpose of the recommended policy was to increase the availability of parking spaces for visitors,
provide visitors' flexibility in their length of stay in the downtown, and encourage employees to
park in peripheral areas in order to make more spaces available for customers. Since the time of
the study, parking meters have been installed in the Sunset Center area and the City's bus zone.
They were not, however, installed in the central Ocean Avenue area although time limits have
increased downtown to two hours and parking enforcement now uses AutoView license plate
recognition technology in order to enforce the time limits.
The City is interested in updating the 2000 study in order to quantify current parking conditions
and receive updated recommendations based on current conditions, technologies and
management practices. The focus of the study is on the central area of downtown, along Ocean
Avenue. The City plans to use the updated information to increase drivers' satisfaction and update
the City's existing parking enforcement technology. Overall the City is seeking recommendations
for a more efficient parking system that is more effective in serving visitors, residents and business
owners.
We note that in our experience increasing the cost of or implementing paid parking requires
significant stakeholder outreach, education and discussion. While we have not included a specific
number of stakeholder meetings in our proposal , we suggest that, whether with or without Walker
in attendance, the City be prepared to meet with stakeholders multiple times regarding this
subject.
Based on our overall understanding of the project, we propose the following scope of services.
SCOPE OF SERVICES
1. Meet with City staff to finalize project parameters and obtain data on the project areas,
including occupancy and revenue statistics that may exist from the previous 24 months,
background materials, and other pertinent information to the extent available.
2. Update parking inventories in a study area defined by the central area of Downtown,
located between Fourth and Eighth Avenues, Casanova and Junipero Streets. Inventories
will follow the methodology used in the earlier study and will include information on
parking rates, time restrictions, and hours of operation where applicable. The Sunset
Center and Bus Zone were included in the 2000 study, but will not be incl uded in the
update as they have been metered since the 2000 study. The Vista Lobos lot will also not
be included.
3. As the central area of Downtown is the focus of the study, conduct occupancy counts
within central area on one weekday at the same times that on-street counts were
conducted in the ini tial study, 11 :00 am, 2:00 pm and 5 :00 pm unless different times are
identified by City staff as peak hours.
4. Within the central area of downtown, perform occupancy counts during one weekend day

for the area based on consultation with City staff. We note that weekend counts were not
performed in the 2000 study. However we believe that parking demand may be
significantly different on weekends and that quantifying that demand would be informative
for the purposes of the study.
5. Prepare the results of the inventory and occupancy surveys from the items above - the
baseline conditions - in graphic and tabular form, quantifying and analyzing the overall
existing conditions for the study and identifying areas of impacted utilization.
6. Use data provided by the City through its license plate recognition system (LPR) in order to
inform an analysis of parking lengths of stay and turnover in the area.
7. Survey three comparable cities regarding their parking fees, time limits and policies for
short term and employee parking.
8. Make recommendations regarding which parking management techniques and best
practices would most effectively manage parking spaces within the study area, including
parking pricing policies.
9. Discuss existing parking technology used to manage on-street parking spaces, from pay
stations to enforcement technologies and occupancy monitoring systems and make a
preliminary recommendation regarding an appropriate technology for managing parking
in the downtown area.
10. Provide a cost estimate for the installation, implementation and operation of the
recommended technology.
11 . Use the results of the aforementioned tasks to make prel iminary projections regarding the
expected revenue impacts of the parking management recommendati ons, most notably
any recommendations to implement paid parking in the downtown area.

12. Provide a draft report which combines the findings, recommendations and conclusions
from the tasks above to City staff into comprehensive parking recommendati ons for
Downtown Carmel.
13. Meet with City staff via teleconference to present recommendations and receive comments.
14. Receive one set of written consolidated comments from City staff.
15. Submit a final report to the City.
SCHEDULE
We anti cipate that we will be able to deliver a Draft Report within eight (8) weeks of a mutually
agreed upon start date.

We propose to perform the above basic Scope of Services for a lump sum of Twenty Three
Thousand Five Hundred Dollars ($23,500) plus reimbursable expenses basis. Based on our
experience with studies of similar nature, we suggest you budget $1 ,900 for expenses.
Our proposed fee includes one (1) meeting with City staff in Carmel and assumes a total of two
visits to the City including field work (the field work requiring a multiple-day visit). Any additional
meetings requested by the City can be provided at the rate of $1 ,700.00 per meeting plus
expenses. All other terms and conditions shall be in accordance with the attached Walker
General Conditions of Agreement for Consulting Services.

Walker Parking Consultants !"WALKER") will provide the CLIENT professional services that are limited to
the work described in the attached letter !"the services"). Any additional services requested will be
provided at our standard hourly rates or for a mutually agreed lump sum fee. The services are provided
solely in accordance with written information and documents suppl ied by the CLIENT, and are limited to
and furnished solely for the specific use disclosed to us in writing by the CLIENT. No third-party
beneficiary is contemplated. All documents prepared or provided by WALKER are its instruments of
service, and any use for modifications or extensions of this work, for new projects, or for completion of
this project by others without WALKER's specific written consent will be at CLIENT's sole risk.
PAYMENT FOR SERVICES
Prior to commencement of services the CLIENT agrees to make an Initial Payment to WALKER in an
amount equal to 20% of the total fee or as stated in the attached letter. This amount wi ll be credited to the
last invoice(s) sent to the CLIENT. WALKER will submit monthly invoices based on work completed plus
reimbursable expenses. Reimbursable expenses will be billed at 1. 15 times the cost of travel and living
expenses, purchase or rental of specialized equipment, photographs and renderings, document
reproduction, postage and delivery costs, long distance telephone and facsimile charges, additional
service consultants, and other project related expenses. Payment is due upon receipt of invoi ce. If for
any reason the CLIENT does not deliver payment to WALKER within th irty (30) days of date of invoice,
WALKER may, at its option, suspend or withhold services. The CLIENT agrees to pay WALKER a monthly
late charge of one and one hal f percent (1 Y2%) per month of any unpaid balance of the invoice.
STANDARD OF CARE
WALKER will perform the services in accordance with generally accepted standards of the profession
using applicable building codes in effect at time of execution of this Agreement. WALKER's liabil ity
caused by its acts, errors or omissions shall be limited to the fee or $10,000, whichever is greater.
Any estimates or projections provided by WALKER will be premised in part upon assumptions provided
by the CLIENT. WALKER will not independently investigate the accuracy of the assumptions. Because of
the inherent uncertainty and probable variation of the assumptions, actual results will vary from estimated
or projected results and such variations may be material. As such, WALKER makes no warranty or
representation, express or implied, as to the accuracy of the estimates or projections.
PERIOD OF SERVICE
Services shall be complete the earlier of ( 1) the date when final documents are accepted by the CLIENT
or (2) thirty (30) days after final documents are delivered to the CLIENT.
