Why do modern cities have more beautifying gardens and less play grounds? Why are politicians and not sportsmen allowed to head sports bodies? Why is the young generation addicted to jeans? Why are school girls made to wear skirts and tunics? Why do the chief ministers of states attend IPL matches? Why does the prime time media telecast cricket as if it is the next episode of the Ramayana? Why do commentators who belong to the saffron league display extreme theatrics surrounded by skimpily dressed cheering experts? Why do they want to give the highest honor, The Bharat Ratna to someone who plays the game for money? Why are the bollywood stars so interested in one particular game only? Why did it take so long for a great nation to create a Rathore, Abhinav , Susheel, Saina ..? Why does the country of the great queen of Jhansi have so few Mary koms? Why does the nation forgive or forget a bunch of rogues who convert a great sporting event into a mechanism to develop their own common wealth? Are we so meek and weak that we will continue to let the heist happen in the sporting treasure of this country again and again? Sharif must use third chance to break cycle of revenge

He might be tempted to settle that issue in Pakistans traditional way of taking revenge, but how Sharif deals with his old foe will be a measure of the change he claims to represent. Sharif must realise that the countrys democratic institutions, such as judiciary and free press, have matured over the past five years and that is evident from the fact that Musharraf is in jail for his actions. There is hope because, until now, the idea of a mere judge ordering a former army chief into confinement was unthinkable. He must also realise that changing the civil-military balance in favour of the civilians would be ideal, but if it is done without cautious planning, it could jeopardise the democratic gains of the last several years. Sharif should also try to bring, as he already said, every other party to the table and work together for improving the plight of the average Pakistani. It is up to him to bring the country out of the abysmal chasm of hopelessness and despair. His victory being based on his partys popularity in the Punjab province, Sharif now will also have to reach out to the leaders of other provinces. About improving relations with India, he has already indicated during his interviews that the two sides must restart back channel diplomacy to resolve problems while sticking to the stated positions in public. Sharif has publicly stated his intention to pick up the threads of the peace process he initiated with Indian leader Atal Bihari Vajpayee in 1999. That process was undermined by the Kargil war. According to one senior official of the PPP, Sharif will have a tough time changing Pakistans posture towards India and Afghanistan. It is something that the establishment did not allow even the PPP-led coalition to pursue. But if there is any issue on which bitter political rivals agree, it is on improving trade relations with India in view of its fast growing economy and the burgeoning market. Sharif, in fact, has always been supportive of granting India most-favoured-nation (MFN) status. His comfortable position in parliament should allow his party to push forth with this agenda. But it will not be easy because of the forces within Pakistan that have always succeeded in ratcheting up the anti-India rhetoric when it suits them. So the new leader should make the issue of improving trade relations with India a part of a bigger plan, a plan to develop a flourishing transit economy for the country. Khanna The fledgling democratic process in Pakistan has churned out a leader, who now has the rare opportunity to chart a new positive and peaceful course, not only for his own country but for the whole South Asia region, and leave a legacy that, so far, no other Pakistani leader has. Nawaz Sharif must use the proverbial third chance - he was prime minister twice before but never completed his full term - to break the vicious cycle of revenge in domestic politics and the unnecessary cycle of rivalry with India in its regional politics. It will not be easy and will be full of challenges, but eventually it will make him rise as a great Pakistani leader who genuinely wants to bring peace and prosperity to his country and the whole region, perhaps more than even Indian leaders. He should shun the well travelled Pakistani road of taking revenge in

The Aussie breached the parity mark against the US dollar on May 10 and its continued weakness will support the gold bears conviction. It is also important to view gold as a part of the commodity basket play. The equity rally with US and European indexes breaching all-time highs has failed to carry commodities with them. Crude, copper, corn and other components of the CRB commodity index have been laggards in the recent risk-on move. The 20th century has seen three secular bull markets in commodities, each averaging about 17 years- 19061923, 1923-1953 and 1968- 1982. Thus historically speaking the current bull run in commodities which began in late 1998 with the driving catalyst being physical demand from emerging markets - most notably China is now near its end. Even though fears of Chinas possible hard landing have been abated, the new normal for Chinese GDP growth is now between 7-8 percent, well below the average 10 percent it clocked the previous decade. Gold is reaching an inflection point in the sense that its period of outperforming bonds and equities is most likely behind us. It is now in bear market territory having fallen by more than 20 percent from its all-time nominal high of $1,923 per ounce and having beached the key technical support of $1,524 per ounce.

Delhi Police Nabs The Pawns Once Again


New Delhi The Board of Control for Cricket in India (BCCI) swung into action Friday calling an emergency meeting and suspending a cricketer, but more and more sordid details of the spot fixing scandal came tumbling as the three arrested players, including S. Sreesanth, reportedly confessed to their crime. The BCCI called for its working committee meeting in Chennai Sunday to discuss the arrests of the three cricketers and suspended Gujarat medium pacer Amit Singh who, during his stint with Rajasthan Royals, was allegedly used by the bookies to fix deals with cricketers. After a day of intense interrogation and investigation, Delhi Police sources said they stumbled on the spot fixing racket after they recorded the phone calls of aides of Tiger Memon with bookies. They also found out that one of the players was told to rope in others in the sordid saga. It was Ajit Chandila, arrested Wednesday night from Mumbai along with his Rajasthan Royals colleagues Sreesanth and Ankeet Chavan, who reportedly told police that he tried to rope in two more players at the behest of bookies who had promised to offer him Rs.20 lakh for bowling a fixed over. But the two players refused. During questioning, Chandila told police that he met bookies at Country Club in Manesar (adjoining Delhi) on April 6. In the meeting, the bookies asked him to rope in more players for spot fixing. Sources also said that Sreesanth was directly approached by cricketer-turned bookie Jiju Janardhan, his distant cousin who has also been arrested. He had played for Kerala U-25 cricket team. Although the three accused confessed to their crimes, their families and lawyers maintained they were innocent. Deepak Prakash, Sreesanths lawyer, said: Sreesanth has been falsely or mistakenly arrested. They (Delhi Police) have got some wrong information or mistakenly arrested him. Delhi Police said more teams have been sent to other states to conduct raids. Home Minister Sushilkumar Shinde, meanwhile, congratulated Delhi Police for the investigations. Asked about the underworld link in the betting racket, he said: Police is investigating.

