Evidence 1 Alcohol is a vasodilator, which means that relaxes and widens the blood vessels. Caffeine is a vasoconstrictor, which means it narrows the blood vessels. Evidence 2 The amount of oxygen delivered to the brain needs to remain the fairly constant. This means that a change in the cardiovascular system needs to be compensated by another change to maintain the level of oxygen that is delivered to the brain.
