Groundbreaking Held for Fred Roberts Synthetic Soccer Field

On June 6, 2013, Councilmember Jan Perry led the groundbreaking ceremony for the Fred Roberts Synthetic Soccer Field, 4700 Honduras St., Los Angeles. Also in attendance were Department of Recreation & Parks (RAP) Superintendent Mark Mariscal, Public Works Commissioner Valerie Lynne Shaw and Chief Deputy City Engineer Deborah Weintraub. The project consists of construction of a new synthetic soccer field (75x150), install three (3) outdoor security lights, install two shade structures, installation of a drinking fountain, fencing, concrete walkways, decomposed granite jogging path, installation of six outdoor exercise equipment, lawn & tree planting, and a new irrigation system to accommodate the new soccer field. The goal of the design was to maintain the natural aesthetic quality of the park. The designers located the new synthetic soccer field in a position that would minimize the impact to all the beautiful existing mature trees. Shade structures, drinking fountain, and trash receptacles are also included to enhance the patron experience. The new outdoor security lighting allows the community to use the new decomposed granite jogging path, field, and exercise equipment during the evening hours. The addition of the new synthetic soccer field and amenities will compliment the existing activities and make it a better park for the community. As for the construction of the field, Engineering staff worked with RAP staff to establish plans and specifications to ensure this field will employ the industrys latest technology

The field will have an intricate drainage system consisting of perforated PVC pipes installed 18 deep, 25 on center diagonally, to eliminate flooding. ~8 of top soil will be removed and replaced with a crushed aggregate base. The finish playing surface is installed on top, consists of polyethylene pile blended fiber, densely weaved on permeable multilayer backing. Infill material, composed of rubber & sand, will be distributed uniformly and evenly on top. The infill material helps the field meet required G-Max (bounce) test for play safety. The rubber infill material is from recycled tires and used sports rubber shoe soles.

This project is a joint effort by City forces. The Bureau of Engineering is providing Design, Project & Construction Management services and collaborated with the RAP Advanced Planning on the design. RAP is serving as the Construction Contractor and as well as providing Grounds & Maintenance support. On May 13, 2013, Councilmember Dennis P. Zine, Department of Recreation & Parks and the Bureau of Engineering unveiled the design for the new Woodland Hills Recreation Center, Pool, and Bathhouse located at 5858 Shoup Avenue, Woodland Hills. City Engineer Gary Lee Moore discussed some of the technical and budgetary challenges to set the design direction for this iconic project. The project design includes: Construction of a new 12,300-sq ft recreation building that includes a gymnasium, multipurpose rooms, an office, kitchen, restrooms and support facilities. Also outdoor lighting, outdoor terrace, childrens play areas, seating, landscaping and irrigation are included. As an add/alternate or a second phase of construction, a new 6,800-sq ft (90x75) pool, 2,500-sq ft bathhouse, and 900-sq ft equipment/auxiliary building; Utility infrastructure upgrades are included. the west. Zine said, I am so proud that part of my legacy in the West San Fernando Valley will be the construction of a brand new recreation center in Woodland Hills. This upgraded facility will offer Valley residents a host of amenities to enjoy for decades to come. As a resident of Woodland Hills I am extremely excited about the prospect of having brand new facilities in Woodland Hills. As Chair of the Woodland Hills - Warner Center that is in the shape of a crescent. The building gracefully aligns with the natural contours of the hillside, creating a central courtyard. Against the hillside, the building forms spaces for other outdoor activities that supplements programmed indoor spaces. These outdoor spaces include an outdoor classroom/amphitheater, courtyards, a playground and picnic area, all nestled in the natural beauty of hillside landscape. The site landscaping will feature a bioswale as the center piece of the development area; it will treat run-off water from the roof top. The multipurpose rooms will have foldable partition doors to separate areas if needed, each multipurpose room will have ample amount of natural lighting and cross ventilation. The Gymnasium will feature an expansive area of Kalwall that will allow the space to have ample natural lighting without the heat gain and glare that can come from

The Public Works High School Internship Program (PWHIP) is a 5-week paid internship for High School Juniors and Seniors organized by the Mayors office. Students that live in the City of Los Angeles, attend a LAUSD High School or attend a High School within the city limits are highly encouraged to apply for this internship opportunity. The program offers training, workshops, and educational field trips, which allows the students to gain experience and explore careers in Engineering, Architecture, Construction Management, and Environmental Science. Students are required to submit an application, resume and recommendations, attend a mandatory job skills workshop, and attend a mandatory interview session. Each year, several Department of Public Works employees have assisted in the process. This year, five (5) BOE employees volunteered 4-hours of their time on Saturday, April 13th and 20th at the Boyle Heights Tech Center to conduct student interviews. A huge THANK YOU goes out to Julia Moye, Hortensia Alonso, Michael Uemura, Rebecca Abano, and Uri Jimenez. These individuals represented the Bureau well, and their commitment to community service is much appreciated. This will be the programs 11th consecutive year. To date, 510 students have participated from 66 schools throughout the City of Los Angeles. More than 40 companies have partnered and donated to this program to ensure its continued success. This years program will take place from July 8th to August 9th. Once again, BOE is looking forward to hosting several interns.

