Re-elected Town Board members take Oath of Office

Paint - South Dakota

Dave Kopren and Luke Clements take their Oath of Office. Re-elected Town Board Members Dave Kopren and Luke Clements recited the Oath of Office at the May 6, 2013 Town Board Meeting. Financial Officer, Beth Hulm, chaired the meeting and called for nominations for President of the Board. Juell Chapman was nominated for President and a unanimous ballot was cast for Juell. Dave Kopren was elected Vice President. The April 10th board meeting minutes were approved as well as the financial report. Robert Froning met with the Board in regard to the nuisance ordinance. The Board explained that until a signed complaint is delivered to the Nuisance Committee, consisting of Darla Moody, Luke Clements and Mike Lockert, and further presented to the Board, no actions can or will be taken on any word of mouth complaints. Heath McKinstry presented the Board with a status report on projects. He reported that lagoons #4 and #5 are being monitored and he is attempting to keep them as low as possible in order to do the rip wrapping when the time comes. The streets have oil coming through the rock chips and may need a sand seal done on them. Pot holes are being filled, and they are attempting to find the curb stops around the Prairie Lounge and residence in regard to the water. If digging is needed, an easement will need to be acquired. The Board asked Heath to look into fixing the road on Penor St. to the school as it is full of potholes and to make this a priority before graduation if possible. Juell reported to Heath that there is a

possibility of getting an electronic speed sign with help from the DOT to be put up on the highway near the school area. Heath told the Board that Brian Wells would like to put curb and gutter at his place of business. The Board felt that it might be better for Mr. Wells to wait until the storm sewer is completed or at least get some drawings to match up with the storm sewer. The Board told Heath that they would like to see blocks put in the south end of the wall at the dump grounds to match up with the north end. If this is done, it may also make it easier to attach the railing which is being anticipated. Applications were reviewed for Summer Rec., which this year consists only of swimming lessons. This will be decided upon at the June board meeting as it is for the month of July. At this time Heath was presented with a Drinking Water Certificate of Achievement Award for outstanding water system operations from the South Dakota Department of Environment and Natural Resources. Unfinished business consisted of the following: A summer swimming contract for open swimming will be drawn up between the Town of Bison and the Bison School. This swimming will start after the Summer Rec. program of swimming is over. The school bus will be used to take children up to Hettinger for open swimming. A dog ordinance and a sump pump ordinance were both discussed as they are both being con continued on page 9

The Annoying Neighbor Kid When I was in the middle of delivering a baby, I didnt need any distractions, especially some annoying neighbor kid pestering me about what I was doing, but cows are a different story. My husband and I have witnessed snoopy calves hanging around a cow in the throes of calving before, but weve noticed it on several more occasions during this years calving season. Weve dubbed each of these inquisitive calves, The Annoying Neighbor Kid. It all starts when we spot a cow from a distance off alone that appears to be calving. We drive over to have a look and find the cow lying down straining and some other cows calf is standing around observing the calving activity. Maybe the cow is too busy straining, doesnt really care, or is just being polite, but most of time the cows ignore the nosy neighbor calves and dont bother to run the young spectators off. When a curious calf discovers that a potential new playmate is about to arrive, theres a lot of sniffing going on at the air, the cow, the ground, and the calf coming out. Weve even seen calves do some nose-touching with the unborn calf before the birth sac had been broken. It may be cheap ranch-style entertainment, but my husband and I have fun taking turns filling in the dialogue between an annoying neighbor calf and a cow calving, according to their behavior. When a cow is lying down and straining, the meddling neighbor calf mills around watching and nosing the air and ground, and acts as if its asking the cow, Whatcha doin? If the calf is sniffing the front feet and nose coming out but still covered in the birth sac, the neighbor calf is likely asking the cow, What is this stuff? or Did you know you got somethin stuck on your butt? The prying young neighbor might strike a conversation with the unborn calf that is beginning to emerge instead: Whatcha doin in there? or Can you come out and play? In some instances, after having just calved, another cows pesky calf comes over to see whats going on. This is when a fresh calf finally makes it to the outside world, is a little dazed and confused, and not on its feet yet, and an annoying neighbor calf asks the cow, Can he/she come over and play? before the new pair has had

