WHO IS MNTC?
About MNTC
As a taxpayer in Moore Norman Technology Centers district, you have the right to know how your tax dollars are spent. This progress report provides financial facts about how MNTC receives funding, and how those dollars are allocated and invested. We do this through our delivery of full-and-part-time classes, and support for business and industry. As an organization, we believe statistics are important measures of effectiveness, along with the voices of our customers. The information in this progress report highlights graduate statistics from the 2011-2012 school year, and financial information from the 2012-2013 school year. What is MNTC?

Moore Norman Technology Center provides high school and adult students a quality and affordable career and technical education, often leading to state and national industry certifications that enhance their marketability as employees. We also provide organizational, industry, and career-based training to businesses in order to help them achieve their goals, and remain at their peak level of performance. MNTC is one of 29 technology center districts in Oklahomas CareerTech System. Established in 1972, MNTC has gained a national reputation as a premiere technology center, offering education and training that meets the needs of career and college-bound students, and business professionals. In Fiscal Year 2012, over 58,222 people attended classes, workshops, and conferences at MNTC.

A key resource for economic development

Our Franklin Road Campus is located on 75 acres at the corner of 12th Avenue NW and Franklin Road, between the communities of Moore and Norman. Six buildings totaling 371,872 square feet feature classrooms and labs that house industry-standard equipment for use by our students and clients. This campus also offers meeting and conference rooms with accommodations and a personalized service commitment that can be hard to find. In addition to the main building, the campus includes a Health Education Center, a Technical Training Center, a Construction Trades Building, and an Information Technology Building which officially opened in fall of 2012. Additionally, the Franklin Road Campus features a scenic pond used for water retention, and as a resource for grounds maintenance . MNTC employs 216 full-time staff including certified teachers, instructors, support personnel, and administrators, along with 12 part-time positions. Our employees have an average tenure of eight years.

SOUTH PENN CAMPUS

BUSINESS DEVELOPMENT CENTER

Opened in the summer of 2005, the South Penn Campus reaches out to MNTC's entire district, and effectively meets the business and community needs within south Oklahoma City. The 65-acre tract of land located at SW 134th and Pennsylvania Avenue is home to a main campus building with 79,000 square feet of meeting, classroom, and conference space, and the Business Development Center, a 14,500 square foot, stand-alone business incubator. The South Penn Campus also serves as a resource to promote learning throughout the community. Part-time classes in health, business and industry training, personal interest, computer technology, organizational development, and small business management all are offered at this site. The Conference Center located within our South Penn Campus offers one of Oklahomas most spacious and beautiful sites to hold meetings for up to 400 people. We provide essential meeting necessities at no charge to our clients, and we provide cost-effective extended meeting solutions and outstanding customer care that bring our clients back to us year-after-year for their convention needs.

Our Business Development Center is certified by the Oklahoma Department of Commerce, and is recognized as one of the best incubators in the state. It is designed to encourage new and startup companies through hands-on management assistance. It is a place for clients to base their business and receive assistance with business planning, management of resources, and growth. The BDC is Oklahoma Bid Assistance Network Certified, and its mission is to create an environment for the development and delivery of a comprehensive set of value-added programs and services that enable the future growth of its clients. What is MNTCs Budget?


In FY13 MNTC operated on a $27.848 million General Fund budget, and a $8.909 million Building Fund budget.

LOCAL funding comes from the ad valorem tax on property, tuition, and other local sources. General Fund collections totaled $18,715,500 in local funds. The Building Fund had collections of $6,659,000.

STATE funds are collected through the Oklahoma Department of Career & Technology Education, and the agency allocates state funds to the local technology centers.

MONEY SPENT
Oklahomas CareerTech System is known as the economic development branch of Oklahomas education system. MNTC funds and operates classes and training that help high school and adult students succeed in the workforce, and throughout their continued education. Additionally, we have industry-based classes, along with industry training, that help businesses of all sizes achieve their goals.

