A Report on the accomplishments of the Regional Administrative Division, BFP Regional Office 2.

The Regional Administrative Division has been very participative in all programs of the Regional Office particularly on areas where the attention to the welfare of personnel is required most. It responsibly carries out its regular functions and to the duties that are delegated to it. The following hardworking and dedicated personnel compose the Administrative Division. Among these significant activities are the following: Participation in the Fire Code Implementation Action Group (FCIAG) The Admin Division is represented in the FCIAG by the Chief of the Administrative Division. The FCIAG closely monitors the Fire Code implementation, ensuring that the new law is responsibly enforced. The Admin Division, through its representative checks on the demeanor of the BFP personnel in line with the fire code implementation. No report so far has reached the Regional Office pertaining to any breach committed by any fire officer in line with the implementation of RA 9514.

The FCIAG diligently explains to the municipal treasurer of Diffun, Quirino the mandate of RA 9514.

The FCIAG meticulously checks the records pertaining to RA 9514 implementation.

Provincial Administrative Officers Conference As derived from the Regional Administrative Officers Conference which was conducted by the Directorate for Administration, National Headquarters, the Regional Administrative Division conducted a similar conference to the Provincial levels. Attended by the Municipal Fire Marshals with their respective Admin Officer, the following matters were discussed and clarified: A. B. C. D. E. F. G. H. I. J. Sources of Vacancies Pyramidal Structure of the BFP Merit Selection Plan, and Role of RPSB Discretionary Power of the Appointing Authority Consideration of NAPOLCOM Eligibles for Promotion on Temporary Status Nature of Appointment Temporary Benefits (Leave and TPPD, Scholarships) Retirement Absence without Leave (Dropping from the Rolls) BFP Image Building

The conference was conducted in four (4) provinces. The first was held in Quirino followed by Nueva Vizcaya. The third was in Isabela and the last was in the third district of Cagayan. The Municipal Fire Marshals and the Admin Officers were all participative. Several matters were clarified and some procedures were discussed for their guidance.

The Regional 2 Admin Personnel participate to the Mentoring Program on Personnel Actions.

The Regional Admin Division personnel facilitate the Provincial Admin Conference in four (4) provinces in Region 2

The provincial and municipal admin NCOs participate in the Admin conference.

Personnel Selection for Promotion and Recruitment Adhering to the merit and fitness rule of the Civil Service, this office strictly monitors the selection process in this region ensuring that the Merit Selection Plan is observed. A thorough evaluation process was also conducted to avoid any disapproval of appointment by the Civil Service Commission. Apart from the meticulous procedure, the Administrative Division also ensures that all the required documents are verified and authenticated by the issuing agencies/universities. This was so to promote awareness among BFP personnel the risks of obtaining spurious or falsified documents.

On the selection of personnel, the following were achieved: On February 08, 2010, the following were appointed: Senior Fire Officer 3 3 Senior Fire Officer 2 4 Fire Officer 3 - 37 Total - 44 Personnel

On March 04, 2010, the following were appointed: Fire Officer 3 Fire Officer 2 Total 9 31 40 Personnel

On March 17, 2010, the following were appointed: Senior Fire Officer 2 4 Fire Officer 3 - 2 Fire Officer 2 - 8 Total - 14 Personnel

On March 22, 2010, the following were appointed: Fire Officer 2 Total - 21 - 21 Personnel

On Recruitment On March 17, 2010 - 11 personnel were appointed On March 22, 2010 - 5 personnel were appointed Total - 16 Persoonel

It also to be noted that BFP Regional Office 2 has promoted almost all the members of FO1 Batch 1999 who had been FO1 for nearly 11 years. On Streamlining The BFP Regional Office 2, under the supervision of its avid Regional Director, has faithfully conformed to the streamlining policy of the Bureau to ensure the maximum utilization of personnel at the regional and provincial offices. The streamlined personnel were cascaded to fire stations to address the depletion and to attain the ideal manpower complement required to man the fire stations. The dispatch of personnel to lower levels were not hampered even during the election period as the administration is determined to maintain the authorized manpower complement at the Regional Office. Through the COMELEC-approved requests for exemption for movement of personnel, the newly-hired Fire Officers 1 were appropriately distributed to the fire stations.

