PURPOSE The tank farm will include all storage and associated pumping facilities for the Yanbu Refinery. The following sections describe the tanks and pumps required for feed storage, intermediate storage, product storage, and export storage.

SCOPE The scope of this document is to describe the process functions for the Tank Farm (TKF) Unit 143.

AFFECTS All personnel who are working on the Tank Farm and who interface with this unit.

5.0 5.1

PROCESS DESIGN Crude Storage For the Yanbu Export Refinery (YER), Arabian heavy crude oil will be delivered to YER via existing Yanbu Crude Oil Terminal (YCOT). The crude will be stored in two Crude Storage Tanks and will be pumped to CDU unit via Crude Charge Pumps.

5.2 5.2.1

Intermediate Product Storage Tanks and Pumps Hydrocracker (HCK) Feed The streams that make up the Gasoil Hydrocracker Feed are Atmospheric Gas Oil from the Crude Distillation Unit, Vacuum Gas Oil and Vacuum Distillates from the Vacuum Distillation section of the Crude Distillation Unit, and Coker Gas Oil from the Delayed Coker Unit. Hydrocracker storage will accommodate a mid-cycle catalyst change for one first stage reactor. Estimated time required for mid-cycle catalyst change is 21 days (stream to stream). The current storage level assumes two reactors in the first stage, with one first stage reactor down at a time for catalyst change. The second stage reactors catalyst is assumed to last through the full turnaround cycle. The Hydrocracker feed is stored in two HCK Feed Tanks and pumped to HCK Unit via HCK Feed Pumps.

5.2.2

Delayed Coker (DCU) Feed The streams that make up the Delayed Coker Feed are Vacuum Resid from the Vacuum Distillation section of the Crude Distillation Unit, and Unconverted Purge Oil from the Gas Oil Hydrocracker. Once Delayed Coker Unit is back on line after any shutdown or turndown, it will run above its normal rate to work off the contents from the Delayed Coker Feed Tanks. Hydrocracker and NHT unit will run at maximum rate to compensate for the additional feed from the Delayed Coker Unit. The DCU feed is stored in two DCU Feed Tanks and pumped to DCU unit via DCU FEED Pumps.

5.2.3

Naphtha Hydrotreater (NHT) Feed The streams that make up the Naphtha NHT Feed are the Naphtha from the Crude Distillation Unit and the Coker Naphtha from the Delayed Coker. The NHT feed is stored in two NHT Feed Tanks and pumped to NHT unit via NHT Feed Pumps.

5.2.4

Heavy Naphtha Feed The streams that make up the CCR Feed are the Heavy Naphtha from the Naphtha HDT splitter and the Heavy Naphtha from the Gasoil Hydrocracker. The CCR Feed is stored in two Heavy Naphtha Feed Tanks and pumped to CCR via Heavy Naphtha Feed Pumps. The CCR feed from storage flows to the NHT Stabilizer before flowing to the CCR unit.

5.2.5

Distillate Hydrotreater (DHT) Feed, The streams that make up the DHT feed are the Diesel and Light Kerosene from the Crude Distillation Unit, and Light Coker Distillate from the Delayed Coker. DHT storage will accommodate a mid-cycle catalyst change for one first stage reactor for 14 days duration (stream to stream). The DHT feed is stored in two DHT Feed Tanks and pumped to DHT unit via DHT Feed Pumps.

5.2.6

BEU Feed The reformate splitter side cut feed stream to the BEU unit will be stored in the BEU feed tank and pumped to BEU unit via BEU Feed Pumps

5.3 5.3.1

Product Storage Diesel Product Storage Diesel product will flow directly to the diesel export tanks without intermediate storage or blending facilities.

5.3.2

Off Spec Diesel Tank / Flush Oil Tank: The off-spec diesel will be stored in an Off Spec Diesel Tank / Flush Oil Tank and pumps will be provided per Section 5.5.

5.3.3

Gasoline Blending Tanks & Pumps Gasoline products for blending will be stored as listed below: CCR Reformate and BEU Toluene The CCR Reformate and BEU Toluene are stored in two Reformate Storage Tanks and pumped to Gasoline Blending via CCR Heavy Reformate Blending Pumps. Isomerate and Light Reformate The isomerate from ISM unit and Light Reformate from CCR Unit is stored in two Isomerate Storage Tanks and pumped to Gasoline Blending via Isomerate and Light Raffinate Pumps. HCK Light Naphtha The Light Naphtha from HCK Unit is stored in two Light Naphtha Tanks and pumped to Gasoline Blending via Hydrocracker Light Naphtha Pumps. BEU Raffinate The Light Raffinate from BEU Unit is stored in the BEU Raffinate Storage Tank and pumped to Gasoline Blending via BEU Raffinate Pumps.

