Symphony Health Solutions VICE PRESIDENT, GOVERNMENT AFFAIRS 2007 - 2013 Developed, launched and implemented government relations strategy to positively influence state and federal legislative and regulatory initiatives on patient and prescriber data use. Cultivated business relationships with elected government and agency officials, regulators, policymakers and like-minded stakeholders and allies and served as company liaison. Provided skilled policy analysis of key health issues to C-suite and other top executives, including data use and privacy, de-identified data, prescription drug market data, health care reform, Medicare prescription drug coverage, physician payment sunshine law, health information technology. Led national effort to challenge the constitutionality of state laws restricting the use of prescriber-identifiable information for commercial purposes, resulting in a successful landmark ruling by the U.S. Supreme Court. (Sorrell v. IMS Health Inc. et al., 131 S. Ct. 2653, 2011). Coordinated alliance of health information organizations and allies to defeat 50 similar bills in 27 states during the 2009 state legislative sessions, and 42 similar bills in 20 states during the 2010 legislative sessions, protecting core business model and preserving over $157M in annual revenue. Created and managed nationwide government affairs program to defend the legal use of de-identified health data, with upwards of $1.25M annual budget. Positioned company as a source of knowledge and expertise regarding data use, privacy protection, and HIPAA de-identified health data among policy makers and legislators on state and federal levels. Resisted new regulatory changes that would create compliance burdens on company operations by meeting with GAO, FTC, HHS and ONC staff and submitting comments on data protection, consent requirements, and standards regarding the use of limited data sets or de-identified data. RBA, Incorporated EXECUTIVE HEALTH COUNSEL 1990-2007 Advocated client positions on Capitol Hill and in the regulatory agencies. Briefed clients on health policy developments. Analyzed and assessed impact of legislative and regulatory initiatives. Developed and implemented strategic plans for clients. Created and managed two health care associations. Sought and secured enactment of Medicare fraud and abuse safe harbor for the administrative fee payment practice between group purchasing organizations and hospitals, resulting in average savings by hospitals nationwide of up to 30% (or $36B), for non-labor costs annually Established and managed a Washington-based trade association of the nations leading group purchasing organizations. Efforts included strategic planning, program and policy development, advocacy, legislative and regulatory counsel, membership recruitment and coalition building. Organized annual trade show for competing group purchasing organizations and their allies. The event grew from $100K in revenue its first year to a show with over 1,000 attendees and $1M in revenue in its sixth year. Advocated for and secured larger Medicare Part B payments for eye and ear specialty hospital group resulting in additional payments of $180M over eight years.
Organized 12 leading eye and ear specialty hospitals in the United States and internationally and created a Washington-based trade association and advanced their interests among policymakers on the federal level. Petitioned for funding for a study on graduate medical education in the outpatient setting for a large, urban teaching hospital. Lobbied for favorable change in Medicare payment rates for inpatient hospital services delivered by costefficient facilities, primarily located in the south. Led coalition of ten politically diverse state hospital associations in advocacy effort to preserve Medicare payment rate for inpatient hospital services Gained Medicare payment rate change for small, rural hospital with population/land mass ratio issues, saving the hospital from closing and preserving access to care by rural residents. Established and managed Committee of Counsel, made up of attorneys and legal staff from a set of specialty hospitals to brief them quarterly on policy developments of interest on the federal level.