On Retirement, Benefits and Scholarship With the morale and welfare of BFP Region 02 personnel as a primordial concern of the administrative division, it ensures that its Benefits, Morale and Welfare Section is geared up in terms of providing assistance to retirees and the beneficiaries of the retired as well as of the deceased members. At the Regional Office, the Chief of the BMWS is readily available for consultations on benefits. She attends to her clients with profound concern and assists them in the preparation of documents and other requirements. As a result, the processes are achieved smoothly and more conveniently. Further, the Administrative Division also monitors the scholars of the BFP who are enrolled in the colleges and universities within Region 2. The personnel of the Admin Division visit schools and check the students records.

The AC, Chief, BMWS assists the beneficiaries of retired.

The Acting, Chief of the BMWS coordinates with the school registrar pertaining to the records of the scholars .

The Admin Division personnel visit inspect the records of scholars in Nueva Vizcaya. On Recruit Orientation Course In adherence to BFP SOP Number 2007-001, this regional office came up with its internal policy on the conduct of the Recruit Orientation Course. The regional version of the policy specifically defined the duties and responsibilities of the officers supervising the program. It also officially enumerated the official activities to be carried out. Forty-one (41) recruits recently completed the course and are now ready for dispatch to the fire stations.

Recruits undergo actual firefighting training.

Recruits enjoy the athletics.

The orientation course includes the high-angle rescue techniques.

Recruits are oriented about the Emergency, Medical and Rescue Services of the BFP.

Team Building A rejuvenated spirit and a relaxed mind are truly essential towards providing better services. With that in mind, the Regional Office 2 officers underwent a team building activity in Santa Praxedes and Claveria, Cagayan on May 2010. With the active participation of the Chief, Admin Division, a number of activities that enhance team cooperation were introduced. The objective of the team was significantly achieved and it greatly changed the perspective of some towards the essence of a team.

On Replacement Clothing Allowance (Showdown Inspection)

The Chief, Admin Division inspects the completeness of the uniform in relation to the release of RCA.

On Personnel Monitoring (Dropping from the Rolls) Adhering strictly to the existing policies on personnel management, the Administrative Division closely monitors the movement as well as the attendance of personnel. With close coordination with the Regional Internal Affairs Services, some cases involving Absence Without Official Leave were acted upon with finality. On Public Information Services (PIS)

FIRE PREVENTION MONTH AFTER ACTIVITY REPORT OF BFP REGION 02 CY 2010 March 2010

On March 01, 2010, the Office of the Regional Director BFP Region 02 officers and personnel headed by SSUPT SERGIO M SORIANO JR, Regional Director this region together with the Office of the Provincial Fire Marshal of Cagayan BFP personnel conducted FUN RUN OOA 0530H as a kick-off activity on the 1st day of Fire Prevention Month. The Fun Run aims to mobilize the physical conditioning of every firefighter in the region. The Berong Bumbero and Jollibee mascots were the main attractions to the fun run catching the attention of the community especially the children viewing on the streets wherein they are aboard in a fire truck. A simultaneous blowing of horns of fire trucks were also done during the fun run while FO1 Teresita Yague and FO1 Cecille Corpuz announces the fire prevention tips as part of our public information campaign tips. The Chief Public Information Officer, SR INSP JIMMY B GUMABAY invited the media for the coverage of fire prevention activities and dissemination of fire safety information materials by emphasizing the importance of fire prevention in the community. As part of fire safety awareness campaign of the bureau, the BFP R2 will be conducting series of lectures and drills in the schools, private and government agencies. An enormous Barangay Ugnayan through the conduct of lectures in fire prevention to the different barangays within the region will be done and an open house of all fire stations shall also be conducted particularly to the different schools to show to the students the accomplishments and the available firefighting capabilities of the Bureau. The Regional Firefighters Olympics 2010 and at the same time the culminating ceremony of Fire Prevention Month was held on 29 February 2010 at Bayombong, Nueva Vizcaya thru the leadership of CINSP ALLAM M EBALLAR. Said activity was spearheaded by the Regional Director SSUPT SERGIO M SORIANO JR and staff which were participated by four provinces of this region with fifteen (15) participants from BFP personnel and Fire Volunteer Brigades per province. The purpose of the said Fire Olympics is to develop physical endurance, camaraderie and sportsmanship among BFP members and volunteers of BFP Region 02.
