In line with participatory development, the University of the Philippines College of Social Work and Community Development (UP CSWCD) undertakes a field instruction program (FIP) where the students learn while doing direct service to communities. The Municipality of Bustos (Bustos) is one of the partners of the UP CSWCD.
The fieldwork program in the Municipality of Bustos focuses on assisting the local government unit (LGU) in development planning and project management. The team, composed of students and faculty, is guided by the concept of Community Governance or the participatory management of community resources through people-centered organizing.1 It is hinged on the principle of inclusive development wherein peoples participation in the development process especially the poor will ensure the surfacing of their needs and the identification of measures to address these problems. It seeks to enhance the capacities of non-government service providers such as non-government organizations (NGOs), civil society organizations (CSOs), and peoples organizations (POs) to become partners of the LGU and meet the service gaps of the government.
Community governance aims to work with the present system of government to ensure that national and local resources are used to enhance the well-being of all citizens. Republic Act 7160 or the Local Government Code (LGC) of 1991 allows for community participation in local development planning. It created autonomous LGUs and devolved certain resources and basic services under their watch. More importantly, it mandated local development councils (LDCs) to lead the development planning and investment programming of these localities. Peoples participation in these LDCs through NGOs and POs is encouraged and guaranteed. Furthermore, the LGC provides for the development of the nongovernment service providers by enjoining LGUs to promote their establishment and support their development endeavors through financial assistance, among others.

The question lies, however, on the system of development planning and the readiness of communities and the community organizations in engaging with the LGUs. The highly technical nature of current development planning and investment programming may hinder genuine community participation in these processes. Through their daily endeavors, it is seen that community members have the capacity to plan to analyze their situation, identify their problems and measures to address these issues. However, not everyone has formal education on development planning and therefore many community members may have limited understanding of such endeavor. Thus, it is important to look at the system of planning and programming that has been adopted in localities. The development of the capacities of the community members is imperative to ensure everyones fruitful participation in the process.
Furthermore, some communities or sectors within communities may still need to be organized. Community organizing bonds people through the identification of their common concerns. The process and the resulting collective enhance peoples capacities and strength to pursue their desired goals. The level of organizing one community may require may depend on their factors such as exposure to NGOs/CSOs/POs, past experiences, and composition. It may be assumed that the more organized the community is, the more influence it may have in development planning and investment programming.
Community governance is seen as a sustainable approach to development planning and investment programming. Use of resources may become more efficient because the participants may effectively identify societal issues which may aid targeting of initiatives. Through their participation, people may claim ownership of the development plan and development programs, projects, and activities (PPAs). This may ensure their support for implementation of the identified PPAs and pressure LGUs to deliver the same. Furthermore, as resulting development plans and investment programs are legislated, the environment for the desired development goals both for the short and long term will be provided.