NHT Light Naphtha The Light Naphtha from NHT Unit is stored in the NHT Light Naphtha Storage Tank and pumped to Gasoline Blending via NHT Light Naphtha Pumps. The Light Naphtha is also supplied to HGU Unit via HGU Light Naphtha HP Pumps, and to the Boilers via Boiler Fuel Light Naphtha Pumps. Butane Mixed Butane for Gasoline Blending will be supplied from the Mixed Butane Storage Spheres via HP Butane Transfer Pumps and LP Butane Transfer Pumps. 5.3.4 LPG Storage SGP Propane, SGP Mixed Butane and Coker LPG will be stored in separate spheres before consumption in YER or delivery off site. All LPG may be consumed within the YER complex or may be exported if natural gas becomes available for the fuel gas system. Metering and custody transfer will be provided at YER. Exporting of LPG will also require refrigeration of the product (The location of refrigeration unit is to be decided). 5.3.5 Benzene Storage Two storage tanks will be provided to store benzene from the extraction unit prior to being pumped to the export storage tank for shipping (See Unit 172). When one tank is full, the benzene will be switched to the other tank, and the full tank will be certified and transferred to export tank. Benzene product will be shipped from the NGL terminal (See Unit 179). 5.4 Slop Oil Storage and Transfer The following tanks and pumps will be provided to collect and transfer slop oil from the refinery: 5.4.1 Heavy Slop Oil The Heavy Slop Tank will collect slop oil from the DCU, CDU, HCK, NHT, DHT and FLS. (Heavy slop oil sources to be confirmed.) 5.4.2 Light Slop Oil The LIght Slop Oil Tank will collect slop oil from the Lab, DCU, CDU, SRU,SWS, ARU, HCK, HGU, CCR, NHT,ISM, BEU, DHT and WWT. All of the oily water sumps located in the ISBL areas are included. (Light slop oil sources to be confirmed.) 5.4.3 Slop Oil Pumps The slop oil from the above two tanks is routed to Crude Tanks or to DCU unit via Slop Oil Pumps.

5.4.4

Desalter Effluent Separator Tank A single storage tank will be provided to store and separate desalter effluent from the CDU unit. The tank and pumps will be designed to send oil to the slop tank, rag layer to rag drum in CDU and waste water to the WTS.

5.5

Flush Oil Storage and Transfer System A centralized flushing oil system will be provided to store and supply flushing oil to the CDU and DCU units for shutdowns and startups. The primary purpose of this system is to provide equipment flushing needs for emergency shutdowns due to power failure. The system may also be used for unit flushing during startups and shutdowns if a supply is available; however, the focus design basis is for emergency shutdown flushing. The flush oil pumping system will include a diesel driven pump and will be designed to displace and dilute the heavy oil contained in the CDU and DCU systems. No seal flush or instrument flush is provided with this flushing system. All instrument and seal flushes are included in ISBL designs. The HCK unit will not require an external flushing oil source and is not included in this system.

5.5.1

Flush Oil Source and Storage The source of flushing oil will be the Off-Spec diesel tank (See Section 5.3.2), which receives off-spec diesel from the HCK and DHT. The 300,000 bbl Off-Spec tank will be maintained at a minimum level (as determined by operations) as required to permit flushing the CDU and DCU units in the event of power failure.

5.5.2

Flush Oil Pumping Flush oil will be pumped from the Off-Spec diesel tank to both the CDU and DCU. Both units may be receiving flush simultaneously or all the flush may be routed to one unit. The emergency flush oil pumping system will be installed in parallel with the pump used for routine transfer of off-spec diesel to the HCK/DHT unit. The pumping system at the Off Spec diesel tank will be a total of two pumps (one motor driven and one diesel driven), neither of which will be spared. HCK/DHT Transfer Pump One motor driven pump will transfer off spec diesel directly to HCK and DHT units for reprocessing. The injection rate will be controlled by HCK and DHT operations. Flush Oil Pump: One diesel driven pump will provide flush oil to the CDU and DCU in the event of a power failure. This pump will also be used in the rare circumstances that operations decides to transfer off spec diesel at high rates to either the HCK or DHT storage tanks.

Sulfur Storage Tanks will be installed to provide buffer between the Sulfur Recovery Units (SRUs) and sulfur pastillation. 5.6.1 Sulfur Storage Sulfur from the SRU unit will normally flow to one of two Sulfur Storage Tanks while the second tank will be utilized for pumping sulfur to the pasitillation unit. As the tanks are filled and emptied, the tanks will be switched from receiving to discharging. A recirculation line from the pastillation unit will return part of the flow to the tank being discharged. Two pumps (one at each tank) will normally operate one with a spare to supply the pastillation unit and the other with a spare to provide recirculation to the tank being filled. The two tank arrangement will also allow diversion of off-spec and undegassed sulfur to 1 of the 2 tanks and allow staggered tank outages for inspection. 5.6.2 Air Sweep System A natural draft air sweep of the Sulfur Storage Tanks is provided in the eventuality of fully or partially undegassed sulfur reaching the tanks and evolving H2S into the tank vapor space. The air sweep will be designed to maintain the H2S in the tank vapor space below 25% of the lower explosive limit in case of the complete loss of degassing capability in the SRUs.
