As usual our highly inefficient government makes the visa and ITIN application processes separate requirements because two nonintegrated huge bureaucracies are involved with the processes that do not work together. For those that do not have passports this will also become part of the requirement and again integrated in the application process. So, in order to ensure every illegal alien comes forward there will be no prosecution for those that admit their stolen identities. They can then work with local police agencies to identify the criminal stolen identity rings that sold them their fake IDs so the true criminals that steal and sell identities can be caught and prosecuted under the fullest extent of the law. Our UPP plan will virtually eliminate the demand for millions of stolen Social Security numbers and stolen identities from our hard working American citizens as false identification will no longer be needed. Our crime enforcement units will very easily target and dismantle the remaining identity theft rings and two-bit identity theft criminals because demand will be minimized.
