A record number of students in the Verona Area School District reported being homeless for portions of the 201213 school year. Ninety kids spent part of the year living in hotels, doubling up with friends or relatives or even living in cars, reported district student services director Erin Kuehn-Schettler. Nowhere is that more evident now than in the long list of projects coming to the citys Plan Commission. In addition to an important intermediate step for the Fairfield Inn and Suites hotel on West Verona Avenue, the commission will get first looks at a Country Kitchen-anchored strip mall in front of Farm and Fleet and a combination diner and apartment complex on South Nine Mound road that will cater to the adjacent bike trail. The hotel, which first came to the commission in May, is clearly aimed directly at picking up some of Epics several hundred weekly training visitors. Camp invention
Creativity and curiosity marked another weeklong round of Camp Invention, where local kids gathered at Glacier Edge Elementary School to get a chance to make their own inventions and more. This science-enrichment camp fosters creative thinking, teamwork and problem-solving skills through hands-on exploration. The camp is run by Verona Area High School teacher Dave Nelson who oversees five age groups starting with kindergarteners. They do activities like buildyour-own invention out of old equipment like a VCR or make a volcano erupt with the right ingredients (right). The camp, which has been going on for 10 years, had more than 100 kids participate, Nelson said. It is sponsored by Invent Now Inc., a nonprofit in partnership with the United States Patent and Trademark Office.

The city closed its fifth tax-increment district Monday, one that encompassed the majority of the Bruce Street Industrial Park. TIF 5 was created in 1997 and mostly filled up by 2004.

The citys tax base grew by more than $13 million on Monday night. Thats when, for the first time in almost a decade, Verona got to do something it used to do with regularity close one of its tax-increment financing districts several years early. TIF 5, more commonly known as the Bruce Street Industrial Park district, will have more than $200,000 in its account when funds are distributed to the various taxing entities, including the city and the Verona Area School District. By law, that requires the district to be closed so the property tax payments can begin going back to their normal destinations. There was only a quick discussion and the vote was unanimous. When the final audit of the district is completed at the end of the year, about $60,000 will go back to the citys general fund. More importantly, the citys portion of taxes on the increment (roughly $80,000 a year) will go to the citys general fund next year though half of it must be used to lower taxes. The change equates to about a 1 percent bump in the citys overall valuation, which is more than many cities in Wisconsin got all last year but mere peanuts compared to the impending closure of the citys seventh TIF district, encompassing much of Epic, in about two years. Nearly half the remaining funds will go into VASDs fund balance, and the school district will see property tax relief (or possibly increased spending capacity or savings) of around $150,000 next year. The taxing jurisdictions got similar rebates in 2007, when the city reduced the

size of TIF 7 to remove the Learning Center and had leftover funds. That gave the city room to spend more than $7 million building a new city hall and allowed the school district to significantly lower taxes for one year. The TIF 5 closure wont be nearly so powerful, but given the slight margins in the city budget the past few years, it can provide a little more breathing room. The city opened the south-side district in 1997 at a base value of $92,200, anchoring it with Zurbuchen Oil and eventually adding such businesses as JT Packard, Econoprint, L&L Foods and Buschs Signs and Designs. It had the district almost entirely filled by 2004, along with the rest of the industrial park that was not within the district. By then, the city had closed the first three districts it had created, mostly owed to the success of TIF 3 (the Venture Court industrial park), which not only paid for itself quickly but helped pay off a small struggling downtown district that had not gone as planned. The city now has only three TIF districts left, all of which must be closed within the next decade. Verona cannot create any new districts until the Epic TIF closes. TIF is an economic development tool that was enabled by the state in 1975 but wasnt employed skillfully in Verona until the late 1990s. It freezes taxable values, then pools all the increased tax payments from development (and inflation) from all jurisdictions for limited uses by city, village or town. TIF has several variants and several methods of using the money, but the common thread is the ability for that municipality to

The official explanation was that the material supporting the well pump was unsuitable and had to be removed and replaced with gravel. Ald. Heather Reekie (Dist. 4), a member of the Public Works committee, told the council the bigticket item inspired her to do some investigative work. I went out to the well pump site today and got my hard hat and talked to a number of people there and a lot of them directed them back to (city engineer Bob) Gundlach and (public works director Ron) Rieder, she said. I am very comfortable now with approving this. Discovering unexpected conditions underground is nothing new for Verona. When Epic built its second parking garage (Yoda), it had to change from three levels to four after contractors discovered a huge cavern. And T. Wall Properties got Verona to allow a major change in its plan for the West End two years ago partially because it discovered a large hill of solid rock in an area where its first apartments were supposed to go.

