A RESOLUTION URGING THE PHILIPPINE CONGRESS FOR IMMEDIATE PASSAGE OF THE HB 2190: STUDENTS RIGHTS AND WELFARE (STRAW) BILL Sponsored by: Committee on Education WHEREAS, the Universal Declaration of Human Rights asserts the principle of non-discrimination and proclaims that every person has the right to education; WHEREAS, the Philippines as signatory to the Convention against Discrimination in Education, shall undertake furthermore to formulate, develop and apply a national policy which, by methods appropriate to the circumstances and to national usage, will tend to promote equality of opportunity and of treatment in the matter of education and in particular; WHEREAS, a significant number of the youth are students and are exposed to different academic environment with various dynamics and modes of operation and policy; WHEREAS, the Article 3 of the Philippine Constitution on Bill of Rights is not specific and insufficient in ensuring the protection, provision and promotion of student rights and welfare; WHEREAS, the Article 4, Section 1 pertains to the States responsibility to protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all; and Section 5 pertains to the States responsibility to take into account regional and sectoral needs and conditions and shall encourage local planning in the development of educational policies and programs. WHEREAS, according to the documentation of reported cases of STRAW Coalition of network of student government organizations, that there has been an increasing case of violations of the student rights and welfare across all universities and schools in the Philippines; WHEREAS, House Bill 2190 or the Students Rights and Welfare Bill, sponsored by representatives Bag-ao and Bello as proposed in the 15th Congress, promotes and recognizes the consolidation of student fundamental freedoms and rights in both public and private schools in all levels; WHEREAS, the House Bill 2190, seek to secure the democratic rights for the students and provides an academically responsive development of the Filipino youths education; WHEREAS, the National Parliament, an assembly of youth leaders representing the youth sector of the Philippines, aimed to forward the general welfare of the Filipino youth with the firm interest to uphold, provide, and promote the student rights and its welfare; WHEREAS, the passage of the said bill, would be a spring board to halt social injustice and inequality towards the youth in creating a healthy and nurturing academic community; THEREFORE, BE IT RESOLVED that the 9th National Youth Parliament would urge the immediate passage of HB 2190 Students Rights and Welfare Bill a national legislation that would secure the democratic, civil and political liberties of the Filipino student NOW THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the Chairperson and members of the 9th NYP to approve the resolution urging the Philippine Congress for immediate passage of the HB 2190: Students Rights and Welfare (STRAW) Bill. ADOPTED this 6th day of May 2012 at Naga City, Philippines.
