PROPOSAL FROM STABLE WIND ENERGY LIMITED

Stable Wind Energy Limited is an year old company based out of Tirunelveli, Tamil Nadu, India.

With strong background on land banking SWEL realized the need to establish a wind farm
development organization with orientation and focus on:

a) Precise Micro site development


b) Proper wind study and wind resource supported site.
c) Thorough understanding and control of Grid shut down and evacuation issues.
d) Get things done approach–focused management.
e) Nano-Technology based wind turbines.

In Tamil Nadu where we have based our operations, Grid shutdown and unscheduled losses due
to evacuation problems amounted to more than bearable limits and this affected the viability of
the business from the investor perspective.

MNC’s and Big Indian companies continued to invest in wind energy due to:
1) Tax Holiday
2) Depreciation against machinery and operations up to 100% can be offset in 1-7 years.

Despite the fact that many big wind farm developers such as Suzlon, Enercon, and Vestas
started the operations from this perspective, SWEL has better benefits compared to others:

1. Attraction on Tax rebates, depreciation and later power consumption offset feature
allowed for captive power requirements. This is a domain which saves power purchase
tariff by Rs. 2.10 /unit consumption (ie; industrial units consume power @ Rs.5.50/unit
and state government will buy @Rs.3.40 only).The number of units the wind farm erected
by the cement factory will offset the bills proportionate.

2. Now the tariff on wind power to be bought by the state is revised to Rs.3.40/unit by the
government, increase of 15% In Internal ROR annually. Wind conditions in India are
seasonal and optimum production happens for 5.5 months every year. Rest of the year it
could only be night wind.

3. Other Factors such as wind mill monitoring and sophisticated ways of enhancing
production, remote monitoring etc picked up at the moment.

4. In Indian Infrastructure, HT lines of capacity 230/110 Kv are scarce.

5. Due to red tape, despite wind farm developers are made to cough up huge NOC and
PPA deposits, infra structure development in the state of Tamil Nadu happened at snail’s
pace. This is ironical when one looks at the fact that TN always ranks first in wind power
production and wind farm installation. Due to the fact that the state government has
drawn the attention and policy has been pro active, TN has become the manufacturing
hub for the automobile industry. This has led to major industrialization and the success
of SEZ in Tamilnadu compared to Andhra Pradesh. Meanwhile the state has been
pursuing major Port development projects in Tuticorin, smaller ports like Manappadu,
Kolachel etc has been successful in completing 75% of SETU Project linking India and
Srilanka establishing a link to Gulf of Mannar.

6. TN Government has been successful in forging an alliance with NTPC and coming out
with an ambitious venture to produce more than 2000 MW thermal energy.

7. SWEL has a passion and commitment for the development of eco balance in the wind
belt of Tirunelveli.

8. SWEL is blessed with a large plantation company and blessed by a gifted Agronomist of
very High reputation Mr. Ahmed Miranji, a Pioneer who has achieved unique feet of
implementing acquisition of vast land bank and cultivated plantation crops.

9. Its always SWEL’s idea to develop integrated wind farm with either Pongamia or Inter
cropping depending upon soil, water availability etc Because of this eco protective
objective SWEL has arranged meetings with the Director of BPD1 (company involved in
Jatropha and bio diesel production in a big way).

10. SWEL is committed to come out with innovative technologies like the process of putting
together wind turbine with supportive functionalities to bridge RFID communication
towers. For this purpose SWEL has set up a test site in Europe. It is also blessed with the
involvement of Daniel Parker, Spiral Airfoil-US. Dan has been successful in putting up a
machine on test-Vertical axis. This Vertical Axis machine is bound to explode many a
myth by the dusk and will make the world sit up and watch with bated breath.

11. The operations team of SWEL consists of Mr. Ahmed Miranji (ultimate agronomist),
Mr.Srinivasan, (Suzlon’s procurement facilitator), the obscure wind energy enthusiast
Mr. Vijay Kannan and Mr. Jay Manickam from Dubai. SWEL has been successful
enough to win NOC award for 75MW in Vannikonandal and similar award in Theni.

12. Turbine Manufacturing team consists of Spiral airfoil USA(owned by Daniel


Parker),Turbine Design analysis being done by Design Desk,Chennai ,India and
Fabrication and Mechanical engg is undertaken by Patel Engineering Ltd,(Mumbai)