Expenditures

FY13 budgeted expenditures were $23.9 million from the General Fund, and $7.15 million through the Building Fund. MNTC employee salaries and benefits accounted for 70.66 percent of the General Fund expenditures.

Your Sound Investment Our Solid Return


MNTC is committed to fiscal accountability as we strive to achieve our strategic goals for students and clients. A recent way we have realized this goal is by paying off the South Penn Campus in February of 2013. This $12.9 million-dollar project required semi-annual payments that began in 2002. This 11-year financial accomplishment can only be attributed to the dedication MNTC has to its students, clients, and partner communities of Norman, Moore, and south Oklahoma City. Tremendous accomplishments such as this are truly your sound investment as a taxpayer in our district, and it is our solid return and commitment to each of you as stakeholders.

FEDERAL funds comprise the smallest percentage of the funding sources at MNTC. The funds are provided in the form of grants including Carl Perkins, Tech Prep, Department of Human Services, and education and training programs provided to clients.

District Perspective
Oklahomas network of technology centers provides an option for career and technical education that is both industry and community-focused. It is the responsibility of technology centers to use taxpayer funds to educate, train, and develop a strong workforce that enhances economic development in our state, and we are obligated to improve the quality of life for all Oklahomans. MNTC offers clients and students classroom and lab space, and exposure to the same high-end equipment and tools used in industry right now. MNTCs average student-to-teacher ratio for career major classes is 24.6:1. Since our doors opened in 1976, weve provided technical training to high school students, adults, and business clients, and our customer base continues to evolve. For example, MNTC is unique in its ability to provide customized programs and services that support the growth of community businesses. As a result, businesses and companies considering relocating to Moore, Norman, or south Oklahoma City turn to MNTC for their training and consulting in areas such as employee development, safety, organizational development, and international quality standards.

In 2004, MNTCs Administration worked with former Oklahoma State University economist Dr. Mark Sneed to examine the impact that MNTC graduates have on our local economy. Dr. Sneeds findings confirmed what we've known for years: MNTC graduates positively impact, and significantly increase Oklahomas economy. The Sneed Report shows that a graduate from one of MNTCs full-time career major classes will have more than $155,000 added in current dollars to his or her future earnings. When Dr. Sneed adjusted these numbers for inflation, he found that the added income for an MNTC graduate is between $350,000 and $400,000 over that persons lifetime. Each year, MNTCs graduating class is projected to increase Oklahomas economy by more than $104 million. This includes the total, direct, indirect, and induced earnings for the state, while also taking into account expected out-migration by MNTC graduates. In FY12, 712 MNTC students earned a total of 6,642 hours of college credit. These credits may be applied toward associate degree programs through our Cooperative Alliance Agreements with local colleges and universities. Our Business & Industry Services (BIS) division assisted 542 businesses in the areas of Computer Technology Solutions, Customized Industry Training, Safety/ Environmental Training, Quality Management Systems, Business & Team Development, Small Business Management, and Strategic Planning. MNTC students sat for 636 industry competency exams with a 87.9% pass rate during the FY11 school year.

In spring of 2013, Dr. Sneed finalized a report for the State Department of CareerTech about the economic impact that our graduates have across the state. During the 2010-2011 school year 16,075 adult and high school students completed a career major course in Oklahoma. These graduates will earn 20 percent more than workers with only a high school diploma. Research shows that career-based training provides faster entry into the labor force for young workers, and increases the likelihood of them becoming a professional or manager. Graduates of a technical school have higher labor force participation rates, and experience lower rates of unemployment than those with only a high school diploma. Over their working lifetime, these graduates can expect to add more then $475,000 to lifetime earnings relative to additional

education beyond high school. As a result of training these 16,075 CareerTech graduates, and adjusting for out-migration, approximately $1.84 billion of added income is estimated to be earned within Oklahoma. The added sales and income taxes paid directly by CareerTech graduates to state and local government is estimated at $137 million, or more than $8,500 per graduate.

