description of duties for a Senior Counsel position at the National Commission for
Terrorists Acts against the U.S, This position may be justified at $105,000 per year

Senior Counsel
Introduction
The incumbent serves as Senior Counsel for the National Commission on Terrorist
Attacks upon the United States, providing legal advice and directing all legal functions
and operations necessary in implementing the Commission mandate.
Duties
Incumbent provides expert legal advice and is the legal authority on all legal issues
pertaining to the establishment and implementation of the Commission programs. Such
advice includes but is not limited to the Commission responsibilities in examining and
reporting upon the facts and causes relating to the terrorist attacks of September 11,2001
occurring at the World trade Center in New York, New York, in Somerset County,
Pennsylvania, and at the Pentagon in Virginia,
Investigates statues, regulations, and judicial decisions pertaining to all activities of the
Commission,
Provides legal counsel and advice to the Staff Director on major policy issues and matters
that concern administrative and operational problems, conflicts of interest, rules of
conduct, statements of financial interest and other legal matters.
Prepares legal memoranda, briefs, orders and other legal documents. Conducts legal
research and participates in investigations.
Conducts interviews and analyzes relevant documents to determine what the intelligence
agencies knew prior to the attacks.
Assists the Executive Dkector in the preparation and completion of the Commission's
Report to the President and the Congress.

Thorough knowledge of the laws governing the Board's scope, authorities, and actions;
steps required to establish the Board's legal processes and procedures and knowledge of
the rules for legislation and litigation.
Thorough Knowledge and understanding of the programs, goals, policies and procedures
established by the Executive Director.
The ability to integrate internal and external program or policy issues into the legal afiairs
of the Commission.

Recommends to the Executive Director plans, procedures, policies, etc. for effectively
and efficiently carrying out administrative and managerial functions within the office,
including procedural changes in office management to improve efficiency.
Answers verbal and written inquiries and prepares responses to governmental, academic,
public and special interest groups, or the general public in consultant with the appropriate
commission staff members) and appropriate files and records.

Director of Administration
Introduction
The incumbent serves as the Director of Administration for the National Commission on
Terrorist Attacks upon the United States. As such, the incumbent is responsible for
financial management, personnel management, management studies, and management
support services for the Commission.
Major Duties
Under the general direction of the Executive Director, the incumbent is responsible for
financial management, budget, personnel, organization and staff utilization, space,
facilities, and property management, procurement, contracting and acquisition of
furnishings and supplies. He/she represents the Executive Director in the Commission's
external relationships in matters concerning financial analysis, budget, staffing levels,
facilities and equipment. He/she insures that legislative restrictions and similar
requirements in fiscal personnel management and other administrative matters are fully
understood and complied with in carrying out the mission of the Commission.
Prepares a variety of reports regarding such matters as the status of budgetary funds,
expenditures, and obligations, budget forecasts, etc. as required/requested by the
Executive Director.
Advises Executive Director on the status and availability of funds in different budget
accounts and all aspects of the budget process, which apply to individual Commission
programs.
Directs and coordinates personnel management matters for the Commission. This
includes recruiting, hiring, and selection of employees as well as the effective
administration of all personnel management functions. Works with GSA to coordinate
the processing of personnel actions and functions.

Director of Administration
Serves as property officer with responsibility for overseeing and controlling property.
Maintains inventory of records, takes fiscal inventory of furniture and equipment
including transferring excess property to GSA warehouse. Maintains records of all rental
equipment contracts and reviews those requirements prior to renewal of contracts.
Reviews statutory, regulatory, policy and program documents for the identification of
Commission-related issues.
Provides senior level expertise, advice, guidance, and assistance to Executive Director
and Commission members on a variety highly complex, sensitive operational and/or
management problems and issues which, affect the organization.
Serves as focal point and authority regarding Federal travel regulations and their
implementation. Oversees the preparation of travel authorizations and vouchers to ensure
that they are accurate and in compliance with Federal travel regulations.
Ability to gather, assemble and analyze facts, draw conclusions, and devise solutions to
the Commission's administrative problems areas.

positions. The Director of Administration's salary is estimated to be $92,000 per year.
The Executive Assistant's salary may range from $55,000 to $60,000 per year.
