AGRICULTURE V/S INDUSTRIALISATION: INDIAN CONTEXT

Agriculture is the main stake

of India. Agriculture is the
backbone of our country. For
political leaders, this is the
main stake – as majority of
voters are from agriculture
background. But what we
doing? Every day agricultural
land is being converted into
industrial land. You will listen
about SEZ, EPZ etc. – which are all, built on agricultural
land converted into industrial lands, but you will rarely
listen about agriculture zone. We discussed about
Agriculture V/s Industrialization in India with the youth.
We organized a group discussion on this matter. The ideas
are as under:
H: industrialization is the indicator of development of the

country. In Indian context, if we talk about current

scenario, the leaders are preparing plans without any

plans. 80% of our population is directly or indirectly
related to agriculture and cottage industries. We must
plan as per this situation. We must look at Indian context
before making plans. Large industrial houses have set up
their plants in various states – but they have no idea about
our basic infrastructure and the requirements of people.
They are not thinking about the problems of common
people in India. Our population is dependent on
agriculture, animal husbandry and food industries.
Farmers are not willing to sell their land. But due to these
factors, agriculture sector is suffering decline. Now this is a
difficult time.
Agriculture growth rate is between 2 to 7%. Due to

industrialization, our agriculture land is shrinking.
P: India is 7th rank in the world. Indian population has

many challenges. There is a big challenge of providing food
and shelter to the people. Due to fast industrialization,
agriculture land is being converted into industrial land. We
must put some restrictions on this conversion. This
process is going on at a fast pace. With this pace, we will
be left with less agricultural land. Raw material is also
available from agriculture sector. Thus we must have some


restrictions on this massive conversion. If we will continue

to convert agriculture land into industrial land, we will be
left with less land. There should be some criteria regarding
conversion of agriculture land into industrial land.
H: a company has acquired 4000 hectares of land near

Orissa – for setting up an industrial plant. There have been
many problems in many states when we talk about
industrial plants. People are not willing to sacrifice their
land. Government is giving support to the industries. There
is complete support to the industries. Due to this there are
many problems that are emerging. The policies of the
government are just to attract FDI, and they are not
looking at the interests of farmers.
P2: agriculture and animal husbandry are the major

occupations of people in India. But the problem is that
farmers are poor and due to burden of loans, they are not
able to continue their occupation Agriculture land is very
limited. The land area is also diversified. Agriculture is not
possible in every place. Government has been giving
support to industrialization. Farmers are very poor and
due to financial crises they sell out their land to
industrialists. In order to improve the conditions of the
farmers, we should have policies which are in the interests


of farmers. We should have policies for the development

of farmers. We should provide easy loans to the farmers.
We should also have proper regulations and ensure that
agriculture land is not converted into industrial land. We
should regularize these problems
P: government is giving lots of subsidies to the farmers.

But the farmer is wiling to earn quick money. Tatas
purchased agriculture land in singhur; there is a lot of
waste land. That land should be used for agriculture. We
should not use agriculture land for industrialization.
Government should give waste land or barren land to the
industries. There is land which has very high fertility;
industries are also being set up there. Thus there are going
to be problems in the future. For proper development, the
government must promote the backward areas and those
areas where agriculture is not possible.
H: our economy is totally based on agriculture. Our social

system is also based n agriculture. 80% population is
dependent on agriculture and related sector. Our growth
and our development depend on agriculture. If we want to
achieve equitable development, we should not use
agriculture land for industrial development. Our
agriculture growth rate is falling, exports are also


increasing. Due to all these we will have shortage of food.

We have a growing population and we need massive
production of food items. Now we are importer of most of
the food items. We have to change our policies and
formulate appropriate policies. We have to improve our
situation
P2: India was the largest tea producer country till last year.
Tea production is not growing now. In India, agriculture is
based on natural rain and natural weather.
Industrialization also uses natural water. They use land
which has easy access to water. Thus there is a clash
between the interests of industries and agriculture.
Industries should be set up far away from the city.
Industries cause pollution and other problems. Therefore
there is a need for analysis of the situation. Food
production is a major concern for any country. Due to
increasing industries, we should look at agriculture set up
and develop it further.
H: there are other countries also which are facing food and
drinking water crises. The growth of agriculture is now
only 4%, and there will be problem if we continue to
neglect agriculture. We have to allocate more funds to the
agriculture sector. We have to introduce new schemes,


primarily for the development of agriculture. Average per

capita holding of farm land is very low. The government is
further acquiring agriculture land and converting it into
industrial land. There are problems due to all this. We
have to think about all these and solve these problems.
We do have to set up plants, malls and all those that are

required. But we have to also consider the interest of
agriculture.
P: Industries should be scattered throughout the country.

However, industries are developing only in a few areas.
Industries are being developed in areas which are also very
fertile. There are a lot of MNCs which are now entering
our county. Land is a major problem. Population is also
increasing at a fast rate.
H: the government is trying to remove the problem;

however, it has become impossible to control the
situation. Growth rate in industries and agriculture – is
falling. We have to introduce new policies and improve the
level of food, give more subsidies to the farmers, and keep
the benefits of the common people as the top priority.
Foreign companies are good, but they are creating more


problems as they are taking our productive land, and

people are not aware of these issues.