SDSU Extension hires Livestock Business Management Field Specialist

SDSU Extension recently hired Shannon Sand as the new Livestock Business Management Field Specialist, pending the approval of the Board of Regents. In this position, Sand will deliver research-based programming and develop educational resources focused on livestock business management and marketing for livestock producers across the state. One of her first series of educational workshops will be the Ag CEO series in Kadoka and Belle Fourche, which will be held in May and June. "We are excited to have Shannon Sand join the SDSU Extension team because of her education and practical experience," said Rosie Nold, SDSU Extension Agriculture & Natural Resources Program Director. Sand grew up on a cow/calf operation in Florida. She received her Master's degree in Agricultural Economics from Oklahoma State University and a Master's degree in Food and Resource Economics from University of Florida. Her master's research projects focused on value-added marketing opportunities for cow/calf producers and the effects of trade policy on the tomato industry. Sand will work out of the SDSU Extension Regional Center in Rapid City. To learn more about Sand and her new role with SDSU Extension, visit iGrow.org or contact her at Shannon.sand@sdstate.edu or 605-394-1722.

a chance to bond first. In other cases the nosy young neighbor might ask the new calf in the pasture if it can come over before the newcomer has had a chance to stand on its feet for the first time. Most often with annoying neighbor calf situations, we see the new mother cow busying herself with her motherly instincts of licking her baby clean and oblivious to any snoopy calves. These cows seem to tolerate putting up with calves belonging to other cows busy eating hay rather than watching what their calves are doing. It isnt until the annoying neighbor calf tries to invite itself over for dinner that a new mother cow will draw the line. If the neighbor calf tries to mooch milk off the cow it usually gets the bunt.