They also said that escorts were used to lure the players into the net. Sources also told IANS that when Sreesanth was arrested from Trident Hotel in south Mumbais Nariman Point late Wednesday, he was with a woman. Police refused to give more details about her. They also ruled out her involvement in spot fixing. The three players, who along with 11 bookies have been remanded to five days police custody, have been lodged in the office of Delhi Polices Special Cell in Lodhi Colony. Police said all the three players have confessed to their crime. While Sreesanth was the only who went without dinner, his two team mates along with the 11 bookies had a hearty meal Thursday night in police custody. But the fast bowler had rajma-chawal as brunch Friday, police sources said.

Kolkata The West Bengal government Friday issued a notification proposing a three-phase panchayat polls July 2, July 6 and July 10. However, the deadlock on the issue continued with State Election Commission (SEC) officials indicating their reservations on the schedule. The schedule will be finalised once the SEC issues a notification after studying the state governments proposal. We have received a notification from the state government. We are examining it and accordingly we will take a decision, said SEC secretary Tapas Roy. The government notification proposed polls in nine districts - North 24 Paganas, South 24 Parganas, Howrah, Hooghly, East Midnapore, West Midnapore, Bankura, Purulia and Budwan - in the first phase. Four districts - Malda, Murshidabad, Birbhum and Nadia - go to the hustings in the second, and four other districts - Cooch Behar, Jalpaiguri, North Dinajpur and South Dinajpur - in the final leg. Roy did not rule out writing to the state government on the issue. The SEC can always write to the state government. The three-day time-frame given by the court was to the government, and not to the SEC, he said. An SEC official said there were differences between the commission and the state government over the schedule on the district-wise division and on eletion dates clashing with religious occasions like Rathayatra and Ramzan. High Court judge Biswanath Sommader upheld the primacy of the SEC and said it would announce the election timetable. But after the state government moved an appeal to the division bench, the court ordered the panchayat polls to be concluded in three phases by July 15, and directed the state government to notify the dates and schedule. Chief Justice Mishra will not be available to hear the case in the next hearing (Thursday). He is going out of the city. Since the matter is of grave importance, we urged him to assign a new bench, said Subrata Mukherjee, who filed the PIL. Bagchi had Tuesday directed the Central Bureau of Investigation (CBI) to file an affidavit by Thursday stating whether the central investigating agency had been handed over investigation by other states into the multi-crore-rupee chit fund scam that affected lakhs of in-

On the day, the Enforcement Directorate (ED) too sought the consent of the court to investigate the Saradha Group issue under the Money Laundering Act as there have been several allegations of misuse of funds collected by it. Following its request, the court directed the West Bengal government to hand over a copy of first information report to the ED. Saradha Group CEO Sudipta Sen, and two of his close aides are currently behind bars and prosecuted for cheating and conspiracy after the group collapsed unable to repay lakhs of depositors, most of them poor people from villages and small towns, who had parked their hard earned money with its companies, lured by promise of huge returns. PM files Rajya Sabha nomination from Assam
Guwahati Prime Minister Manmohan Singh filed his nomination for a fifth consecutive term in the Rajya Sabha here .Congress general secretary Digvijaya Singh, who is in charge of Assam, accompanied the prime minister, whose fourth term in the upper house ends next month. Manmohan Singh arrived at the Lokapriya Gopinath Bordoloi International Airport in the morning and headed straight for the state assembly to file his papers. There was some trouble with student bodies and political parties hoisting black flags and staging demonstrations for what they said were his failure to bring development to Assam and fulfill his commitments. India abstains from UN resolution on Syria

Delhi gang-rape accused being poisoned, lawyer tells court


New Delhi An accused in Dec 16 gang-rape case has been vomiting blood as his food was being poisoned over several weeks in Tihar Jail, his lawyer told a fast-track court Wednesday, adding that he was critically ill. Additional Sessions Judge directed Tihar Jail authorities to ensure that proper medical care is given to him. The accused, Vinay Sharma, was admitted to Deen Dayal Upadhyay Hospital, where he was taken from Tihar Jail with high fever. He has not attended court proceedings since May 8 due to his health issues. His counsel told the court that Sharma has been hospitalised and is in a critical condition. He added that the accused was not getting proper treatment in hospital as the doctors were on strike. The court asked the jail authorities to find out whether the doctors were on strike and to inform it if Sharma could be shifted to a private hospital where better facilities are available. The judge in the order said: The jail superintendent is directed to look into the matter. If doctors are on strike then make arrangements to shift the accused Vinay (Sharma) to another hospital where better facilities are available. On the other hand, Special Public Prosecutor Dayan Krishnan denied Sharmas counsels claims saying the doctors were on strike only for a few hours. The court rejected Sharmas 15-day interim bail plea for his medical treatment. Sharma is being tried in Dec 16 gang rape case among others. The 23-year-old woman was brutally tortured and gang-raped in the bus by five men and a juvenile. She later died in a Singapore hospital. The juvenile is facing proceedings before a Juvenile Justice Board, while the four other accused were put up for trial in the fast track court. One of the accused allegedly committed suicide in jail.

