Document Two
President Kwame Nkrumah of Ghana believed strongly in the idea of PanAfricanism: that all nations of Africa should be united as a means of strengthening
the continent. Therefore, in the 1950s, Dr Nkrumah began a movement to join the
nations. From the beginning there were differing opinions on how African unity
should occur: whether all countries should be under one government or if they
should be separate governments belonging to one organization.
After much debate, in May of 1963 the Organization of African Unity was formed
at a meeting in Addis Ababa, Ethiopia. The compromise was reached under the
leadership of the meetings host, Emperor Haile Selassie, and his Foreign Minister,
Ketema Yifru. The Emperor met with the various heads of state, while Yifru met
with the foreign ministers from each country. The two men held numerous
discussions leading to the creation of the OAU.
The representatives then voted almost unanimously for Addis Ababa to be the
site of the newly formed organization, which at the time had thirty-seven member
nations. For the remainder of the decade the Pan-African spirit allowed the OAU to
prevent several wars between neighboring countries.
Now the spirit of Pan-Africanism has faded and the OAU is having less success in
preventing wars. There are some who believe the organization should be replaced
with a better one, and others believe changes are needed. All members agree the
OAU should involve itself in cases of human rights abuses, civil wars, and natural
disasters, but solving conflicts between countries is harder.
