WASHINGTON - Senator Jeff Sessions (R-AL)
cl ai med t hat vi r t ual l y no one i s bei ng
deported from the United States, as part of his
case agai nst the Senate Gang of Ei ght
immigration reform bill.
Sessions, who is leading Senate Republicans
opposition to the bill, made the surprising
statement on the Senate floor Friday morning.
The federal government has reached a point
now where virtually no one is being deported
except those bei ng convi ct ed of seri ous
crimes, he later added.

Capital Pride Week
ALBANY - Capital Pride Week wrapped up
Sunday June 9, with a parade in Albany, and
festival in Washington Park. Proctors Theatre
was one of the supporters taking part in the
celebration. "Everything this group stands for
and this parade stands for is what we at
proctors stand for, we stand for diversity, and
creativity, and being yourself, and that's why
we're all here today," said Richard Lovrich, the
Marketing Director at Proctor's.

TRICIA Spring Festival 2013

Spring Festival of India was celebrated on
Sunday J une 2nd wi t h wonder f u l
perf ormances and great part i ci pat i on of
community and businesses.
The Spring Festival was celebrated at the
Empire State Plaza from 12.00 noon to 6.00
pm. There were around 2000+ community
members in attendance. The event was full of
music, dances, shopping and wide range of
Indian food served by Zaika, Spice Root of
MA, Swami Narayan Temple, ParadiseBiryani
Pointe of NJ and Karavalli. This year saw a
big jump in number of vendors with more than
40 businesses displaying a variety of items.
There were multiple raffles this time from
vendors like IIT and V Group along with one
from TRICIA Youth Organization.
The chief guest for the event was Dr. Gennaro
A.Daniels. Congressman
Paul Tonko also visited the event. Dr. Daniels
hailed the contribution of
Indian doctors in the Albany area and he
mentioned some of our doctors in his speech.
Congressman Paul Tonko gave a great
speech where he quoted Mahatma Gandhi's
words and their relevance today. The event
started with Guryam Singh, President of
TRICIA, welcoming the assembly.
Vice-President and event co-ordinator Baswa
Shaker Shamshabad delivered vote of thanks
to all volunteers. Volunteers worked with
great enthusiasm and were from various parts
of Indi a as wel l as Pakistan showing a
growing collaboration between the Southeast
Asia neighbors.
TRICIA is organizing another big event on
June 23rd at Proctors: Laughter Hangama.
It will be a Member Appreciation event with
free admission, food and drinks for all TRICIA
member s. Non- member s can become
members at the door to avail this benefit.

Pakistans Strengths and Weaknesses
in Light of the New Elections

Recent elections in Pakistan have been held
with an ebullient tone. The country has been
going through convivial joy; however, it faces a
lot of headwinds. Looking at the strengths, this
country possesses a lot of natural resources,
which includes farmable land, water, and
natural gas: it employs about 42% of the labor
force in agriculture. Pakistan is home to the
worlds second largest salt mine, 5th largest
gold mine, 5th largest coal reserve, and the
7th largest copper mine. There is also a large
consumer market . In addi ti on, Paki stan
possesses a wel l - t r ai ned, compet ent
work-force, which is a great asset to business
in Pakistan and abroad. Another strength is
the geography: Pakistan is surrounded by the
Middle East, China, Iran, Afghanistan, the
Central Republi cs, and the Asian-Paci fi c
region. Finally, a relatively free media helps
business.
On t he ot her hand, Paki st an f aces
considerable weaknesses. Corruption is very
rampant at all levels of government. According
to the Corruption Perception Index, Pakistan
was ranked at 142 out of the 163 countries
l i st ed. Br i bes and ki ckbacks ar e qui t e
common, which impedes any foreign direct
investment. 54% of Pakistanis remain illiterate:
it is estimated that a whopping 74% of females
are among this, even though the government
has been ini tiati ng programs to promote
literacy. Still, there is a long way to go. Another
weakness is the electricity shortage, which
continues to be a debilitating problem. There
are massive power shortages which have
hampered manufacturing and other economic
activities in the nation.
Pakistan faces numerous opportunities. The
World Bank recently rated Pakistan as the 2nd
best country in the Asian-Pacific region to do
business in. Trade activities are underway
through USAID to promote Pakistan and its
business activities in a more effective manner.
The growth of the Halal food market is another
opportunity which is creating a demand for
Halal foods internationally. This is one area
where it is expected that Pakistan may thrive.

