Boys tennis team takes state title
By NICK COHEN
The Moorestown Sun
The Moorestown High School
boys tennis team just finished
the season 30-6 and won both the
South Jersey Group III title and
the State Group III title. But dont
try to give Coach Bill Kingston
any of the credit.
This team gave some great
performances all season,
Kingston said. They played their
best at the right time against the
right opponents and thats what
you need to do to win.
Moorestown defeated De-
marest on May 20 to win the state
Group III title. Its the Quakers
sixth Group III crown, winning
previously in 1978, 1981, 2004, 2007
and 2008. Kingston, who recorded
victory No. 1,000 as a coach earli-
er this season, was quick to de-
flect any credit onto his team.
To be successful, you do need
some luck, to play against the
right opponents but you also need
to work hard all season to obtain
any goal and that is what this
team did, Kingston said.
Senior Ryan Dickerson, whose
record stood at 38-0 as this issue
went to print, led Moorestown all
season. Dickerson won his match
6-1, 6-0, to help the Quakers take
the Group III title. He was sched-
uled to play in the state individual
tournament June 1-2.
Ryan is a great player,
Kingston said. Hes worked all
year to get where he is now.
Moorestown is no stranger to
success. Kingstons teams have
won South Jersey titles every sea-
son since 1977 except 2005.
Our goal every season is to
compete for a state champi-
onship, Kingston said. That is
not an easy goal to obtain.
The Quakers great run did
come to an end May 29 at the
Tournament of Champions when
they were defeated by top-seeded
Millburn, 4-1. Kingston was
proud of his team despite the de-
feat.
They played extremely hard,
Kingston said. Against a more
experienced team, thats all you
want and our guys went out there
and competed hard.
With three seniors departing,
Kingston knows it will be difficult
to repeat this seasons success but
that doesnt mean hes lowering
expectations.
You dont just replace them by
any means, Kingston said. It
gives the opportunity for other
players to step up.
He was reluctant to discuss
next season any further.
I want our guys to enjoy what
they accomplished this season,
Kingston said. We had a very
successful year and accomplished
many of the goals we set before
the season. We will take the time
to celebrate as a team.
Special to The Sun
The Moorestown High School boys tennis team won the Group III state title by beating Demarest High
School 3-2 on May 22. The title is Moorestowns sixth Group III crown.
There have been sightings of a
black bear in Moorestown.
A bear has been seen in the
unit block of Meadow Drive, 100
block of Kings Highway, and the
unit block of Shirley Avenue.
The state provides the follow-
ing information on dealing with
the black bear population:
Black bears are the largest
land mammal in New Jersey.
They are an integral part of
the state's natural heritage and a
vital component of healthy
ecosystems.
Since the 1980s the Garden
State's black bear population has
been increasing and expanding
its range both southward and
eastward from the forested areas
of northwestern New Jersey.
Within the most densely populat-
ed state in the nation, black bears
are thriving and there are now
confirmed bear sightings in all 21
of New Jersey's counties.
Division of Fish and Wildlife
personnel use an integrated ap-
proach to managing New Jersey's
black bear population, fostering
coexistence between people and
bears.
The most common bear prob-
lem New Jersey's residents expe-
rience is black bears getting into
their garbage.
Bears are attracted to neigh-
borhoods by garbage odors, so
properly securing garbage is one
of the best ways to prevent bears
from becoming a nuisance in the
community.
Residents are encouraged to
work within their community to
make sure all garbage is secured
and kept away from bears.
For tips on proper garbage
management and coexisting with
bears, visit: www.njfishand-

Committee sets out to
increase use of website
By KRISTINA SCALA
The Moorestown Sun
When 2013 began,
Moorestowns Telecommunica-
tions and Technology Committee
members set out to increase the
use of the townships website and
survey IT needs.
Now, a technology audit is un-
derway, and the township is clos-
er to determining what needs to
be done and how much it will
cost, township manager Scott
Carew said.
If the changes/improvements
do not cost more than what we
have budgeted for IT, we can im-
plement any we deem appropri-
ate. If anything were to require
additional funding, council would
have to make a decision to fund it
or not, he said.
Councilwoman Victoria
Napolitano, liaison to the
telecommunications committee,
said the previous technology
manager left unexpectedly. Its the
technology committees intention
to figure out whom to hire and
create position specifications, she
said.
But before searching for a new
technology manager, the technol-
ogy audit must be completed.
Napolitano said the company
performing the audit specializes
in helping municipalities with
technological needs. The audit
would allow the committee to
look into other areas of improve-
ment, as well.
There is an added benefit of
working with this group, Napoli-

