Subject: Complaint against Officer Clark Staller, Badge# 9514
I, Collette L. Flanagan, mother of Clinton R. Allen am filing a complaint with Dallas
Police Internal Affairs against Officer Clark Staller, Badge #9514.
Officer Clark Staller, did not "serve and protect" our community by shooting and
murdering my son Clinton Allen on March 10, 2013. Clinton was unarmed and shot 7
times, once in the back by Staller. In addition, according to Staller he tasered Clinton
twice. Staller shot Clinton 7 times and once in the back?? Again, Clinton was unanned.
Officer Staller violated several portions of existing Dallas Police General Orders which
resulted in the death of my son. Additionally, if the Dallas Police Department has
implemented a fonnal foot pursuit policy, which they said they would due on July 24,
2012, my son may be alive today.
"Officer Staller applied excessive force in violation of my son's civil rights, and should be
tenninated from the Dallas Police Department. If this is not an option while the
investigation is pending, then Office Staller should be put on "administrative duties" until
the investigations completion.
In addition, Staller abused Clinton while he was dying and bleeding out from the gunshot
wounds that he inflicted. This officer made another poor decision to put handcuffs on
Clinton while he was dying and laying face down. The EMS technicians, upon arriving
on the scene had to request that Staller take the handcuffs off of Clinton so that they
could try to give him some assistance. I am questioning, how much valuable time was
wasted in that effort in having to remove handcuffs from a dying man. Staller also told
the technician that he had only shot Clinton 4 times. Why lie? Again, he has lied to try
to cover his mi stakes in the field when he realized that once again he had "gone too far",
and this time it cost my son his life.
This officer has no boundaries and a past of making very poor judgments and decisions
that have become his present way of handling the citizens he comes in contact with.
Staller, had the opportunity to make a better decision, to serve, and preserve life the night
he murdered Clinton. He chose to re-engage with Clinton and stand 5-6 feet away from
Clinton and unload his service weapon into Clinton because hi s rage was out of control.
Staller violated Clinton' s rights and decided to be judge, jury and executioner. He
executed Clinton, plain and simple.

I am attaching independent signed witness statements that conflict and dispute what is
officer is saying happened the night he killed Clinton.
Officer Clark Staller has a history of excessive force and falsifying a police record; and
had he not been returned back to duty from his prior suspension for using his squad car as
a weapon injuring a suspect, lying and falsifying a police record; had he been fired at that
time, Clinton would have not and should have never encountered this unfit officer.
Clinton would be alive now, if any other officer had answer that call but Clark Staller
that early morning of March 10

time bomb. He should be given a "full" psychological evaluation immediately.
The Dallas Police department released this unworthy to serve officer once in 20 I 0, when
they should have fired him for almost killing a citizen. And, because he was allowed to
stay employed and given a gun again to return back into our community_ it cost my son
his life.
I am specifically requesting that Officer Staller be terminated for use of excessive force,
or that he be given a psychological evaluation to determine his fitness to continue as a
peace officer, that he be demoted in rank and pay, and that he be put on administrative
duties pending the completion of the
