GENERAL This specification covers the construction of on-ground reinforced or prestressed concrete water supply reservoirs. This specification does not cover steel reservoirs nor reservoirs that incorporate a liner material nor reservoirs constructed from ferrocement. This specification also does not cover elevated reservoirs involving a reservoir support structure.

Council or the Superintendent. No action by Council or the Superintendent shall relieve the Contractor of any obligation under this Contract or at law. Wherever practicable, the Contractor shall safely and securely fence the works area and limit access to that area to authorised persons, including the relevant staff. Any member of the Contractors staff entering any Council operation area shall obey all Council safety rules for that area and any safety direction given by the Council or its agents. 2.3.3 Council expects the Contractor to fully adhere to his responsibilities under the Workplace Health and Safety Act. To assist in obtaining compliance with the Act, Council requires the following:x A Workplace Health and Safety Plan shall be submitted prior to commencement on site in accordance with the requirements of the Workplace Health and Safety Act,and associated regulations. A model of a suitable plan entitled Civil Construction is available from the Queensland Department of Training and Industrial Relations, Division of Workplace Health and Safety. The format of the safety plan may be varied provided the resulting plan is at least as comprehensive as the Divisions format. x The safety plan shall be held at the job site at all times and shall be accessible to the Contractor and employees, the Superintendent and the Principals employees. x The Contractor shall ensure that each person employed under this Contract holds a Safety Induction Card and is conversant with the requirements of the Workplace Health and Safety Act and Regulations, Codes of Practice and with Safety Procedures applicable to the various categories of work and different workplace situations involved under this Contract. x In addition, all of the Contractors workforce including any subcontractors workforce shall be given a site specific induction by the

ACTS, REGULATIONS, BY-LAWS AND JOINT COMMITTEE The Contractor shall comply with all Acts, By-Laws and Regulations having jurisdiction over work under the Contract and shall be fully responsible for any breaches thereof. Sewerage and Water Supply Act Qld Notwithstanding the requirements of this specification the whole of the work under the Contract shall be executed in conformity with the relevant sections of the Sewerage and Water Supply Act 1949 - 1982 (as amended). Where reference is made in this specification to Joint Committee Approval it shall be as defined under the Sewerage and Water Supply Act 1949 1982 (as amended). Workplace Health and Safety Act The Contractor shall assume the role of Principal Contractor as described in the Workplace Health and Safety Act, and shall lodge the necessary notification in relation to the project on the prescribed form and pay the prescribed fee. Documentation to that effect must be presented to Council prior to commencement on site. The Contractor and his agents and employees shall ensure that all work under this Contract is performed in such a manner that no hazard or risk of injury or damage exists to Councils employees or any person affected by the work undertaken including the general public. The Contractor shall obey any reasonable safety direction given by

Environmental Protection Act The Contractor shall adhere to all requirements detailed in the Principals Project Requirements under Environmental Considerations. Prior to commencement on site, the Contractor is to forward his response to the requirements to the Superintendent for assessment and approval. The Contractor shall seek and gain environmental approval from the Principal to conduct the necessary land clearance and construction activities, as required under the Environmental Protection (Interim) Regulation 1995. 2.4.2 After the works have been set out and prior to construction proceeding, the Contractor shall inspect the set out of the works in the company of the Superintendent in order to consider modifications that will minimise environmental disturbance. Trees outside of the immediate work area shall not be damaged or cut down. Major trees which will be close to the construction activities shall be protected with timber panels. Where construction equipment shall repetitively track across the root system of a tree, the Contractor shall be required to spread a 300 mm thick layer of mulch to minimise damage to the tree. The Contractor shall maintain the mulch overlay throughout the construction period to the satisfaction of Councils Environmental Officer and the Superintendent. All vegetation cleared shall be mulched and retained on site to be spread over the construction area during the restoration process.

x The Contractor will adhere to the requirements of the Workplace Health and Safety Act in regard to confined space entry, i.e. adherence to the requirements of AS/NZS2865. x The Contractors employees or operatives on site must be trained in confined space entry in accordance with AS/NZS 2865. Prior to commencement on site, the Contractor will provide Council with current certificates for confined space training of all operatives undertaking confined space entry. Prior to commencing any activities on site the Contractor must submit the following documentation:x Identification of all confined space entries required in carrying out the works. x An appropriate risk assessment of each entry in accordance with of AS/NZS 2865. x The risk control documentation to be used in accordance with of AS/NZS 2865. 2.3.4 All excavations must be backfilled prior to the Contractor leaving the works unattended. No excavation shall be allowed to remain open overnight. Where it is an absolute necessity for excavations to remain open while the site is unattended and the excavation is in an area which is considered accessible by the public (as determined by the Superintendent), a temporary chain link fence must be erected around the excavation to discourage and prevent access. Where the open excavation is in an area which is not accessible to the public (as determined by the Superintendent), barrier mesh on star pickets no more

