I need the help of a federal agency to get to the bottom of criminal activity and violation of Georgia Law. I helped document the theft of my brothers commercial title on an 18 Wheeler Truck. Unfortunately, Officer Clark with the Georgia State Patrol stated that he returned the 18 Wheeler Truck to another person which he refused to identify. brother need to return to Clayton County Magistrate Court and the Georgia Department of Revenue. I asked Officer Clark if he received a message from the headquarters that we were in the process of delivering additional documentation concerning the stolen 18 Wheeler Truck. I spoke with 2-3 different people at the headquarters and stated that Officer Clark did not have all the documentation. Officer Clark did not call Douglas Hooper or Frank O'Connell with the Department of Revenue concerning this title. I tried to explain that we went through the full process within the Department of Revenue already and Johnny L. Davis' company, Own to Operate, had legal title. He stated that there were two legal titles on the truck. Johnny L. Davis was so upset that he left in his car. I stated that we will deliver the additional documentation and deal with this matter in the morning. I later received a call from the Officer's Supervisor named Officer Mouthet. The Supervisor said that Officer Clark followed procedure and was ordered to release the truck by a Magistrate Judge named David Bussington from Franklin County. I asked the Officer, "When did the Judge serve my brother, Johnny Davis, papers and/or call that there was a hearing concerning the stolen 18 Wheeler Truck?" He said that they only did what the Judge instructed them to do. I made a point to the Supervisor that he works for the Georgia State Patrol. When did the Magistrate Judge have authority over the State or the authority to order public safety to disregard a police report or case filed in Clayton County on a stolen 18 Wheeler? I called the headquarters of the Georgia State Patrol/Public Safety yesterday to inform them that Officer Clark did not receive all the documentation and that I was unable to locate him or send the documentation through the email. I requested that Officer Clark contact me at 404-438-9318 because Johnny Davis was on the road driving an 18 Wheeler Truck and did not need to be talking about this while working. However, I never received a call from Officer Clark. Johnny Davis later stated that Officer Clark stated that the stolen 18 Wheeler Truck was in compound. However within 24-48 hours, the Magistrate Judge ordered two officers to release a stolen 18 Wheeler Truck according to a Supervisor working for Georgia State Patrol. We need the following questions answered: Were the Officers operating under the Department of Public Safety/State Patrol policy and procedure? Were the Officers operating under Georgia Law? Did the Magistrate Judge operate under Georgia Law? How can a Magistrate Judge hold a hearing without serving both parties?

1 need someone to explain how the criminals (Dean, Gabriel and others) were allowed to use fraudulent documentation in five different departments to take possession and operate a stolen 18 Wheeler Truck over the road. These departments include: 1. Magistrate Court of Clayton County 2. Magistrate County of Franklin County 3. Georgia Department of Revenue 4. Georgia Department of Public Safety 5. Georgia State Patrol The Department of Revenue has rejected Dean and Gabriel's documentation and returned the title to Johnny Davis after a long process. This action alone is proof that these men have committed one if not more of the following: Making false statements Perjury & Fraud Theft by Conversion Theft by Taking

We are asking for our day in court to prove Joe Dean, AJ Gabriel and others engaged in illegal activity and used an illegal title to place a stolen 18 Wheeler Truck on Georgia's highways. 1 do not understand how these criminals (Dean & Gabriel) achieved this level of deception against local, state, and federal agency. Weare making every move possible to make sure this crime does not happen to another business owner. We are making every effort to take this stolen 18 Wheeler Truck off the road before someone is harmed or killed. Johnny L. Why do private citizens have to start over from the very beginning to have this crime file with law enforcement without any documentation from the Department of Revenue? . I am forwarding documentation to the different departments in hopes of getting justice and making sure that no other business owner fall prey to this type of crime. I went through the full process and found the treatment I received to be demeaning and insulting. To this day, I am unable to get my equipment back or place the criminals in jail. I will also present a video to demonstrate how hard it is to file a police report to recover your equipment once the business owner has completed the process under the Department of Revenue. I, Johnny L. Davis Jr., want to thank the Georgia State Patrol for locating my stolen 18 Wheeler Truck. I am a disabled war veteran with a small trucking business. I reported my 18 Wheeler Truck stolen (Case No. 12065l13} after completing the full process under the title division of the Department of Revenue. During the process, I presented documentation (over 200 pages) to prove the title was obtained illegally. I was scheduled for an administrative hearing on the title at the Department of Revenue on September 24, 2012. However, Arthur Jeffrey Gabriel (Petitioner) withdraws the request for a hearing on September 17,2012. We arrived at the hearing as scheduled and learned that our day in court was canceled. Douglas Hooper with the Department of Revenue informed me over the phone that I won the case and that AJ Gabriel had an additional thirty days to appeal the decision. Apparently, the Administrative Law Judge entered ajudgment in my favor. However, Dean and Gabriel were initially notified that the Certificate of Title was revoked on or before July 9, 2012. I had my title on one 2001 Freightliner Truck worth over $15,000.00 returned to me on October 17, 2012 after going through the full process of proving to the Department of Revenue title division that my title was obtained illegally. I must admit that this is my first time experiencing such a crime. Once I was given my title back by the Department of Revenue, I went to Clayton County Police to file a report that my 18 Wheeler Truck was stolen. during the incident and made a video of the police making the police report. She also went with me to file a complaint in Newton County where AJ Gabriel reside. On November 10, 2012, I received a call from Officer Clark with the Georgia State Patrol that my stolen 18 Wheeler Truck was stopped and confiscated at a weight station. Officer Clark requested a copy of the title and other documentation that proved my company, Own to Operate, was the rightful owner of the 18 Wheeler Truck. Seven to eight attachments of documentation (over 200 pages), including a copy ofthe titles, were sent to Officer Clark's email atNClark@gsp.net. On November 14, 2012, Officer Clark informed me in a phone conversation that Joe Dean and AJ Gabriel presented documentation that stated they were the rightful owners of the same truck. When I asked if anyone check with the Department of Revenue about the fact that I already went through the full process to prove that fraud, perjury, and overall false information was used to switch the original title, Officer Clark stated that he had not contacted the Department of Revenue at the present time. I am forwarding documentation to the different departments in hopes of getting justice and making sure that no other business owner fall prey to this type of crime.
