Cambodia Cambodia can be said as the youngest brother in ASEAN, Cambodia join ASEAN in 1999.

After facing some instability during Khmer Rouge and occupation by Vietnam, Cambodia is in state of restructuring and reforming the country. Joining ASEAN is one of the platforms for Cambodia to back in track in developing the state in various areas. Poverty is really rampant in Cambodia; more than one third of Cambodians live below the poverty line, struggling to survive on less than $1 a day.1 The government is paying a serious attention alleviating poverty in the state, and various work also being done in which also involving world organization and ASEAN. In poverty ranking Cambodia is just ahead of Myanmar which is the can be said as the poorest country in ASEAN. Cambodia population is 14,952,665 and 31% of the population live under the poverty line. Vulnerable to disaster and infectious disease making poverty alleviation and rural development is a big job for Cambodian government. Cambodia economic growth is still dependent on agricultural sector comparing to other state in ASEAN which service and industrial sector becomes the major contributor in economic growth. The Cambodian government comes with National Strategic Development Plan 2009-2013 which focus on poverty reduction and economic growth through enhancement of agriculture sector development.2 Similar with Philippines, the government also focuses on land reform in order to give boost in agricultural sector. Most of the population Cambodia who live in poverty also staying in rural area and their main resources of income is agriculture, thus by having land and agrarian reform will actually help a lot in rural development of Cambodia. The consistently fallen of poverty incidence of Cambodia is a proof that the program is successful. In assuring the rural development in Cambodia especially in agriculture sector, investment in technology is essential. Lack in technology in cultivation and irrigation can be a barrier for agricultural growth.3 Access in technologies will assure rural development in Cambodia especially in agriculture sector, without access to technologies, it is possible that poverty will still persist because most the rural population who live in poverty is still highly depend on agriculture as their main resources of income. Beside Cambodian government, Asian Development Bank also actively involved in the work of poverty eradication and rural development in Cambodia.