3.0 3.1

EXISTING SERVICES It shall be the Contractors responsibility to contact all public utility authorities to ascertain the location of services prior to commencing the work under the Contract. In carrying out the Works the Contractor shall be responsible for all damage caused to any public utility whatever. Prior to commencing the works on site, the Contractor shall physically locate and expose all services in the vicinity of the works and assess if there is interference with the construction of the works as designed. Where existing services interfere with the works as designed the Contractor shall notify the Superintendent of the interference immediately. The Superintendent will then instruct the Contractor on how to proceed. Where the interference requires alterations to the existing services, the Contractor shall liaise with the appropriate authority to undertake the alteration and/or relocation works necessary to allow the works to proceed. Where the design of the works is altered to overcome the existing services interference, the design alterations shall be subject to the approval of the Superintendent and the Contractor shall undertake the work instructed. Actual additional construction costs associated with the alteration of the works or services to overcome the existing services interference shall be met by the Principal. No delay and disruption costs will be considered as the additional works shall be instructed in response to the Contractors notification prior to works commencing on site.

Design of the reservoir shall be by a Registered Professional Engineer (Queensland) (or approved equivalent) who shall have recent experience in the design of reservoirs of the type, size and roofing material required by the contract and is employed by a consulting engineering practice having Quality Assurance Registration to AS/NZS ISO 9001 for water supply works from an auditor accredited by the Joint Accreditation System of Australia and New Zealand (JAS-ANZ). The name of the consulting engineering practice, a copy of their Quality Assurance Registration, the name of the Design Engineer(s), their RPEQ number, and details of their relevant experience shall be included in the tender. 4.3 Design Standards All reservoirs shall have reinforced or prestressed concrete floor and walls and comply with AS3735. Roofs shall either be:x a steel roof complying with AS4100 (beams), AS/NZS 4600 (purlins) and AS1562.1 (cladding), or an aluminium roof complying with AS/NZS 1664 (beams and purlins) and AS1562.1 (cladding).

Roofs comprising a combination of steel and aluminium components are not considered suitable for use on reservoirs. 4.4 Design Water Level The reservoir shall be structurally designed for a water level at the top of the reservoir wall.

If the Contractor damages any existing services it shall arrange for the relevant service authority to make good such damage and the cost thereof shall be borne by the Contractor. RESERVOIR PROCUREMENT General Reservoir procurement shall be done on a "Design and Construct" basis in accordance with AS4300 with the Council

GEOTECHNICAL INVESTIGATION If a geotechnical report is included with this Tender, it is the responsibility of the Tenderer to assess its adequacy. The Designer shall obtain a geotechnical report on the reservoir site. This report shall be prepared by an Registered Professional Engineer (Queensland) who shall have recent experience in geotechnical engineering for large structures and who is employed by a consulting engineering practice having Quality Assurance Registration to AS/NZS ISO 9001 for geotechnical engineering from an auditor accredited by the Joint Accreditation System of Australia and New Zealand (JAS-ANZ). The name of the consulting engineering practice, a copy of their Quality Assurance Registration, the name of the geotechnical engineer, their RPEQ number and details of their relevant experience shall be included in the tender.

6.0

DETAILS REQUIRED AT TENDER STAGE In addition to the details required concerning the designer (clause 4.2) and geotechnical engineer (clause 5.1), the tenderer shall include with its tender the following:x General layout drawing of the reservoir including access roads, valve pits and pipework connections. x General design details of the floor, wall footing, and wall. x General design details of the roof.

7.0 7.1

DESIGN REPORT Following the award of the contract and completion of the geotechnical investigation, and prior to the commencement of any works on site, the Contractor shall submit to the Superintendent a Design Report prepared and certified by the Designer. As a minimum, the Design Report shall include:x Report and recommendations by geotechnical engineer. x Detailed layout plan including access road arrangements. x Completed detailed design of all components of the reservoir structure and roof, including all pipework.