Veronas second round of high-visibility drunken driving patrols has been postponed until September. The original plan for having two Capital Area OWI Task Force patrols per community this year fell through because of paperwork delays. But an expanded version of the program kicks off June 29 in Stoughton. That night, De Forest Lt. Dan Furseth, who has been running similar patrols using only police from his department for several years, will explain to area media the purpose of the task force, which will circulate among 10 communities this year. Its not to catch drunken drivers so much as prevent them, he explained to the Verona Press last year, when his department first got a state grant to pay for the officers overtime. This years patrol in Verona, on Sept. 28, should bring nine additional officers here, as well as two or three Verona officers and a supervisor, all dedicated solely to putting on a display to make people think twice before driving impaired. Officers will cruise the main roads and make frequent contacts, or stops, while reflective signs alert drivers that theyre being watched. Last years patrol in Stoughton was the only one of the five that yielded an arrest, which is just fine with police. I think it was wellreceived; a lot of people

were happy to see it. Furseth has been running the operation and applying for the Department of Transportation grants, which will cover up to $30,000 in expenses this year. Last year, it covered one round of patrols and the purchase of signs for up to $18,000. After the new round of grants comes out in October, Furseth is hoping to hit the ground running and get some patrols going over the winter, he said. For this year, each patrol is expected to line up seven or more officers, with some departments committing even more staff to their local efforts. This year, Blue Mounds did not opt to return to the program, but new this year will be the city and town of Madison, the Wisconsin State Patrol, the University of Wisconsin and Sun Prairie, which joined late, after the task force began scheduling its weekends. After their middle-ofthe-day OWI fatality, (Sun Prairie) wanted to change their tune, Furseth said. Some area communities have been waiting to see how well the program goes, but those that joined on this year ran through some bureaucratic difficulties after the task force realized there were some hazy jurisdictional issues. Each community had to adopt an ordinance that allowed officers to write citations for the other community, Furseth explained of the time-consuming process of finalizing what ultimately is a low-risk agreement.

Jungle adventure is something to love

T
he nauseating humidity combined with the stench of rotting compost moderately impedes my march. But I know I am close. After scanning the muddy terrain for slippery spots and snakes, I turn a corner and hear the roar of what sounds like an approaching subway car or the missing T-rex from Jurassic Park. Instead, I look up and there he is: a black howler monkey exactly who I had been lookDresser ing for. Just a few feet away, he stares back at me with big black eyes, and to keep calm, I had to remind myself that a howler monkey is mostly as harmless as a squirrel. Known for their Tarzan-like jungle cries, their bark is unquestionably stronger than their bite. The howler monkey is just one of the myriad reasons I love going to the rainforest. I have never found so many occasions to use the word remarkable in one place. The number of exotic plant and animal species is infinite and the complexity of their intertwining relationships of survival is a network that rivals the Internet. The rainforest is also a habitat that puts the Driftless Area, terminal moraines and flat prairielands of Wisconsin to shame. If a home on the prairie implies peace and quiet, a life in the rainforest promises surprise, adventure and significantly bigger mosquitoes. Imagine this for a second: Costa Rica contains 6 percent of the worlds biodiversity despite having less than 0.03 percent of the worlds surface area. That would be like putting two New York City populations into an area about the size of Verona. Its entirely possible to go on a rainforest walk and not see the same kind of bird twice. Yet despite this superabundance of life, the rainforest is a lot darker and smellier than one might expect. With so many trees and big canopy tops, it is almost impossible for the sun to reach the forest floor even on a clear day. Some trees are so tall that it is impossible to see where they touch the sky. You dont want to look up too long, either, because your nose will be filled with the strong stench of compost. With so much death and renewal of life, the forest floor is rich in dead leaves and animals that create the perfect compost but also the perfect storm. With a soil rich in nutrients, comfortable temperatures yearround and plenty of rain, even the most basic organism could survive here. It is every animal and plants dream retirement spot and consequently, there is a constant battle for nourishment. Due to the sheer number of species inhabiting the rainforest, some species have to get creative to survive. Take, for example, one of my favorite plant species (maybe because Im from Wisconsin) the Swiss cheese plant (Monstera deliciosa). This plant has leaves that grow with natural holes in them. It is said the plant has developed this mechanism because insects will see the holes in the leaves and will assume that the leaf has already been eaten and wont eat it. Others say it is in order to take in more sunlight. Whats clear is that this plant is really clever.