Collegium system of judges appointment opaque, says Sibal


New Delhi Union Law Minister Kapil Sibal said that the present collegium system of appointment of judges was opaque and non-transparent, but nothing could be done to change it overnight. For achieving the short term objectives, Sibal said, We need to have consultations with the judiciary. For the long term, you need to bring law for which existing bills can be passed, if opposition plays ball with the government. He favoured radical and structural changes for judicial reforms. India joins Arctic Council as observers

New Delhi The Arctic Council agreed to include six new nations, including India and China, as observers to their eight-state diplomatic council. The council includes the eight Arctic nations: Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States. India welcomed the decision to include it as an observer. We welcome this consensus decision admitting India as an Observer State of the Arctic Council and affirm our commitment to contribute our proven scientific expertise, particularly in polar research capabilities, to the work of the Arctic Council and to support its objectives, the external affairs ministry spokesperson said in a statement. Officials estimate the Arctic holds 13 percent of the worlds undiscovered oil reserves, and 30 percent of undiscovered gas deposits. Membership to the Arctic Council has become increasingly attractive as with the melting Arctic ice the regions waterways have become open to commercial shipping traffic. It has also made accessible the regions abundant quantities of oil, gas and minerals as well as the waterway for shipping and for commercial fishing.

The ice cap in the Arctic Circle is fast disappearing. United Nations Calling it a sleight of hand and a dangerous precedent which we cannot acquiesce in, India abstained on a resolution adopted by the UN General Assembly calling for a political transition in Syria, saying unilateral action will not resolve the crisis and would only exacerbate the problem. India and 58 other states abstained on the resolution drafted by Arab states supporting the rebels. A solid majority of 107 states voted in favour, but that contrasted with 133 that supported a similar resolution in August. There were 12 votes against it. Explaining Indias vote, the countrys Permanent UN Representative Asoke Kumar Mukerji said: Whether a group, any group, is the legitimate representative of the Syrian people or not can only be determined by the Syrian people, not this Assembly. Certain provisions of the resolution can be interpreted as effecting regime change by sleight of hand, he said calling it a a dangerous precedent which we cannot acquiesce in. Reiterating Indias position that the leadership of Syria is a matter for Syrians to decide themselves, Mukerji said: unilateral action of any kind will not resolve the crisis. It will only exacerbate the problem and cause greater instability and violence even beyond Syrias borders, he said expressing Indias view that following the settlement of the conflict, Syrians themselves should establish accountability for crimes committed by Syria. This cannot be done by outsiders, he said. We also believe that promotion of political dialogue requires engagement with all parties concerned, and calls for boycott of the government and support of the opposition will not help. Russia fiercely opposed the resolution saying it was clearly a one-sided text and would undermine the peace initiative. But the US representative argued that the resolution was consistent with the US-Russian initiative. The resolution reiterated its call for a political transition, which it said represented the best opportunity to resolve the situation... peacefully. The resolution also expressed outrage at the rapidly increasing death toll, and strongly condemned the Syrian governments use of heavy weapons and the widespread and systematic gross violations of human rights and fundamental freedoms. The text called for urgent financial support to neighbouring countries, which are hosting 1.5 million refugees, and highlighted the dire situation of the 4.25 million internally displaced people.

Unlike India, China not helping Nigeria stop fake drugs


Accra Unlike India, China is not assisting in the fight against counterfeit medicines even though the influx has been mainly from that country, Nigerias National Agency for Food and Drug Administration and Control (NAFDAC) says. Comparative analysis has shown that China is not doing anything to help the Nigerian government in its attempt to control the import of counterfeit medicines, even though much of these medicines have been traced to China, NAFDAC spokesman Abubakar Jimoh told IANS on the phone from Nigerian capital Abuja. On the other hand, the Indian government has joined hands with the Nigerian authorities to fight the influx and has thus reduced the flow of such medicines from India, Jimoh added. Nigeria has been faced with the influx of counterfeit medicines over the years and has tried several methods to overcome the scourge. Last year the government proposed a bill providing stiffer punishment for organisations and individuals who may be arrested for dealing in the manufacture and sale of counterfeit medicine. The government at the time wanted to use the bill to protect local manufacturers against inferior imports that were selling cheap on the market. It was proposed to provide support to three agencies - Standards Organisation of Nigeria (SON), National Agency for Food and Drug Administration and Control (NAFDAC) and the Consumer Protection Council (CPC) - to link their activities and work in concert. The government at the time promised to support to the organisations in the enforcement of regulations in the control of fake products. It has been revealed that NAFDAC has been able to bring the prevalence rate of fake drugs down to six percent from

the 16.7 percent over the past five years. The proposed bill, however, turned out to be much ado about nothing as there was no movement forward. Jimohs comments come to confirm an earlier statement by NAFDAC director general Paul Orhii that most fake, substandard and counterfeit drugs imported and openly sold on the Nigerian market were from China through smuggling with the connivance of some unscrupulous persons whose only interest is to make money. Orhii said even though Nigeria had been doing everything possible to fight the scourge of counterfeit drugs, China had remained a problem. This is because the authorities in China have refused to show any interest to assist in the elimination of the chain that had been traced to their country . India has tried to collaborate with Nigeria maximally on strategies to reduce the importation of counterfeit medicines to the country, Orhii said, adding: But, concerning China, we are still trying to work out how to collaborate with each other. For now, without fear of contradiction, I will say that China remains the highest exporter of these fake products and China is a problem for Nigeria. He said the Agency was working closely with the Chinese embassy in

Nigeria to track down the company in China that connived in the shipping of counterfeit medicine into this country. Orhii said the recent discovery of a huge consignment of counterfeit drugs had also revealed that these drugs were being sold in the market by those who also dealt in other products to escape the attention of the security agencies. Expressing his determination to fight the influx, Orhii said: There will be no sacred cow in the fight against counterfeit medicines. Any counterfeiter arrested will be prosecuted according to the law of the land. This is an indication that foreigners who hide behind the cordial relationship between their country and Nigeria to engage in negative activities will not be spared the rod. It is however not clear how the Nigerian authorities intend to deal with the Chinese diplomatic mission that doesnt seem to be interested in helping to fight the influx of counterfeit medicine. To achieve its aim to beat the influx, NAFDAC has also appealed to the general public, market unions and transporters to report any suspicious activities that would help it ensure that those who may try to avoid arrest were not spared but were prosecuted according to the law.