The geotechnical engineer shall arrange for whatever auger drilling, core drilling, excavation of test pits, penetrometer probes, materials sampling, materials testing, etc as he considers necessary to:x adequately predict the materials to be excavated x assess the batter slopes of excavations x advise on the necessity for batter support x assess the bearing capacity of the foundations x advise on the likelihood of settlement (including differential settlement), and x make all necessary recommendations for excavation for and providing stable foundations for the reservoir.

8.0 8.1

DESIGN DOCUMENTATION Following advice from the Superintendent that the Design Report is suitable, the Contractor shall complete the Design Documentation, which shall include job specification and drawings and submit same to the Superintendent. These documents shall fully describe the work required to complete the reservoir in accordance with the Contract.

8.2

As a minimum the Design Documentation shall include:x Full details of all stressing operations including cable type and size, sheath type and size, concrete strength at transfer, number of jacks required, cable stressing method (one end or both ends), cable stressing order, stressing load, allowable draw in and calculated cable extensions. x Full details of the grouting operations including materials, bleed control additive, mixing equipment, pumping equipment and grouting procedures.

9.3

Concrete The manufacture, supply, handling and placing of concrete shall comply with the requirements of AS 1379 and AS 3600. Cement shall be Type GP "General Purpose Portland Cement" complying with AS 3972. Fly ash shall conform to and be used in accordance with AS3582.1. Fly ash shall not be used together with an air entraining agent in a concrete mix, unless tests to the satisfaction of the Superintendent, prove that the amount of air entrained can be controlled and that the compressive strength is satisfactory. The proportion of fly ash by weight shall not exceed 30% of the cementitious content and the water cement ratio shall not exceed 0.45. Admixtures shall not be used in concrete without the written approval of the Superintendent. Any admixtures if approved shall comply with the requirements of AS1478. A test report in accordance with clause 4.4 of AS1478 shall be provided for each admixture prior to its use. Admixtures shall not be used in concrete containing fly ash or blended cement unless test results are available to show that the concrete properties will not be affected by use of the admixture. Generally admixtures approved will be restricted to air entraining admixtures, and for certain approved applications, water reducing set-retarding admixtures, Type WRRe. Where air entrainment is allowed the air content shall be within the range 3-5 percent except where otherwise specified. The Contractor shall have a suitable air content gauging device on the job so that the air content of the freshly mixed concrete may be accurately determined in accordance with AS1012, Part 4. Admixture metering shall be an approved and well maintained dispenser. Concrete shall be a minimum of:x Class S40 for post tensioned prestressed concrete. x Class S32 for other structural concrete. x Class N20 for other concrete, e.g. pipe surrounds, thrust blocks, etc.

8.3

Following advise from the Superintendent that the Design Documentation is considered suitable, and provided all other precommencement requirements as described herein have been satisfied, the Contractor may commence work on site.

9.0 9.1

MATERIALS Exclusions Timber, fabric, ferrocement, corrosive or uncoated metals, plastics or liner materials shall NOT be used.

9.2

General All materials used in the Works that will be in contact with water or be located within the interior of the reservoir (whether in contact with water or otherwise) shall comply with the requirements of AS 4020. All materials used in the Works shall be handled, transported and stored in accordance with the relevant Australian Standard and the relevant manufacturers recommendations.

Requirements for Class S32, S40 and S50 are set out in Table 1. Also the drying shrinkage at 56 days shall not exceed 600 microstrain as determined in accordance with AS1012.13. Table 1

Bolts, nuts and washers for bolting steel purlins to steel roof beam cleats in the reservoir roof structure shall be:Bolts - Class 4.6 to AS 1111.1 with hot dip galvanised coating to AS 1214 Nuts - Class 8 to AS 1112 with hot dip galvanised coating to AS 1214 Washers - Normal series to AS 1237 with hot dip galvanised coating to AS 1214 All bolts shall be supplied complete with one nut and one washer for each bolt. 9.8 Elastomeric Bearing Strip Elastomeric bearing strip shall be natural rubber. Formwork shall comply requirements of AS3610. 9.4 Steel Reinforcing

