NON TECHNICAL SUMMARY


On 6th June 2011, Dr N Phillips of A.P.A.C. Ltd was contacted by Mrs L. Hernon of Hernon Associates; agents for D & J Myrddin-Evans, of Gobion Manor, in relation to proposed work to be undertaken at the above property. The proposed works had arisen due to contamination within the house from a leaking oil fired boiler. Remediation of the contaminated led to emergency removal of some of the floor within the contaminated area. Further work was scheduled by an environmental consultancy which included excavation of the sub floor area to remove further contaminated material. As the work involved excavation of a site known to have archaeological resources, the client was been advised to appoint an archaeologist to undertake a watching brief during excavation work. Dr N Phillips from A.P.A.C. Ltd. visited the site on the 17th June 2011 and accepted the contract and produced a design brief as required. The work produced a limited amount of small finds but did uncover an unusual structure of as yet un identified purpose. The work also uncovered some evidence relating to an earlier building within the modern structures.

INTRODUCTION

Planning applications DC/2011/0638 & DC/2011/0639 were submitted to Monmouthshire County Council, (MCC) in 2011 and approvals were given on 03/10/2011 and 30/09/2011; respectively, allowing for the proposed work to proceed with the proviso of certain conditions. Of interest in this present document is the advice given by Glamorgan Gwent Archaeological Trust, (GGAT) in document (MON1897/JBHD), concerning the appointment and notification to (MCC) of a suitable archaeologist to undertake a watching brief, to a program of work outlined in a written scheme of investigation during ground works at the site. The recommendation was that the condition should be based on Welsh Office Circular 60/96 section 22: The developer shall ensure that a suitably qualified archaeologist is present during the undertaking of any ground disturbing works in the development area, so that an archaeological watching brief can be conducted. The archaeological watching brief shall be undertaken to the standards of the Institute for Archaeologists. The Local Planning Authority shall be informed, in writing, at least two weeks before the commencement of the development of the name of said archaeologist and no work shall begin until the Local Planning Authority has confirmed in writing, that the proposed archaeologist is suitable. A copy of the watching brief report shall be submitted to the Local Planning Authority within two months of the fieldwork being completed by the archaeologist. (MON1360/JBHD) This advice was included as condition 2, in DC/2011/00638 and condition 15 in DC/2011/00639. This document is the report produced for the watching brief, by Archaeological Perspectives Analysis Consultancy (A.P.A.C. Ltd) at Gobion Manor, Llanfihangle Gobion. NP7 9AY, fig 01.

Proposed work on the property involved removal of contaminated ground to a depth of 1 m below floor level. The contamination arose from long term leaking of an oil supply pipe under the floor of part of the house. 3

LOCATION AND SCOPE OF WORK

The location of the site, Gobion Manor is some 5 miles east of Abergavenny on the B4598, Grid Ref 334814 209469, fig 01. Gobion Manor is a Grade II listed building. Record no 2001/ 09/01/1956, (Mon CBC). The listing states: An apparently late C16 house, of two-room plan, with two storey and attic, and a storied porch. The house appears to have been largely unaltered until the C20 when it was given outhouses at the rear and all new fenestration, but some of these changes may have been a re-doing of C19 ones. (ibid.). 4

ARCHAEOLOGICAL AND HISTORICAL BACKGROUND

A full description and known history of Gobion Manor can be found in the Historical Appraisal and Justification Statement, (Hernon 2011). It basically lists that the main house dating from the 16th century has had various phases of renovation during its period of existence. Of specific interest to this report is that of the northern extension and out-shut, which from Ordnance Survey mapping can be seen to have been in existence since 1882. The house formerly known as White house of White House Farm was included in the Regional Style Early Renaissance Period (1599-1662) by (Fox and Raglan, 1994.154) and the date was acceptable to Newman as late 16th century (Newman, 2000. 293). 5

AIMS AND OBJECTIVES

The aim of a watching brief is to establish the presence/absence of archaeological structures or other significant features within the works area. Should any archaeological resources be revealed, their presence will be recorded and a decision made as to any mitigation measures. To carry out an archaeological watching brief to the standards laid down in the Institute of Field Archaeologists, Guideline for Watching Briefs. This will entail a programme of observation and investigation in the specified area during ground works and to produce an archive report of the same. The specific undertaking of the watching brief at Gobion Manor, is that no excavation of the ground surface, within the location of this planning application, will be undertaken unless the contracted archaeologist is present to oversee the work.