US Mothers Day parade shooting suspect identified


Washington US police are looking for a 19-yearold man identified as a suspect in the Mothers Day parade shooting in New Orleans, the largest city in Indian-American Governor Bobby Jindals state of Louisiana, that injured 19 people. Police are looking for one Akien Scott who has previous arrests on charges of possession of firearms, possession of narcotics and resisting arrest, New Orleans Police Chief Ronal Serpas announced Monday night. Federal investigators cited by CNN said they have no indication that the shooting was an act of terrorism. Its strictly an act of street violence in New Orleans, New Orleans FBI spokesperson Mary Beth Romig said Monday. The shooting, during a festive New Orleans Mothers Day parade, renewed concerns about crime in the city known as the home of jazz. Its the third holiday this year when guns have been fired into crowds, New Orleans Mayor Mitch Landrieu said. Its a culture of violence that has enveloped this city for a long period of time ... and its one of the things that we as a community have got to stop, he was quoted as saying. A Jan 21 shooting near a Martin Luther King Day parade left five wounded. Four people were hurt in a February Mardi Gras attack, the New Orleans Times-Picayune reported. Authorities are offering $10,000 reward in the case. Remi Braden, a police spokesperson, described the shooting as an extremely unusual occurrence. The attack included shots that were fired from different guns, police said Sunday, and officers saw three possible gunmen running from the scene. On Monday, at least three victims were in critical condition, said Louisiana State University Medical Center spokesman Marvin McGraw.

It also noted that the 2013 election was the costliest ever in the countrys history, and the people with modest means were put at further disadvantage. The report, however, did not peg the costs. Chinese labourers seek $60 mn from Japan


Beijing An alliance of groups representing labourers who were forced to work for Mitsubishi Materials in Japan during World War II have sought about $60 million as compensation. An executive at Mitsubishi Materials (Shanghai) Corp accepted a document requesting compensation of 370 million yuan (about $60 million) for forced labourers used by Japan during World War II. The executive promised to keep and hand over the document to Mitsubishis headquarters in Japan after half an hours dispute, with the presence of some Chinese and Japanese media, said Kang Jian, a lawyer for the alliance groups. The document asks for 100,000 yuan for each of the 3,765 Chinese labourers, including 711 people who died in Japan. The groups also demanded the com-

pany issue an apology, which has never happened. The groups, composed of some survivors and their families, handed officials at the Japanese embassy in Beijing a letter urging the Japanese government and companies to apologise and provide compensation. In 2009, the Japanese court announced the loss in the lawsuit of the Chinese forced labourers suing Mitsubishi, which proclaimed the 14 litigations against Japanese enterprises since 1996 came to nothing. But the court recognised the malfeasance of the government and the companies to forcibly enslave Chinese labourers, which, according to Kang, paved the way to initiate negotiations outside judicial action. The court suggested the government and companies provide compensation to the labourers, and well never give up, she said.

Lucknow Former Uttar Pradesh minister and independent legislator Raghuraj Pratap Singh alias Raja Bhaiyya was grilled by the CBI over the murder of Kunda deputy superintendent of police Ziaul-Haq and two others. Raja Bhaiyya, an independent legislator from Kunda, was quizzed for over seven hours by the CBI on charges levelled by Haqs widow, Parveen Azad.Parveen has accused Raja Bhaiyya of masterminding Haqs murder. He was questioned about his whereabouts at the time of the killing of Haq, Balipur village head Nanhe Yadav and his brother Suresh March 2. He was also asked questions about certain phone calls that were made to him in the aftermath of the triple murder. Also questioned was Hari Om Srivastava, Raja Bhaiyyas local representative, who is also an accused in the case.They were questioned about their proximity to another accused, Sanjay Pratap Singh aka Guddu Singh. Guddu, his brother Rajiv and Raja Bhaiyyas bodyguard Bullepal are in jail. Following the allegations and his name surfacing in the first information report (FIR), Raja Bhaiyya was asked to resign as Food and Civil Supplies minister by Uttar Pradesh Chief Minster Akhilesh Yadav. Several close aides of the former minister, including his legislator cousin Akshay Pratap Singh, have already been questioned by the CBI. However, Raja Bhaiyya has denied any role in the killings. Resist political pressure or pay for it, SC tells co-op registrars


New Delhi The Supreme Court Thursday said that the registrar or the joint registrar of co-operative societies should resist political pressures and if they choose to succumb to it then they would be personally liable to bear the cost of litigation that would arise out of their decisions inspired by extraneous considerations. Registrar/joint registrar shall not act under political pressure or influence and, if they do, be subjected to disciplinary proceedings and be also held personally liable for the cost of the legal proceedings, said an apex court bench of Justice K.S.Radhakrihnan and Justice Justice Dipak Misra in their judgment. Registrar/joint registrar therefore is duty bound to exercise his powers bona fide and not on the dictation or direction of those who are in power, said the judgment pronounced by Justice Radhakrishnan. The court imposed a cost of Rs.1 lakh on Madhya Pradesh government that it would pay to the Madhya Pradesh Legal Services Authority within one month. It also imposed cost of Rs.10,000 on the joint registrar, co-operative societies, Sagar who had passed the order superseding the board of directors of District Cooperative Central Bank Ltd., Panna. The court said that the sum, to be deducted from his salary, would be deposited with District Co-operative Bank within two months. The court said this while dismissing two appeal against the order of the Madhya Pradesh High Court by which the high court) had set aside the order of the Sagar joint registrar, passed without previous consultation with the Reserve Bank of India. Such a consultation with the RBI is provided under the second proviso to Section 53(1) of the Madhya Pradesh Cooperative Societies Act, 1960. The board of directors was superseded Sep 30, 2011 but the high court set aside the decision by its order dated Feb 13, 2012. The order of the high court was challenged by the Madhya Pradesh government and the joint registrar. Stating that it had failed to notice why the Madhya Pradesh government and the department of cooperative societies had taken so much interest in this litigation, Justice Radhakrishnan said that the state government should not spend public money in unnecessary litigation involving dispute between different factions of the society. Chairing the tourism advisory committee meeting here, he said that the tourist market for Kashmir in southeast Asia, Middle East, Gulf countries and Germany need to be harnessed in full besides working for attracting tourists from other foreign countries. The government is making all endeavours to help holistic development of tourism by encouraging adventure, sports, pilgrim and conventional tourism in the state and help creation of up to the mark infrastructure with the aim to generate economic activities and expand job market for youth, he said, calling on private players in this industry have complement government efforts so that the stupendous goals are achieved.