with

the

Steel reinforcing bars shall comply with the requirements of AS/NZS 4671. Welded wire reinforcing fabric shall comply with AS/NZS 4671. 9.5 Prestressing Materials Steel tendons shall be 7 wire stress relieved steel strand complying with AS1311. Anchorages shall be in accordance with AS/NZS 1314. Sheathing shall be zinc coated steel, so constructed that ingress of mortar during concreting is prevented. The sheathing shall have a maximum friction curvature coefficient P of 0.25. 9.6 Structural Steel Structural steel shall comply with the requirement of AS/NZS3678 and AS/NZS3679. Galvanising shall comply with the requirements of AS1397, AS/NZS 4680 and AS/NZS 4792 9.7 Bolts, Nuts and Washers Grade 316 stainless steel bolts, nuts and washers shall be used throughout the reservoir except for bolting of purlins to roof beam cleats. Stainless steel bolts, nuts and washers shall be grade 316 to DIN 931 (hex head bolts), DIN 934 (hex nuts) and DIN 125 Type A (washers) with anti-galling paste used in assembly.

Timber Timber shall not be utilised in any component of the reservoir, roof, or access security and telemetry structure.

9.10

Liners, Plastics or Fabric Liners, plastics or any fabric type materials shall NOT be utilised. The reservoir is to be a fully watertight concrete reservoir in accordance with AS 3735.

10.0

SETTING OUT WORK The Contractor shall be responsible for setting out the reservoir and all associated works. CLEARING AND GRUBBING The Contractor shall take all necessary steps to preserve vegetation at the reservoir site. As aminimum these steps shall include:x Limiting the construction disturbance area to a minimum. Job specific limitations may be imposed within the Principal's Project Requirements as an environmental consideration. x The Contractor is advised that adherence to the Gold Coast City Council "Tree Preservation By-Law" is required when undertaking the works. It is the Contractors responsibility to make all necessary enquiries with, and to obtain all necessary approvals from, the relevant Council department. x The approval of the Superintendent is required prior to clearing any tree with a trunk diameter greater than 300 mm measured not higher than 0.5 metres above ground level.

x Runoff both external to the site and within the disturbed area shall be controlled. Clean water shall be redirected away from the disturbed area and into a stabilised overland flow path. x The site shall be rehabilitated quickly, i.e. stabilise/revegetate within fourteen (14) days of completion of works. Rehabilitation shall proceed as each stage is completed. The disturbed area shall be seeded and landscaped in line with Council's landscaping guidelines. x Sediment fences shall be installed as directed by the Superintendent and shall be inspected after each rainfall event, repaired if necessary and all trapped sediment removed to a designated stockpile. x Stockpiled material spoil from trenching operations shall be placed on the unslope side, away from any creek and any drainage lines. These stockpiles are to have erosion and sediment control devices in place, e.g. sediment fences placed around the base, and if left for an extended period, an erosion proof blanket should be used.

x All vegetation cleared in the course of constructing the works shall be mulched and spread over the disturbed area as part of the restoration works. Any material that cannot be mulched due to its excessive size shall be removed to an approved dump site at the contractors expense. Burning off of timber shall NOT be permitted.

13. 13.1

EXCAVATION Excavation shall be completed to the lines and levels shown in the Design Documentation. Where the Contractor over-excavates, it shall make good the over-excavation at its expense. The over excavation shall be made good with material nominated by the Designer and approved by the Superintendent. The Contractor shall at its own expense do all things necessary to divert any water interfering with the progress of the Works, keep the excavations including connection pipe trenches free from water while the Works are in progress and prevent any damage to the Works by water due to rain or other causes. The Contractor shall have approved pumping gear for keeping the excavation or trenches constantly dewatered during the times the Works are in progress. Any work or material

EROSION AND SEDIMENT CONTROL The following erosion and sediment control measures shall be taken to ensure that sediment is contained within the perimeter of the disturbed area. x The area of disturbance shall be kept to an absolute minimum x Topsoil shall be retained for rehabilitation purposes, (Note that stockpiles should not exceed 2 metres height, as this decreases the seed viability). 13.3

