But this project did not work very well as later was hired scientists and engineers from the Ramo-Wooldridge company with experience in electronic systems, they were hired to lead the Atlas project, this project was one of the largest with 18000 scientists, engineers and technicians, and 70000 people in 22 industries participating in the program, plus 17 contractors, 200 subcontractors and more than 500 military officers. His team helped establish the systems engineering as a discipline through the creation of this organization dedicated to programming and coordinating follow the actions of contractors R & D, testing, integration, assembly and operations. The systems engineering approach was driven by a busy schedule which requires the simultaneous development of subsystems, manufacturing and control facilities, command and training mechanisms. To do this effectively requires some management tools to ensure the success of these activities and dependent simultaneous update. the lack of this upgrade would lead to some "deficiencies occurring. " Through The trial and error method, the team developed quantitative tools and methodologies which served as the basis for trade studies and making decisions that now populate the field of systems engineering.