The government has also extended concession on hotel tariff tax by one year besides reducing VAT on sale of cooked food items from 13.5 to 5 percent. Various sports, cultural, adventure and other events were held within the state to promote tourism while as participation in road shows, rallies and marts was made within and outside the country to showcase Jammu and Kashmir tourism, the meeting was told. For the capacity building programme, about 10,000 youth have been trained under the Hunar-seRozgar programme during the last four years and out of these, about 5,000 have already been absorbed in the tourism industry. During the next four years, more than 25,000 youth will be trained under this programme.

War-like store of arms seized near LoC in Kashmir

Jammu Jammu and Kashmirs mountainous Doda and Kishtwar districts are getting aftershocks even a fortnight after the May 1 earthquake of 5.8 magnitude that led to one person being killed about 100 injured. This has naturally caused panic among the people here.

So far, we have recorded damage to 37,000 buildings, including residential, government, religious, educational and others. Of these, 600 are totally damaged and 9,000 severely damaged, he said. The monetary losses are still being evaluated. The administration is gradually reaching out to the effected families and is providing tents and ration to them, the official said. Many of those injured in the May 1 quake are children as many school buildings were damaged in the shocks. Chief Minister Omar Abdullah has said school buildings had been disproportionately damaged as compared to other structures and this needed to be looked into. We have to ascertain why this has happened and what is the cause is for it, he said while directing the planning minister to engage an independent third-party.

Set up under an Indo-Israel project, the new centre will be inaugurated by Chief Minister Bhupinder Singh Hooda in Mangeana village of Haryanas Sirsa district May 21, a state government spokesperson said. The centre for fruits will be spread over an area of 72 acres. The centre for vegetables is in Gharaunda town near Karnal. Ambassador of Israel Alon Ushpiz will also present during the inaugural ceremony. Saplings of citrus fruits, pomegranate, olive, guava and date had been planted in this centre. Apart from this, shed net house, anti-insect house and high-tech greenhouse had also been set up. Indo-Israel technology is being applied in this centre. Micro-irrigation with automatic system had been installed in separate blocks of orchards and nursery, the spokesperson said. He added that horticulture farming would enhance income of farmers and fresh juice would be available to people of the adjoining areas. Over 8,300 hectares of land have been brought under horticulture cultivation in Sirsa district in west Haryana, 270 km from here. Kite surfing to be unveiled in India


Mumbai An exciting pulse-racing event, kitesurfing, awaits adventure lovers in the costal district of Raigad coming weekend. It is for the first time in India that as many as 70 Indian kite-surfers will take part in the showpiece event, which will be guided by 20-year old Ines Correia, the 2011 Womens World Kitesurf champion and current top-ranked in Kite Surf Pro World Ranking and Wave Riding World Ranking. On Thursday-Friday, she will take to the sea at Mandwa, in Raigad and judge the participants based on speed, manoeuverability and attitude, before eliminating 20 kitesurfers on both days. The remaining shall travel to the famous Murud-Janjira Fort for the final round Saturday (May 25), in the event organised by Maharashtra Tourism Development Corporation, Red Bull and Quest Adventures Pvt Ltd.

This is a one of its kind kitesurfing event which is hardly known in India and will enable the kitesurfers to circle the skies above the Murud-Janjira Fort, situated nearly a kilometre in the Arabian Sea off Raigad, said a spokesperson. The final lot of participants selected

The first session of the National Platform for Disaster Risk Reduction (NPDRR)

Till recently, the approach to Disaster Management has been reactive and relief centric. A paradigm shift has now taken place at the national level from the relief centric syndrome to holistic and integrated approach with emphasis on prevention, mitigation and preparedness. These efforts are aimed to conserve developmental gains as also minimize losses to lives, livelihood and property. A two day National Platform for Disaster Risk Reduction (NPDRR) was held under the chairmanship of Prime Minister Dr. Manmohan Singh at Vigyan Bhawan , New Delhi on 14th and 15th May 2013.The NPDRR was created by the government in February. It aims to bring together stake holders including the government, parliamentarians, mayors, media, international organisations, NGOs, local community representatives, scientific and academic institutions and corporate businesses. The two-day conference was held on the theme Mainstreaming Disaster Risk Reduction in Development: From Risk to Resilience. It would guide central, state and other concerned agencies on the implementation of the disaster management policy. The Disaster Management Act was legislated in 2005. Though the first session had a great aim the attendance in terms of stake holders was a great cause of worry. While only about eight states managed to give active participation , some of the most disaster prone states were missing. The organizers managed the show very well in terms of ambience but the discussions were dominated by the academicians and mired by technical details and thus at times it seemed that the theme of Risk Reduction was lost somewhere in the jargon of earthquakes and tsunamis. Overall it was good effort to begin with and the general feeling of the delegates was that atleast we now have a platform. The representatives of few NGOs who attended the session were lost as a minority in the crowd of officials in attendance.

