Moey Yoke Lai CEO Methodist College Kuala Lumpur Off Jalan Tun Sambanthan 4 50470 Kuala Lumpur Dear Ms, PROPOSAL TO HOLD THE INAUGURAL MCKL MODEL UNITED NATIONS CONFERENCE Contents 1.0 Introduction 2.0 The Conference 3.0 The Secretariate 4.0 Executive Committees 5.0 Finance and Sponsorship 6.0 Public Relations 7.0 Schedule of Events 1.0 Introduction 1.1 Model United Nations Model United Nations (also Model UN or MUN) is an academic simulation of the United Nations that aims to educate participants about current events, topics in international relations, diplomacy and the United Nations agenda.The participants roleplay as diplomats representing a nation or NGO in a simulated session of a committee of the United Nations, such as the Security Council or the General Assembly. Participants research a country, take on roles as diplomats, investigate international issues, debate, deliberate, consult, and then develop solutions to world problems. The movement to promote MUN in Malaysia is primarily spearheaded by student-runned MUN clubs at private schools. It is a relatively new concept and the opportunities to participate in such conferences are only presented to students of private educational institutions (both secondary and tertiary) and a very limited number of government secondary schools. 1.2 MCKL Model United Nations Club The formation of the MUN club at MCKL on April 2012 is presided over by Lee Yuan Yao and a committee of students under the advisory of Ms. Molly Chiew. Since the

admission of the 1207 cohort and the All Clubs Day by the Student Council, the size of the club grew to over 71 people. The club has since participated in 6 MUN conferences such as: 1.Kolej Tuanku Jaafar MUN Conference 2.Taylors College Seri Hartamas MUN Conference 3. Selangor MUN Conference 4. Nilai University College MUN Conference 5. Sri Garden MUN Conference 6. Taylors MUN Conference 2.0 The Inaugural MCKL Model United Nations Conference 2.1 Tentative date The most suited date to hold this conference is identified to be on 2nd weekend of March 2013, on 8th till 10th March 2013. This however, will be later confirmed after considering a few factors, namely the college calendar and the dates set for other conferences. 2.2 Proposed venue The setting of the college will be very much ideal to conduct the conference. As such, it is hoped by the Secretariat that the Administrative Board of the College will allow all people who are involved in the MCKLMUNC to utilize the colleges facilities and specified rooms during the 3 days conference. For the conference, the secretariat has identified the need to use the Auditorium, Several Seminar Rooms, Meeting Room and as well as the Canteen to facilitate the conference.

2.3 Theme The proposed theme for this conference is A Beacon for Humanity. It draws inspiration from the representation of the flames on our symbolic college logo and carries the same aspiration of constantly seeking to bring in improvements and innovations but in a different context - for the World. After the secretariat adopted the theme, it was discovered that there is a poem written of the same title by a poet named Clyde E. Gumbs. 2.4 Councils The Secretariat has come to the decision to call for the convening of 4 councils in this conference: 2.4.1 The Security Council (SC) 2.4.2 The Human Rights Council (HRC)

2.4.3 The Economic and Social Council (ECOSOC) 2.4.4 The Disarmament and International Security Council (DISEC) The topics to be addressed by the councils will be decided by the Secretary Generals at a later date and will reflect the state of global affairs.

2.5 Representation of Delegates and Chairs (Participants) This participation of this the as normal delegates will be opened to students of all levels with adequate level of oratory skills and comprehension of the topics discussed. However, individuals wishing to participate in the Security Council will have to submit their application with a short essay detailing their past experiences in MUN. Appointment of chairs and co-chairs will be done through selections via an open application process.

2.6 Conference Procedure The Secretariat will call for the adoption of the Conference Procedure as prescribed by The Hague International Model United Nations (THIMUN). Note: The rules of THIMUN procedure are attached to the back of this proposal. 2.7 Conference Schedule Friday 1400-1500 Registration opens 1500-1530 Opening Ceremony in the auditorium 1530-1610 Delegates in their committee rooms, introduction by chairs, roll call, delegates opening speeches 1610-1640 Break 1640-1915 Lobbying begins. Approval Panel opens 1915 Delegates dismissed. Saturday 0830-1200 Delegates in committee rooms, roll call, lobbying resumes. 1030-1200 Lobbying ends, Approval Panel closes, debate begins. 1200-1300 Lunch 1300-1530 Debate resumes. 1530-1600 Tea Break 1600-1915 Forum with Invited Speaker (*to be decided) 1915 Delegates dismissed.

Administrative Work. The secretary-general oversees the Secretariat, which handles MCKLMUNC preparations and operations, including research and media relations. Streamlined the system by adding under-secretaries-general to oversee operations and report back. Human Resources. The hiring of under-secretaries for posts, including the heads of funds, falls under the purview of the secretary-general. An important aspect of the hiring process involves lobbying from members to fill posts.

The duties and responsibilities of the Conference Directors include: Select the perfect venues for the situation of different committees, by considering the sizes and facilities of the venues. Procures the services of vendors, with the help from all the under-secretary generals to provide
the furnishings, audio/visual equipment, food, beverages and any other supplementary resources such as literature and giveaways that are needed. Coordinates all of the various details required to ensure that the conference is executed flawlessly such as resolving any issues, technical or otherwise that may arise during the course of the conference. Tracks its success, with the help of the Secretary Generals, Under Secretary General for Delegate Affairs & Registration (USG-R) and the Under Secretary General for Finance and Sponsors (USG-F), taking into account various metrics such as number of total attendees and revenue generated.

In the best interest of the conference, the welfare of all participants will be held in the highest regard. However, the secretariat or college shall not be liable for any damages to property or health to any parties involved. Due to security reasons, College Rules and Regulation that applies to students will also apply to all participants of the conference. As a further precautionary measure, participants are not allowed to go anywhere else in the college besides the venues stated.

It is our hope that the college board would review this proposal, point out the flaws in it and subsequently approve our proposal to hold the inaugural MCKL Model United Nations Conference 2013 Thank you.
