The Center for Studies on National Policies and Strategies is participating in the event called
"Ambinergia 2009". At Oporto ‐ Portugal
The project "Portal das Energias”, consists of a network of Portuguese speaking Universities in Brazil, Portugal, Angola,
Mozambique and East Timor, which are continuously engaged - to the study the exploration and scenarios of the
production, storage, distribution, use of natural resources and its alternatives sources for the challenges of the XXI
century in Lusophone community (located in four continents).
The Energy is a topic that deserves a special mention of CEPEN – Centro de Estudos de Políticas e Estratégias
Nacionais – General Carlos de Meira Mattos, not only by the inherent nature of geopolitical and national and
international security, but also by its affluence in the financial markets, technology and innovation, development and
creation of a Lusophone own speech, given the diversity resources of the CPLP owns and could develop in this area
crucial to the social and economical welfare, development and progress.
The PORTAL DAS ENERGIAS also has the participation of eight Portuguese Municipalities, five Civil District
Gouvernors, the Portuguese National Institute of Engineering, Technology and Innovation - INETI - as well as advice
on business formation started with ENDESA through its President Dr. Nuno Ribeiro da Silva.
In June 2009 its new project – the directory for public and private companies, national and international, operating in
all areas and subareas of Energy, including the supply of projects, organization and management, prospecting and
scenarios - advice.
Participation in this event shows - is timely, as the statement of its President General Alberto Cardoso: "Today, more
than ever, the coordination and exchange of knowledge in the Portuguese speaking countries community and its
relationship with the international community is a priority for the economic stability and development that provides a
sustainable planet, will face increasing demand of resources for obtaining energy.
"The Exponor and their administrators are congratulated for taking this initiative that was needed for our
communities knowhow and acknowledgements sharing and discussion"
During the event, are expected various activities with the Portal das Energias partnerships.
The President, General Alberto Cardoso delegated powers for its representation to Mario Ferreira, a diplomat and
entrepreneur who has supported the initiatives especially in the aspect of the connection between production and
consumption of energy in water basins and rivers, water streams and underground natural deposits, in order to
provide biodiversity conservation environment.
AMBINERGIA 2009 THE STUDY CENTER FOR POLITICAL AND NATIONAL STRATEGIES PARTICIPATION
The C.E.P.E.N. is a partnership of public and private entities, either collective or individual, that are devoted to study,
research, and the promotion of national policies and strategies in internal and international relations.
Internationally, within the Lusophone countries, the PIEN Lusophone network contributes to an innovative discourse
on integrity and its practical application through a network of quality and excellence formed by universities and
research institutions and Advanced Studies
The proposed C.E.P.E.N. will exist to provide a forum to develop innovative outputs in the field of integrity that
contribute to stable and equitable development. It will do this through focused working groups targeted on specific
social challenges for integrity. Through focusing on the specific challenges and back towards the integrity skills
required to support them the centre will be able to rapidly produce well adapted and targeted knowledge and skills
interventions. These interventions will be directed both at the use of integrity to address social challenges, but also to
the creation of a constructive and informed demand for integrity on the part of the state and private corporations.
The members of the C.E.P.N.I. will be drawn from: The Public Sector, The Private Sector, Academia, and Civil Society.
Key areas of focus will be the subject of debate between the organisation’s members, however core interest areas are
challenges related to:
i) Public Service
ii) Civil Society
iii) Access to and application of the law
iv) Regulation and efficient access top private and public areas
v) Electoral processes and political life
In each of these areas (and perhaps some others) the central analytical approach will be how the intangible assets of
institutions in these sectors can be so allocated as to make use of integrity to resolve the key social problems
associated with their poor performance.
B) GOALS
- Formation of a Portuguese language peer reviewed professional Journal to catalyse the development of evidence
based research and discussion of both policy and practice in this field.
- Development of a virtual environment for teaching and training either at the classroom, at distance or blended.
- Organisation of pilot Policy Labs on priority challenges with the partner entities. Links with intended university
partners to deliver the resultant courses, forged.
- Production of a database of systematized material relating to integrity and social challenges in the selected fields, in
Portuguese;