This may lead to the greater scrutiny of the decisions of those in power and induce more responsibility to deliver people-centered programs. Also, peoples understanding of the processes may lead to transparency through their increased engagement with the LGUs and greater
demand for development-oriented data and information. Furthermore, the process provides venue for the community to express their grievances and concerns. This is beneficial not only for the community members, but also for the LGUs as it may be seen as a feedback mechanism in determining impacts of public investments.
Objectives and Activities From November 2011 May 2012, the main objective of the fieldwork at the graduate level was the development of the Comprehensive Land Use Plan (CLUP). The CLUP of Bustos was drafted in 2001 and needs to be updated to reflect national and sub-national policies and other socio-economic and physical developments in the municipality. The initial activity is the preparation of the Socio-economic Profile, as presented in this Report.
Taking into consideration the data at hand and those still needed, a semester would not suffice to be able to update the municipalitys CLUP. However, steps leading to the accomplishment of the main objective were initiated. These include establishing linkage between Bustos and the Housing and Land Use Regulatory Board (HLURB), assisting in the formulation of barangay development plans (BDPs), and consolidating socio-economic indicators.
This socio-economic data were obtained from the LGU and agencies such as the National Statistical Coordination Board (NSCB), Community-based Monitoring System (CBMS), Department of Interior and Local Government (DILG), Local Governance Performance Management System (LGPMS), Mines and Geosciences Bureau (MGB), National Household Targeting System for Poverty Reduction (NHTS-PR), and the Department of Finance (DOF).
Data Scope and Limitations The Socio-economic Profile is divided into three sections: physical profile, social sector indicators, and fiscal performance. The first section covers the physical profile of Bustos. It includes maps obtained from the Municipal Planning and Development Office of Bustos and websites of the Department of Public Works and Highways (DPWH) and MGB. Spot maps made by the community members during the BDP formulation workshop were also included in the section. The second section is on the socio-demographic profile taken from NSO, DILG, and DSWD data. This section focused mainly on health, nutrition, housing, water and sanitation, education, income and employment. The last section contains data from DoF regarding the municipalitys finances for the last 10 years (2001 -2010). Bustos income sources and the budget allotted for different services are also reflected in the data.
Since this Report is a work in progress, future endeavors should be undertaken to fill in the information gaps on other important sectors which were not included in this profile. The Socioeconomic Data Report is an initial contribution of the UP CSWCD FIP Team towards the development of the Comprehensive Land Use Plan of the Municipality of Bustos. PHYSICAL PROFILE
Location and land use. The Municipality of Bustos sits in the midwest of the Province of Bulacan and about 50 kilometers from Metro Manila. It is a 2

with a land area of 42,500,000 sq.m. divided into 14 barangays. As of 2009, most of its land is agricultural, 13 percent residential, three percent open spaces, one percent industrial and agroindustrial, and less than one percent industrial and commercial.
Hazard profile. Most barangays are not susceptible to landslide with the exception of Malawak with low landslide susceptibility. On the other hand, all barangays have low to moderate susceptibility to floods with the exception of Malawak which is not susceptible to flood.2
Current physical development. The community sees that the most pressing issue at the moment is the construction of a bypass road that will go through four barangays of Bustos, namely: Liciada, Camachilihan, Bonga Menor, and Malamig. They say that this project may bring about changes in economic activities and mobility of people, among others. With these, they see the need for careful planning to adapt to the possible impacts of the project (i.e., increased transient individuals, in-migration of people) and make the most out of the economic opportunities brought about by the construction of the road.

