MANAGEMENT
PLAN
A Managerwill be employedandwill be in chargeof the operationof the Cityof
PelicanBay SanitarySewerSystem.He will be responsible
to the Mayorandthe City
Council.The Managerwill carryoutthe policies,rulesand regulations
as determined
by the Mayorof the CityCouncil.
The Managerwillprovideadequatefacilities
for officeand records,storage
equipment,
housingfor supplies,
andwillbe responsible
for the requiredreports
requiredby the City,RuralUtilitiesService,UnitedStatesDepartment
of Agriculture,
and otherpertinentStateand FederalAgencies.
The Managerwillprovidethe necessary
suppliesfor the officeandwill includeall
suppliesfor bookkeeping
andbillingactivities.
TheManaEer
willbe responsible
for
keepingthe officein a currentoperating
conditionandwill provideextrahelpto
accomplish
the operation,
if suchbecomesnecessary.
willprovide
The Manager the necessary
supplies
forthe maintenance
requiredin
the operationof the sanitarysewersystemand in the eventof majormaintenance,
or
emergency maintenance, willprovide,
withthe adviceandconsentof the CityCouncil,
the requiredlaborto keepthe city'ssewersystemin a stateof operation.
The CityCouncilwillsupervise
the purchaseof supplies,the hiringof extralabor
andwill providethe necessary
fundsfor boththe suppliesandextralaborin the event
the Manager'srequestfor sameis approved.

FACILITYMAINTENANCE
PLAN
Maintenance afierthe periodof timefor whichthe Contractor
supplies, is
responsible,
willbe suppliedby the Cityof PelicanBay. Routinemaintenance of the
sanitarysewersystemwill be suppliedby the Managerof the Cityof PelicanBay.
specializedserviceswillbe employedas the occasionarises.
 The Managerwill be properlyqualifiedby technicalschoolingand trainingto
providethe routinemaintenance
of the watersystem.

MAINTENANCE
OF ACCOUNTS
AND RECORDS
ANDAUDITREPORTS
The Manager
willbe responsible
for keeping pertaining
the recordsandaccounts
to the operationof the Cityof PelicanBay. The Managerwillprovidea systemfor the
orderlykeepingof the accountsof the systemandfor the expediting
of the billing
collectionprocess.
Periodically,
andas required
by the ordinances
and/ordirection
of the City
Council,the accounts
andrecordsshallbe auditedby a competent
accountant
or
accounting personnel
firm. Yearendauditsby independent or accounting firmswillbe
provided.Properandadequatebookkeeping systemswill be installedandcarriedout in
the operation
of the business.
Accountpayments andanyothermoniescomingintothe possession of the
Managerwillbe deposited to the properaccounts
imrnediately forthe Cityof Pelican
Bayand the Secretary-Treasurer
will be notifiedof suchdeposits.All checkswill be
signedas providedfor by the ordinances
of the City.

GEFIERAI-
The CityCouncilshallset out in writingthe policiesto be followedby the
Management.Thesepolicieswillbe strictlyadheredto andwill not be deviatedfrom.
The Managerwillbringany controversy
to the attention
to the CityCouncil.
