The Government of India/Government of Bihar has received a credit of US $ 220 million equivalent from the International Development Association (IDA) towards the cost of the Bihar Kosi Flood Recovery Project and intends to apply part of the proceeds for consultancy services for Preparation of Master Plan for Flood and Sediment Management of Kosi River Basin. Government of Bihar (GoB) has constituted a society known as Bihar Aapda Punarwas Evam Punarnirman Society (BAPEPS) under the Societies Registration Act 1860 as a separate legal entity to implement the World Bank financed Bihar Kosi Flood Recovery Project. Water Resources Department (WRD), Govt. of Bihar is a sub-implementing agency for implementing the Component C of the Project viz Strengthening Flood Management Capacity (having an outlay of IDA finance US $ 30 million) with the support of Flood Management Improvement Support Centre (FMISC) under the department. The consultancy services for Preparation of Master Plan for Flood and Sediment Management of Kosi River Basin would broadly include the following: i. To review present position and arrangements already made for Flood and Sediment Management.
ii. Development of an integrated flood and sediment management plan to include the

following key elements: Institutional foundation Managing flood hazards through structural and non-structural measures Managing exposures to flood hazards Managing vulnerability to the residual flood risks Investigation of the causes of excessive sediment generation and evaluation of the magnitude of sediment load by theoretical means and field studies. Developing a document containing recommendations in the form of guidelines and key-solutions for integrated, sustainable sediment management from local to river basin scale. Suggestion for proper disposal of sediment after dredging, considering the environmental and social aspect. 4. The Flood Management Improvement Support Centre (FMISC), Water Resources Department invites eligible Consulting Firms to indicate their interest in providing the Consultancy Services for the above assignment. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in similar conditions, availability of appropriate skills among staff etc.).

The criteria for short listing of the Consulting firms shall be as follows: The firm should have been in consulting business for at least 10 years. The firms shall be financially sound with an average annual turnover of more than INR 30 million (US$570000) during the previous five years. The firms should have at least two similar studies of comparable magnitude on preparing Master Plan for Flood and Sediment Management and sub criteria inter alia (cost of study, duration and man months for key personnel used in the previous assignments in India or other Asian countries experiencing frequent floods with huge sediments etc.) during the previous five years. Availability of skills among staff, Flood and Sediment Management Specialist, Hydrologist/Modeling Specialist, Hydraulic Engineer, Social Specialist , Environmental Specialist, Agricultural Scientist, Water Lawyer, Economist, Institutional Development Specialist, Communication Specialist, GIS/RS Specialist, The firms should have working experience with externally funded projects of similar nature. 5. The attention of interested Consultants is drawn to paragraph 1.9 of the World banks Guidelines: Selection and Employment of Consultants [Under IBRD Loans and IDA Credits & Grants] by the World Bank Borrowers (Consultant Guidelines), setting forth the World Banks policy on conflict of interest Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) procedures set out in the World Banks Guidelines: Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers - May 2004, modified 2006 and May 2010. The Guidelines are available at www.worldbank.org/procure. Interested Consultants may obtain further information at the address given below from 10.00 17.00 hours (IST) on all working days. This notice for Expression of Interest has also been posted on websites http://fmis.bih.nic.in, http://wrd.bih.nic.in, http://prdbihar.gov.in and http://tenders.bih.nic.in Expression of Interest with all relevant information and documents must be submitted superscripted Expression of Interest for Preparation of Master Plan for Flood and Sediment Management of Kosi River Basin on top of a closed envelope to the address below by not later than 15:00 hours (IST) on 17th December, 2012(Monday). In event this last date being declared as holiday by the State Government, due date for submission of above EOI will be the next working day at the same appointed time.