This material shall remain the property of the Principal and any excess shall be spoiled or used as filling within the Site as directed by the Superintendent. All excavated material which is classified by the Superintendent as unsuitable shall be removed from the Site. Any excess spoil and all unsuitable material shall be disposed of at a location where directed by the Superintendent within a 10 km radius of the site. 13.5 The Contractor shall be solely responsible for the maintenance of excavations and is liable for any damage which may be caused through the collapse of the excavation. Unless a separate item is included in any applicable Bill of Quantities for rock excavation, the items entered in the Priced Bill of Quantities and the Lump Sum of the Contract generally shall be deemed to include full compensation for excavation of material of all types. Extra over for Rock: Where a Bill of Quantities is part of the Contract and this Bill contains a separate item for excavation in rock (as defined herein), extra payment will be made for the Bill Item for all rock removed within the limits of the excavation as defined or as ordered by the Superintendent. The quantity for payment shall be the nett quantity in place within the limits of the excavation shown on the drawings. No claim for excavation in rock will be entertained unless the method of measurement is agreed in writing with the Superintendent prior to material being excavated. Rock shall be defined as material which cannot be excavated at the rate of 15m3/hour by a hydraulic tracked excavator with engine gross power output of 148 kW at maximum RPM and a rated breakout force on the bucket of 148 kN with standard bucket. It shall be the responsibility of the Contractor to provide the excavator and

bucket for this purpose at its cost. The Superintendent shall have the right to nominate an operator for the machine. 13.8 Use of Explosives: Where approved by the Superintendent, rock may be carefully excavated by blasting procedures. Prior to commencing any blasting operation the Contractor shall, pursuant to clause 2.0 herein, obtain any blasting permit required. The depth, spacing, location, explosive type and method of firing shall comply with any permit issued for blasting operations. In the handling, storage and use of explosives, the Contractor shall comply with all state and local authority laws and by-laws, and with AS2187, Parts 1 and 2. The Contractor shall in particular comply with Section 10.2 of AS2187 Part 2. Where directed the Contractor shall provide measurements of ground vibration and/or air blast. If these measurements indicate that the requirements specified herein are not being complied with the Contractor shall reduce the amount of charge used or take such other action as will ensure compliance with AS2187. The Contractor may be required to carry out trial blasting in order that the Superintendent may determine the peak ground vibration or air blast effects caused by the trial charges and so limit the maximum charge to be employed. The Contractor shall be responsible for all costs associated with the supply, operation and reporting of the measurements. The Contractor shall give the Superintendent at least three (3) days' notice of any intention to excavate by blasting and shall furnish full details of the location thereof and the methods it proposes to adopt. Subject to approval by the Superintendent for blasting at any location, such blasting shall be carried out only at times approved by the Superintendent. The Contractor shall provide screens, barriers, mats and/or other protective devices as directed by the Superintendent to limit the effects of blasting. Notwithstanding the provision of such protective devices, the

Contractor shall be responsible for any loss, damage or injury sustained by the public, workmen, the Works and for damage to property or public utilities of any description whatsoever caused directly or indirectly by such blasting. Secure storage places shall be provided for explosives and all such places shall be clearly marked with warning signs. Only persons trained and experienced in the handling of explosives shall be allowed to use them on the work under the Contract, and no shot shall be fired until a warning has been sounded and all persons within the radius of danger removed. The warning device shall give an audible warning clearly different from any other sound normally heard on the Site. In the event that the vicinity of work under the Contract is accessible to the general public, the Contractor shall, before any shots are fired, post personnel about the Works in various directions to warn all persons of the danger existing and to prevent them approaching closer than safety will permit. Where blasting is likely to endanger life or property, the Superintendent shall have the power to prohibit the use of explosives or prescribe and enforce such rules and regulations as it may deem necessary but the prescribing or failure to prescribe such rules and regulations shall not relieve the Contractor from any responsibility under the Contract. No explosives shall be left in holes overnight. Where explosives are used in rock excavation, the charges shall be so proportioned and placed that they will not loosen the rock outside of the excavation lines shown on the drawings or as provided for in the Contract. If the rock below the line or slopes designated should be loosened by blasting to such an extent as to render it (in the Superintendent's opinion) liable to slide, fall or have a detrimental effect to the Works such loosened rock shall be removed by the Contractor. The removed material shall be made good with material acceptable to and in a manner approved by the Superintendent. 15.2

All work associated with the use of explosives shall be deemed to be included in the relevant Bill Item (if part of the Contract) and/or the lump sum of the Contract generally.

14.0 14.1

UNDER FLOOR DRAINAGE The reservoir shall be provided with a system of underfloor drainage which will prevent the establishment of any hydraulic pressure under the reservoir floor, either from reservoir leakage, groundwater or pipework leakage near the reservoir. The underfloor drainage shall be designed to collect all leakage, groundwater etc to a point near a collection pit, and discharge such drainage through a pipe into the collection pit so that flow measurements can be taken.

