The Bangsamoro Human Rights Network (BHRN) is a network of over 70 agencies and individuals that are committed to addressing and improving the human rights situation in the Autonomous Region in Muslim Mindanao. It was formed and facilitated by the RHRC in March 2013 and meets regularly in various locations in ARMM. Members of the BHRN represent government agencies, the law enforcement and security sector, other state and non-state actors, civil society groups including NGOs and academia, and international agencies such as the UN and various embassies.

Mission
The RHRC is an independent institution imbued with probity and competence to promote, protect, uphold, and fulfill human rights in the Bangsamoro by empowering communities for the progressive realization of their rights and ensure that those responsible comply with human rights standards towards transformative justice, peace, and development.

About the Regional Human Rights Commission

Strategic Goals (2013-2016)


The Regional Human Rights Commission aims to achieve the following strategic goals from 2013 to 2016: 1. To institutionalize human rights in the Bangsamoro and other government bodies operating in the region; To incorporate human rights in governance and development in local government units; To enable communities to assert their civil, political, socio-economic and cultural rights; To protect women, children, indigenous peoples, and persons of special concern; To protect internally displaced persons, migrants and stateless persons in the Bangsamoro; To incorporate human rights in the peace process.

The Regional Human Rights Commission (RHRC) is the sole regional human rights state agency in the ARMM, created by virtue of Section 16 of Republic Act No. 9054 (2001) and operationalized by the ARMM Human Rights Commission Charter of 2012 (Muslim Mindanao Act No. 288). The establishment of the RHRC affirms the Bangsamoro's right to promote human rights and to prevent and address human rights violations. The RHRC is an independent office that has the same powers and mandate as the national Commission on Human Rights. It has primary and original jurisdiction to investigate, on complaint or motu proprio, cases of human rights violations within the Autonomous Region, to include civil, political, economic, social and cultural rights. To perform its mandate effectively, the RHRC is organized into the following line offices and operating units: Office of the Commissioners; Office of the Executive Director; Legal and Assistance Division; Investigation, Visitorial and Field Monitoring Division; Education, Planning, and Research; Linkages and Instruments Monitoring Division; Knowledge Management Division; Administrative and Finance Division.

Investigate, inquire and provide appropriate legal & preventive measures for the protection of Human Rights. Provide legal aid services to the underprivileged. Exercise visitorial powers at any time over jails, prisons, and any detention facilities located within ARMM. Establish research, education & information management program. Grant immunity from prosecution. Establish Witness Protection Program. Monitor the ARMM Regional Governments compliance with international treaty obligations on human rights. Summon ARMM Government officials; inspect premises; access official records; and request for assistance. Deputize prosecutors/private lawyers to prosecute HR cases; Accredit NGOs/CSOs involved in HR promotion, protection and HR advocacy; File Writ of Amparo, Mandamus, and writs of the same nature. Issue injunction orders, general writs of injunctions, inspection orders and other preventive measures in the investigation of cases involving all forms of human rights violations. Issue clearances and certificates. Support Legal Assistance Programs. Create Ad Hoc Truth Commissions. Undertake measures to protect and promote human rights of ARMM OFWs, migrants, IDPs, and stateless persons.