Pakistan is thriving. Pakistanis are trying to be
financially successful while being religiously
correct and the global financial crisis and
mortgage crisis have only helped to spur the
popularity of Islamic banking. People are
accepting it wholeheartedly.
Pakistan is not without the threats it faces.
Inflation i s expected to be high. Massive
flooding destroyed about 15% of the farm land
and storage facilities. The long-standing war
wi t h I ndi a over Kashmi r has been and
continues to be a serious threat to Pakistan. A
lot of Pakistans resources have been diverted
from economic development to fighting wars
with India; this is one area of big challenge for
the new Pakistani government. Finally, political
assassinations are a huge threat to business.
These must be stopped. An affiliation with the
Taliban must be controlled; it would be nice to
enter into peace talks with them instead of
fighting with them.
Given Pakistans current situation and their
ability for economic growth, it is expected that
the new government would keep in mind the
last five years where there was a lot of turmoil
and volatility. The challenge they are facing is
horrendous, but at the same time I am hopeful
t hat t he l eader s woul d r eal i ze t hese
impediments to the system and work together
to create a viable nation and not a fractured
country.

from our neighborhood, we can't go back to
business as usual in Afghanistan and Kashmir.
That was the big mistake we made in the
1990s. Keepi ng t err or out f i t s gai nf ul l y
employed elsewhere so long as they don' t
attack the securi ty forces and citizens of
Pakistan will be a terrible choice. The linkages
between terror organizations are such that we
can't deal with the TTP or any single terror
outfit in isolation. You can't take on the TTP
and let the LeJ and the LeT carry on. If we are
committed to routing terror, the policy will have
to be uniformly applied.
To formulate a coherent anti-terror policy we
need the federal government, provi nci al
governments, the army, the ISI, the IB, the
Nacta and provincial home ministries on the
same page. Our anti-terror policy will need to
be in sync with our policy toward India and
Kashmir and our desired regional role as the
future of Afghanistan unfolds. We will need to
sever all links between intelligence agencies
and mi l i t ant gr oups and al so devel op
zero-tolerance for patrons of terror outfits
whether they are rel i gious parti es withi n
Pakistan or benevolent foreign friends (who
generously finance Pakistan and maybe even
its terror outfits).
And once we have a coherent policy some
parts of which don't contradict other parts, in
order to narrow the gap between policy and its
i mpl ement at i on, we' l l have t o f ocus on
institutional capacity, delivery and governance:
rebui l d our pol i ce force as the frontl i ne
law-enforcement agency; develop a statutory
f ramework f or oversi ght of i nt el l i gence
agencies (to provide for checks and balances
wi t hout compr omi si ng or gani zat i onal
ef f i ci ency) ; and f ocus on gover nance,
education and social safety nets especially in
areas used as recruitment grounds by terror
outfits.
The proposed talks will be a tactical maneuver

Elections are over. Government has been
formed. It is now time to fulfill the election
promises. The Roti, Kapra aur Makan slogan
has today changed to Bijli, Pani aur Dollars
(Electricity, Water and Dollars).
The PML(N) manifesto has a whole chapter
( Ch. 2) devot ed t o Ener gy Secur i t y.
Interestingly, the Urdu manifesto names this
chapter " Tawanai ki musalsal aur munasib
qi mat per f arhami ". The est i mated cost
required to produce an extra 10,000 MW in the
manifesto is $ 20 billion. Half of this will come
from coal fired plants from Thar coal. First of
all, present cost of a 1000MW coal plant is abt.
$ 3.7 billion, making the coal plants cost abt. $
18.5 billion for 5000MW. If we take the cost of
other plants and for renovating existing plants
at 60% of the coal plant costs, the projected
cost for their scheme will be about $ 30 billion.
AND GIVEN MASSIVE CORRUPTION, THIS
IS CONSERVATIVE.
And where does the government plan to raise
this kind of money for their 5 year program? It
appears that the financial advisors of the party
have told the PM that this will come mostly
from foreign investment and some from
eliminating electricity subsidies. This fits well
with the IMF recommendation for the
IMF/World Bank trained financial advisors of
the government. But even if all subsidies are
withdrawn, at best we can generate an extra 3
billion dollars, of which 60% will go to other
budget heads, leaving $ 1.2 billion/year for the
$ 30 billion required for 5 years. It appears that
the "Munasib Qimat" in the PML (N) manifesto
was just an election gimmick ( or maybe a
translation error?)
I will not talk much about foreign investments.
It appears that the financial advisors have
once again misguided the PM that like his first
term economic reforms in the early ninety's the
floodgates of foreign investments will once
again open( even than it was mostly
MOU's-Memorandum of Understandings rather
than cash inflows).
Pakistan's need for dollars is alarming and not
just for energy investments. The state bank of
Pakistan dollar reserves has fallen to 6.4
billion from 14.8 billion in July 2011. As one of
our engineer party members has suggested,
using hydel energy (Dams) could be a viable
alternative (Pani). The operating cost of a
hydel plant is about 1/10 of a coal plant and
has much less environmental and technical
issues. The biggest opponent to this is KP and
Sindh. Both have opposition governments.
Can the PM pull through a consensus?
Unlikely!
The main problem is that the government and
even the opposition (PPPP and PTI) do not
have sufficient knowledge, expertise and the
right type of economic advisors to tackle the
energy or the other economic problems of
Pakistan.
I hope that the government completes its term
and the people of Pakistan realize for the next
elections that we need a new party with a
concrete economic agenda.