INLET-OUTLET, SCOUR AND OVERFLOW PIPEWORK All pipework shall be installed through the floor and not through the wall. All pipes at penetrations shall be fitted with puddle flanges and a hydrophilic water seal such as Hydrotite or an approved equivalent water sealing material. All pipework below the reservoir floor shall be encased in concrete. The inlet pipe shall be terminated at least 90o around the reservoir perimeter from the outlet pipe and shall be arranged so that incoming water is directed away from the outlet pipe. The pipe velocity at maximum inflow rate shall be less than 2.25 m/sec. The outlet pipe shall be fitted with a bellmouth and raised at least 100 mm above the level of the floor. The outlet pipe shall be covered by a grade 316 stainless steel bar screen with opening of not more than 100 mm x 100 mm. The screen shall be bolted to the floor using stainless steel anchor bolts. The pipe velocity at maximum outflow rate shall be less than 1.75 m/sec.

The scour pipe shall be located under the access hatch. The overflow pipe shall be fitted with a bellmouth and be capable of discharging the design maximum inflow to the reservoir with a water level a maximum of 250 mm above top water level (TWL). All pipes and fittings shall be either steel or ductile iron. The pipes, fittings, rubber rings, jointing bolts, couplings, etc shall comply with Council's Standard Specification for Construction of Major Water Supply Mains (SS10). DI pipes used in other locations other than underground shall be painted with an epoxy painted coating, the surface shall be abrasive blast cleaned to AS1627.4 Class 2 and painted with a 2 coat system of two pack high build, solvent free cycloaliphatic amine cured epoxy coating to a dry film thickness of 500 microns. All applications shall be strictly in accordance with the manufacturer's specification.

RESERVOIR WALL The wall shall be constructed from either reinforced or post-tensioned prestressed concrete. External wall surfaces shall have a surface finish of Class 2C in accordance with Section 3 of AS3610. The internal wall surface shall have a Class 3 surface finish. Conduits as required for telemetry antenna and electrical power cables shall be cast in the reservoir wall between the reservoir security structure and the top of the wall. Conduits shall be positioned not lower than 300mm above the top water level.

STRESSING All stressing operations shall be done in strict accordance with the relevant manufacturer's specifications. The prestressing force shall be checked by reading the jacking pressures and the elongations of the strands. All gauges shall be calibrated before dispatch to the site, and a chart drawn up plotting gauge reading versus applied jack force. In this way friction losses in the jack shall be accounted for. Jacks shall incorporate a provision for hydraulically or manually locking off the wedges to limit draw-in to 8 mm. If the draw-in on anchoring is greater than 8 mm, the strand shall be restressed. At the completion of the stressing operation (when the jacking pressure indicates that the required prestressing force has been obtained), if the extension is less than the calculated extension stated in the Design Documentation, the stressing operation shall be regarded as defective and shall be rectified. If, at the completion of the stressing operation, the actual extension is greater than the calculated extension stated in the Design Documentation by an amount greater than can be explained by reduced friction coefficients, the Superintendent may direct that the

FLOOR AND WALL FOOTING The floor and wall footing shall be constructed as an unjointed posttensioned prestressed concrete or reinforced concrete slab thickened below the wall. The floor shall be laid on two layers of 300 Pm polythene building film to allow movement during tensioning and to prevent mortar loss into the underdrainage system. The building film (black plastic) shall be laid on a minimum 50mm layer of sand or 100mm layer of no fines concrete as appropriate to the underfloor drainage system.

The floor shall be generally flat, (i.e. not incorporating a scour channel or sloping floor to a collection point) as the internal surfaces of the reservoir are proposed to be cleaned when the reservoir is full (or part thereof) and by divers using vacuum cleaning techniques. Notwithstanding the requirements of Clause 16.2, a single 450 x 450mm square and 100mm deep sump shall be provided in the vicinity of the access

Cable extensions shall be calculated and measured on the basis that an initial force sufficient to remove all slack is applied before measurements are commenced. 18.5 All shands shall be grouted. However, they are NOT to be grouted until the Superintendent gives written approval. WALL/FOOTING JOINT Where the wall and footing are separate units, e.g. the wall is supported by an elastomeric bearing strip bonded to the footing, the wall/ footing joint shall incorporate a hypalon membrane securely bonded to both the wall and footing using an epoxy resin based adhesive suitable for strongly bonding to damp concrete. The Sikadur Combiflex system, or approved equivalent, is considered as acceptable. The sealing system is to be installed in accordance with the manufacturers recommendations. The Contractor is to provide the Superintendent with a certificate from the manufacturer stating that the installation has been satisfactorily completed. Samples of the wall/footing joint sealing system along with the name of the applicator, shall be submitted to the Superintendent for approval prior to installation. 20.4