Demography. In 2010, the total population in Bustos was 62,415. Barangays with the biggest share in the total population were: Poblacion (25%), San Pedro (10%), Tibagan (10%), and Cambaog (9%) (figure 3).
In 2007, the National Statistics Office (NSO) reported that there were 30,288 male and 30,101 female residents of Bustos. In the same year, it was noted that 56 percent of the population is below 30 years old.
Poverty. In terms of poverty incidence, the Small Area Estimates of the National Statistical Coordination Board (NSCB) indicated that Bustos poverty incidence in 2003 was 3.47 percent. This means 1,990 people were without means to provide for their basic food and non-food needs in a sustained manner. This may be seen as relatively small compared to national and Bulacan provincial
average poverty incidence of 30 percent and 12.3 percent, respectively. This is reflected on the very low number of informal settlers in 2007 which is .26% out of the total households.
On the other hand, the 2005 Community-based Monitoring System (CBMS) data showed 45 percent poverty incidence while the National Household Targeting System for Poverty Reduction (NHTSPR) recorded 1,792 poor families in the locality. The NHTS-PR also showed that many of these poor families are from the following barangays: Poblacion (516 families), San Pedro (173), Catacte (149), Liciada (139), and Bonga Menor (129) (figure 4).
Housing. The 2007 NSO study showed that there were only 34 informal settlers in Bustos or .26% out of the total households (figure 5) and only 92 houses (0.71% of total houses) are made of makeshift materials (figure 6). Similarly, the NHTS-PR data showed that there are only eight poor families who live in a rent-free house and lot without the consent of the owner.
However, the MPDO indicated that in 2009 the number of informal dwelling units was 358 or occupied by a total of 586 families. Furthermore, the 2005 CBMS data showed that 3.3 percent of the households in Bustos live in makeshift housing and 1.5 percent of all families are informal settlers. Highest incidences of informal settlers are in Bonga Menor (5.7%), Camachilihan (5.2%), and Catacte (3.0%) (figure 7).
Employment. The 2009 State of Local Development report indicated that Bustos has high unemployment rate and very high underemployment rate. The 2005 CBMS data showed that out of the total population in Bustos, 10.8 percent are unemployed. The NHTS-PR data also showed that there are 2,814 unemployed poor individuals and were identified from Poblacion (700), Liciada (266), and San Pedro (258) (figure 8).
Education. According to the 2007 NSO census, out of the 46,850 Bustos residents aged 10 years old and above, 23,707 had graduated at least from high school while 57,725 had graduated from primary school. (It is however necessary to revisit the data since the number of those who are said to had at least gone through grade school is higher than the actual population of that particular age group). It is revealed further that males had only slightly outnumbered female grade school graduates - 28,922 and 28,803, respectively. This trend is evident in the number of residents attending school in 2007 with 7,914 male and 7,714 female enrollees (that comprised 63.08% of the total 5 to 24 years age population).
In 2009, the MPDO report showed that there are 1,276 out-of-school youths in their locality while the 2005 CBMS noted that out of the six to 16 years old population in the area, 13.1 percent were not attending school. Furthermore, the CBMS data also presented that 2.2 percent of Bustoseos, 10 years old and above are illiterate. More specifically, the NHTS-PR data pointed out that among the 1,646 poor individuals not attending school, majority were found in Poblacion (496), San Pedro (155), and Liciada (140) (figure 9).
Health and nutrition. Based on observations and discussions with the community and municipal officers, it manifested that the main socio-economic issue in Bustos is related to malnutrition. It must be noted however that the problem is not caused by under nutrition due to hunger or deprivation of food, but due to improper diet of the residents. The 2005 CBMS data showed that 4.7 percent of children from zero to five years of age were malnourished and 0.3 percent of these children die. Rates of malnourished children zero to five years old were seen highest in the following barangays: Poblacion (13.5%), Liciada (8.5%), and Buisan (8.1%) (figure 10).
The 2005 CBMS data revealed that maternal mortality rate (MMR) is low in Bustos with most barangays registering zero MMRs. Pregnancy mortality had been noted in the following barangays: Malawak (4.3%), Bonga Menor (3.8%), Liciada (1.9%), and Malamig (1.6%) (figure 11).
Water and sanitation. The 2005 CBMS data had presented that 2.2 percent of the total households in Bustos do not have access to safe water supply while 4.5 percent of them do not have
access to sanitary toilet facilities. Barangays with highest proportion of households without access to safe water supply are Tibagan (6.4%), Liciada (5.1%), Poblacion (3.6%), and Talampas (3.5%) (figure 12).
On the other hand, barangays with the highest proportion of households without access to sanitary toilet facilities are Liciada (12.4%), Poblacion (8.6%), Catacte (8.1%), and Malawak (8.1%) (figure 13).

How to Interpret the Plot? Green line - Ideal level of development (DI: 5) Red line - Danger Zone (DI: 3) Blue line - LGU development index The plot helps you determine w hich sector needs special attention, or w hich needs to be sustained. Once the blue line lies inside the red plot, it means that sector needs close attention. If the blue line meets the green line, it means your LGU is doing great in that sector and has to be sustained.
Socio-economic and environment are inter-dependent. A healthy and good quality human resource (labor force) is a productive working force that breeds a healthy economy and one that recognizes the value of environmental quality. A well-managed economy sustains the productivity of natural endowments and the life support system needed to build a health society. Well-conserved natural resources provide communities with a sustainable source of livelihood and income and thus improve their economic welfare. Clean environment and good economy ensure the quality of life.
It is, therefore, important that these three sectors are equally given importance to achieve a balanced and sustained development.

