Facts: The Problem: Harder Company is having a quite high accident frequency rating of 29.7 and an accident severity rating of 3100 which is beyond the rates considered good for industry (10 and 500).

DISCUSSION
Objectives: To be able to protect employees against hazards and to maintain machine and equipment through elimination of accidents. To design safety programs. To designate persons for the implementation and control of safety program. Analysis of the Cause The Harder Company manufactured a broad line of machine parts for the automobile industry. Mr. Harder had limited the companys production to wheel rims, but at that time had undertaken a product diversification program which greatly expanded the product line and the company grew from 350 to nearly 2,000 employees during the expansion period. The President and the principal owner of the company (Mr. Harder) had devoted too little attention to safety. New employees had failed to follow instructions for operating the machine resulted in extensive damage to the machine. The operators/workers doing grinding and chipping were not fitted with the proper type of eye protection. The foremen and supervisors of Harder Company were not safety conscious. The Harder Company has an accident frequency rating of 29.7 and an accident severity rating of 3100.

CONCLUSIONS
Summary and Findings: In terms of impact and effectiveness and ease of implementations, it is advantageous to consider alternative 1 which is to design a safety program for the company. In terms of time, it is advantageous to consider alternative number 2 which id to strengthen the existing safety workers committee. Considering all the factors, the most feasible alternative to consider id alternative number 1 to design a safety program for the company. Inferences from the Findings: Through adopting alternative number 1 (to design a safety program for the company) it could be expected to protect employees against hazards and it will maintain machine and equipment through elimination of accidents. It also facilitates the placement and insures the suitability of individuals according to their physical capacities, and emotional make up in work which they can perform.

RECOMMENDATIONS
Rationale: By adopting alternative number 1 (to design a safety program for the company) it will give protection to employees with an acceptable degree of efficiency and without endangering their own health and that of their co-workers. And this will also facilitate the placement and insures the suitability of individuals. Courses of Action: Consult or visit OSHA office. Secure the essential requirements Discuss the safety programs to all employees. (See example of safety program) Hiring and training of safety personnel needed and workers. Full implementation of safety program. Monitoring and control. (See Safety Inspection Checklist)