Roof support columns shall be constructed from reinforced concrete. Steel Roof

20.4.1 Beams Steel beams spanning between columns shall be hot dip galvanised in accordance with AS/NZS 4680. Bolts joining galvanised members shall be galvanised in accordance with AS1214. Bolts set into concrete shall be 316 grade stainless steel. The Contractor shall provide approved nylon or polythene separation inserts between all stainless steel anchors and mild steel sections. The Contractor shall also provide approved neoprene strips, washers and/or inserts between all steel to concrete and any aluminium to steel interfaces. Neoprene strips shall extend for the full extent of the concrete/steel interface.

ROOF Freeboard The freeboard between top water level (TWL) and the lowest point of the roof structure (including roof beams, wall support brackets, and bolted connections) shall be not less than 300 mm.

20.4.4 Installation The installation of the steel roof shall comply with AS1562.1. Fasteners for zincalum roofs shall be heavy metallic zinc coated fasteners complying with AS3566 Amendment 1 - Class 3. Fasteners for Colorbond Ultra steel roofs shall be plastic headed fasteners complying with AS3566 Amendment 1 Class 3. Alternatively mechanically plated fasteners with 25Pm coating of 75% Zn, 25% Sn alloy are acceptable for both zincalum and Colorbond Ultra steel. All fixings shall be in accordance with the cladding manufacturers recommendations for coastal environments. 20.5 Aluminium Roof

20.2

Fall to Edge The roof shall be designed to fall to the wall with the sheeting projecting over the wall. Gutters and downpipes are not required, unless specified otherwise.

20.3

Columns

20.5.1 Beams and Purlins Aluminium beams and purlins shall be roll formed from 5454 H34 alloy. Bolts joining aluminium members shall be machined from 6061-T6 alloy extruded bar. Bolts set into concrete shall be grade 316 stainless steel. The Contractor shall provide approved nylon or polythene separation inserts between all stainless steel anchors and aluminium sections. The Contractor shall also provide approved neoprene strips, washers and/or inserts between all aluminium to concrete and aluminium to steel interfaces. Neoprene strips shall extend for the full extent of the concrete/aluminium interface. 20.5.2 Bridging Bridging shall be 100 mm channels from 6061-T6 alloy with welded and cleats. 20.5.3 Cladding Cladding shall be formed from alloy 5251 sheet to AS/NZS 1734 of not less than 0.9 mm thickness. Sheet shall have stucco embossed finish. Where the roof can be seen by residents at a higher level, the sheets shall be factory painted with a premium fluorocarbon coating. 20.5.4 Installation The installation of the aluminium roof shall comply with AS1562.1. Fasteners shall be grade 304 stainless steel self tapping screws, aluminium alloy 5251 formed washers and full size durable rubber sealing washers all strictly in accordance with the cladding manufacturers instructions for coastal environments. 20.6 Ventilation and Birdproofing The roof space shall be ventilated using 450 mm dia. Roof mounted rotary extraction ventilators, equally spaced throughout the roof. The number of roof ventilators shall be as stated in Table 3. 20.7

Air entry into the roof cavity shall be provided by wall mounted fixed vents, installed not less above 100mm above the top water level. Air entry vents shall be fitted at spacings of not less than 4 metres with each vent providing an unobstructed area of opening of nominally 150mm high (min.) and 400mm long (min.). The whole roof installation shall be birdproofed, using aluminium mesh of nominal 5mm aperture. Access Hatch and Additional Openings An access hatch and additional openings shall be provided in accordance with the detail shown on Standard Drawing 0306-708. Every reservoir shall be provided with the main access hatch, with additional access openings to be provided where directed within the Principals Project Requirements or as directed by the Superintendent. As a guide additional access openings may be requested in accordance with the following :