Quasquicentennial farm and ranch award at SD State Fair

Farm families who have endured 100 or 125 years of life on the farm or ranch have the opportunity to be recognized during the South Dakota State Fair on Thursday, Aug. 29. Century Farms have been recognized at the State Fair since 1984 by the South Dakota Department of Agriculture and the South Dakota Farm Bureau (SDFB). Two years ago, in recognition of the State Fairs 125th anniversary, farms and ranches that have been family-owned for 125 years or more were recognized in a quasquicentennial event, and that tradition will continue in 2013. Recognition of the Quasquicentennial Farms will immediately follow the Century Farms program. Without the hard-working families here in South Dakota, agriculture would not be our No. 1 industry, said South Dakota Secretary of Agriculture Lucas Lentsch. We need to recognize their accomplishments and the longevity of their operations. A farm or ranch is eligible for Century Farm recognition if at least 80 acres of original land have been continuously owned by the same family for 100 years or longer. A Quasquicentennial Farm must meet the same acreage requirements and be owned by the same family for 125 years or longer. "Agriculture is the foundation of our state's economy, said SDFB President Scott VanderWal. Families who have persevered, held their land together, and survived droughts, floods, storms and bad economic times for 100 or 125 years deserve to be recognized." Application forms can be obtained online for both the Century Farm and the Quasquicentennial Farm recognition at www.sdfbf.org o r http://sdda.sd.gov/Secretary/Century-Farms or by calling 605.353.8052. All forms must be completed and notarized before being returned by Tuesday, Aug. 13 to the South Dakota Farm Bureau, P.O. Box 1426, Huron, SD, 57350. The fair will run Aug. 29-Sept. 2 at the South Dakota State Fairgrounds in Huron. You can find the SD State Fair on Facebook and Twitter. For more information, visit www.sdstatefair.com Agriculture is South Dakota's No. 1 industry, generating over $21 billion in annual economic activity and employing more than 122,000 South Dakotans. The South Dakota Department of Agriculture's mission is to promote, protect, preserve and improve this industry for today and tomorrow. Pastors Perspective
Pastor Gerhardt H. Juergens Christ Ev. Lutheran Church, Bison
The risen Christ has Ascended!
(Jesus) lifted up his hands and blessed them. While he was blessing them, he left them and was taken up into heaven. Then they worshiped him and returned to Jerusalem with great joy. (Luke 24:50-51) How do you feel after a loved one leaves? Whether for a long time or even in death, how do you feel when you know, that you will never see a loved one again, this side of heaven? Were sad, right? But see the disciples. After Jesus ascended into heaven, the disciples returned with great joy! The disciples praised God. But they werent the only ones. Psalm 47:5 states, God has ascended amid shouts of joy, the LORD amid the sounding of trumpets. As the clouds hid the risen Jesus from earth, he entered the glorious of heaven amid shouts of the angels and the blasting of trumpets. Jesus returned as our victorious Redeemer in heaven During our Saviors 33 years of humiliation, Jesus fulfilled everything that God predicted about the Promised Messiah in the OT. He was born of the virgin Mary, lived perfectly as the God/man as our substitute. He kept all the OT rules, suffered, died for the sins of the whole world, and rose again to declare us not guilty, justified before God. Jesus appeared to his believers for forty days to prove and confirm to them that he had truly risen. This year, 40 days after Easter is Thursday, May 9. When our Lord ascended, he was telling his disciples that he would not be appearing as he did the last 40 days. This is the last time Jesus and his church would visibly see each other on earth until Jesus returns on the Last Day with all power and authority to judge the world. As he ascended into clouds, Jesus continued to bless them, showing them his scars that removed our biggest problem, our sin and proves he conquered death. Jesus still blesses us from the Fathers right hand, a position of all power and authority. Paul tells us that our powerful God raised Christ from the dead, and seated him at his right hand in the heavenly realms, far above all rule and authority, power and dominion, and every title that can be given, not only in the present age but also in the one to come. And God placed all things under his feet and appointed (Jesus) to be head over everything for the church. (Eph 1:20-22) Even though Christ returned to heaven amid shouts of the angels, he never left his Bride, the Church spiritually. He will never abandon us. He is with us, ruling through his Word to strengthen and guide us safely home. No wonder the disciples rejoiced. Christs ascension also proves that Jesus has conquered sin, Satan, and death. But do we believe it? For it is so easy to doubt our Lord still rules today. The question is who do you trust more. The word of Christ that never lies or the sinful the world that grows more and more wicked? Christ is risen, ascended, and ruling with all power. Trust him! Christs ascension assures us that Jesus is our Redeemer, and that he is preparing a place for us to live with him forever. His victory is our victory. Our Saviors ascension points to every Christians ascension into glory. For then we will join the angels and all believers praising our risen and ascended Lord forever. Blessed Ascension Day.

They have been requested from the Commercial Club, Volunteer Fire Department and the Perkins Co. Fair Board. A permit was also granted to allow liquor consumption for summer softball with one nay vote by Matt Butsavage. Driveway culverts were discussed in light of all the recent new homes being built in town. It was decided that a revision was needed to the current policy describing in more detail acceptable culverts required by the Town of Bison. This revision will be run in the paper, so watch for it as it will explain in more detail. Matt Butsavage would like to review the Town Ordinances on file. He feels that they could be reviewed over a period of time by taking one at each meeting. Some Ordinances are so old they contain hitching horses up on Main Street. Beth Hulm was directed to look into what is needed in order to delete Ordinances. President Chapman reported on the maintenance/upkeep of the Super AWOS Weather Service at the airport. He reported that the first year was free but the second year will cost $250.00 if satellite contact is maintained. The Aeronautical Division likes to see airports keep up their weather stations. This will be discussed again at a later date. Luke Clements was appointed as the Delegate and Juell Chapman as the Alternate to the Grand Electric Annual Meeting on June 7, 2013. Meeting adjourned.

