ACCOUNTANT III NATURE OF WORK This is very responsible professional accounting work in performing and coordinating varied complex

accounting and fiscal operations and may include supervision over other professional and clerical employees engaged in similar activities. Work involves responsibility for performing highly technical and complex accounting or fiscal transactions and may include supervising a small staff of professional and clerical employees performing specialized fiscal functions. Work includes the recommendation, development, revision and installation of accounting systems, procedure and forms and coordination with other departments on fiscal matters and reporting requirements. An employee in this class is expected to exercise considerable independent professional judgment and initiative in solving problems through the application of a thorough knowledge of the financial policies and practices. Work is assigned by an administrative superior in terms of continuing responsibility and is reviewed through periodic audits, observations, conversation and the analysis of statements and reports. ILLUSTRATIVE EXAMPLES OF WORK Prepares a variety of highly complex periodic and special reports involving cost accounting or fiscal data. May supervise other accounting and clerical personnel engaged in specialized fiscal operations. May enter and retrieve fiscal information from visual display terminals. Prepares ledger entries, original entries, reconciliations and trial balances. Makes recommendations on fiscal operations; confers with personnel of other City departments regarding interpretation of municipal financial and accounting system practices. Participates with data processing staff in determining the advisability and adaptability of accounting systems and processes to computer utilization. Performs financial analysis of increases, decreases and percentages of revenues and expenditures for use in fiscal reporting; maintains awareness of current governmental accounting regulations; writes correspondence to City departments and outside agencies; writes visual display terminal retrieval programs; ensures that imprest checking accounts balance. Participates with superior in the selection, placement, training, safety, appraisal and discipline of assigned subordinates. Audits revenue recaps; validates and codes receipts; analyzes weekly and monthly expenditures of City departments; audits requests and vouchers to ensure proper preparation and coding. DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Thorough knowledge of municipal accounting principlesand procedures as applied to general and cost accounts. Thorough knowledge of municipal accounting and purchasing systems and procedures. Thorough knowledge of applicable laws, regulations, procedures and processes governing the receipt and expenditure of municipal monies. Some knowledge of data processing systems and programming opportunities relating to fiscal work. Skill in the operation of adding machines, calculators, CRT and/or PC terminals and office equipment used in conjunction with accounting work. Skill in analyzing financial data for trends orvariances and to document information for the preparation of regular and special financial and budget reports. Ability to apply professional accounting principles, knowledges and skills to the maintenance of complex sets of fiscal and accounting records. Ability to identify critical aspects of fiscal problems and originate and select alternative solutions. Ability to perform detail work involving written or numeric data and to make arithmetical calculations rapidly and accurately. Ability to establish and maintain effective working relationships with employees as necessitated by the work. Ability to communicate clearly and concisely, orally and in writing.