Another, more brutal plant is popularly called the strangler fig. It starts out growing at the base of a tree and slowly wraps itself around the tree in spiral, suffocating it in the process. Once it spirals completely around the tree, the tree dies, decomposes, and all that is left behind is the hollowed out spiral of the strangler fig, hence the name. It is a haunting natural sculpture to encounter on your walk. The only visual that is more haunting is when you reach a sudden, abrupt end to the rainforest. Unfortunately, humans are also attracted to the rich breeding grounds of the rainforest, and the annual increase in deforestation rates for farmland use is startling. I have seen it firsthand. The howler monkey has seen it too. More and more, his bark sounds less like a hello and more like a sounding of an alarm for the rainforest dwellers who know the damage humans can do. Programs get kids hooked on engineering

Bole is a native of India who came to the U.S. in 2002 to get her masters degree in management information systems and accounting. Her husband is a computer engineer and her father was an electronic engineer. Those influences combined with her desire as a mother for her child to have a rich STEM education led her to open a franchise of the national Engineering for Kids business. Bole said she will be working with schools throughout Dane County to plan demonstrations for children. If theres interest, families can sign up for different programs. Kids may not even realize that as they put together a model rocket or roller coaster that theyre learning basic principles of physics and engineering. And thats OK, as long as theyre having fun. Kids are supposed to have fun while learning through a new Verona franchise of Engineering for Kids, a business that provides afterschool programs and special hands-on events based on science, technology, engineering and math (STEM) for kids. Rutu Bole, a Verona resident, is opening the first Engineering For Kids in the state of Wisconsin this month. Families can get a glimpse at some of the program offerings this Saturday at the library. The main objective is to give children and their parents a feeling for what we are offering, Bole told the Press in a phone interview last week. We want kids to have fun; thats the only perquisite we have. The open house will have different stations for kids to try out projects. The teachers wont get into as many details as children might find at a regular Engineering for Kids class, but theyll still get their hands on projects like rocket building, rollercoaster design and robotics.

Wisdom and Well-being

Philosophers have almost always touted the connection between wisdom and happiness. Aristotle, by defining us as rational animals, comes close to guaranteeing that through the correct exercise of reason we might become happy. But, Aristotle was aware that our passions and appetites could lead us astray, since they are essentially irrational, and so for Aristotle, the good life requires the correct use of reason in practical matters, what he calls phronesis or practical wisdom. This practical wisdom is the result of a lifetime of experience. Aristotle says that no young person can be truly wise in the ways of life because he has not experienced enough of it. Likewise, the book of Proverbs is addressed to the moral education of the youth, repeatedly saying such things as Hear, my son, your fathers instruction, and My son, do not forget my teaching. (Proverbs 1:8 and 3:1) The connection between practical wisdom and well-being has been empirically verified by the psychologists Richard Nisbett, Igor Grossmann and others. They defined practical wisdom as consisting of 5 aspects: 1) willingness to resolve conflict; 2) willingness to search for compromise; 3) recognition of the limits of personal knowledge; 4) awareness that more than one perspective on a problem can exist; and 5) appreciation of the fact that things may get worse before they get better. It turns out that the wiser we are, when judged by these criteria, the happier we are. For wisdom will enter your heart, and knowledge will be pleasant to your soul. Proverbs 2:10

The first Animal Hospital of Verona Dog Wash and Brat Stand Sunday brought out more than 65 dogs and their owners. With more than 100 brats sold and clean doggies galore, the establishment also raised $1,200. Funds raised benefit the hospitals Help-APet Fund which was established in 2000 to help cover the cost of necessary medical care for patients whose families need some assistance. The funds are also used to help cover basic medical costs for stray and surrendered animals while they are in our care.

