Subject: Better service conditions for Board staff regarding. Sir, It is humbly submit that: 1. The National Khadi and Village Industries Board Employees Federation is an apex body of all State Khadi and Village Industries Board Employees Union. 2. Shri T.L. Satparkash, IAS had been SDM at Narnaul and Naresh Kadyan was as District Khadi and Village Industries Officer at Narnaul, some people were caught under the Wild Life Protection Act, 1972 and then Deputy Commissioner at Narnaul deputed SDM Shri T.L. Satparkash to monitor the proceedings along with Naresh Kadyan but there was difference between opinion amongst these two officers, at last FIR was lodged against the offenders but Shri T.L. Satparkash, IAS became angry. 3. Shri T.L. Satparkash, IAS have given additional charge for the post of CE, Haryana KVIB and Naresh Kadyan was posted at Faridabad as DKVIO but his head quarter was temporarily shifted by him, giving additional Charge to DKVIO, Rohtak to prepare a list of beneficiaries with the help of additional subordinate staff, where as no subordinate staff was provided to Naresh Kadyan, DKVIO to perform his official duties and it was done under influence of Shri R.K. Sharma, Consultant working as Member Secretary, Haryana KVIB, where as he was appointed by Shri T.L. Satparkash adopting melafide intention, both orders copies are attached here with for ready references. 4. Again Shri T.L. Satparkash, IAS was given additional charge for the post of CE, Haryana KVIB and he placed agenda before the Board to harass Naresh Kadyan, again his posting at Panchkula was approved with melafide intention, where as another Technical Supervisor Shri M.S. Chopra matter was ignored willingly. It would be pertinent to mention here that Naresh Kadyan performance is being remarkable while working as DKVIO on various stations and he has been badly harassed by above said IAS officer, while working as CE of the Board, hence you are humbly requested to take further

action against tainted IAS officer to give natural justice to Naresh Kadyan and his pay, which was with held may kindly be released. It is further requested that: 1. The pay scale of Naresh Kadyan was up graded from 1600-2660 to 1640-2900 as on 14-1995 but he was not granted annual increment, which was due on 1-4-1995, in fact first his pay was to be fixed as on 1-4-1995 in the upgraded pay scale of 1640-2900 and then annual increment benefit should be given as on 1-4-1995. 2. As per your directions, if the ACRs of a staff is not recorded by the reporting Authority and nothing adverse against the officials then ACRs be treated blank for further service benefits but Efficiency bar of Naresh Kadyan was not crossed due to non availability of ACRs, in fact his ACRs was not recorded by the then reporting Authorities and annual increment benefits were stopped with out any reasons, like wise second ACP benefits also with held for no reasons, where as all junior officials of Naresh Kadyan are enjoyed all the benefits, much more basic pay and perks since long then their senior Naresh Kadyan, which is a major hardship with Naresh Kadyan and natural justice should be given to him. 3. Two or three times Naresh Kadyan was placed under suspension for no reasons and his pay was with held, which is not yet released. 4. As per past practice the post of Technical Supervisor is being treated at par with the post of District Khadi and Village Industries Officer and now Board is facing the deficiencies of the DKVIOs for proper functioning of the field offices, one DKVIO is holding the charge of many District, day to day work is being badly suffered due to the lac of field staff. There are two Technical Supervisors in the Board and both are Post Graduate with many years field experience as DKVIO, if these two officials may kindly be adjusted as DKVIO then there are no extra financial burden on the Board because these both posts are in the same pay scale. 5. All the present Board officials are not getting promotion benefits nor are new recruitment's allowed by the Govt. of Haryana, which reflect the efficiency of the officials.
