January 2012 Item No. 4 ISSUE: REPORT: Report on modifications to the Steering Committee leadership roles. BACKGROUND: On December 21, 2011, Steering Committee Chair Angela Connolly, Steering Committee Vice Chair Frank Cownie, and the MPO staff met to discuss public engagement efforts related to The Tomorrow Plan. Chair Connolly asked Vice Chair Cownie to become a co-chair of The Tomorrow Plan Steering Committee in order to enhance these efforts; Vice Chair Cownie accepted. RECOMMENDATION: None. Report only. January 2012 Item No. 5 ISSUE: REPORT: Report on efforts related to DART Forward 2035. BACKGROUND: The DART Forward 2035 Transit Services Plan was adopted by unanimous vote by the DART Commission in September 2011. The historic vote established a blueprint for building a truly regional transit system in Greater Des Moines. DART staff will provide an update at the January 5, 2012, meeting. RECOMMENDATION: None. January 2012 Item No. 6 ISSUE: REPORT: Report on efforts related to Capital Crossroads. BACKGROUND: Capital Crossroads is a strategic vision plan for Central Iowa. After completing a plan with a consultant in 2011, the committee has been divided into eleven capitals. These groups are working to implement the recommendations derived from the planning process. January 2012 Item No. 7 ISSUE: REPORT: Report on the next speaker series event. BACKGROUND: The Tomorrow Plan scope calls for a speaker series, which is designed to educate and collect information from both the general public and policymakers about topics related to the project. On Thursday, January 12, 2012, Bill Fulton of Smart Growth America will talk about the economic and fiscal impacts of sustainable planning. Mr. Fulton is a former mayor of Ventura, California, and is an expert in the field of urban planning. Smart Growth America states, A longtime writer, researcher, and urban planning consultant, Mr. Fulton is one of the countrys leading experts on the smart growth policies and the relationship between smart growth and economic development. At Smart Growth America, Fulton will focus on Smart Growth Americas programs to assist state, regional, and local government agencies around the nation with smart growth policies and tools. BACKGROUND: In order to develop the alternative scenarios model, the Sasaki team is working to develop a baseline model, or business as usual, model. This will be an extrapolation of current development patterns into the future. The Sasaki team will provide an update on the process, a sneak peak at the model, and more information at the January 5, 2012, Steering Committee meeting. RECOMMENDATION: None. The goal of Outreach Series #2 is to communicate the complexity behind and purpose of the baseline model as well as introduce the findings of the Sustainability Scan and gather input towards the vision of a sustainable future for the region.