WATCHING BRIEF METHODOLOGY

Fieldwork Groundwork at the site entailed eleven days of recording and observation during excavation work. The work started on the 10th of October 2012 with the final day on the 3rd of November 2011. The watching brief requirement was intermittent; dictated by the work schedule and extent of remediation work. The site work was directed to the passage way and adjacent rooms at the rear extension of the house as shown in Fig 02. A certain amount of emergency excavation had been undertaken prior to the watching brief as dictated by the hazardous nature of the contamination.

RECORDING METHODOLOGY

Recording All contexts were recorded on pro forma context sheets with an index sheet compiled. The index sheet has been digitised and included in the Appendix 1. The original sheets are retained by A.P.A.C. Ltd. A photographic record of the evaluation was made with digital photography. An index sheet of the photographs was compiled and digitised and is included in the Appendix II. A full record of the photographs has also been digitised, with metadata, and included in the archive. Detailed records of the watching brief were made in order that this post-excavation report could be produced. This record remains with A.P.A.C. Ltd. Finds All archaeological finds uncovered, were recorded on a finds index sheet which was digitised and included in the Appendix III. The finds were labelled and retained for post ex processing. Survey A topographical survey was undertaken of the site by A.P.A.C. Ltd to locate the remediation work on the survey plan submitted by the clients architect, Hernon Associates, fig 02. The survey was undertaken at opportune times, with all important features recorded using a Topcon GPT 3007 REDM, Reflectorless Electronic Distance Measurement, Total Station. The location and dimensions of the evaluation trenches were also be marked at this time.

POST-EX PROCESSING.

Sufficient documentary research was undertaken to place the results of the evaluation in their historic context. All photographs were imported into Adobe Illustrator to compile a photographic archive before being converted to PDF files. 5

All finds were cleaned, weighed and counted by type, before being packed in labelled bags with identification as to context, Appendix III. Surveyed data was processed in Civilcad 6 with further processing and analysis undertaken in AutoCAD before transfer to Adobe Illustrator for publication. Assessment and analysis of all data collected or compiled was undertaken and the results thereof compiled into this report. An archive of the work will digitised with copies deposited at Abergavenny museum, HER and GRO. The primary archive will be held at A.P.A.C. Ltd.

WATCHING BRIEF

Soils and ground conditions The site was very difficult to record due to the confined nature of the passage, the restrictions imposed by the contamination procedures and the on going underpinning requirements to make the area safe. The focus of the proposed remediation work can be seen in the inset at the top of fig 02; (plan provided by the remediation consultants). The lower part of fig 02 gives the existing ground plan, (provided by Hernon Associates), with the remediation plan indicated. The pollution response firm RAW provided some pictures of the emergency work: Plate 01 shows the fuel oil visible on the floor just outside the kitchen door whilst plate 02 shows the extent of the spread up the walls by the original doorway to the snug. Plate 03 shows the amount of material that had been excavated prior to the watching brief being initiated. Initial work began by recording in section the various contexts already exposed before any further work was undertaken. This in itself was again quite difficult because the area had obviously been subject to a lot of intervention prior to the current work, as will be explained below. Additionally, the east side of the passage sequence was that of a room which had been isolated by a wall; removed by the time of the watching brief, along with the necessary context sequence. Unfortunately, a lot of the sequence had been lost or was out of reach of the excavation limits. Description NB: Contexts, [###] referred to below are listed in Appendix 1 with a schematic sequences provided in figs 03-09. Plates referred to in the text are to be found at the end of the report with a full list of photographs given in Appendix II. Finds, {##} descriptions can be found in Appendix III. The initial focus of the remediation work was a sub floor area of an internal passage way measuring 1.25m in width and 3.05m in length. However, the nature of oil spill is that it spreads in all directions and built walls serve more as a variation in conduit rather than a barrier. Subsequently, the remediation work went beyond the walls of the passage way as well as up through the walls themselves. This resulted in the adjacent walls being both underpinned to remove contaminated portions or in the case of the east wall removed entirely; although this was part of an opportune proposal to build an extension and covered in a separate watching brief to follow.

