Water Districts in California


Background
Water in California is managed by a network of over 600 special districts and agencies. Water and irrigation districts are special units that oversee the task of supplying water and sewer needs in the state while typically operating with administrative and scal independence from general purpose local and state governments. They are often public corporations, but in some areas, the water is managed by the public utility department of the city or county. Because of these variations, some water districts and agencies have elected boards while others have superintendents, appointed commissioners or directors that are public employees. The three most common types of local water management entities can be found in the chart below:

Water Company Water Companies are investorowned public corporations that typically serve multiple locations.

Water Districts/Irrigation Districts Water Districts are separate legal entities that have taxation powers and sources of revenue independent from the cities or counties they serve.

City Department Typically part of the public works department, water services provided by cities are under the jurisdiction of city ofcials. Commissioners may be appointed by the mayor and the city council, or the department may be run by government workers.

They do not have a publicly elected board, but are accountable to shareholders.

They are governed by an elected board of directors or supervisors.

Umbrella districts can encompass multiple municipal water districts and have a larger board made up of representatives from each municipality. For example, the Metropolitan Water District of Southern California is a consortium of 26 water districts and agencies and the board is made up of representatives from within the 26 municipalities. These boards are not subject to open public elections, but from an internal selection process among the represented agencies. There are also more informal umbrella groups that serve political functions such as lobbying. The largest coalition of water agencies in California is the Association of California Water Agencies (ACWA) which is made up of 440 groups accounting for 90% of the water distributed in California.

Water Board Elections


The elected water boards throughout the state are also heterogeneous in structure and operation. Almost all have 5 to 7 board members with 4-year long terms. Most districts have area-specic seats while others consist of at-large positions. The board seats require a part-time commitment, but are often compensated relatively generously with salary and benets. The elections take place every two years, with seats alternating so that no more than 3 seats are open in any given election. Most of the boards researched for the purposes of this project did not have term limits, and a signicant number of board members had served for more than one term. There was virtually no public information found about the nancing of water district campaigns with the exception of one San Gabriel Valley Tribune article from 2012 with the heading, Water Board Candidates Spend Lots of Cash, Fight Fierce Battles for Obscure Seats. The article highlighted several campaigns for the board of member agencies in the Metropolitan Water District of Southern California that had spent over $50,000 on local races, juxtaposing them to the majority of water board races in Southern California that spent under $10,000. Information about campaign nancing and spending on water board elections could not be located online, including the Secretary of State Cal-Access campaign nance database. For larger city departments or agencies, there is often a board appointed by the mayor and conrmed by the city council. All of the appointed boards seats within the scope of this project are for ve-year terms.

Districts and agencies that had elected or appointed board members, and had at least one union and non-union food manufacturing company listed within the boundaries were given their own page below. Departments and companies with no elected or appointed board or ones that did not have at least one union and nonunion manufacturing company listed were included in the attached spreadsheet only. Larry Byrd (Vice President)- represents Division 1, the southeast area including southeast Modesto, Empire, Waterford and Roberts Ferry. Byrd is a cattle rancher and almond grower in Waterford. He was elected in 2011. Glen Wild - represents Division 2, central Modesto. Wild is a U.S. Air Force veteran and retired business owner in Modesto. He was elected in 2009. Tom Van Groningen - represents Division 3, northeast Modesto. He serves as Yosemite Community College District Chancellor from 1976 - 1992. He was elected in 1997, 2001, 2005, and 2009. Paul Warda - represents Division 4, northwest Modesto. Warda is a walnut farmer and a retired vice president of Tenet Health Care Systems. He was elected in 1997, 2001, 2005, and 2009. Nick Blom (President) - represents Division 5, southwest Modesto. Blom owns and operates a farm with his father and brother in west Modesto. He was elected in 2011.

As a department within the city of Los Angeles, LADWP primarily supplies water to the city of Los Angeles, however, it also serves areas in Culver City and West Hollywood. The total service area comprises a 464 square miles area with an estimated 3.81 million residents. The Department is run by a board of ve members who are appointed by the mayor of Los Angeles, conrmed by the city council and serve for ve year terms. Also, the LADWP has four representatives at the

Water from our infrastructures supplies the rapidly growing metropolitan areas of the City of Fresno and the City of Clovis.As the premier irrigation district in the Central Valley, the District has been involved in local, valley, and state-wide water issues.

He serves locally as a Director for the Stanislaus County Farm Bureau, and on the Stanislaus Workforce Alliance Board. Alamo is a member of the Stanislaus County Farm Bureau.

TID provides irrigation water to more than 5,800 growers in a 307 square-mile service area that incorporates 149,500 acres of Central Valley farmland. The District has been delivering irrigation water to growers since completing its gravity-fed water conveyance system of canals and laterals in 1900. TID is an independent control area and is governed by a ve-member Board of Directors.

About SF WPS

The SF Water, Power & Sewer is a unite of the San Francisco Public Utilities Commission. The SF PUC is a department of the City and County of San Francisco that provides retail drinking water and wastewater services to San Francisco, wholesale water to three Bay Area counties, and green hydroelectric and solar power to San Francisco's municipal departments.

Art Torres (President)- Torres previously served twenty years in the California Legislature, eight as a member of the State Assembly and twelve as a State Senator, and as the head of the California Democratic party. Moran has also served as Senior Policy Advisor to U.S. Senator Dianne Feinstein with a focus on San Francisco Bay-Delta issues. Ann Moller Caen - Caen was rst appointed by Mayor Willie L. Brown, Jr. in March 1997, and reappointed for a second term inNovember 2001. She served as President of the Commission from July 1998 to January 2000; September 2001 until January 2003; and January 2008 untilSeptember 2009. Francisco Vietor - Vietor has worked for many non-prot organizations, including most recently as the Executive Director of the Chez Panisse Foundation. She is the co-founder and co- director of 1000 Flowers, a national womans voter registration and mobilization eort, which registered and activated over 20,000 women in 47 states.She currently serves as the principal of Ecoworks.
