To lead on policy and strategy development that will enable the organisation to achieve its aims and objectives. B. To ensure plans are in place to monitor performance against operational plans. C. To respond to developments in the sector and disseminate information appropriately via its membership and activities, and utilise the same mechanisms to influence strategic decisions. D. As part of the Senior Management team to contribute to policy development and support its implementation, to management decision making and organisational development within XXX. Main Duties and Responsibilities: 1. Be at the forefront of policy and strategy development that impact on XXX and the XXX VCS, ensuring current information is filtered down through internal mechanisms, out to the sector and influences key stakeholders to the benefit of the VCS in XXX. Ensure any feedback is utilised, where appropriate. 2. To oversee the research and production, in liaison with other XXX staff and as directed by the Chief Executive, policy and discussion briefings on new policy and performance areas that are generic to the VCS. Ensuring a consistent approach to interpretation of policy across the organisation. Liaise with external bodies and partners as appropriate. 3. Keep abreast of policy and performance developments, locally, regionally and nationally, ensuring any research undertaken is current and of a high quality. 4. Advise the XXX CE of key policy developments, their likely impact on XXX and the XXX VCS and how XXX should respond to accommodate these changes 5. Support the development of XXXs corporate plan ensuring that it aligns effectively to external policy, both current and future trends, the needs of the VCS in XXX and the resources available to XXX 6. Ensure processes are developed and implemented to monitor the organisations performance against its aims and objectives and targets set and take action as appropriate. 7. To draft, implement and monitor the Policy and Performance service plan in line with the XXX corporate plan ensuring outcomes are achieved. 8. Deputise in the absence of the Chief Executive. 9. Manage and develop the Policy & Performance function, including its budget. Manage staff in accordance with the organisations policies and procedures. 10. Ensure the Policy & Performance team members have individual action plans and monitor their achievement taking action where appropriate. 11. Ensure any policy and performance information which is fed into the XXX website is relevant, and of a high standard. 12. Produce and present reports internally and to other relevant bodies as required. 13. Contribute to income generation activities. 14. Attend and participate in external events on behalf of XXX, taking a lead role where appropriate. Personal Skills/Characteristics 1. Experience a) A track record of initiating major courses of action and/or policy development b) Developing, managing & implementing an organisational action plan. c) Budget Management. d) Experience of managing staff. e) Working within the voluntary and community sector. f) Working knowledge of policy development in the public sector especially central, regional and local government

g) Experience of strategic partnership working h) Developing, managing & implementing a performance management framework. i) j) Experience of robust monitoring and evaluation systems. Experience of project development, implementation and budget management.