Lincoln Street will be impassible between Verona City Center and Veterans Park until about Aug. 15 now that work has begun on the culverts under the road. The current culverts are not sized to (sustain a) 100-year storm, city public works director Ron Rieder explained. The $230,000 project will replace higher-capacity concrete tubes and adjust the channel for about 290 feet to the east of Lincoln Street.

Grad gets Ag recognition

One former Verona Area High School graduate was honored at Black Hawk Colleges (Ill.) 40th annual Ag Recognition Reception. Jayme Warner was named a second team Academic All American for maintaining a 3.5 grade point average and appearing in two meets. The club is a member of the National Postsecondary Agricultural Student Organization, which is the college extension of high school FFA. In total 32 honor graduates, 89 scholarship recipients, 36 achievement award winners, seven Founders Scholars, and 20 Phi Theta Kappa honor society inductees were honored at the banquet. The club also boasts 22 Academic All Americans.

Verona graduates Tyler Reinecke and Caleb Baltes were on the Verona Area High School varsity boys golf team all four years. Head coach Jon Rebholz said he expected Reinecke to be a leader right away, as he was varsity ready. Baltes started his freshman year on junior varsity but shot a really good score against Sun Prairie that season, causing Rebholz to promote him to the varsity five. Now, four years later, Reinecke and Baltes are recorded into the history of the Verona program, earning second- and third-team AllState honors. It is kind of a crowning achievement for those guys to be members of the varsity for four years and really take Verona golf to a new level, Rebholz said. They both had very good seasons and very good careers. I was hoping I can get them a little higher than secondand third-team All-State but there are a lot of deserving players out there. Rebholz also said that since both Reinecke and Baltes were friends, it was an incentive to push each other, as they would hit balls in the fall and winter to prepare for each spring season. Add the effort the two players put into their academics as well, and Rebholz said that it showed the character Reinecke and Baltes had. Baltes and Reinecke were 4.0 students and were in the top 10 of

Undefeated Verona (8-0) saw rain postpone its Western Section game Sunday at second-place Blanchardville (6-1). No makeup date has been announced. We should have been thanking our lucky stars a couple weeks ago, Verona manager Dale Burgenske said. We were the only team in the league to have all our games in on both Thursday and Sunday. The Cavaliers are still trying to work in make-up date against Monroe. The Cavaliers travel to third-place Argyle (7-2) for a 7:30 p.m. game Friday. Verona heads to Wiota (4-3) on the Fourth of July before hosting Argyle on Sunday, July 7.

Every school in the district has at least some students who are homeless at some point in the year, Kuehn-Schettler said, and she suspects there are more than whats reported. Teens kicked out of their parents home might move in with friends but not tell anyone else. High schoolers dont always just come forward and say, I have a problem, she said. Statewide, the numbers of homeless students has nearly tripled since 2003-04, from 5,400 to 15,600 last year, according to the state Department of Public Instruction. Veronas figures exceed all Dane County suburban districts except Middleton-Cross Plains and Sun Prairie. Madison reported that 1,168 students were homeless at some point during the 2011-12 school year. Not surprisingly, research has consistently found that homeless children experience more problems in health, development, behavior and academic achievement, according to the New York City-based Coalition for the Homeless. Chris Mand is a school social worker at Savanna Oaks Middle School, New Century School and Sugar Creek Elementary School. The number of kids in recent years struggling with homelessness has seemed pretty consistent, she said, but awareness of the problem seems to be growing. The issue isnt isolated to one or two neighborhoods; rather, there are cases districtwide, she said. Verona staff receive training each year to recognize the signs of

The two friends wanted a warm and welcoming feel in the clinics dcor and larger treatment rooms so patients could bring their children in with them. And the clinic has also extended that welcoming feeling to the community. Last week, Verona Chiropractic hosted a Chamber After 5 event for the Verona Area Chamber of Commerce. The outdoor

event featured food, music and raffles. In May, the clinic hosted a Ladies Night Out with food, demonstrations and a raffle. Meanwhile, the two friends are trying to grow their business. Were starting to see some traffic pick up at the clinic, Reitzner said. We understand that it is going to take time to get going.