Long way to go for disaster mitigation, says PM


India has made progress in institutions for disaster prevention and mitigation but there is still a long way to go, Prime Minister Manmohan Singh said and called for the involvement of communities in the effort. The prime minister called for mechanisms to provide risk insurance and contingent credit facilities to people affected by natural disasters. Addressing the first session of the National Platform for Disaster Risk Reduction (NPDRR) here, the prime minister called for greater attention to arrangements for providing funds to people to cope with losses suffered in the wake of natural disasters. The current systems, particularly at the national level, lack institutional incentives and do not promote mechanisms such as risk insurance and contingent credit facilities, Singh said. The development of such... arrangements is particularly important because they typically serve as a primary source of immediate funding that would reduce human suffering, economic losses and fiscal pressures in the aftermath of natural disasters, Singh said. He said disaster management is an area of vital national importance and integration of disaster risk reduction strategies into development initiatives must necessarily involve local communities. We must make full use of our Panchayat Raj institutions to achieve this objective, the prime minister said. He said managing disasters is necessarily a collaborative and complex exercise involving central, state and local governments and civil society organisations and people at large. I believe that while we have made encouraging progress in recent years in putting in place institutions and mechanisms for disaster prevention and mitigation, we have still a large distance to travel, the prime minister said. Noting that the 10th Five Year Plan for the first time emphasised the need to consider disaster risk as a developmental issue, he said the development processes could not be really sustainable without risk mitigation efforts being built into them.

He said the 12th Five Year Plan focuses on the new developments that have taken place in the area of disaster risk reduction, like early warning systems and communications, and mainstreaming of disaster risk reduction in some of our major development programmes. For example, the Mahatma Gandhi National Rural Employment Guarantee Scheme now includes drought mitigation efforts as an eligible activity allowed to be taken up under the scheme, the prime minister said. He said the national platform for disaster risk management meets Indias commitment to the United Nations International Strategy for Disaster Reduction. He said India was among 80 countries which have a national platform. Noting that India was vulnerable to a large range of natural and man-made disasters, including earthquakes, floods, droughts, cyclones, landslides and industrial accidents, he said climate change has posed fresh new challenges in recent years. These are in the form of the increased intensity and frequency of disasters like floods, cyclones and droughts. We must, therefore, ensure that disaster preparedness and development of adequate disaster response mechanisms receive priority attention, he said. Home Minister Sushilkumar Shinde said there was a need for strict enforcement of hazard reduction design, and making the community informed about safety measures. He called for an effective technolegal regime so that unsafe buildings in seismically vulnerable areas are scrutinised properly. We have to take measures so that disaster risk reduction becomes an integral part of the planning process, he said.

Bikram Singh Majithia Proposes permanent NDMC at Ludhiana


Taking part in the the inaugural session the Punjab Revenue & Rehabilitation Minister Bikram Singh Majithia pointed out that keeping in view the gravity of various disasters right from flash floods to earthquakes, industrial , air , train and road accidents, it was high time to chalk out our effective Disaster Management Plans both at National as well as states level to deal with any eventuality besides ensuring preventive measures. He underlined the need for major enhancement in the present limit of Rs.6000 per hectare compensation under State Disaster Relief Fund (SDRF), in case of crop damage beyond50%. He said that keeping in view the rising input costs in agriculture and its more vulnerability to adverse climatic challenges; it becomes imperative to double this amount immediately. He informed that Punjab government was paying Rs.5000 per acre i.e. Rs.12500 per hectare by itself bleeding for this huge difference. He also demanded to double the damage compensation for loss of cattle heads and house due to various natural calamities. He also advocated for a comprehensive techno legal regime to limit the ill effects of disasters through formation of effective policies, guidelines and bye laws and their strict enforcement by relevant state departments, local bodies, agencies and private establishments. The Revenue Minister informed that the Punjab being one of Indias prosperous states was equally vulnerable to both natural & manmade disasters. He pointed out that due to severe drought during last Paddy season, the Punjab government and hard working farming community of

the state had to bleed themselves to ensure the food security of the country. He lamented that even after in principal admission, the Union government did not grant a single penny to state against a demand of Rs. 5112 crore drought compensation. Reiterating the Punjab governments demand for setting up of a permanent National Disaster Management Centre at Ludhiana , Majithia revealed that the State had already offered 50 acre of land free of cost to Government of India for this purpose. He pointed out that in a recent major Industrial Accident in Jalandhar, 7th Battalion of NDRF (National Disaster Response Force) stationed at Bathinda played a laudable role in rescue operation, that was widely appreciated. He revealed that his government has already started the process for preparing detailed Disaster Management Plan at village, block, district and state level and at the level of individual departments through active participation of various stake holders. Besides this, the State has already developed its Disaster Man-

agement Policy, Standard Operating Procedures, and Training Manuals for various stake holders. He further said that the State has constituted its own State Disaster Response Force. A total of 600 persons of Punjab Armed Police have been trained by an NDRF Battalion, Bathinda for this purpose. More than 65,000 village volunteers and 1.30 Lac school children along-with teachers have been trained on search and rescue and life saving practices during in 13 districts of the state. 10 District level and One State level emergency operation centre has been established. Remaining 12 district emergency operation centres would be set up in one year, he added. The Revenue Minister also demanded to raise the 5% bar on SDRF for creation of Disaster Response Infrastructure to minimum 20% so that required infrastructure could be created to meet any eventuality due to any calamity strike. He also demands for provision of at least 10 percent of SDRF money for preparatory or emergency flood protection measures.

U Connectt-SMI conducted a comprehensive survey of the workers of leading political parties of Chandigarh in the run up to Lok SabhaElections. This is a follow up survey to our mood of the voters survey conducted in immediate aftermath of the CBI raids on MP PawanBansals kin, that predicted a slender lead for the Congress in the city.

Introduction

It is better to lead from behind and to put others in front, especially when you celebrate victory when nice things occur. You take the front line when there is danger. Then people will appreciate your leadership.Nelson Mandela Leadership of a political party constitutes the thin line between a win or a loss in the hyper competitive world of politics. Most electoral surveys try to predict the treacherous voting behaviour of general electorate. Electorate can and often gets swayed by last minute machinations or incidents thus bringing the electoral conclusions of a detailed survey to nought. Such machinations and incidents are set off by the stronger organizations or electoral teams. Therefore to make any political analysis comprehensive it is imperative to survey the voters and the participants alike. Political parties rely on foot soldiers to plan and implement their electoral strategies. In tough electoral battles a well oiled organization capability and high morale of workers can prove to be a life saving asset for a candidate. Victory in an election is the sum total of candidate plus organization convincing the voters to vote for their side.

