Field Leadership,
This is a reminder that by close of business (COB) every Friday, field offices are expected to report
information on Deferred Action for Childhood Arrival (DACA) requestors who appeared for biometrics
collection during that week, but were turned away without fingerprints or photographs being taken.
The report should include the number of DACA requestors turn away from USC IS Appl ication Support
Centers (ASC) during the reporting period of Monday through Friday. Field offices will also need to
provide the reason why the DACA requestors were turned away by the Immigration Service Officer (ISO)
assigned to the ASC.

Background
Recently USCIS has begun granting requests for deferred action from certain people who came to the
United States as children and meet several key guidelines. As part of the process for requesting deferred
action consideration, requestors are asked to appear at an ASC for biometric services.
Request
Using the attached spreadsheet, 10122012- NER DACA Turn Away Report, please provide information
on DACA requestor turned away incidents for each ASC associated with your field office from Tuesday,
October 9, 2012 through Friday, October 12, 2012. Incidents that occurred on those dates should be
included in this report.
Please provide the number of DACA requestors turned away and the reason why in the fields of the
attached spreadsheet associated with the ASC where the incident took place.
Deadline
Please submit the completed spreadsheet via email to the NERADJ-REPORTS Outlook account by COB
Friday, October 12, 2012. When submitting your response, add the three letter code associated with your
field office to the name of the completed spreadsheet and to the subject line of the email. Responses for
each ASC are required.

The USC IS Biometrics Division is now requesting that field offices provide information on Deferred Action for
Childhood Arrival (DACA) requestors who have been turned away from Application Support Center (ASC) on a
weekly, instead of bi-weekly, basis.
By close of business (COB) every Friday, field offices will be expected to report the number of DACA
requestors who appear for biometrics collection at an ASC from Monday through Friday of that week, but were
turned away without fingerprints or photographs being taken. Field offices will also need to provide the reason

Updated Reminder - Processed OACA Requestors as Code-3
Please be aware that due to the validity of previous FBI fingerprint results, appointment notices asking DACA
requestors to appear at an ASC may indicate that the requestor be processed for biometrics as a Code -
2. This should be ignored.
All OACA requestors, unless they are under the age of 14, should be processed for biometrics as a Code -
3. The DACA Standard Operating Procedure, currently in use by the USCIS Service Center Operations
Directorate, requires that prior FBI fingerprint results not be used for determining if a requestor meets the
DACA guidelines.

This is a reminder that, with the exception of those under the age of 14, individuals appearing for biometric
processing based on a pending Form 1-821 D, Consideration of Deferred Action for Childhood Arrivals (DACA)
will be processed for biometrics as a Code - 3 in accordance with the Appl ication Support Center Standard
Operating Procedures (ASC SOP).
OACA requestors under the age of 14 will be processed for biometrics as a Code- 2 in accordance with the
ASC SOP.
Background
The USCIS Service Centers responsible determining requests for consideration of DACA requests continue to
report that some requestors are being processed for biometrics as Code - 2 instead of Code - 3.
The procedures and requirements for processing Code - 3 and Code - 2 biometric appointments are provided
in Chapter 5 and Chapter 4 of the ASC SOP, respectively. The ASC SOP is available at the following link:

On September 7, 2012, HQ Biometrics Division (BD) held a teleconference discussing DACA processes at the ASC. During
that call, BD mentioned that they would start holding a bi-weekly meeting with the ASC ISOs per region until further
notice.
Biometrics Division will be holding its first NER ASC ISO bi-weekly teleconference on Wednesday, September 26,
2012. The meeting agenda is attached. The meeting invite will be sent shortly.

OACA Biometrics Processing
Recently, HQ Biometrics Division has posted a biometrics processing guidance regarding DACA on the ASC post which
states that "All DACA applicants will be processed as Code 3." However, the ASCs have been seeing requestors as young
as 11 years old and their appointments state Code 2.
Clarification
HQ Biometrics Division (BD) has clarified that the statement posted on the ASC post only applies to requestors over the
age of 14 and requestors under the age of 14 should be processed as Code 2. HQ BD is working to update the ASC post
to reflect the correct processing.

This is a reminder that by close of business (COB) every Friday, field offices are expected to report

The report should include the number of DACA requestors turn away from USC IS Application Support
Centers (ASC) during the reporting period of Monday through Friday. Field offices will also need to
provide the reason why the DACA requestors were turned away by the Immigration Service Officer (ISO)
assigned to the ASC.
Background
Recently USCIS has begun granting requests for deferred action from certain people who came to the
United States as children and meet several key guidelines. As part of the process for requesting deferred
action consideration, requestors are asked to appear at an ASC for biometric services.
Request
Using the attached spreadsheet, 10122012- NER DACA Turn Away Report, please provide information
on DACA requestor turned away incidents for each ASC associated with your field office from Tuesday,
October 9, 2012 through Friday, October 12, 2012. Incidents that occurred on those dates should be
included in this report.
Please provide the number of DACA requestors turned away and the reason why in the fields of the
attached spreadsheet associated with the ASC where the incident took place.

Field Leadership,
The USCIS Biometrics Division is requesting field offices continue to provide information on Deferred Action for
Childhood Arrival (DACA) requestors who have been turned away from Application Support Center (ASC) on a
biweekly basis.
Every two weeks field offices will report the number of DACA requestors who appear for biometrics collection
at an ASC during the previous two week period, but were turned away without fingerprints or photographs
being taken. Field offices will also need to provide the reason why the DACA requestor was turned away by
theASC ISO.
Background
Recently US CIS has begun granting requests for deferred action from certain people who came to the United
States as children and meet several key guidelines. As part of the process for requesting deferred action
consideration, requestors are asked to appear at an ASC for biometric services.
