by Mark DiPaola Newington is waiting for a response from the Capitol Region Council of Governments (CRCOG) regarding its application for a $20,400 technical assistance grant, which will cover the costs of hiring a consultant to advise on the potential construction of senior affordable housing in what is known as an overlay zone. Although the consultants first priority would be to determine whether or not there is a substantial need in town for senior affordable housing, some residents can already see it. Rose Lyons is one of them. At 68, shes been exploring her options and has not had much luck so far. I feel that theres a shortage in affordable senior housing, not just in Newington, but statewide, Lyons said. Every place I go to, they have a waiting list. After digging for information on New Meadows, a housing complex owned by the North Haven-based company New Samaritan, Lyons was told that her $31,000 income, a compilation of social security and pension benefits she receives, was too high for her to qualify. The thing I find most frustrating is each project or facility has its own guidelines, Lyons said. That means that factors such as the minimum age of a prospective resident and
Newington?
Meadowview, Stone said. And it doesnt appear that the situation will improve anytime soon. In fact, with a projected increase in the aging population, things could very well get worse, Stone said. We know that there are going to be more and more older people in the community, she said. The state Department of Social Services projected that those over 60 will number 9,807 by the year 2025, part of a continued increase that will stretch over the next 25 years, Stone said. Although the need for affordable senior housing is unlikely to grow proportionately with the elderly population, it is, nevertheless, a significant one, Stone said. The reality is, most people will never go into senior housing, Stone said. [But] if you have 9,000 adults in town, even if 10 percent want to go in, thats 900 people. Stone estimated that Newington has about 200 or fewer units of affordable housing to work with. Since the availability shortage is not unique to Newington, local applicants can expect to be up against prospective residents from out of town as well. You cant place any restrictions on that, Stone said. I understand the frustration, but its the nature of housing. Lyons has lived in Newington for 65 years. She would like to make that longer, but the affordable housing scarcity might not leave her with much of a choice.
Its just a long process--its frustrating at times, Lyons said. If Newington does get the grant to hire a consultant to examine the feasibility of an overlay zone--an area that is exempt from normal zoning regulations to create an incentive for contractors that would be able to build a higher volume of units in exchange for making a percentage of them affordable for seniors--it will be only the start of another long process that includes weighing aging population levels, socioeconomic needs, and months of discussions with residents and developers. A public hearing, the final leg, will not occur until December, if it even gets that far. Lyons figures she can wait a little longer, at least for now. Like most elderly residents, she chose to stay in her home. Typically, a person might look to relocate due to the burdens of overall affordability or maintenance costs, according to Stone. Lyons is not at that point yet, but she is getting there. She had a state grant to cover work on her roof, but said she doesnt assume shell be that lucky if another repair issue arises. That factor alone may force her to consider affordable housing. Its important not only to support the building of new affordable housing, but to find ways to support people in their homes, Stone said.
members that have since left, Hetherington said. Although the union contract would have set minimums on what the board had to provide for the nurses as far as compensation and other areas, the employees may have felt hindered by other restriction, Collins said. Theres not as much flexibility when youre in a union, Collins said. It probably made it a lot more difficult for them. When youre not bound by contract restraints, theres a lot more flexibility you can have. Collins later added, If somebody wanted to do something outside of the contract, we couldnt allow that. Like if somebody wanted to take a day off, leave early--Im just using that as an example--we wouldnt be able to do that.
The perceived dangers posed to wildlife and nearby infrastructure by blasting, a controversial rock removal method, as well as the presence of the endangered Swamp Cottonwood tree species, were amongst the various concerns that filled the commission hearings with residents throughout Toll Brothers application process. Citing a tight timetable under which statutory restrictions mandated that they make a decision, as well as the growing volume of testimony related to the aforementioned issues, the commission voted against the proposal on the last night of hearings. Toll Brothers filed a lawsuit in late March.