BOE Recognizes College Student Interns

On Wednesday, May 1, 2013, at the Board of Public Works meeting, the Bureau of Engineering recognized six of our college student interns that have served with the Bureau for over a year. Daniel Santistevan (Survey), Stephen Obal (WCED), Christine Truong (WCED), Eduardo Hernandez (WCED), Miguel Benitez (SSD), and Carolin Klooth (SSD/GEO) were honored for their contributions and efforts for the Bureau of Engineering. Deputy City Engineer Ken Redd presented certificates to Daniel Santistevan and Miguel Benitez, who were present. Both gentlemen stated that they have been grateful for the opportunity to work for the Bureau and have learned a lot from this experience. Because Wastewater Conveyance En gineering Division (WCED) Transportation Foundation of Los Angeles (TFLA) student interns, Eduardo Hernandez, Stephen Obal, and Christine Truong, were unable to attend the recognition due to school commitments, their certificates were presented to them by Doug Irvine and a group photo was taken to commemorate this accomplishment. The three interns have contributed to the delivery of SSRP projects, Northeast Interceptor Sewer Phase 2A project or Third Party Reviews. Both Stephen and Christine will be completing their Bachelor of Science in Civil Engineering from UCLA this June and Eduardo will be completing his Master Degree in Structural Engineering from Cal State Northridge this May. WCED appreciates the interns dedication and hard work, and congratulate them in their upcoming graduations!

Sosa, an Office Engineering Tech III from Project Award and Control Division, won first place in the Table Topics Contest at the Division D Table Contest. The contest was held at the Shriners Hospital for Children Mr. Sosa was competing in the Toastmasters Table Topics Contest which is an impromptu speech. Mr. Sosas question was What would you do to motivate high school students to become successful leaders? Mr. Sosa defeated three other talented contestants from local Toastmasters clubs. Mr. Sosa won his Toastmasters Club and Area Contests earlier in the year. He will be competing at the Toastmasters District 52 Table Topics contest which is scheduled to be held on May 18, 2013. Mr. Sosa is a member of the Public Works Pioneers Toastmasters Club which meets in the Public Works Building at 1149 S. Broadway each Wednesday at 12:05 pm in room 6004. Guests are always welcome at Toastmasters meetings and there is no charge for guests. Toastmasters is a non-profit organization that helps members to gain and maintain communication and leadership skills. BOE Conducts ASCE Tour of Riverside Drive Viaduct Replacement, Largest Bridge Project Currently Under Construction
On Saturday, June 8, 2013 the Bureau of Engineering held a tour of the Riverside Drive Viaduct Replacement over the Los Angeles River Project for the American Society of Civil Engineers (ASCE) Metropolitan Los Angeles Branch (MLAB) and ASCE Los Angeles Younger Member Forum (LA YMF). BOE Project Construction Management staff Julia Moye and Ignacio Villa conducted the tour along with Alan Lee, FPL and Associates Project Civil Designer and retired BOE engineer, and Nien Wang, HNTBs Project Structural Designer. Approximately 35 ASCE members attended the tour for this exciting Project with a construction cost of approximately $39 million and construction duration of 4 years (June 2011 June 2015). This Project is demolishing and replacing the seismically and geometrically deficient Riverside Drive Viaduct while maintaining two-way traffic. The Viaduct crosses the LA River, Ave 19, Metrolink and Union Pacific Railroad tracks. Additionally a roundabout is being installed at the intersection of San Fernando Road and Riverside Drive along with a large public art feature in the center of the roundabout. Participants were given 360 degree viewing access to the new Viaduct, including views from above, standing on the sidewalk of the existing viaduct stricture and views from down below, from inside the LA River Channel. Tour highlights included discussion of project design challenges, design features, utility coordination, and construction challenges. The tour group found exciting things to see and interesting information being shared at every stop on this 1.5 hour long tour. ASCE tours are open to all. L.A. High School Students Participate in International Bridge Building Contest in Chicago
This years International Bridge Building Contest was held at the Illinois Institute of Technology (IIT), in Chicago, Illinois on April 27, 2013. Two Los Angeles high school students, Victor Guzman from Robert H. Lewis High School (RLHS) and Erick Barrales from Theodore Roosevelt High School (TRHS), represented the City of Los Angeles Region in the contest. The winning prize was a half tuition scholarship to IIT. The goal of this competition is to encourage local high school students to gain interest and experience in the field of engineering. A total of 53 contestants some from as far away as Nepal participated; however, the majority were from the United States (USA). Victor and Erick were the first and second place winners for the Los Angeles Regional Bridge Building Contest which was held at California State University, Los Angeles (CSULA) on March 28, 2013. As a result, the students were awarded a paid trip to Chicago for the International Bridge Building Contest which included transportation, lodging and meals. Members of the bridge building team who accompanied Victor and Erick to Chicago, were SEDs Warren Liu, BOE mentor; Dr. Harald Holcomb, a science teacher from RLHS; and Israel Hernandez, a math teacher from TRHS. This team worked very closely on a day-to-day basis with students to ensure the best model bridges were designed and constructed for this years international contest. The contest specifications govern the design of the bridge. This year, the specifications required the bridge support surfaces to have an elevation difference of 10.0 mm at a support, which created an extra challenge for the students. The International Bridge Building Committee provided the students with color-coded 3/32-inch square cross-section basswood sticks for the model bridge for verification of material used before qualifying for the competition. The students had to account for limitations of the basswood, dimensions, and weight during the construction process. In addition, the moisture difference between Chicago and Los Angeles affected the bridge strength as well. Building a bridge to compete at the international level is extremely challenging. During the competition, each bridge was weighed, tested to failure, and ranked by its efficiency. Efficiency (E) is calculated as the ratio of the load supported by the bridge, in grams (maximum of 50 Kilograms) divided by bridge mass, in grams. For testing, each model bridge was placed on a special apparatus. The load was applied 50.0 mm to the right side of the center of the bridge. The loading was incremental until the bridge failed or the load reached a maximum of 50 kilograms. Victors bridge (see photo top right) had a mass of 18.28 grams and failed at a loading of 42 kilograms. His bridge yielded an efficiency of 2298 and ranked 13th. Ericks bridge (see photo on page 7) had a mass of 14.10 grams and failed at 28 kilograms. His bridges efficiency was calculated to be 1986 and ranked 18th. The international contest winner was