Special to The Sun
Joe McGovern was a commu-
nity leader, great father, husband,
colleague and friend to all who
knew him.
A Moorestown resident for
many years, Joe was also a part-
ner in the law firm of Parker
McCay, where he practiced as an
environmental attorney.
What really made Joe so spe-
cial during his 51 brief years
here was his genuine interest in
leaving this world a better place
for all those around him.
There is no finer example of
this than when Joe authored
The Kyoto Protocol in 2006,
where he accentuated the subject
of environmental protection and
specifically global warming.
He truly wanted to deliver the
compelling message of smart en-
vironmental stewardship
throughout his life, indicative of
the three environmental books
he penned during his lifetime.
An outstanding husband to
Lisa, and father of Joe Jr. and
Brittany, Joe would be involved
in their lives as they grew
throughout their formative
years.
He loved to play the guitar
with his daughter, Brittany, and
following the Saturday afternoon
mass at Our Lady of Good Coun-
sel Church, Joe and Lisa would
be seen at Iron Hill Brewery for
one of their local craft beers,
where their son, Joey works.
There was also a tougher side
to Joe as Big McGov would be
seen riding his Harley on the
streets of Moorestown wearing
that signature leather jacket dur-
ing the riding season.
Where Joe would be seen the
most, though, was on Main Street
running through the downtown
area wearing that infamous
American flagged bandana.
Those who didnt know Joes
name would simply call him
The Bandana Man, as Joe me-
thodically wound his way
through Moorestowns streets for
his daily run.
Cars would honk their horns
as they went by in time to see Joe
look up and flash that infectious
smile he had.
It is in this spirit of steward-
ship and giving back we celebrate
Joes memory, as we plan the first
annual Joe McGovern Scholar-
ship 5k Fun Run over Fathers
Day weekend on Saturday, June
15.
The scholarship will go to a de-
serving female and male student
athlete from Moorestown High
School in Joes name.
The run begins at 4 p.m. be-
hind Moorestown High School,
and will be run on the cross coun-
try trails there.
The donation to run in the face
is $20, and a limited supply of
bandanas will be provided before
the race.
We will convene at Iron Hill
following in celebration.