Low income is a hindrance in accessing decent shelter and basic utilities such as water, electricity and sanitary
toilet facility. Difficulty to access water and sanitary toilet facility poses environmental and health problems.
The overriding motivation is survival. One sample is illegal fishing, say, the use of dynamite to increase fish catch. While dynamite fishing may increase income, it is not sustainable. What is irreversible is the destruction of coastal habitat.
Low income may lead to illegal activities that impact on the integrity of the environment or social disharmony.
What are the impacts of illegal fishing to socio-economic and environmental dimensions?
Illegal fishing destroys marine life which contributed to the loss of seaweed beds, tidal marshes, coral reefs, mangrove forests, and other important biotic communities. The loss of important marine organisms such as those mentioned above has an impact to marine nutrient imbalances leading to declining of fish resources, as well as degeneration of the natural resilience or cleansing ability of marine ecosystems which, later on, would result to serious marine pollution. Livelihoods of fisherfolk and food security are issues that would crop up because of declining fish resources. Marine pollution definitely affects biodiversity and marine ecosystem health, including the marine ecosystem services.
Every action or inaction corresponds to great benefits or serious problems in the future. The future of next generation lies in our hands. Think! There's no option but to ACT... now.
FISCAL PERFORMANCE
Receipts. The total revenue of Bustos rose by 12 percent from PhP80,361,602 in 2009 to PhP90,318,620 in 2010. Locally-sourced revenue, which shows the amount of revenue under local government unit (LGU) control and may signify results from local economic activity, grew by 43.26 percent from PhP13.74 million in 2009 (17.10% of total LGU revenue in 2009) to PhP19.68 million in 2010 (21.79% of total LGU revenue in 2010; see figure 14). This growth was pushed primarily by increases in other receipts, service/user charges, and real property tax which expanded by 159.57 percent, 109.48 percent, and 37.20 percent, respectively. Business tax grew modestly by nine percent from PhP3,171,347 in 2009 to PhP3,452,266 in 2010. The growth of Bustos locally-sourced revenue during the period is significantly faster than its neighbors Obando and Pandi, both also classified as second class municipalities, which grew by 10.95 percent (from PhP17.41M in 2009 to PhP19.31M in 2010) and 18.75 percent (from PhP22.04M in 2009 to PhP26.17M in 2010), respectively. However, even with the notable fast growth, Bustos locally-sourced revenue per capita of PhP315.37 in 2010 is still lower than that of Obandos (PhP332.91) and Pandis (PhP392.71).
Nevertheless, looking at the average performance of all second class municipalities on the following indicators: locally-sourced revenue (PhP9.930M); locally-sourced revenue to total income (18.98%); locally-sourced revenue per capita (PhP222.41) (source: DILG/LGPMS, 2010), it is notable that Bustos rendered better results.
In 10 years, total revenue from real property, business tax, other taxes, regulatory fees, service/user charges, receipts from economic enterprise, toll fees, other receipts, internal revenue allotment, other shares, extraordinary receipts/aids, loans and borrowings, and other inter-local transfers has grown by 145 percent from 36,910,706 in 2001. Revenue sourced locally grew by 133 percent in the cited period (figure 15).
Economic productivity in the municipality is primarily hinged on agriculture.3 The Municipal Planning and Development Office (MPDO) noted that in 2009, commercial farms produced 29,330 swines and 286,000 chickens while backyard farms produced 19,870 swines. Other perceivable economic growth areas of the locality include tourism, food production, textiles, and cargo, freight, and trucking.

Expenditure. Between 2001 and 2010, bulk of the operating expenditures of the municipality had been consistently on general public services (e.g., overall financial and fiscal services, civil service, planning). From 2009 to 2010, expenditures for health, nutrition and population control rose by 45 percent from PhP6.5 million in 2009 to PhP9.6 million in 2010 while economic services and social security/social services and welfare dipped by 17 percent and 12 percent, respectively (figure 16).
In 2010, 61 percent of the budget went to general public services, while social security/social services and welfare, health, nutrition and population control, and economic services received 12 percent, 12 percent, and 11 percent, respectively (figure 17). The shift of priority of expenditure to general public services is attributed to the new LGU leadership.