The load testing of Victors bridge Bret Lorimore from Riverdale High School in Oregon. His bridge weighed 10.82 grams and carried 42 kilograms (approximately 93 pounds) with an efficiency of 3882! Los Angeles City Region schools did really well at the international level when compared with last years placing of 19th and 30th. Besides competing at the bridge building contest, the bridge building team had a chance to visit the Skydeck in Willis Tower (formerly named Sears Tower) and the Cloud Gate at Millennium Park. Willis Tower is one of the tallest buildings in the USA. The Skydeck is a 1,353-foot observation deck, and the Ledges glass boxes extend 4.3 feet outwards from the main faade of the building structure. Visiting theses marvels of engineering afforded the students an unforgettable learning experience. Although, the Los Angeles bridge building team did not win the competition, it was a great experience for the students. Free Summer Sports Academy for Youth Ages 7-14

Rec & Parks press release: Los Angeles June 18 through August 2, children ages 7-14 in low income communities who are looking for something fun to do are invited to participate in the L.A. Kids Free Summer Sports Academy, where they can develop their skills in a well-supervised healthy environment. Through the program, which is conducted by the City of Los Angeles Department of Recreation and Parks, kids receive instruction in baseball, softball, and soccer. They also receive free uniforms, lunch and transportation from participating recreation centers to Hansen Dam Sports Complex in the San Fernando Valley, where the academy is held. Kids has a Winter Basketball Camp that coincides with the Los Angeles Unified School District winter vacation; attendees also receive a free uniform, lunch, and transportation to the location that will host the camp. In addition, free basketball clinics are given from September through June and include quality instruction and a free T-shirt. Youth can also participate in free L.A. El Pueblo de Los Angeles Historical Monument and El Pueblo Park Association will be presenting an art exhibit entitled Sacred Memories: Contemporary and Cross Cultural Expressions of Day of the Dead from October 25 to November 24, 2013. Sacred Memories will explore the worlds rituals that venerate the departed including Dia de los Muertos, first observed by the indigenous people of Latin America, Chinas Qingming, Koreas Chuseok, and other rituals practiced in United States, Europe, Africa and the Caribbean. Artists are asked to submit two and three-dimensional work (including ofrendas/ altars) that examines rituals honoring the deceased and/or pays tribute to departed ancestors. As Im sure you know, when sewers back-up and the result is a late night flood into your living room, it can be a very alarming and frustrating situation to deal with.From the moment I contacted Charles at the Sanitation Dept., I was assured that the situation would be resolved immediately. This was reinforced when I met you and John at the property Friday night. John Williams and his crew were fantastic; arriving Saturday morning and completing all needed repairs by late afternoon. They were courteous, highly skilled, thorough and a pleasure to observe and interact with during the process. It was also a pleasure meeting and talking with our inspector, Bill, who was very cordial and explained a number of issues to interested neighbors. I dont have Charles, John or Bills email addresses but I would certainly appreciate it if this email could be forwarded to them. These days it seems everyone has a poor impression of government in general. However, the City of Los Angeles response to my problem and level of service could not have been more impressive, and for that, my wife and I are most grateful. Chris Gjolme