The general sequence of the west edge of the passage was the mortared masonry wall [153] figs 03 and 04 complete with wooden skirting board [151] and plaster finish [152], Plates 02 & 03. [153] itself had been built on [164], a layer comprising of assorted rubble probably a levelling fill that extended across the passage and associated with the flag floors removed prior to the watching brief, Plate 04. [164] in turn overlay [155] red sandy clay noticeable throughout the site. The sequence had however been disturbed with the insertion of two doors Plates 05 & 06, figs 05 & 07, (discussed in detail below). The east wall had been removed in its entirety leaving the sequence for the ground which had underlain the adjoining room; the snug fig 02. The sequence ran: [203] a screed finish over a concrete floor [204] with a bedding of compacted material [205] and a rubble hardcore [206]. There were two deposits at the south end [209] & [210] which appeared to be small fill episodes against the stone footing [201], of the south brick dividing wall [200], Figs 02 & 08, Plates 07 & 08. [201] was built directly on [208] but no material survived to reveal a cut. Beneath [206] & [201] the sequence matched that found on the western side [207 = 164] above [208=155]. Initial clearance of the area for recording produced the top half circle of a brick and mortar structure [157] some 340mm beneath the base of the west wall [153]. [157] was cleared out of its fill [154 =164] revealing it to be a brick basin fig 03, Plate 09. Excavation revealed that the structure was made of mortared brick [159], surface lined on the inside with a fine lime wash finish [160] all of which had been built and bonded to a green sandstone flagstone base [162]. The sequence of the basin was recorded during excavation and later understood as all one structure but [157]. Once the structure [157] had been released from its immediate surroundings, it was decided to remove it intact if possible and so the area was cleared. At this point, it could be seen that the basin had been constructed on a plinth of rounded sandstone boulders [156], fig 03, Plates 10 & 11. Examination of the extent of [156]; within the confines of the excavated area, revealed some localisation in terms of ground coverage but a definite localised accumulation in height. Plate 11 also shows the relationship of [157] to the west wall, [153] which had been built on top of the western rim. The relationship between [157] and [153] is further emphasised in Plate 12; a vertical shot down on the south side of [157]. The sequence [164], which underlies [153] (see above) extends over the left (west) side of the rim. Plate 12 also reveals the first glimpse of [310] a series of flat topped, large sandstone boulders lain in a linear path towards the plinth on which the basin stands, fig 03. The feature is clearly shown in the photomontage Plate 13 as well as Plates 14, 15 and 16. In addition, Plates 14 and 15 also reveal a layer of black sulphurous organic material [209] which slopes downwards towards the area of the basin. The RAW consultant on site was able to confirm that it wasnt derived from the fuel oil leak. D James pers comm).

When the basin, [157] was removed from its position, it was possible to evaluate its negative impression against the west wall of the trench. The section is shown in fig 04 and recorded in Plate 04 and clearly shows the dark brown area of [164] with its rubble inclusions including three areas of [159]. Beneath [164] is a fill of red clay not found anywhere else on the site, which extends through [155] and through [156]. [156] is only found at this point of the wall but does extend under [155]. As was mentioned above, the spread of the contamination extended into and beyond the walls so it was necessary to begin a series of underpinning procedures. These continued under and beyond the existing west wall measured at 0.6m thick at the doorway. One underpinning procedure took place to the north of the section shown in Plate 4. Figure 05 shows a drawn section of the findings which revealed a well built stone wall [312] approximately 290mm, in from the bottom of the trench. Plate 17 shows that the stone has been dressed and laid in courses directly on to [155]. It should be noted that [155] contains three stones similar to [156] mentioned above in relation to the basin [157]. The lower part of the trench also shows a possible continuation of [309] the organic, sulphurous layer but this was lost due to a small collapse, before it could be properly recorded. Another section of underpinning is shown in fig 06 and Plate 05. The position of this one is this time directly beneath the door to the play room fig 02. The sequence for the most part mirrors that under the doorway of the kitchen fig 06 described above with three exceptions: At the bottom of the sequence there was no evidence for the sulphurous organic layer [309] and under [302] a lower concrete threshold there was a deep fill of [303] a coarse red sand and no evidence of [164]. Other images of the underpinning of the west wall worth noting are Plate 18 the southernmost, Plate 19 under the kitchen door, Plate 20 north of the kitchen door and Plate 21 north of the play room door all of which show the remains of the internal wall [312]. Structures Inner wall [312] Inner [312] wall was further exposed during removal of outer west wall [153] as part of the remediation work. Plates 22, 23 and 24. An opportunity was taken during these upper exposures of the inner wall [312] to survey its alignment to the outer wall [153] because a discrepancy had been noticed during the underpinning, which suggested that the inner wall was at a different angle than the outer one. The results of the survey can be seen in fig 10. The upper inset box shows the passage with inner wall [312] shown as a dotted red line inside of wall [153]. Measurement of the angle of incidence between the two east faces of the walls reveal a difference of 4. Interestingly, the angle of the inner wall [301], if projected on through the main house, also shown on fig 10, shows a very close alignment to the oldest part of the building. Particularly interesting when considering that the entire northern extension is off set by 3. It should be noted however, that the available section of inner wall from which the data was collected was quite short and the measurements were made against a PDF version of the existing plan. 8