T
he unofficial start of summer
has come and gone. With Me-
morial Day weekend in the
rearview mirror, the focus now is on
brighter days ahead the beach, the
sun, vacations and relaxation. Presi-
dent Obama and Gov. Christie got in
the spirit last week when they toured
the Jersey Shore to assess the recovery
from Hurricane Sandy.
Even the weather is playing along,
with temperatures in the 90s last week,
and heat advisories being issued
throughout the region.
New Jersey coastal towns are hoping
and praying that the storm or other
outside forces does not affect the
summer season. And all New Jersey
residents should hope for the same, as
the summer Shore business is a huge
part of the states economy a $19 bil-
lion industry, or half of the states total
tourism revenue, according to esti-
mates.
The state is planning to spend $25
million in federal recovery money on
an advertising campaign to attract vis-
itors to the Shore. A campaign,
Stronger Than the Storm, with the
Twitter hashtag #STTS, promotes the
states coast in part by providing guide-
lines and tools for people looking to
plan a New Jersey beach vacation.
A recent AAA survey says that the
Shore will be just fine, as almost 80 per-
cent of people from New Jersey and
the Philadelphia region say that Hurri-
cane Sandy has not affected their sum-
mer travel plans to the Shore.
The proof will be in the pudding,
though, once turnout can be assessed.
So, as we said in this space a few
weeks ago, make sure you travel local
this summer and visit the states won-
derful beaches. Theyre cheap, theyre
close, and theyre a lot of fun.
And while youre doing it, dont for-
get about us, either. Send us your vaca-
tion photos, and well let all your
neighbors know just how much fun
youre having.
In the meantime, enjoy the sun!
Sun-splashed summer success?
Heres to hoping all goes well at the Jersey Shore
Dont forget about us!
While youre vacationing this summer,
dont forget about The Sun. Send us
your family or friend vacation photos,
and well show everyone in town.
BOE discusses bids for after-hours janitorial services
Editors note: The following information
is courtesy the Moorestown Board of Educa-
tion:
On May 22 at the regular monthly Board
of Education meeting, the board heard nu-
merous comments from those in atten-
dance on a bid for after-hours janitorial
services. The primary concerns voiced by
the audience revolved around outsourcing
and safety. To put this proposal into context,
it may be helpful to know that Moorestown
Township Public Schools already success-
fully contracts with independent firms for
a variety of services and that these
providers come in contact with our staff,
students, parents, and community mem-
bers on a daily basis.
For instance:
All of the food service professionals
have been employees of a private provider
for the past 20 years.
The after hours janitorial staff at the el-
ementary schools, the Upper Elementary
School and a portion of the high school
have been employees of a private provider
for more than 10 years.
All of the grounds personnel have been
employees of a private provider for the last
two years.
Currently, 50 percent of the bus routes
are contracted to private providers. The dis-
trict has always used private providers in
this area.
On a daily basis the district has a signif-
icant number of substitutes working in the
buildings. This strategy is not new. In fact,
in a recent survey of New Jersey schools by
the New Jersey School Board Association,
84 percent of all New Jersey schools that re-
sponded said they utilized private
providers in these and other areas.
The contract (three years) with the cur-
rent provider, ABM Industries, Inc., expires
June 30. As this contract is expiring, the
board issued a Request for Proposal. The
RFP included a base bid for all of the cur-
rent after-hours janitorial services, as cur-
rently performed by ABM, for a term of
three years.
ABM currently supplies the after-hours
janitorial staff as noted above. Given the
experience with ABM in many of the
schools over the last three years, there is no
compelling reason to switch providers.
The RFP also included an alternate bid
that, if accepted, would add the after-hours
services at the William Allen Middle School
to the contract. This would have the effect
of replacing our after-hours janitorial em-
ployees at WAMS with employees of the
successful bidder. The district has received
multiple base and alternate bids. Having
analyzed the bids, there are now two low
bidders. If the base bid is accepted, Blue
Stripes Property Management, Inc., will be
the successful bidder. If the board accepts
please see AFTER, page 14

Technology audit underway;
residents to see improvements
tano said. On top of looking at
hardware and software, the com-
mittee can look at how technolo-
gy can be used efficiently.
Technology improvements
have not been left out of the town
hall/library project. Wiring
would be set for future equipment
installations.
Residents will not get a first-
hand look at how the improve-
ments are aiding the township it
will be more at the back end of
things, such as reducing servers,
sharing technology with other de-
partments and organizing with
other groups.
She said they will see an im-
provement in one area that is
more frequently used by resi-
dents the website.
A few Moorestonians have ap-
peared at meetings expressing
their concerns regarding the web-
site.
Some have suggested the town-
ship make it easier to navigate
and post information more fre-
quently.
Information should be easily
available to all residents, Napoli-
tano said, adding the township is
looking to create a public portal
where residents could view serv-
ices such as applying for dog li-
censes and permits.
Going paperless is another
thing the committee has in mind.
However, its something that will
not be done immediately.
Napolitano said the committee
wants to make sure access to in-
formation is simple, and updating
the website might do the trick.
It will not be a huge invest-
ment, but we will get a significant
return, she said.
The next Telecommunications
& Technology Committee meet-
ing is on Wednesday, Sept. 18, in
the town hall conference room, 2
Executive Drive, Suite 9A.