The Talk of Talks

Can there be anything more tragic than a
Muslim killing a Muslim in the name of Islam?
Can there be anything more abominable than
a citizen killing a fellow citizen in the name of
rel i gi on? Can t here be somet hi ng more
dangerous for the future of state legitimacy
than i t s i nabi l i t y to guarant ee t he most
foundational right of a citizen - the right to life?
Can there be something more damaging to the
notion of state responsibility than its inability to
ensure that its territory isn' t used to plot,
admi ni ster and export t errori sm? And i f
changing all this requires the state to request
those in the business of terror to close shop,
what's wrong with such talks?
If all that was required to shut terror factories
and their patrons and profiteers was asking
them politely to stop, there would probably be
realpolitik arguments in support of such talks
that would trump arguments against them.
Let's assume for a second that there was a
guarantee that talks would succeed and there
would be no more deaths and acts of terror
thereafter. Would we still oppose them? The
point is that if the choice was between killing
the killers or preventing any further killing (of
the killers and their prospective victims), the
r at i onal mi nd woul d choose t he l at t er
notwithstanding countervailing principles.
The issue of those opposed to talks is that
they have no faith in the prospect of their
success. And in doing a cost-benefit analysis,
the sense of naysayers is that failed talks will
further hurt the interests of the state and
jeopardize the lives of its citizens and soldiers,
and benefit the terrorists. Logically speaking,
negotiations are about give and take. What is
it that the TTP wants and the state of Pakistan
can give as part of such negotiations?
No responsible state will be able to live with
such a deal. If the TTP is seen as the new de
facto government in any tribal agency, its
recrui tment dri ve wi l l go up, i ts cri mi nal
franchi ses wi l l become more brutal and
effective and its tyrannical ways will become
mor e obvi ous t o al l and sundr y. The
capitulation of the state before the TTP will
make i ts leaders even more pi g-headed.
Allegiance to their ideology and expansion of
their programme will necessitate that they
violate terms of the deal struck with the state.
And they will. Essentially we'll see a replay of
Swat.
It is here that we find the real difference
between the advocates and the opponents of
talks. The argument of informed advocates is
that our nation is still confused about what to
do wi t h t he TTP. I f not backed by
overwhelming public opinion, the use of force
to rout terror is not an option. Talks with the
TTP and the state's compromising posture will
nei t her di l ute the hat eful and renegade
ideology of the TTP nor its murderous ways.
But it will project its ugliness and expose the
danger it poses to Pakistan and its citizens.
And this will help build the required public
support to take the TTP on.
The opponents believe that in the process the
state will compromise principles, confuse
law-enforcement personnel fighting the TTP
and becoming its victims and the eventual fight
that the state will have to fight against the TTP
will be bloodier. Thus the costs of talking to the
TTP as a means to building public opinion to
eventual l y fi ght i t out wei gh i ts benef i ts.
Notwithstanding their pros and cons, with the
PML-N and the PTI's commitment to talks, and
given the army' s Swat success story and
lessons learnt there, talks with the TTP will
take place.
Some of those who claim to know Nawaz
Sharif argue that he is neither a closet Taliban
nor entertains any romantic ideas about their
ideology and its roots. They argue that the
PML-N's policy in Punjab - hobnobbing with
terrorists where it made political sense, and
letting terror outfits alone on the condition that
they do their business elsewhere - was one of
pragmatism in a situation where Nawaz Sharif
couldn't control all the pieces of the puzzle.
Now that the PML-N will be running the federal
government, the story will be different and
Sharif won't shy away from using force against
terror outfits if the less violent options don't
work.
A couple of hundred years ago, John Austin
explained that a sovereign is someone who is
habitual ly obeyed within hi s territory and
doesn't habitually obey anyone else within
such territory. State sovereignty entails two
related requirements: control over territory and
monopoly over violence. In negotiating with
the TTP, shoul d Paki stan agree to cede
control over some of its territory or choose to
share monopoly over violence with an armed
militia that practices an ideology of hate and
wi shes to export i t across Paki stan and
beyond, it will dilute its sovereignty.
The concept of state responsibility is equally
relevant in this equation. You cannot claim
respect for your territorial sovereignty and

Community at RPI West Hall on June 1, 2013. President of the Association, Mr. Akbar Khan and
his team tirelesly worked around the clock to make this program quite successful. For the first
time, they invited Nepali couple to sing in front of the Pakistani and Indian Community.
On this occasion, a small Mehfil-e-Mushaera (Poetry Gathering) was also held. Well known poet
Mr. Ejaz Bhatti was the Master of Ceremony on both occassion. Food was served from Mr. Tikka
Kabab Restaurant. Mr. Akbar Khan highly obliged to the community who attended this function.