State History Day competition

Anna Hatle, Kassidy Sarsland, Shaley Lensegrav Telling in Vision advance to National competition in June. The Bison High School, U.S. History and Government students, participated in History Day this year. Regionals were held at Timber Lake on March 27th. The students chose to participate in two out of five categories. The categories they participated in were the website and exhibit category. Each year there is a different theme for National History Day and this year's theme was "Turning Points In History: People, Ideas, and Events." The students have to choose a topic that relates to that year's theme. All students did very well in their categories and we had four exhibits and one website that advanced on to state in Brookings on April 27th. At the State level Anna Hatle, Shaley Lensegrav, and Kassidy Sarsland, placed 1st in the exhibit category with their project titled, "TellingIn-Vision," and will now advance on to Washington, D.C. in June to compete in the National History Day competition.

Gov. Dennis Daugaard joined in celebrating an accomplished group of graduating seniors and encouraged them to grow their own roots in South Dakota during Mondays 23rd Annual Academic Excellence Banquet in Pierre. Some of the greenest pastures in America are right here in South Dakota, Gov. Daugaard said, noting the low cost and high quality of living South Dakota offered. Hosted by the Associated School Boards of South Dakota and sponsored by the South Dakota Community Foundation and Citibank, the banquet honored more than 200 students from the states public, private and tribal schools. Today we celebrate excellence and this is what it looks like, ASBSD President Pam Haukaas of the Colome Consolidated school district said. Schools are asked to identify one student for every 100 graduating seniors based on academic criteria, such as grade-point average and scores on college readiness tests. Parents and high school principals are requested to join each student and share in the celebration. An impassioned Gov. Daugaard urged students to show their appreciation for the dedication of those closest to them as he reminisced about his parents commitment to be there for him. Remember all the people who got you here, Gov. Daugaard said. Remember that they love you. Bison High School, Daniel Chapman, son of Kirby and Sylvia Chapman.

Garden Gate
Vertical Gardening
What is vertical gardening? It can be several kinds of gardening that features a vertical bed or containers with a trellis that allows the plant to grow up vertically rather than sprawling along the ground. There are vertical garden kits available at various garden centers which tend to be a bit pricey. You can create your own using wooden or metal trellises, hanging baskets, shelves, containers, a wood frame, or any combination of these, to create a space-saving vertical garden. This type vertical gardening is great in urban areas where many homes and apartments have limited outdoor space. A combination of containers, shelves, and hanging baskets works really well on a patio or balcony to create a complete garden in a small space. If you can tackle a project like building a frame with cross-supports and shelves built-in, this works great and can be an attractive feature in your landscape or on the deck or patio. Vegetables are good candidates for a space-saving garden either in raised bed gardens, in-ground gardens, hanging gardens, or container gardens on the porch, patio, balcony or deck. Simply plant seeds or small plants as usual, installing the support at the time of planting to avoid causing damage to the plant roots or vines later. Climbing veggies ideal for a vertical garden are: cucumbers, squash (acorn or butternut are best), tomato (indeterminate), green beans (pole), peas, and lima beans. These will need support system such as trellis or frame to climb upward. Non climbing plants that do not need a support system but can be included in a vertical garden are: pepper, lettuce, radishes, onions, eggplant, potato (sweet or regular in a container), parsley and variety of herbs. Location is important. Most vegetables require a minimum of six hours of sunlight so choose a sunny location that is near a source of water. Stay away from trees and shrubs that can create too much shade. It is a good idea to start somewhat smaller than you may be tempted to try. Choose only your favorite vegetables for your first vertical garden. You and your family will find it rewarding to care for and harvest the veggies you love to eat. You can always add more containers, trellises and plants next year. A vertical garden is a great family project. Children love helping to plant seeds and help with watering. They watch the plants grow and often if they have grown and harvested vegetables they are more inclined to eat them. Many a man curses the rain that falls upon his head, and knows not that it brings abundance to drive away the hunger. ~ Saint Basil

Jr. High Band students, Jaren Beckman, Jace Prelle, Carter Johnson, Braden Kopren, did an awesome job playing Wipeout.