by Mark DiPaola An expanding Wethersfield Farmers Market will begin its weekly sales of fresh grown produce and other items on May 16. The market, which runs through Halloween, has increased its roster of vendors to 35 to 40 for this year and will have a variety of extra programs that include live music and educational presentations at its Solomon Welles House, 220 Hartford Ave., location. Last year we were just breaking 30 [vendors], with about 18 the year before, said farmers market organizer Stephanie Jarm. This years vendors include Glastoburys Dondero Orchards and Killam & Bassett, as well as Oxen Hill Farm from Simsbury. Eaglewood Farm will be bringing a mix of poultry, salmon and eggs, while customers can try Sweet Pea Cheeses goat cheese, milk and yogurt. A number of
Wethersfield?
craftsmen and artisans, including All Things Beaded and Wethersfields own Pysh Jewelry, will have stands at the market as well. The slew of locally-grown fruits and vegetables, which, according to Jarm, run for about the price of supermarket -old organic products, draws market-goers looking for healthier food. Not only that, but the experience is more personal, Jarm said. I think being able to talk to the person that produces your food is priceless, she said. You can make requests and they tell you about the seed. A lot of our farmers try to stay away from GMOs or any additives in the soil. The farmers can also show customers how to enhance what they purchase--the Wethersfield Farmers Market will be releasing a cookbook that will be on display at each of the stands. You pick up a weird vegetable and they can be like, Oh, theres a recipe for that, Jarm said. It just makes it so much more tangible and accessible to people. The market will also offer baked goods, Italian ice, and food trucks from Hartfords Lucky Taco and the Hartford Advocate Best Cupcake award-winning Nova Cupcakes. For the first time in its history, the market will also have kettle corn, Jarm said. Other related programs that will be run throughout the markets five and a half-month duration include lectures at the Solomon Welles House geared toward sustainable living. Visitors to the market can learn about healthier food, fuel-saving transportation such as biking, and how to plant seed bombs. On Sept. 12, the market will hold its Farm to Table Dinner, a catered meal utilizing all of the vendors products. The Wethersfield Farmers Market will be held on

Wethersfield is planning a massive Memorial Day parade to honor its veterans--both living and deceased. The May 25 event will begin at 9 a.m. with a parade formation at the Department of Motor Vehicles on State Street, according to Memorial Day Committee Chairman Larry Spellacy. The procession will feature a wide variety of organizations, including the police and fire departments, local scout troops, and the Wethersfield High School Marching Band, as well as federal, state and local government officials, Spellacy said. The parade has been held
annually since the late 1970s, and the turnout is typically pretty good, Spellacy said. In terms of the number of participants, its a lot, Spellacy said. I would guess on an excess of a thousand people--probably two to three times the number of people lining the streets [watching]. Its quite a celebration. This year will center on World War II veterans, namely Charles Officer, an American Legion member who served during that period, Spellacy said. We honor a particular group every year, although its not exclusive, he said. This year our theme is, Let us not forget. The parade is being co-sponsored by the American Legion,
along with Disabled American Veterans, Veterans of Foreign War, and the Wethersfield Parks and Recreation Department. Although the roughly $5,000 it will cost to hold the event was a budget line item, residents are welcome to send donations to Town Hall, Spellacy said. The 1.2-mile march, which is estimated to take about an hour to complete, will leave State Street and follow a route that goes through Old Wethersfield, as well as the Broad Street Green, and finish at the cemetery entrance at Marsh Street. A memorial service will be held inside the cemetery, along with the reading of the names of veterans who lost their lives in World War I, World War
II, Korea, and Vietnam. Town Council and Board of Education members will march alongside state and federal officials in the parade, Spellacy said. State Senator Chris Murphy will be participating, and U.S. Senator Richard Blumenthal is expected a well. He said he [Blumenthal] plans on attending, but their schedule is so busy, they dont usually commit until the very end, but hes been there every year, Spellacy said. The post-parade ceremony will also feature a short presentation by Silas Deane Middle School eighth-grader Alexis Maher, whose essay on the holiday won a Memorial Day Committee contest.

Did you know? Morning sickness is a condition many pregnant women must face. It is generally one of the first symptoms of pregnancy and can begin as early as six weeks after conception, lasting until the end of the first trimester. Despite its name, morning sickness is not reserved for early in the day but can occur in the morning, afternoon and/or evening. The American Pregnancy Association says more than half of all pregnant women experience the nausea and vomiting associated with morning sickness. Nausea is associated with the increasing levels of hormones in the body. Many doctors are happy when women report morning sickness because it is an indication that the placenta in the womb is developing well. Eating smaller meals and nibbling on bland crackers before rising from bed can alleviate some symptoms of morning sickness. Try to remain hydrated, especially if you are plagued with bouts of vomiting. Sipping water or even flat ginger ale throughout the day may settle the stomach. Ifmorning sickness becomes severe and results in considerable weight loss, consult your doctor.

Ganglions are fluid filled swellings of the lining of joints or tendons, often appearing on the ankle or top of the foot. They are slow growing and they change in size. Repeated irritation can weaken the lining of a joint or tendon, leading to a ganglion. Boots are likely to cause ganglions if worn consistently, as they put stress on the foot and ankle. Bone spurs may also cause ganglions by irritating joints and tendons. Ganglions are difficult to treat without surgery, but non-surgical methods may relieve some symptoms. Pads placed around the area may ease pressure and friction. Fluid removal, icing for 15-20 minutes, medication and limiting movement may relieve symptoms. For ongoing or severe pain, surgery may be recommended. If you feel that you have a ganglion or any other foot problem, contact the Connecticut Foot Care Center location most convenient to you for consultation with one of our Foot Specialists. www.ctfootcare.com Follow us on Facebook & Twitter!