Methodology

The survey was conducted across a randomized crossection of workers and party executive members to avoid the pitfalls of groupism and coterie management. SMI sampled over 200+ workers across parties and civic society denominations. We came across coarse language and aggressive posturing by some workers eager to please their political godfathers. Such behaviour is suggestive of the fierce power struggle taking place behind the scenes.

Party Wise Analysis


BJP: Split Cadre and Confused Workers
The Bharatiya Janata Party is a mirror copy of its national condition. The workers of BJP are sensing a mood for change amongst the electorate but are not sure of channelizing that into a way to ensure the party victory. When team SMI contacted the workers and leaders within the party, an atmosphere of suspicion and hesitation was observed. Local BJP President Mr. Sanjay Tandon and former MP Mr. Satya Pal Jain are locked in a bitter and close fight to emerge as the workers choice. There is a small section of the party that wants an outsider candidate to preserve the unity of the local unit of the party.

The aim of the survey was to temper our voter survey with thought process of the workers of leading political parties of Chandigarh. We asked the workers of BJP, INC, BSP and civil society about their morale, preferences and predictions with reference to the upcoming ChandigarhLok Sabha polls.

The Indian National Congress occupies the other end of the political spectrum in the citys politics. Reminding one of the dominance enjoyed once by JN Kaushal, Pawan Bansal the incumbent MP looked all set for a comfortable repeat till April 2013. However the CBI raids on his kin and the subsequent activity by his detractors within the party has helped open a chink in his armour. Despite a decline in his support

The most significant player in the others category is Mrs. Jannat Jahan of the BSP who was officially declared as the BSP candidate for the Chandigarh seat. It beggars mention that she is the wife of Anwar Ul Haq who secured over 11,000 votes on his own steam in the previousLok Sabha elections. Haqs personal vote coupled with transferable and sticky vote bank of BSP is a potent threat to the big two in the fray. If the Haqs

The parties in the fray should resolve the leadership and candidature issues at the earliest to have a good shot at winning the seat. Current crop of workers is a relatively well networked educated class that dislikes being kept in ambiguity. BJP is at a significant disadvantage due to a lack of direction stalling its upward momentum in the current environment of distrust against the central government. INC needs to be cautious about its slender lead as BSP has fielded a significant vote splitter as its candidate that will prey upon its traditional vote bank. Despite the voter trend of closing the gap between BJP and the INC, the final results may turn out to be significantly divergent from voter opinion polls on account of the degree to which leadership feuds will get resolved by the parties concerned.

I started with the breasts, as my risk of breast cancer is higher than my risk of ovarian cancer, and the surgery is more complex, she added. The film begins with an intimidating situation, where an American professor at Lahore University is kidnapped. The CIA with the help of Bobby (Liev Schreiber), an American journalist, tries to ferret out information about the kidnapping through Changez Khan, also a professor at the same university. At the start of the conversation, Changez insists that Bobby should listen to his story -- How his life has been turned topsy-turvy after 9/11. How he was inadvertently humiliated. And why he had to abort his American Dream to return to Lahore. The 130-minute narration meanders for the first hundred minutes and rapidly picks up pace during the last thirty minutes in a very melodramatic manner.

Riz Ahmeds portrayal of Changezs transition from a pragmatic and efficient business analyst to a patriotic professor in his country is superficial. The intensity of neither his humiliation nor his pain reflects in his demeanour. This is evident in the two scenes that could have changed the equilibrium of the film. The first scene is where he disagrees with his boss (Kiefer Sutherland) to sack the editor publisher of a publication in Turkey and the other scene is at the art studio, when he is angry with his girlfriend Erica (Kate Hudson) when she displays her indulgent art exhibits. Liev and Sutherlands performances are solid but add little beyond their characters stereotypical American reactions to Changezs decisions. Hudson with her unkempt hair and gaudy dramatics is a misfit. Om Puri as Changezs father is a fas-

cinating personality, but his limited screen presence is a shortcoming so also is the case with Adil Hussains character, Mustafa Fazil. Shabana Azmi as Changezs mother walks through her role nonchalantly. Imaad Shah as Sameer, a student activist, appears comfortable on familiar grounds and is noticeable. The only plus point in the movie is its soundtrack. The film kickstarts with the qawaali Kangnaa sung by brothers Fareed Ayaz and Abu Mohammed, but it is the song Mori araj suno by Atif Aslam that is haunting. Meesha Shafis brilliantly sung Bijli aaye ya na aye steals the show. Meera Nair has taken great pains to ensure the authenticity of the settings. The smooth flow of the visuals, though appealing, is often broken with the unsteady hand-held camera work. So the rapid edits, especially during conversations, are jarring.

New Delhi Indias wholesale price-based inflation decelerated to 4.89 percent in April, as prices of vegetables, milk, egg, meat and fish eased, government data showed Tuesday Inflation based on Wholesale Price Index (WPI) fell to 4.89 percent in April, from 7.50 percent in the corresponding month of 2012, the lowest levels in nearly three and a half years, the data showed. The headline inflation was recorded at 5.96 percent in the previous month and 7.28 percent during February, according to data released by the ministry of commerce and industry. Food inflation fell to 6.08 percent during the month under review as compared to 10.92 percent in the corresponding month of last year. In March, food inflation rose by 8.73 percent and in February by 11.95 percent. The prices of vegetables decelerated by a negative 9.05 percent, while those of milk were lower by 4.04 percent from an increase of 15.68 percent in the corresponding month

