subm mitted that t the draft procedure was circu ulated and discussed in the 7th h mee eting of Fo orum of Lo oad Despat tchers (FOLD) held on 14.6.20 012 at New w Delh hi. Based on o the comments rece eived in the aforementioned FOL LD meeting, revis sed proced dure was circulated by b RLDCs to its users s (SLDC/IST TS, etc.) by y e-mail/post . It has been stated s that comments have been received from Punjab b Stat te Transmission Corp poration Lt td. which mainly per rtain to the e status of gove ernor opera ation in the State. Afte er considering the com mments, PO OSOCO has s subm mitted a final draft procedure. 7. o the Grid Code C provid des as under: Regulation 5.2 (f) of " All the ermal gener rating units s of 200 MW and abo ove and all hydro units s of 10 MW and abo ove, which are synchr ronized with h the grid, irrespective e of their ownership, shall have e their gove ernors in op peration at all times in n accorda ance with th he following provisions s:.."

The ob bjective of the procedu ure has bee en stated "to develop a common n unde erstanding among all control centres and other o entitie es respons sible for the e relia able operati ion of the each e inter-c connection in India". The T proced dure clearly y deal ls with various roles being perfo ormed by NLDC, RLDCs and SLDCs S and d the need and suitability of o the monitoring of the FRC at t the contro ol area leve el and submissio on of quar rterly repor rt in this regard. r We e have exa amined the e cedure. We e are of the e view that the proced dure will he elp in clearly y assessing g proc and monitoring g the the FRC C at the co ontrol area level. Accordingly, we w approve e