the base bid and alternate bid,
ABM, our current provider, will
be the successful bidder.
In either case, the majority of
the after-hours janitorial employ-
ees will be provided by a private
provider. If the alternate bid is ac-
cepted, the number of these jani-
torial employees will increase by
four. For the 2013-2014 school year,
the board budgeted $370,000 for
the services included in the base
bid. Blue Stripes has bid $352,000
for these services. While the ABM
bid for similar services was high-
er than Blue Stripes, when their
alternate bid is considered, the
board projects that there will be a
savings of $120,000 for each year
of the proposed three-year con-
tract.
Given the current financial pro-
file of New Jersey schools and the
escalating cost of operating the
district, the opportunity to accrue
additional savings is difficult to
ignore. As it is the board of educa-
tions goal to maintain and im-
prove the education that is deliv-
ered through this economic cycle
and to live within the constraints
and new mandates imposed by the
state government, the additional
savings will certainly assist us in
achieving this goal.
The board values all of our em-
ployees and disdains having to
weigh the welfare of the district
over that of the affected individu-
als. None of these choices are
easy, but the board strives to con-
sider all perspectives. During the
public comment period, many of
those who addressed the board fo-
cused on a perceived safety issue
for our staff and students. That is,
the claim that switching from our
own employees at WAMS to new
employees increases this risk.
First, the safety of our stu-
dents, staff, parents and
guardians, administrators, and
the multitude of community
members who use the buildings
and grounds are of paramount
importance to the board of educa-
tion. Second, the suggestion that
the population of individuals that
are employed by private providers
has an inherent risk profile that is
greater than the population as a
whole is inappropriate, at best.
Each private provider that we
utilize goes through the same
background check that is mandat-
ed for board members, adminis-
trators, teachers, and all school
district employees, and that will
continue to be the case no matter
which bid is accepted.
After-hours janitorial staff to be
provided by private company

Duan hung on to win third sin-

lost the first, 6-0, and the third, 6-
1, against Teddy Moskovitz/Keith
Knopp, and at No. 2 doubles, An-

Maple Shade-Moorestown
Camera Club is very excited to be

The facility and grounds are a
wonderful backdrop to the ex-
hibits it hosts; making it the per-
fect outing for individuals and
families alike, says Jo Walter,
MSMCC president.
MSMCC is a diverse group of
shutterbugs with a wide variety
of talent.
We are constantly challeng-
ing ourselves to learn from one
another and the programs we
host ultimately, our end goal is
to put forth our very best work.
Nurturing a passion and sharing
it with others is remarkably re-
warding, continued Walter.
Not only will multiple mem-
bers be participating, but also the
club is excited to be showcasing
works from MSMCC distin-
guished member Reginald Wick-
ham, APSA, PPSA.
Wickham began his photogra-
phy career as an adolescent in
New York and later he found him-
self as a photographer with the
Air Force.
Ultimately, he has enjoyed an
immensely successful life-long
career with special interest in
portrait and landscape photogra-
phy.
Throughout the years Wick-
ham has received some of the in-
dustrys most prestigious honors,
such as the PSA John Doscher
Memorial Award as well as
numerous accolades and accept-
ances in PSA salons.
Maple Shade-Moorestown
Camera Club has been bringing
together both amateur to profes-
sional photographers for more
than 75 years through meetings,
programs, competitions, and
field trips.
They meet monthly from Sep-
tember through May and wel-
come guests of all skill levels.

Student chosen as representative to
Camden County College Board of Trustees
A student who made this
years All-New Jersey Academic
Team has been chosen as the
2013-14 alumni representative to
the Camden County College
Board of Trustees.
Joshua Bell, 25, of Moorestown
was elected to a one-year term by
his peers in the Class of 2013.
He completed his double-major
associate degree in mathematics
and computer science with a 4.0
grade-point average, earning
Presidents List status every se-
mester he was at CCC.
While at the college, Bell was
inducted into Phi Theta Kappa
International Honor Society the
top honor society for community
college students and served as
its president during the 2012-13
term.
He was instrumental in organ-
izing PTKs fall 2012 Find Your
Sole Mate shoe drive, which col-
lected 2,000 pounds of shoes for
recycling and donation to needy
children and adults in third
world countries.
He also earned membership in
the Mu Alpha Theta mathemat-
ics honor society.
My leadership role in PTK al-
lowed me to get to know a num-
ber of students, faculty and ad-
ministrators across campus,
Bell said.
That plus my extended time
spent on campus will allow me to
bring a true and all-encompass-
ing students view and opinion to
the trustee meetings.
In addition to his campus ac-
tivities, Bell has held three jobs
simultaneously.
He currently is working as a
private tutor, at a Starbucks and
in an insurance company office.
Bell is transferring to Rowan
University to complete his bache-
lors degree, continuing as a
double major. He then plans to
seek a masters degree in comput-
er science, concentrating in com-
puter software engineering.