Washington A subsidiary of Indian generic drugmaker Ranbaxy Laboratories has pleaded guilty to federal charges of selling adulterated drugs with intent to defraud and agreed to pay $500 million to resolve false claim allegations. The US justice department Monday described as the largest drug safety settlement with a generic drugmaker related to manufacture and distribution of certain adulterated drugs made at two of Ranbaxy USA Incs manufacturing facilities at Paonta Sahib and Dewas in India. Ranbaxy also agreed to pay a criminal fine and forfeiture totalling $150 million and to settle civil claims under the False Claims Act and related State laws for $350 million, the department said in a media release. Ranbaxy USA pleaded guilty to three felony counts under the federal Food, Drug and Cosmetic Act (FDCA), and four felony counts of knowingly making material false statements to the Food and Drug Administration (FDA), it said. Moscow Russian state-run oil giant Rosneft has pledged to invest around $100 million in geological prospecting and drilling off Vietnam after it received approval for a new oil bloc there, Rosneft CEO Igor Sechin said. We have received approval for another bloc, 05-3/11, close to the existing bloc. Well be able to use the existing infrastructure. This year, well spend about $27 million on geological prospecting while overall obligations (for Rosneft) for geological prospecting and drilling amount to about $100 million, Sechin said. The Rosneft head signed a production-sharing agreement for the bloc Wednesday between TNK Vietnam, a subsidiary of TNK-BP taken over by Rosneft, and Vietnamese state company Petrovietnam. Sechin said geological prospecting for the new bloc would take about two years but did not specify the amount the company might spend on the whole project. Rosneft did not have any stakes in Vietnamese projects until it took over Russian-British joint oil venture TNK-BP, which had acquired from BP a 35 percent stake in the offshore gas condensate production Block 06.1, which contains the Lan Tay and Lan Do gas condensate fields. Rosneft has offered Petrovietnam cooperation in eight blocks on the shelf of the Pechora Sea in the Russian Arctic, Sechin said.

Mumbai The current size of the Indian food industry stands at Rs.247,680 crore per annum and is expected to grow at 11 percent to touch a staggering Rs.408,040 crore by 2018, an official said. In terms of market segments, the Quick Service Restaurants and casual dine-in formats account for nearly three-fourths of the total chain and cafes make up 12 percent, with fine dining outlets, pubs, bars, clubs and lounges comprising the rest. This is the key highlight of the India Food Service Report-2013 of the National Restaurant Association of India, which was released Tuesday afternoon by Maharashtra Tourism Minister Chhagan Bhujbal here. The report states that the chain and licensed stand-alone industry would contribute around Rs.11,500-11,900 crore in 2013, which will more than double to Rs.25,000 crore by 2018. This would provide the government an opportunity to generate an additional collection of Rs.17,000Rs.26,000 crore through closer monitoring of tax collection from the unorganised sector, said NRAI Mumbai chapter head Amit Jatia. The Indian food services industry has witnessed strong growth over the past few years and is expected to continue growing at an exponen-

tial rate over the next five years. It is expected to touch $28 billion on the back of changing consumption habits of consumers and emergence of new players in the sector, said Jatia. Japanese agency offers funds for Lucknow Metro project


Lucknow The Japan International Cooperative Agency (JICA) has offered the Uttar Pradesh government financial assistance for the Metro rail project and a host of other projects, including the Agra-Lucknow expressway, officials said Tuesday. JICA sought details of the projects at a meeting with Chief Secretary Jawed Usmani Monday. The World Bank has already expressed its willingness to give funding for the Lucknow Metro rail and Agra-Lucknow expressway projects. Both these projects require funding of Rs.12,000 crore each. Officials said the central government has also assured financial assistance for the projects, but offers of assistance from JICA and the World Bank have come as a big relief for the state government. So far, 15 companies have showed interest in the Agra-Lucknow expressway project. The state government is likely to finalise a developer for the ambitious project soon, an official said. The Metro rail project also has been expedited with the state housing department giving final shape to the route it will take in the state capital Lucknow. Officials of the Delhi Metro Rail Corporation (DMRC) have already inspected the route.

Kolkata West Bengals Mamata Banerjee led government Thursday released a performance report, claiming the state has clocked a growth rate higher than that of the overall country during the nearly two years it has been in power. RBS to cut 1,400 jobs over next two years


London The Royal Bank of Scotland (RBS) has that it will cut 1,400 jobs over the next two years as part of plans to restructure its retail head office operations in Britain, a media report said. No customer-facing staff will be affected, but support staff for the banks retail arm including those working in communications, marketing and customer analytics are expected to be affected by the job losses, Xinhua cited RBS as saying in a press release. To serve our customers well we have to ensure that our resources are focused on the things that matter most to them, Ross McEwan, chief executive officer of the banks UK Retail, was quoted as saying. Regrettably, we can only do that by restructuring the way we work in head office so that every effort is concentrated on supporting our customers and the frontline staff that serve them, said McEwan. Employment rate of Japanese college graduates rise


Tokyo The employment rate for those who graduated from colleges in Japan in March rose for the second straight year to 93.9 percent as of April 1, up 0.3 percentage points from a year earlier, according to government data released Friday. But the rate is still 3 points below its peak in 2008, and around 24,000 graduates are believed to be jobless, reported Xinhua. The employment figures exclude those who went to graduate schools or stayed on in college for another year because they could not find jobs. Among all graduates, the rate for landing jobs came to 66 percent, showed data. Reliance Capital profit surges 77 percent in 2012-13


Mumbai Reliance Capital said its net profit surged by 77 percent to Rs.812 crore ($149 million) in the financial year ended March 31, 2013. The company, a part of Anil Ambani-led Reliance Group, said its consolidated total income jumped by 13 percent to Rs. 7,519 crore ($1.4 billion), largely due to a sharp increase in topline of general insurance, commercial finance and asset management businesses, and sale of stake in Reliance Capital Asset Management. Reliance Capitals earning per share increased by 77 percent to Rs.33.1. The companys total assets jumped to Rs.40,588 crore ($7.5 billion) as on March 31, 2013, registering an increase of 15 percent year-on-year. Reliance Capital is one of Indias leading private sector financial services companies, having interest in asset management, mutual funds, life and general insurance and broking businesses among others.