Jr. High Track travels to Mobridge Varsity to Lemmon

Josh McKinstry set two meet records and Daniel Burkhalter set one on May 3rd at the Jr. High track meet in Mobridge. Josh set his records in the 100 meter hurdles (15.18) and the triple jump (37'5.75"). Daniel's record came in the 800 (2:13.84) meter run. The rest of the team ran very well also. We handed out medals like some people hand out candy at a parade. The boys placed in all four relays and the girls placed in three. Madelyn Seidel finished 6th in the 100 meter dash (14.69) and 6th in the 100 meter hurdles. Team mate Sydney Senn took 3rd in the 400 (1.11), 4th in the 800 (2:56),and 3rd in the mile (6:23). Rebekah Burkhalter placed 7th (6:45) in the mile. Kim Kvale, Jessica Stapel and Renee Stapel were the core of 4x100, 4x200 and the 4x400. All three of those relays placed. On the boys side, Jace Prelle placed 8th (14:18) in the 100 meter dash and 6th (12'4.5") in the long jump while Joey Aukland finished 4th (29.81) in the 200. Tanner Cables, Shane Collins and Matthew Johnson were the heart of all four relays that placed. Everybody ran well and got to eat at the pizza ranch after the meet. It was a great day for the Cardinal Jr. High track team.

Josh McKinstry competes in the hurdles.

The Varsity team went to Lemmon on Saturday, May 4th. It was a small meet with only 8 teams, so a lot of kids placed and earned points. The two big performers for the boys were Josh McKinstry and Cole Buer. Josh won the triple jump (36'10"), finished 2nd in the 110 meter hurdles (19.47), was 3rd in the 300 hurdles (49.54) and anchored the medley relay that placed 5th. Cole Buer won the long jump (17'7"), finished 5th in the high jump (5'4") placed 6th in the 100 and was part of the same medley relay team that finished 5th. The big story of the day was Matthew Johnson's 3rd place finish in the two mile run. In the absence of all the Big Guns (Howard Wood & Sturgis), Matthew took advantage of a small field and decided to run the 3200 meter run. By choosing the road less traveled Matthew earned enough points to letter. Congratulations Matthew! It was a gutsy performance. On the girls side Madelyn Seidel placed 8th in the 100 meter dash (15.07), 6th in the 100 hurdles (21.75), and 5th in the 300 hurdles (1:01). Sydney Senn placed 2nd in the mile with a time of 6:24. Other runner who placed were Seth Buer, 2nd in the 100 (12.33). Clayton Prelle finished 6th in the 100 (12.68). Joey Aukland also placed 8th in the mile run (6:00). That was a personal record for Joey and he ran a great race. Daniel Burkhalter missed the meet in Lemmon because he was invited to run in the special 400 down in Sturgis. He finished 2nd with a time of 57 seconds. He also ran the mile and set a new personal best and Jeff Smitt's Meet record with a 4:47. Way to go Dan!

Renee Stapel hands to Rebekah Burkhalter.