Plan: Country Kitchen would anchor a small strip mall in front of Farm and Fleet
Continued from page 1 planned-unit development, which allows variations from standard zoning rules in order to accommodate unusual or particularly large developments. If it were a controversial project, the GDP would be a crucial stage known as the entitlement phase, or the one that provides the rights to build. But the hotel is likely to get a warm welcome all around as long as the exemptions it needs for setbacks and parking arent pushing things too far. Those are the subject of another discussion Monday, on whats known as the certified survey map, or the document that defines the property lines. The project will need some work in the background, including moving around some bits of property among both the city and state. It likely wont be ready for full approval until September. The two restaurants, meanwhile, are perhaps less complicated but have yet to get feedback from the commission. Certainly they would be met with a warm reception by most Verona residents, many of whom openly wish for more eating places. But both face some challenges. The County Kitchen strip mall would take one of the four outlots in the Farm and Fleet development off East Verona Avenue, according to plans submitted to the city. The 4,000-square-foot restaurant would be accompanied by 6,000 square feet of undetermined retail. According to a sales flier for the real estate company that is brokering the site, Lee and Associates, the building is planned for a January opening and would share parking and a driveway with the adjacent lot. Unlike the Dairy Queen two lots over, its stormwater detention pond would be out of view, under its parking lot. Thats likely to get a good reception, but the mismatched architecture of Country Kitchens standard look next to the rest of the strip mall and the Dairy Queen and Farm and Fleet might come under some scrutiny. The other restaurant, which has not been named and might not be an existing franchise, would be a 5,000-square-foot trailside caf, similar to a Culvers Blue Spoon Cafe, as city planning director Adam Sayre described it, with a casual menu designed to appeal to active people who might use the Military Ridge State Trail. It would not be open late into the evening but would feature alcoholic beverages. The restaurant would be attached to a three-story apartment building with 24 skip-stop units, what Sayre said is a European concept thats picking up momentum in the United States. Each the units would have access only on the second floor and have two levels, which is also known as a double-loaded corridor. Apartments have been hot commodities in the past couple of years, and last summer the city enacted a new policy limiting the number of apartments that developers could expect to build to 25-50 per year. The city has not approved any apartments this year under that policy, however, and it could be argued that it meets an exemption for being mixed use. A couple of notable items that will not be on the Plan Commissions agenda are any new buildings at Epic or the West End. Epic is expected to bring plans for a second food service building to alleviate lunchtime crowding at its Cassiopeia building on Campus 1 as early as August and plans for Campus 4 in September or October, city administrator Bill Burns reported Monday. Developer Terrence Wall, who proposed apartments at the West End in May and brought an attorney to that meeting who challenged the citys policies, has not yet submitted any plans. The commission did not react favorably to the 40-unit building he wanted to build. I think he heard the message, Sayre wrote, adding that he is optimistic there will be other, more welcomed development on the site soon. There definitely continues to be development interest in that project. Another project that has been bubbling around for a bit and might be getting closer is one thats next to Kwik Trip on East Verona Avenue and is being considered for tax-increment financing assistance from the city. It remains early in the planning stages but got some positive comments earlier this month from the Finance committee.

While the city and Town of Verona were discussing the dissolution of the fire district, fire commission members expressed concerns they had heard from current firefighters about their prospects of having a job after the transition. Commissioners had asked that the city move quickly to staff the station. A short discussion by the committee last week didnt reveal how they intend to fill those positions; rather they asked Giver to report back at the next meeting on how it would be best to staff the department next
