Commonwealth Office of Technology Fast Facts Statutory authorization: KRS 42.720 through KRS 42.746 COT Staff: 370 authorized staff complement in FY10 371 filled full-time positions (as of 6/30/10) 77 contractors (via hourly-based engagements) (as of 6/30/10) COT Budget: Enacted appropriations $66.7M in FY09; $67.6M in FY10 Generally, the COT budget is allocated as 60% personnel costs; 33% operation expenses; 6% capital outlay COT receives no direct general fund appropriation The organization: Oversees mailboxes for 38,000 users 700,000 inbound messages before anti spam filtering each day 300,000 inbound messages after anti spam filtering each day 200,000 outbound messages each day Support 8,600 desktops/laptops Support 774 servers - 496 at the data center (269 virtual) and 278 in the field) Process 7,760 monthly requests for service through the COT service desk Installed and maintains the Kentucky Emergency Warning System (KEWS) which is a statewide microwave radio network which provides communications for the Commonwealths Public Safety/First Responders KEWS network supports radio communications for: Kentucky State Police, Department of Military Affairs, Fish & Wildlife Commission, FBI, Transportation Cabinet, Kentucky Vehicle Enforcement, Forestry and others KEWS network supports video transmissions for KET programs KEWS network supports the National Weather Service; weather alert services- which send information to the weather radios owned by the citizens of the Commonwealth. Integrated Flood Observing and Warning System (IFLOWS) which sends data about the amount and rate of precipitation in a given area so the NWS can predict and warn of flash floods KEWS network supports the Chemical Stockpile Emergency Preparedness Program (CSEPP) which is a 14 county warning/communication system used in the event of a chemical accident at the Blue Grass Army Depot Supports 250 business applications in production. These systems are responsible for mission critical functions such as collecting taxes, Vehicle registration, Drivers License, Unemployment Insurance. Storage Capacity: Virtual Tape Library: 134 Terabytes Network Attached Storage: 48 Terabytes Storage Area Network: 72 Terabytes z/OS mainframe operating system: 6 Terabytes Tivoli Storage Manager: 1,650 Terabytes Tivoli Storage Manager, COT's enterprise tape backup system, is backing up 603 servers (4TB each night) AVAMAR 10.2 Terabytes. 61 servers are backed up each night. Security: 1000+ potentially malicious network scans occur every 30 days = COT statistics show these types of network scans occur about 3 times every 2 hours 59 brute force attacks against hosts on our network over a 90 day period 10,500 accounts are audited by COT annually for password compliancy 28 security alerts were sent to security officers and network administrators in 2009 100 security incidents per month are generated by COTs Intrusion Detection System (IDS) Printing: Printing Services provides quick copy and full service printing services for the Commonwealth Utilizing state of the art digital copiers and offset presses Multiple finishing options are available Serves over 150 state agencies In FY09, produced 15 million black & white digital copies, 2 million digital color copies, and over 9 million impressions on offset presses. GIS: Deployed Stimulus Mapping Site that catapulted Kentucky from 47th to 2nd. Deployed Kentucky at Work Transparency Mapping and received a number 1 ranking and the only state that received an A. Obtained Grant funding to support geospatial archiving from the Library of Congress. KYGEONET (DGIs) was used as a foundation in the Award winning Kentucky Mesonet. Kentucky Mesonet was recognized as a Best of Kentucky Award and was in the Top 5 ESRI Applications(ESRI has over 1000 applications) Continued Development and Maintenance of a world-class geospatial data warehouse for the Commonwealth.

Submitted city boundary information to the US Census on behalf of all Kentucky cities. Acquired Grant Funding for the writing of a Strategic Plan for the GIAC. Application Development: In Fy09, collected $296,062,865 in usage tax and $311,040,578 in ad valorem (property) tax from citizens registering their vehicles through Vehicle Registration System (AVIS) In Fy09, 291,419 Kentucky Citizens received $1,831,783,307 in benefits through the Unemployment Insurance System (KEWES) Process about 2.8M drivers licenses across 120 counties through the Drivers License System (KDLIS) Collect over $220M per year in taxes and permit fees for Commercial motor carriers through the Automated License and Taxation System (ALTS) Process about $69M payroll every pay period for Commonwealth State Employees (UPPS) Provide capabilities to the Department of Revenue to administer about 79 different tax types collecting about $9B revenue annually for the Commonwealth Network Management: The Commonwealths MAN (Metropolitan Area Network) provides high speed, high availability connectivity (99.995%) for users in the Frankfort area utilizing a geographically diverse, redundant fiber optic ring technology for the transmission of voice, video and data for mission and business critical systems. The Commonwealths WAN (Wide Area Network) provides over 3000 interconnected sites across the state including state agencies, libraries, local government, health departments and one hundred and seventy-four (174) school districts with over 1,243 schools. COT manages 47 Firewalls protecting the data and intellectual assets for the Commonwealth VOIP/Telephony: Communication Server 2100 Carrier Class phone system (CS2100) Capable of delivering phone service to 350,000 instruments Projected deployment of 3000 instruments by June 2010 Call Pilot auto-attendant/voice mail system Soft-phone for laptops to enable traveling staff desk phone functionality. Toll avoidance capable of reducing long distance charges by sending calls across the data network Desktop faxing enables users to receive faxes at their desktop Desktop messaging enables users to receive their voice mail in their Outlook inbox Data Cleansing: Current mapped in Federated Server and available to the Information Server Tools 1. 35 Systems (DOR, KYTC, COT) 2. 1,469 Total Tables Profiled and documented systems 3. 39 Systems (DOR, KYTC, COT, ABC) 4. 1400 Total Tables 5. 360 GB of Data (this is the size of the metadata repository where the results are stored) 6. Cleansed & Standardized 7. 1 System (Alcohol Beverage Control) 8. 3 tables, 115,000 records 9. $250.00 savings (they had two quotes from outside vendors and we came in under the other vendors and our test file had more matches than the vendors test file) Tools we are using is IBM Information Server tools (Federation Server, Information Analyzer, DataStage, QualityStage, WorkBench, & Business Glossary). Team consists of 6 staff, two who are predominately administrators and 4 that create the jobs and do the profiling, cleansing, standardization, matching, etc. Five of the six staff completed two weeks training on the tools from IBM Enterprise/Architectural Standards: Support Enterprise Architectural Standards across 10 domains and 125 subdomains encompassing more than 300 IT products