Page 26 The Bison Courier Thursday, May 9, 2013 Grand River Roundup ............................................................... By Betty Olson
This week has been mostly cold and dry. We did get a little shower last Monday night that barely dampened the ground. May Day! May Day! That old distress call was the first thing that crossed my mind when our thermometer registered 17 degrees early in the morning on May 1st. It has been below freezing every night all week long and thats just too darn chilly for spring. No wonder the May flowers havent shown up yet! Even though its been cold, I couldnt help myself and I planted about half of my big garden this week. Reub spent most of the week planting barley and oats and now were praying for rain. Grand River Grazing Association president Tim Smith invited me to the meeting with Dennis Neitzke, Forest Service Grasslands Supervisor over the Dakota Prairie Grasslands in North and South Dakota, and the grazing association directors at the Dakota Lodge in Lemmon Monday afternoon. They wanted to determine who owned the fences that were destroyed and try to expedite the payment process for the ranchers and the local fire departments. Keith Winter, president of the McKenzie County Grazing Association at Watford City, ND also attended the meeting. Their grazing association hired an attorney to research North Dakota law in regard to Fire Districts and the responsibilities and potential liabilities for preventing or fighting fires within the confines of the McKenzie County Grazing Association. Im going to ask our attorney in LRC to research South Dakota law to see if we need to change any laws in our state. The Bismarck Tribune printed an editorial last week blasting the Forest Service for telling ranchers that it will be two years before the federal agency will pay their damage claims. Heres a quote from the editorial: Thats an unacceptable timeframe, especially when a federal agency was at fault and had conducted the burn over objections of local landowners. Two years is too long to have a dozen or so ranchers carry the federal government. Were talking mostly the costs of feed and fences. I wasnt able to go to Lemmon when South Dakotas new Secretary of Agriculture Lucas Lentsch and Courtney De La Rosa met with the ranchers on Thursday, but I want to thank our Department of Ag for getting involved. The High Plains Western Heritage Center in Spearfish had its volunteer luncheon Wednesday. I got there in time to have dessert, coffee, and a good visit with several of these wonderful folks who put in so many hours helping out at the Heritage Center. If you havent visited the center lately, you should stop by soon. They have so many interesting exhibits that its pretty easy for me to spend most of the day looking them over. Did you see the article in the Rapid City Journal this week about the teenagers close encounter with a mountain lion? Trevor Hanson did everything experts tell you to do Monday afternoon when he stood face to face with the big cat in the woods east of Hill City, but none of it worked so he called 911 on his cell phone because the cat was between him and his vehicle. The standoff ended after the mountain lion slipped off into the woods when GF&P got there 20 minutes later. GF&P didnt kill the lion since it hadnt attacked Hanson, but that wouldnt have been my decision! Casey eliminated more predators in our neighborhood. So far this week hes shot three coyotes and a fox. Sorry to say, he hasnt shot any coons lately. The older I get the more I understand these Laws of Life: Law of Mechanical Repair: After your hands become coated with grease, your nose will begin to itch or you'll have to pee. Law of the Workshop: Any tool, when dropped, will roll to the least accessible corner. Law of Probability: The probability of being watched is directly proportional to thestupidity of your act. Law of the Telephone: If you dial a wrong number, you never get a busy signal. Law of the Alibi: If you tell the boss you were late for work because you had a flat tire, the very next morning you will have a flat tire. Variation Law: If you change lines (or traffic lanes), the one you were in will start to move faster than the one you are in now (works every time). Law of the Bath: When the body is fully immersed in water, the telephone rings. Law of Close Encounters: The probability of meeting someone you know increases dramatically when you are with someone you don't want to be seen with. Law of the Result: When you try to prove to someone that a machine won't work, it will. Law of Biomechanics: The severity of the itch is inversely proportional to the reach. Law of the Theater: At any event, the people whose seats are furthest from the aisle arrive last. Law of Coffee: As soon as you sit down to a cup of hot coffee, your boss will ask you to do something which will last until the coffee is cold. Law of Rugs/Carpets: The chances of an open-faced jelly sandwich landing face down on a floorcovering are directly correlated to the newness and cost of the carpet/rug. Law of Location: No matter where you go, there you are. Law of Logical Argument: Anything is possible if you don't know what you are talking about. Brown's Law: If the shoe fits, it's ugly. Oliver's Law: A closed mouth gathers no feet. Wilson's Law: As soon as you find a product that you really like, they will stop making it. (This one is true every time!) Doctors' Law: If you don't feel well, make an appointment to go to the doctor, by the time you get there you'll feel better. Don't make an appointment and you'll stay sick.
