READER

Use the below documents and historical knowledge to choose the BEST
answer to complete the following selected response statements
regarding the passages/cartoon below. (Knowledge, comprehension, &
analysis)

Document One (1)

When people envision modern Africa, what comes to mind are war
and chaos, poverty and famine, corruption and misery, Of course these
problems do exist in many countries on that vast continent, but some
nations are working hard to change that vision. Corrupt dictatorships are
giving away to new democracies, several of which are succeeding.
Countries like Mozambique, Mali, Eritrea, Ghana, South Africa, Benin,
and Botswana, Cote dIvoire, and others are finding their way to successful
democracies, Ever since Nelson Mandelas election as the first black
president of South Africa, indigenous Africans are increasingly taking
responsibility for their countries success. They have seen South Africa
succeed, which makes people in other nations believe in their own ability to
succeed.
Though many of these democracies remain poor, they are taking
small steps toward achieving goals for economic development. Leaders of
these nations know that in order for their democracies to last, people must
have their basic needs met. Efforts are, therefore, focused on finding ways
to help people help themselves. Progress is slow but is being made.
Leaders wanting their democratic governments to work also
understand the need for greater freedom. To insure free elections, for
example, several countries have asked for help from the United Nations (an
international organization which promotes peace), The U.N. has provided
observers to see that voters are allowed to cast ballots without interference,
as well as providing other support. While many African nations are still in
the darkness of war, ethnic violence, and corruption, some are seeing the
light and emerging as new and hopeful democracies

21. Which sentence states the effect of Nelson Mandelas election in South
Africa?
A. Some countries are finding their way to successful democracies.
B. Many African countries remain poor, with only basic needs met.
C. Efforts are focusing on ways to help the people help themselves.
D. To insure free elections, countries have asked the U.N. for help.
22. Which statement does not describe a necessary step for democracy to
succeed?

Document Two
President Kwame Nkrumah of Ghana believed strongly in the idea of PanAfricanism: that all nations of Africa should be united as a means of strengthening
the continent. Therefore, in the 1950s, Dr Nkrumah began a movement to join the
nations. From the beginning there were differing opinions on how African unity
should occur: whether all countries should be under one government or if they
should be separate governments belonging to one organization.
After much debate, in May of 1963 the Organization of African Unity was formed
at a meeting in Addis Ababa, Ethiopia. The compromise was reached under the
leadership of the meetings host, Emperor Haile Selassie, and his Foreign Minister,
Ketema Yifru. The Emperor met with the various heads of state, while Yifru met
with the foreign ministers from each country. The two men held numerous
discussions leading to the creation of the OAU.
The representatives then voted almost unanimously for Addis Ababa to be the
site of the newly formed organization, which at the time had thirty-seven member
nations. For the remainder of the decade the Pan-African spirit allowed the OAU to
prevent several wars between neighboring countries.
Now the spirit of Pan-Africanism has faded and the OAU is having less success in
preventing wars. There are some who believe the organization should be replaced
with a better one, and others believe changes are needed. All members agree the
OAU should involve itself in cases of human rights abuses, civil wars, and natural
disasters, but solving conflicts between countries is harder.

25. The best choice of a title for this passage is?
