OPEN PUBLIC MEETING STATEMENT: This meeting is being held in conformity to the Open Public Meetings Act N.J.S.A. 10:4-6 et. seq. Proper public notice of the meeting was published in the local papers on June 8 and June 9, 2013. If any Board member or member of the public in attendance believes that the meeting is in violation of the Open Public Meetings Act, the Hoboken Board of Education requests that they make a statement at this time. The Board wishes to make those in attendance aware that this meeting is being recorded on video and will be broadcast by the Board at a later date on CATV Channel 77 and Fios Channel 46. SIDEBAR AGREEMENT TO THE COLLECTIVE NEGOTIATIONS AGREEMENT BETWEEN THE HOBOKEN BOARD OF EDUCATION AND THE HOBOKEN EDUCATION ASSOCIATION (PK schedule for 2013-2014) WHEREAS, the Hoboken Board of Education (the Board) and the Hoboken Education Association (the Association) are parties to a collective negotiations agreement for the period July 1, 2011 through June 30, 2014 (the Agreement); and WHEREAS, beginning with the 2013-2014 school year, the Board will be assuming the operation of the general education pre-kindergarten (PK) classes that are currently operated by Catapult Learning; and WHEREAS, the Board wishes to provide the parents of the students who will be assigned to the Board operated general education PK classes the same opportunity for parent-teacher conferences that is provided to the parents of students in the PK classes operated by outside providers; and WHEREAS, a special workday schedule and a flexible dismissal time for the teachers in these Boardoperated general education PK classes will address this need. NOW, THEREFORE, the parties agree as follows: 1. For the 2013-2014 school year, Article VIII, section 8.1 of the Agreement is hereby amended to add a third schedule to be known as the PK Gen Ed Schedule, a copy of which is attached hereto as Exhibit 1 and made a part hereof. This schedule will not apply to the teachers assigned to the Boardoperated special education PK classes (Preschool Disabled Self-Contained classes). 2. Section 8.6 of the Agreement shall be amended to add the following: All teachers assigned to the general education PK classes operated by the Board shall attend as many after-school parent-teacher conferences as deemed necessary by the Director of Early Childhood in order to maintain parity with

Each 43 minutes of time spent in an after-school parent-teacher conference will be compensated by one day of dismissal at the end of period 8. Each teacher shall submit a record of his/her parent conferences to the Director of Early Childhood in order to determine the days of early dismissal to be provided in return. This provision will not apply to the teachers assigned to the Board-operated special education PK classes (Preschool Disabled Self-Contained classes). 3. All of the remaining terms and conditions in the Agreement not specifically addressed herein shall remain in full force and effect until a successor agreement is negotiated and ratified by the parties. Nothing in this sidebar agreement shall be applicable beyond the 2013-2014 school year unless specifically negotiated into a successor agreement.