Planning for our preferred future


During the fall of 2012, MNTCs administrative team invited stakeholders in its district of Moore, Norman, and south Oklahoma City to become active members of a new Strategic Planning initiative. The goal of this new Core Planning Team is to help move Moore Norman Technology Center toward a preferred future. The drive behind this organizational endeavor is to engage local community partners who are leaders in business and education, and create an environment where they can grow as ambassadors for MNTC. We also want them to serve as consultants and guides for us as we continue to grow within their communities. We want these community partners to help us achieve our strategic goals, and also have them encourage us to remain focused on the organizations mission. We believe that accountability is the best way to accomplish both of these goals, and our Core Planning Team is able to help us measure our success. Utilizing the Core Planning Teams guidance, MNTC can also be confident and purposeful about how we enhance the products and services we offer to our students and clients related to career readiness, industry certifications, and sound business solutions. In FY12, MNTC's Business and Industry Services division offered consulting, training, and development classes to 542 businesses in our communities, assisting them as they move forward to reach their strategic goals. Because of the customized, businessminded training and classes that MNTC's BIS group is able to develop and deliver, our business clients report to us that they are able to create new jobs, and even retain existing jobs. We call this another solid return on your investment in Moore Norman Technology Center. After surveying our BIS clients, we found that they are not only pleased with the services we provide, they plan to return to us for their future training needs, and they recommend our services to other businesses, as well.

Our BDC is an award-winning small business incubator that exists to support small-to-medium sized businesses as they grow and thrive. The BDCs mission is to create an environment for the development and delivery of a comprehensive set of value-added programs and services that enable the future growth of our clients. In spring of 2013, the U.S. Small Business Administration honored the MNTC Business Development Center with the very first Oklahoma Incubator of the Year award. This status is the direct result of the tireless efforts of our BDC staff as they assist small businesses from our district in reaching their business goals. As one of nearly 50 business incubators in the state, our BDC is rightly singled out as the best, and we remain committed to providing our clients with the highest level of business assistance in the areas of financial management, long and short-term strategic planning, employee management, legal aspects of entrepreneurship, and more. INFORMATION TECHNOLOGY BUILDING


In the fall of 2012 the Norman, Moore, and South Oklahoma City chambers of commerce helped us officially open our newest facility, which is a unique addition to our district. Known as the IT Building, it houses full-time career classes in the Business and Information Technology industry area such as Graphic Design, Web Design, Digital Video Production, Computer Programming, Pre-Engineering, Networking Technology, and more. The learning, collaboration, and thinking spaces we provide in the IT Building are designed to generate creativity, innovation, and outstanding results among our high school and adult students projects and work. We imagine that these spaces can do the same for our clients who hold meetings in the IT Building Seminar Center.

We take pride in the highly trained and educated professionals that we hire to instruct our students, and the employment rates of their graduates speak for themselves year-after-year. MNTC has 55 certified teachers and instructors who hold various national and state certifications in their industry areas. All certified teachers must hold, or be working toward, a bachelors degree, and a Standard Oklahoma Teaching Certificate. Four of MNTCs teachers and/or instructors hold associate degrees, 24 hold bachelors degrees, and 25 hold masters degrees. Together, they have over 360 industry certifications. MNTC also has four Nationally Board Certified teachers on staff. In addition to educating, our instructors and teachers have responsibilities that include sponsoring student organizations, providing internships, job placement of students, conducting follow-up on graduates, and performing advisory board recruitment.

COSTS & TUITION


High school students attend classes tuition-free, and in-district adult students pay tuition that ranges from $761.25 $3,648.75, depending on the career major. Out-of-district students pay higher tuition, which can be between $978.75 - $4,691.25, depending on the career major selected. Additional costs vary by career major and generally include books, supplies and equipment. Other career major-specific costs such as immunizations, uniforms, and professional dues may be incurred.