Handrails and grille flooring shall be fabricated from aluminium unless noted otherwise on the drawings. The gate on the platform shall be self closing and be able to be padlocked in the closed position and held in the open position by a drop bolt. The gate shall be fabricated so it can only swing inwards. Unless noted otherwise grille flooring shall be Webforge Hi-Light Guardian Roof Aluminium Walkway System or approved equivalent attached as per manufacturers requirements to roof sheeting or support channels. All edges and cut outs shall be trimmed. Where dissimilar metals are to be clamped together, suitable neoprene or polyethylene spacers shall be used to prevent galvanic action occurring. 20.9 Davit Arm Support and Mount A davit arm base shall be attached to the reservoir wall with stainless steel anchor bolts, generally located as shown on Standard Drawing 03-06-708. Alternatively a full height davit arm base support extending to ground level is considered acceptable generally as shown on Standard Drawing 03-06-709 The davit arm support structure shall be designed to meet the requirements of AS/NZS 1891.3. A structural design certificate for the davit arm support structure shall be provided by the Designer. The reservoir wall where the davit arm base is to be mounted shall be designed to withstand all loads the davit arm and base may apply. The davit arm must be capable of rotating 360q about its base. The davit arm has an anchorage point at its base and a pick-up joint nominally 1500 mm out from the centre line of the base. The davit arm is designed for an ultimate tensile load of 22 KN from the anchorage line. The Contractor will be required to provide all facilities and equipment necessary for insitu load testing of the

All access hatches and additional openings (where requested) shall be lockable and shall comprise minimum 6mm thick aluminium chequer floor plate, and installed complete with handgrips and 2 No. (minimum) heavy duty aluminium hnges per cover. Every access hatch shall be fitted with an approved surface mounted magnetic contact switch to identify of unauthorized opening of the hatch. The contact switch shall be cabled and connected to the telemetry and SCADA facilities, all works being in accordance with the requirements of Counsils Standard Specification for Electrical Installation (SS12). 20.8 Roof Access Platform An access platform shall be constructed adjacent to and generally around the reservoir access hatch (and additional openings) as shown on Standard Drawing 03-06-708. The platform shall be finished as a constant level surface, with no protrusions above the level of the grille flooring (except for the access hatch). The roof sheeting and supporting system in this area shall be designed for a superimposed live loading of 2.5 kPa in accordance with AS 1657. Full perimeter side mounted handrailing shall be provided around the roof of the reservoir, complying with the requirements of AS 1657 and incorporating a toeboard. Continuous handrailing is preferred, however should segmental handrailing be proposed, gaps at the ends of each segment shall not exceed 100mm.

ACCESS Road Access Road access shall be constructed to the dimensions and shape as set out in the Principal's Project Requirements. Road construction shall be in accordance with Council's Standard Specifications and Drawings for Roadworks and Drainage.

VALVES The reservoir shall be provided with isolating valves on the inlet and outlet pipes and on the scour pipe. Valves shall be either sluice or butterfly valves complying with Council's Standard Specification for Construction of Major Water Supply Mains (SS10). Special valves such as check valves, altitude valves, float valves, rate of flow control valves, solenoid valves etc. shall be provided in accordance with the Principal's Project Requirements. Valves and other fittings are to be treated internally and externally with a factory applied thermal bonded polymeric corrosion protective coating this shall comply with the requirements of AS/NZS4158 and be applied by the fluidized bed technique.

Perimeter Access A reinforced concrete pathway 900 mm wide shall be provided right around the base of the reservoir. The pathway shall extend around all structures and pits where these restrict the continuity of the pathway. A crushed rock or graveled vehicle access way shall also be provided around the full perimeter of the reservoir on the outside of the concrete pathway.. 22.4 The width of the access way outside of the concrete pathway shall be not less than 4 metres wide, increasing to 5 metres wide where the outside radius of the reservoir footing is less than 12 metres. 22.2

RESTORATION WORKS Restoration shall be carried out to such a standard that the finished Works shall be as near as practicable to standard of the Site prior to commencement of Works. The Contractor shall be responsible for all restoration works including, but not restricted to fences, footpath and pavement repairs to a condition equivalent to that prior to the commencement of work. TESTING, COMMISSIONING AND POST CONSTRUCTION REPORT The Contractor shall test the reservoir by filling from Council's mains to confirm water tightness. All leaks or damp patches shall be repaired to the satisfaction of the Superintendent. The Contractor shall commission the reservoir, ensuring that all valves and all telemetry control and monitoring functions correctly. The Contractor shall test all personnel access safety fittings supplied to the satisfaction of the Superintendent. Following completion of testing and commissioning as specified in clauses 25.1 and 25.2 the water in the reservoir shall be sterilised by adding a sterilising agent to the water. After standing for 30 minutes, the water in the reservoir shall be sampled and tested by a NATA registered laboratory approved by the Superintendent. Tests shall be considered satisfactory when