Brick Basin [157] Brick basin [157] measures approximately 900mm diameter, externally across the surviving top with an internal diameter of 650mm. Its internal bottom diameter is 453mm. The tallest surviving portion is 300mm from the base and the internal sides have an angle of 26 from the vertical. Estimated volume 24 gallons or 111 litres. The construction is from half bricks set on a stone base Plate 25 and bonded with a soft lime mortar, Plate 26. Internally the surface has a fine cement type wash some 15mm thick on the base which is bonded to a green sandstone flagstone Plate 27. Small finds The watching brief produce few finds but this is probably due to the fact that most of the upper contexts had been removed during the emergency remediation work. The list can be found in Appendix II. Of those datable, the period of deposition would tend to suggest early 20th century. The piece of wood from context [309] is probably part of a branch but was within a puddle which had been contaminated with fuel oil so is probably of little value for further research.

10 DISCUSSION AND INTERPRETATION Reliability of field investigation The reliability of the field investigation was weakened by the nature of the work; most of the contexts having been removed or impacted upon prior to the watching brief. What was discovered could not be interpreted to any reliable degree because of the restricted access to their physical extents. The discovery of the surface upon which the basin stood and the inner wall of the passage recorded in this report and both are preserved in situ within the building; possibly more work will be done in the future. Overall interpretation The interpretation of the brick basin [157] can only be limited to its physical attributes as it has not been possible to gain any information from sources contacted. These include local archaeological companies, St Fagans Natural history Museum, Museum of London Archaeology, Ty Mawr Wales (building materials), RCAHMW and various net searches and blogs. (it has to be noted some did not reply to the request for help) What can be stated is that the basin is a container with a smooth possibly waterproof liner. Neither the contents removed from within the basin nor the fabric of the basin itself showed any sign of direct burning or heating and none of the surrounding fill showed any appreciable signs of fire debris. Its position is on a raised plinth of rounded river stones [156] with an approach pathway of even larger rounded stone with flat tops [310] would tend to suggest that the area had been above ground at the time of its use rather than buried within it; otherwise the position of the basin to the raised area and approach path would be extremely coincidental. The organic lens [309] which underlies the immediate area of the basin and substructure appears to dip toward the basin as one would expect from detritus accumulation under an artificially created shallow pond or bog. Such damp wet or marshy ground would also necessitate a solid dry means of access such as path 9

[310]. It should be added that Bradney suggested that the 16th century house may have had a moat (cited in Gunter 1991) Its position is outside and north of the original house and east of the unidentified inner wall [312] which is externally faced on the east side. It is also built under the later northern extension to the main house. By interpretation, the basin was an external structure built prior to the northern extension on the coldest side of the house possibly above damp ground. Arguably, the possible residue from the damp ground [309] could be a result of the basins use rather than its chosen position in a damp area. By implication, it is known that a lot of things we associate these days with the modern kitchens, in earlier times used to be done in structures or areas away from the main house, (Wood, 1990 & Brears 2008). Such activates would be away from the main house for reasons such as smell, safety or even fashion or etiquette. A pre 1800 kitchen for instance would be unlikely to have a sink as washing was done elsewhere such as the scullery. The modern fridge for example has replaced the larder in more recent times; as has the cooker; the bread oven. The inner wall, [310], again only partially glimpsed, must also fall short of a definitive interpretation. The physical remains show that it is built on the lower recorded deposit and therefore pre dates the other structures within the immediate vicinity; with the possible the exception of the brick basin above. The wall does align with the walls of the earliest part of the house but unfortunately, there is no way to confirm a physical or temporal association. The outer wall [153] which encloses the inner wall [310] does not respect alignment of the inner wall but does continue the offset angle of the whole northern extension. The question arises as to why the builders built the northern extension at an obvious off set to the main building if an existing extension was already in place. A possible speculation could arise from the comment quoted above from Bradney which suggested not only a moat but a tower or fortification (albeit round) (cited in Gunter 1991).