In 1972, Dr. Prathap C. Reddy, li ving his
American dream, left his practice in the US to
go back home and revolutionize health-care in
India forever. This son of Chitoor, a backward
district in Andhra Pradesh is Chairman, Apollo
Hospitals Group that runs 49 hospitals with a
total capacity of 8020 beds. Apollo is on an
expansion spree creating five hospitals every
18 months. The doctor turned entrepreneur is
passionate about quality health care and has
positioned India as a preferred destination for
medical tourism. During my advertising career,
I was fortunate to interact with him as a client.

His boundless energy, contagious enthusiasm
and lofty vision impacted everyone around
him. His leadership style made one feel secure
and hence brought out t he best i n you.
Sometimes one felt that Carnegie, Ford and
Drucker were cloned and embedded in his
DNA. Nothing is impossible and giving-up is
not part of Dr. Reddy's vocabulary. In spite of
bureaucrati c hurdl es and manuf actured
obstacles in India, he responded to his father's
call to go back to India as a dutiful son to
serve the country of his birth.

crores with a net profit of 80.63 crores. Today,
Dr. Reddy's challenge is not raising capital but
finding human capital to fulfill his expansion
plans. With about 1400 pharmacies, Apollo is
a profitable and the largest player in the
pharmacy market. Dr. Reddy launched health
insurance in his own Chitoor "One rupee a
day" and partnered with Munich Insurance in
2008.
Dr. Reddy has taken a South Indian company
to new heights of growth not only in other parts
of India but outside IndiaSri Lanka,
Dubai and Saudi Arabia.
Doctor's Hospital
Dr. Reddy wanted doctors to have more than a
professional stake in Apollo. He met 10,000
doctors from Southern states of India and
about 470 doctors from the UK and US. These
doctors i nvested together to share a 24
percent stake i n the company. Apol l o i s
instrumental in getti ng a law passed that
all ows hospital s to functi on as corporate
entities thus enabling them to venture in the
market to raise capital. In a country of India's
si ze t here i s 1 bed f or 1000 peopl e as
compared to 1 bed for 250 people in Western

PTI Submits Anti-drone
Resolution in Punjab Assembly
LAHORE - The Pakistan Tehrik-i-Insaaf (PTI)
submitted a resolution in the Punjab Assembly
calling for the stopping of drone attacks.
The resolution, submitted in the assembly
secretariat by PTI leader Mian Aslam Iqbal,
said US drone attacks were a violation of
Pakistan's sovereignty and territorial integrity.
The resolution added that innocent civilians
were dying in these attacks and demanded the
federal government to abolish all agreements
pertaining to drone attacks with the United
States.
No Room for Dictatorships in
Pakistan: President Zardai
SLAMABAD - In his historic sixth address to
the joint session of Parliament, President Asif
Ali Zardari congratulated the newly elected
members of parliament as well as the speaker
while also praising the last parliament for
passing historic amendments and laws.
President Zardari said there was no longer
any room for dictatorships in today's Pakistan.
The presi dent stressed the need to fi nd
solutions for issues such as loadshedding.

Albany Native Killed in Afghanistan
ALBANY - An Albany native and father of two
was killed Saturday June 7 2013, while serving
in Afghanistan.
Lt. Colonel Todd Clark, 40, died during an
attack in an eastern province of the war-torn
country. Clark's family confirmed his death.
Todd Clark had served in the Army for more
t han 17 year s and was on hi s second
deployment in Afghanistan, his father said.
Clark also had completed three tours in Iraq.
A graduate of Christian Brothers Academy,
Clark went to Texas A&M after high school
and then entered the military, said his father,
Jack Clark, himself an Army veteran.
According to media report, Todd Clark was
killed in an attack near the Pakistan border. a
man dressed in an Afghan army uni form
opened fire on American soldiers in the volatile
Pakt i ka pr ovi nce, ki l l i ng t wo Ameri can
servicemen and a civilian.
Todd Clark had not lived in the Capital Region
since 1990, Todd Clark is survived by his wife
and two young children who live in Jefferson
County.
Former RPI Employee Indicted
TROY, NY - A former RPI employee accused
of stealing hundreds of thousands of dollars
from the school, is indicted for second-degree
grand larceny.
Chri sti ne Di ckson, 55, al l egedl y used a
RPI-issued credit card to steal $350,000
between 2003 and 2009.
The money was apparently used for cash
advances, car rentals, travel , and onl ine
purchases.
Dickson was originally arrested three years
ago, but had been in plea negotiations.
