Description of the Scope of Work


This Construction Work Package covers all methods, means, material, labor, supervision, and
equipment to complete the civil earthworks for the Process Plant as specified or shown in the
referenced documents of Section 2.
Areas to be completed later

Proper coordination to perform the work with other on-going activities on site is imperative to avoid
changes and delays in the overall construction activities and completion of any parts of the work on the
project.
The civil earthworks shall conform to all applicable industrial codes, standards and specifications listed
in this document.
Maintaining the working area in a clean, safe, and acceptable condition during construction and at
mobilization as required in the scope of work or construction activities.

ENGINEERING

Engineering drawings, specifications and quality documents will be managed through iDOCS.
A listing of all applicable drawings/data required to perform the work outlined in this CWP has been
included below:

Site Preparation & Earthwork Requirements


Excavations shall follow the guidelines set in section 7.4 of Specification for Site Preparation and
Earthwork. Excavation tolerances are outlined in section 7.2. Soil behaviour, soil properties and
possible changing during and after excavation should be monitored.
Fill materials shall include unclassified fill, select fill, pervious fill, impervious fill and sand fill. Backfill
materials shall include backfill, select backfill, pervious backfill, impervious backfill and sand backfill.
The material quality, placing and compaction requirements of backfill materials shall be the same as for
fill materials. Fill and backfill materials shall conform to PG-PDS 04-99-04 Specification for Site
Preparation and Earthwork section 8.2.
Fill placement, filling to structural foundations and filling sink holes shall be in accordance to PG-PDS
04-99-04Specification for Site Preparation and Earthwork sections 8.3-8.5.
Rock embankments shall be constructed in accordance to PG-PDS 04-99-04Specification for Site
Preparation and Earthwork section 9.1. Earth embankments shall be constructed according to section
9.2.
The requirements for rock and earth embankments are covered in sections 9.1 and 9.2 of the
Specification for Site Preparation and Earthwork. Where gabions and reno blankets are required they
shall be built and installed in accordance with specification PG-PDS 04-99-09.
Borrow pits shall be developed by CBI Clough JV for the supply of various materials for the work. The
development shall include the clearing, grubbing and stripping. Any blasting required shall be in
accordance with specification PG-PDS-04-99-11.
Ponds include the excavation for, the embankment construction, the preparation and lining of internal
surfaces, and the installation of any built-in works to form the water retaining structure which shall be
lined with geosynthetic membrane. Pond excavation and embankment along with liner requirements
shall be in accordance to PG-PDS 04-99-04Specification for Site Preparation and Earthwork.

Maximum density at optimum moisture content shall be determined in accordance with AS 1289 5.1.1,
standard compaction method
Field density shall be determined in accordance with AS 1289 5.3.1 or 5.3.2 as appropriate.
For cohesionless materials, minimum and maximum dry densities shall be determined in accordance
with AS 1289 5.5.
The density index shall be determined in accordance with AS 1289 5.6.1.
The field moisture content and field dry density shall be determined in accordance with AS 1289 5.8.1

Safe Work Plans or High Level Job Hazard Assessment


JHAs shall be undertaken for all tasks and activities to identify actual and potential hazards and the
control measures to be used whilst performing the task. The JHA is to be developed in a two part
process. The JHA Part 1 is developed with the work method statement whilst the JHA Part 2 is
developed by the first line supervisor/s with active participation of the workgroup who are to undertake
the task who will sign on the attendance sheet. The JHA process is also supported by the SHES
Advisor and other subject matter experts as appropriate to the task.

5.2

Training Requirements
A Project Training Matrix identifying the minimum SHE related training for all Project roles will be
maintained for the lifecycle of the project. As a minimum the following project roles will be defined in the
training matrix:
Project Management Team
Field supervision
Craft personnel
General labourers
Equipment operators
There are three basic types of training that will be delivered on the project:
SHE-MS awareness
Task specific training
Regulatory-required
Personnel shall be advised and/or trained in specific procedures prior to commencing their respective
task(s). This training may occur during prestart meetings and toolbox Meetings, be included within a
JHA, be conducted on the job or through a specific training session, as required.
All other Training Requirements are described in the document PGHU-CV-SPSAF-000003 Site
Specific Safety Plan.

PPE Requirements will be identified as part of JHA Part 1 and coordinated according to the document

Inspection and Test Plans


Compaction and testing requirements are outlined in PG-PDS 04-99-04 Specification for Site
Preparation and Earthwork section 10. Where a slope failure occurs on an excavated slope,
embankment slope or natural hillside, and is detrimental to the work, the affected section of work shall
be reconstructed.
The moisture content of material placed shall be within the limits of optimum moisture content plus or
minus 2 percent of optimum moisture content. Wetting and drying operations shall be performed in a
manner that assures uniform moisture content throughout each layer.
Tests shall be carried out on material at and from locations chosen by the client.