STUDENTS
MNTCs student body is a diverse group comprised of adults, and high school students from five partner schools: Moore, Westmoore, Southmoore, Norman and Norman North high schools. We also serve private and home schools, business owners, and senior citizens. In FY12, 1,194 students enrolled in a career major to prepare for college, to update or add to their existing skill-set, to make a career change, or to gain personal and professional development. Of that number 557 were adults, and 637 were high school students.

CURRICULUM
MNTC meets with business and industry leaders to discuss and modify curriculum to ensure that it matches workplace needs. The curriculum is designed to encourage learning through experience, which gives students the opportunity to learn through both theory, and putting it into practice. While enrolled at MNTC, students work to meet clinical requirements, may hold internships, or learn through on-the-job training and job-site visits. Additionally, our students have the opportunity to earn state and national certifications in their industries.

Part-time Classes
Part-time courses are designed for adults who want to enhance or develop their career skills. These courses are offered on weekdays, evenings, and Saturdays allowing individuals to continue learning while managing a busy lifestyle. Some courses may be taken in sequence to build a career path. Students who enroll in part-time classes can range in age from 16 to senior citizen. No matter the age, students turn to MNTC to improve their job performance, take accredited classes, earn college credit through their courses, achieve an industry credential, get a promotion or a new job, or just to learn a new skill that interests them. Our adjunct instructors are employed based on education, related work experience, and industry certifications.

Summer Youth Academy


For the past 18 years during the month of June, 9-to-14-year-olds have been learning while having fun through MNTCs Summer Youth Academy (SYA). Learning areas for SYA courses fall under the categories of health, computer technology, science technology, human service, life skills, or arts. More than 1,000 school-aged students enroll in SYA each year.

Through a Cooperative Alliance Agreement with Oklahoma City Community College, and additional college credit agreements with Rose State College and Oklahoma State UniversityOKC, MNTC students may earn college credit in specified courses. Students must meet entrance requirements designated by the college, and the Regents for Higher Education. During the FY12 school year, 712 MNTC students earned 6,642 hours of college credit toward associate degrees, making the dream of earning a college degree within reach.

Employee Development
Professional Growth and Development plans are created each year by all certified employees with their supervisors. Every plan is developed according to individual career and departmental goals for continual improvement. All employees are encouraged to undertake leadership roles in local, state, national, community, and professional development organizations. MNTC is a 2012 Oklahoma Certified Healthy Business.The Oklahoma Certified Healthy Business program recognizes Oklahoma businesses that provide health and wellness opportunities, and that work to improve the health status of Oklahomans.

HONORS
In FY08, MNTC earned the Oklahoma Quality Award, Achievement Level, which is administered by the Oklahoma Quality Award Foundation, Inc. Oklahoma Quality Awards are given to organizations that demonstrate high standards of excellence, and that are worthy of recognition in Oklahoma. MNTC has earned the Oklahoma Association of Technology Centers Gold Star School Award for seven years consecutively, from 2003-2009. This annual application-based award recognizes technology center districts that have met rigid and demanding criteria demonstrating a high level of excellence. This voluntary program provides recognition to districts with exemplary programs designed to meet a broad spectrum of community needs.

MNTC Foundation
The MNTC Foundation provides financial assistance to students who, without which, might otherwise be unable to complete their education. Because of financial gifts from businesses and individuals in the community, and the monetary donations from employers of our students, the MNTC Foundation is able to offer financial assistance to students to help them achieve their educational goals. MNTC Foundation trustees include 12 individuals who represent businesses and industries within the communities we serve.

CONTINUING EDUCATION
A Tuition Enhancement Program is available for all full-time employees, encouraging them to pursue higher education degrees. MNTCs parttime classes are available free-of-charge to employees in order to help them further refine their professional skills.

I enjoy every step of the machining process, from dissecting a complicated schematic, to deciding what tools I need to make a part. Its like DaVinci sculpting, but with a much higher tolerance and faster turnaround. Figuring out a career path may take some searching, but it is possible to find the right fit. I found the right fit for me.
