Joe noted that Madison Park Financial has signed a lease with Two Jacks Denim at 2355 Broadway, next to the newly opened Sweet Bar. Andrew mentioned that there is discussion of transforming a portion of Snow Park at 19th Street and Harrison Street into a dog park. Steve noted that he has been in communication with Richard Cowan with the City of Oakland and suggested that the city contact Indrajit Obeysekere with Kaiser Permanente whose building abuts that space. Nola also noted that she has a building next to that space, and her tenants will want to know exactly what part of Snow Park will allow dogs, and what will be done about odor.

Approval of the minutes of December 19, 2012

The minutes of the December 19, 2012 meeting were presented for review.

Martin moved and Nola seconded the motion to approve the minutes of December 19, 2012 as presented. The motion was approved unanimously. No action taken.

Security update Ted Tarver

Ted mentioned that relations with OPD are going well. We have yet another new captain, and OPD is now visibly visiting the districts twice per day. Ted checks the daily OPD report log and noted that there is a relative safety

bubble in the districts. Michelle noted that the City Council approved the contract with William Bratton, former Chief of Police for both New York and Los Angeles, and asked if staff had any thoughts regarding the consultation. Andrew stated that staff has not weighed in on this subject to date. Steve mentioned that he has a meeting scheduled with Chris Pastena to discuss the loitering issues on Broadway. Steve also explained that staff has attended a series of meetings with property owners between 13th and 14th on Broadway, OPD, and City of Oakland officials to talk about concerns surrounding De Lauers. Maintenance update Rick Williams and William Adames Will noted that Rick Williams is sick, and could not attend the meeting today. He explained that the maintenance crew has commenced the Big Splash program which includes power washing and the painting of light poles, fire hydrants, and utility boxes. The crew is focusing on Broadway, and working from 8th Street to 25th Street. Harold noted that this is possible because of the Adopt-A-Spot program. The Peralta Service Corporation has adopted the districts, which means that they can do projects like these with most supplies provided by the City. Andrew also mentioned that they have developed zones for the maintenance crew which has increased productivity and effectiveness. Will also noted that the maintenance team has received their new uniforms which are the same as the Block by Block uniforms. The maintenance crew has also participated in the hospitality video training with Block by Block. Will stated that we have begun the Urban Ecology Internship with Job Corps. Steve explained what the interns have been working on and that the program will last 5 weeks. Lorie asked about a Douglas parking lot at 14th Street and Franklin Street that consistently has trash dumped in it and left for weeks. Andrew explained that he wants to upgrade the radio system to have all radio communication recorded. He noted that this will help the Ambassadors takes notes quicker in emergency situations and will help management staff hold the Ambassadors responsible for non-work related uses of the radios. Tanicia noted that she believes the Kaiser Permanente receiver, which we use for our radios, records all communications. Andrew also noted that another goal is to purchase more CBD radios and distribute them to strategic security partners within the district to allow for more efficient and direct communication with the safety team. The Latham Square improvement equipment has been purchased and the remaining funds will be used for installation and maintenance. Update on SOBO projects -Back of BART Planters -Big Belly Solar -Medians -Latham Square -Encroachment Permit -CCTV -Utility Box Art Wraps Andrew noted that the BART planters have been delayed another week. The bike racks in front of the 20th and Broadway location have been relocated and the shields have been installed. The Big Belly Solar trash compactors are being delivered in the next two weeks. Michelle asked if the DISI committee will have something ready to go into the advertising slots when they are installed. Staff reported that they intend to discuss that at the DISI meeting tomorrow. Andrew explained that we are still milling through details with the City to get the encroachment permit signed, and we are very close. Trimacs and staff are ready to move on the median work as soon as the permit is finalized. Locations have been identified for the utility box art wraps. Andrew has all of the legal documentation for the CCTV program finalized with Elizabeth, and he is in discussion with several property owners to have systems installed. He noted to the committee that we are fully funding 1 system at 1330 Broadway owned by Myron Zimmerman. Andrew suggested using the remaining funds to partially subsidize several other systems to make the money go farther, and entice hesitant property owners who like the idea and want a system but are hesitant because of the cost. Country Garden Nursery has recommended that No action taken.

we look into a straight arm bracket commonly used to hold hanging plant baskets, instead of the chains that we are currently using. The chains are heavy and difficult to detach and reattach from the baskets. Considering how often the baskets get removed from the pole, the new brackets will save a significant amount of time and effort. The brackets cost approximately $10 apiece plus the cost of S hooks. Andrew noted, specifically to the LMUDA SOBO members, that Columbine Landscaping is requesting a $2,000 buy-out from their contract. He explained the miscommunication that occurred and Columbines justification of that amount. There was discussion of potential projects in the residential areas of the district including dog poop bag dispensers, cigarette disposal units, and planters. Tanicia noted that staff should communicate with the residential property owners if and when these projects move forward to help encourage the tenants to use the equipment. Other Tanicia stated that she has a meeting that conflicts with the end of the regular SOBO meetings, and requested that we move the meeting time back to 11:30 a.m. The new time worked for the rest of the committee. Staff will send updated Outlook invitations. Staff noted that we are in possession of a terra cotta test planter for the Back of BART project and we are looking for a place to put it. The staff asked that the committee contact them with suggestions. February 20th and April 17th No action taken.