Hosting the 11th Annual Sanitation Open Houses, the City of Los Angeles will opens its doors at each of its six district sanitation yards in Sun Valley, Northridge, Lincoln Heights, South Los Angeles, San Pedro, and West Los Angeles in a series of weekend events beginning Saturday, April 27, 2013. Families and children of all ages are invited to attend the free events. The Sanitation Open House dates, times and locations are: Saturday, June 22, 2013 - 9:00 a.m. to 2:30 p.m. - Harbor District Yard, 1400 N. Gaffey Street, San Pedro, CA 90731 Saturday, June 29, 2013 - 9:00 a.m. to 2:30 p.m. - West Los Angeles District Yard, 2027 Stoner Avenue, Los Angeles, CA 90025 The Open Houses feature trash truck and equipment demonstrations in addition to facility tours, information booths, recycling games with prizes and refreshments. The citys recycling mascots, Mr. Recycle and Robo Blue will be on hand to engage and bring recycling to life through imagination and fun. Last year, more than 7,600 residents visited the yards to learn about the citys recycling and Sanitation services, and nearly 300 city employees volunteered their time to give back to the public and conduct the free events. Fruit trees will be available to residents that live or own property within the City of Los Angeles through the Million Trees L.A. program. Residents may adopt a free tree to plant on their private property. Trees will be in limited quantity and disbursed on a firstcome, first-served basis until supplies run out. Identification will be required to verify city residency and there is a limit of one tree per property address. In conjunction with the tree adoption opportunities, Sanitation will giveaway free mulch recycled from its green waste program. Young visitors will also have the opportunity to learn how to plant small vegetable plants. Used tire collections will also be provided free to City of Los Angeles residents at each of the Open Houses. Made possible by a CalRecycle grant, city residents will have an opportunity to bring in their used tires from their homes to be processed for beneficial reuse. The following restrictions apply: no tires will be accepted from businesses; a maximum of nine (9) tires per person per trip; passenger and light truck tires only; and no tires on rims will be accepted. Our deepest sympathies go to Deputy City Engineer, Vince Jones, whose father, Vernie Jones, passed away on May 15, 2013. Services were held on May 23, 2013 at the Inglewood Park Cemetery.

Employment Support

The Rapid Response Program from the Community Development Department is available to assist and provide employment support to all City Staff. This is to both support any City Staff looking for their next job as well as helping find any past City Staff from the prior three years who have been laid off and are looking for work. Rapid Response is located on the 3rd Floor of City Hall at the counter across from the Docents Area. They will be available Tuesdays, Wednesdays and Thursdays from 10:00 am to 2:00 pm from now through June 13th. Take advantage of their resources and connect other prior staff to their program. Stop by, talk to them and get your questions and concerns answered. They are there to help.

Echo Park Lake Reopening Announced

The eagerly anticipated reopening of Echo Park Lake to the public will take place on Saturday, June 15, 2013. The lake was closed and drained in the summer of 2011 for clean up and revitalization. The project was funded by Proposition O and managed by the Bureau of Engineering.

On May 7, 2013, Mayor Villaraigosa appointed Robert Bud Ovrom, the head of the Building and Safety Department, to be Interim Executive Director of the Convention Center and nominated him for the permanent position, subject to confirmation by Council. Ovrom was a Deputy Mayor for economic development during Villaraigosa first term administration, overseeing the convention center and tourism projects such as L.A. Live and the W Hollywood hotel. I am very excited to lead the effort in jump-starting the new vision for the convention center, Ovrom said today. Villaraigosa said he wants Ovrom to partner with the citys Tourism and Convention Board to drive critical infrastructure improvements at the convention center to attract more business. Ovrom lauded the mayor and City Councils plan to make the convention center the focal point in leveraging all city assets to promote tourism, sports and entertainment citywide. Under Mayor James Hahn, Ovrom was CEO of the Community Redevelopment Agency. Before that, he was city manager for Burbank for 18 years. Building & Safety Department Executive Officer Raymond S. Chan is now the Interim General Manager of that Department.

The May 1, 2013 BOE Newsletter article on the opening of Aliso Canyon Park should have also included mention of the BOE Environmental Management Group, who prepared the environmental documents for the project, which included an Initial Study leading to a Mitigated Negative Declaration, which required, as a mitigation, bird and bat monitoring as well as other special studies, and approval from the US Army Corps of Engineers for the new pedestrian bridge across Aliso Creek. Thanks go to William Jones, and his supervisor Jim Doty, for the environmental documents and special studies completed as a part of the overall CEQA compliance for the project.
